[00:00:06]
>> [NOISE] GOOD EVENING EVERYBODY AND WELCOME TO OUR MAY 23RD BOARD MEETING.
[1. REGULAR BOARD MEETING CALL TO ORDER - 5:30 PM]
WE'RE GOING TO START THINGS OFF WITH THE PLEDGE OF ALLEGIANCE LED BY BOARD DIRECTOR, ERICA COX.>> ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION UNDER GOD, INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL.
>> NEXT IS OUR LAND ACKNOWLEDGMENT.
I ACKNOWLEDGE THAT THE GEOGRAPHICAL REGION OF CAMAS IS LOCATED ON THE ANCESTRAL AND TERRITORIAL LANDS OF THE CHINOOK AND CALYX PEOPLE AND THAT THE CHINOOK ARE STILL FIGHTING TO BE A FEDERALLY RECOGNIZED TRIBE ON THEIR OWN LAND.
BRINGS US TO ITEM 2 ON THE AGENDA.
[2. MILL TOWN PRIDE AWARD(S)]
WE HAVE A COUPLE OF MILLTOWN PRIDE AWARDS.DR. WILLIAMS, DO YOU WANT TO TELL US WHAT WE'RE GOING TO BE DOING HERE?
>> WE ARE PRIVILEGED TO HAVE TWO GROUPS WITH US.
FIRST, WE HAVE TEAM MEAN MACHINE.
[APPLAUSE] I'M GOING TO CALL BRUCE WHITEFIELD UP HERE TO GIVE US THE SCOOP ON ALL OF THE AMAZING ACCOMPLISHMENTS THAT HAVE HAPPENED.
WE'VE SET SOME RECORDS HERE AND JUST SOME OUTSTANDING WORK BEING DONE.
ONCE THEY GIVE US AN UPDATE, WE'LL PASS OUT OUR MILLTOWN PRIDE PIECES.
>> HELLO, THANKS FOR HAVING US IN.
I HAVE THE PRIVILEGE TO BE A LEAD MENTOR FOR THE TEAM 2471, THE CAMAS WASHOUGAL AND HAWKINSON ROBOTICS TEAM.
MOSTLY THESE DAYS, CAMAS AND DISCOVERY HIGH SCHOOL.
WE'VE HAD A PRETTY AMAZING RUN STARTING WITH HAVING A COUPLE OF YEARS AGO OUR SEASON CANCELED AFTER OUR FIRST MEET.
GOING INTO THE PANDEMIC YEARS, THE ROBOTICS TEAM IMMEDIATELY DID A SPIN AND PUT ALL THEIR RESOURCES INTO THE INFINITE RESOURCE PROJECT, WHICH MADE 20,000 EYE SHIELDS AND FACE SHIELDS FOR OUR HEALTH CARE PROVIDERS.
WE'VE GIVEN AWAY FREE BECAUSE THEY DID A GOFUNDME THAT ACTUALLY FUNDED ALL THOSE THINGS FOR OUR PEOPLE.
THAT'S THE NATURE OF THE TEAM.
IT'S NOT ABOUT A ROBOT, IT'S BECAUSE OF A ROBOT.
BECAUSE OF THE ROBOT, WE DO LOTS OF CRAZY THINGS.
IN FACT, THIS YEAR WE INVENTED THE POWER PIVOT, WHICH IS A DEVICE TO HELP PEOPLE WITH MOBILITY CHALLENGES MANEUVER FROM A BED TO A WHEELCHAIR OR SOMETHING LIKE THAT.
THAT BY THE WAY, HAS HAD A PATENT APPLIED.
WE HAVE STUDENTS ON THE TEAM IN FRONT OF YOU WHO HAVE THEIR NAME ON A PATENT BEFORE THEY GRADUATE FROM HIGH SCHOOL.
[APPLAUSE] WE HAD A GREAT RUN AT THE SEASON.
AS WE ARE ALL COMING OFF OF PANDEMIC YEARS AND GOING BACK INTO A REAL COMPETITION, WE LEARNED HOW TO WORK TOGETHER A TEAM THROUGH A LOT OF CHALLENGES, A LOT OF BROKEN PARTS, AND HOW TO FIX THOSE THINGS AND MANAGED TO CLAW OUR WAY TO THE WORLD CHAMPIONSHIPS AT HOUSTON.
IT'S A LESSON AND PERSEVERANCE THAT I THINK OUR TEAM WILL NEVER FORGET BECAUSE IT JUST WOULDN'T LOOK LIKE WE WERE OUT OF IT.
WE WERE PICKED INTO AN ALLIANCE THAT WAS STRONG AND ACTUALLY WON ONE OF THE SIX FIELDS AT HOUSTON 400 TEAMS SIX FIELDS AND WE'RE ON ALLIANCE OF THREE ROBOTS, THAT ONE, THE ROEBLING FIELD.
[APPLAUSE] THOSE OF YOU WHO DON'T KNOW THAT, THAT GETS YOU TO THE ACTUAL GOAL OF EVERY ONE OF THE 4,000 OR SO HIGH SCHOOL ROBOTICS TEAMS AROUND THE WORLD, WHICH IS TO PLAY ON EINSTEIN, WHICH THIS TEAM DID.
IT PLAYED ROBOTICS ON EINSTEIN.
NEXT TIME WE WANT TO TRY TO BE THERE AS THE TEAM THAT'S PICKING THE OTHER TEAM.
IN ALL OF THE STEM SPORTS, THERE'S A LITTLE BIT OF LUCK INVOLVED, BUT LUCK FAVORS THE PREPARED MIND AND THAT'S WHAT WE HAVE, THAT'S WHAT WE DO.
WE PREPARE THE MINDS FOR THE FUTURE.
WE PREPARE THE STUDENTS TO GO OUT INTO THE WORLD AND DO SOME AMAZING THINGS AND WE HEAR FROM OUR ALUMNI ABOUT THAT.
WE ALSO PREPARE OUR PARENTS, BELIEVE IT OR NOT, BECAUSE THEY SUDDENLY REALIZE AS A RESULT OF BEING ABLE TO, NOT ABOUT ROBOT BECAUSE OF THE ROBOT, ARE ABLE TO DO SOMETHING WITH THEIR STUDENTS,
[00:05:02]
EVEN THOUGH THEY'RE 14, 15, 16, 17, AND NO LONGER LISTEN TO THEM, THEY CAN ACTUALLY BE PART OF THEIR LIFE AND DO SOMETHING PRETTY INCREDIBLE FOR THE FOUR YEARS THEY'RE ON THE ROBOTICS TEAM.ANYWAY, THIS IS A PORTION OF OUR TEAM AND WE'VE HAD A GREAT RUN AT IT THIS YEAR AND WE'RE LOOKING FORWARD TO WHAT HAPPENS NEXT.
>> THANK YOU. [APPLAUSE] [NOISE]
CAN I GET THAT MICROPHONE? JUST FOR THE RECORD HERE, SINCE YOU ALL CAME ALL THIS WAY, I'M GOING TO DO MY BEST RAMBLIN' ROD HERE.
DO YOU WANT TO SAY YOUR NAME AND WHAT GRADE YOU'RE IN? [LAUGHTER].
>> MY NAME IS HELLEN, AND I'M THE FACULTY ADVISOR.
>> HI, I'M RONNE, AND I'M ALSO FACULTY ADVISOR.
>> I'M COLIN, AND I'M 12TH GRADE.
>> I'M JORDAN, AND I'M 12TH GRADE.
>> I'M BRENDAN, AND I AM 10TH GRADE.
>> I'M WILL, AND I'M A JUNIOR.
>> TARYN, SOPHOMORE. [LAUGHTER] [APPLAUSE]
>> LET'S GET IN FOR A PICTURE NOW, SHALL WE? CROWD ALL THE WAY IN THERE.
>> WE'RE REALLY PROUD OF THE WORK THAT THIS TEAM DOES.
WE HAD PARENTS TEXTING US, KEEPING US UPDATED AND THEY'RE LIKE, "WE GOT KNOCKED OUT.
NOW WE BACK IN, WE GOT SELECTED." JUST KNOWING THAT YOU HAD THOUSANDS OF FOLKS YOU WERE COMPETING WITH AND THAT YOU WERE ABLE TO JUST EXCEL AT THIS LEVEL, WE'RE JUST REALLY PROUD OF THE WORK THAT YOU'VE DONE.
AGAIN, THE WORK YOU'VE DONE TO CARRY US THROUGH THE PANDEMIC AND JUST THINKING OUTSIDE OF THE BOX.
WE APPRECIATE YOUR LEADERSHIP, YOUR INGENUITY, YOUR CREATIVITY.
THANK YOU AGAIN FOR WHAT YOU'VE DONE FOR OUR DISTRICT.
>> YOU'RE WELCOME. YOU'RE WELCOME, THANK YOU.
>> GRAB THE NEXT ONE. AWESOME. OUR NEXT CREW, BECAUSE THERE'S A LOT OF AWESOMENESS HAPPENING IN CAMAS SCHOOLS, AS YOU KNOW, IS DECA.
WE'RE GOING TO CALL UP SUZIE DOWNS TO GIVE US THE UPDATE ON WHAT OUR AMAZING DECA TEAM, AS YOU KNOW, EVERY YEAR THEY DO AN OUTSTANDING JOB REPRESENTING CAMAS AND SO WE'LL TURN THIS OVER.
>> THANK YOU FOR HAVING US HERE TONIGHT.
WE'RE REALLY EXCITED TO RECOGNIZE SOME OF OUR 25 FINAL CONTENDERS THAT TRAVELED TO ICDC TO ATLANTA, GEORGIA AT THE END OF APRIL.
WE WERE THERE APRIL 23RD THROUGH THE 27TH.
THESE STUDENTS ALL QUALIFIED AT THE STATE LEVEL FOR INTERNATIONAL COMPETITION, WHICH MEANS THEY ARE EXTREMELY COMPETITIVE.
WASHINGTON DECA TOOK AWAY MORE AWARDS THAN ANY OTHER STATE OR ORGANIZATION THIS YEAR [APPLAUSE] SO THEY ARE PART OF THAT.
WE ALWAYS TELL THEM, IF YOU MAKE IT OUT OF WASHINGTON DECA, YOU ARE A ROCKSTAR.
THERE WAS ABOUT 17,500 STUDENTS AT THIS CONFERENCE.
ALL OF MY STUDENTS WERE HERE AND 25 WENT AND 12 MADE IT TO FINALS AND WE HAD SOME CONTENDERS THAT ACTUALLY BROUGHT BACK SOME DECA GLASS, WHICH I LEFT AT SCHOOL, I'M SORRY.
[LAUGHTER] I'M GOING TO LET MR. [INAUDIBLE] AND MYSELF AND TONY ALBERT ARE THE ADVISORS FOR THESE KIDS.
AFTER A COUPLE OF YEARS OF COVID AND FINALLY ACTUALLY GET ON A PLANE, WELL, GETTING ON A PLANE, THEY WERE A LITTLE CRAZY ON THE PLANE AT TIMES.
[LAUGHTER] JUST TO MENTION THEM, [LAUGHTER] GOT YOU.
I HAD A GREAT BONDING TIME, LOTS OF LAUGHS, LOTS OF FOOD, LOTS OF GREAT EXPERIENCES, BUT THEY DID A GREAT JOB.
THEY WERE SO WELL-BEHAVED IN MOST CASES AND [LAUGHTER] I'M REALLY PROUD.
[00:10:03]
WELL, I BASICALLY SAID IT'S PROBABLY ONE OF THE BEST TRIPS I'VE EVER HAD AND SUCH AMAZING GROUP OF INDIVIDUALS.I'M GOING TO LET MR. [INAUDIBLE] ANNOUNCE THE RECIPIENTS OF THE WASHINGTON DECA, CAMAS HIGH-SCHOOL DECA ORGANIZATION.
>> JUST QUICKLY BEFORE I BEGIN THAT, IN CASE YOU DON'T KNOW WHAT DECA IS OR WHAT WE DO, WHAT THEY'RE COMPETING IS EITHER A ROLE-PLAY EVENT WHERE THEY GET A CASE STUDY, BASICALLY 10 MINUTES OR DEPENDING ON WHAT SITUATION, IT'S 10 MINUTES OR SO.
BEFORE THEY COMPETE, THEY PREPARE IT, THEY GO GIVE A 10 MINUTE PRESENTATION JUST ON THE FLY OF WHAT THEY PREPARED AND THOUGHT UP.
OTHER STUDENTS CREATED A 20 PAGE RESEARCH PAPER THAT THEY'D BEEN WORKING ON FOR THE ENTIRE SEMESTER, WRITING THE PAPER, CREATING THE PRESENTATION, AND THEN PRESENTING IT PROBABLY HUNDREDS OF TIMES BY THE END OF THE TRIP.
THEN WE HAD SOME OTHER STUDENTS WHO DID SOME COMMUNITY OUTREACH EVENTS AND THEN THEY WROTE ABOUT THOSE EXPERIENCES AS WELL.
THERE'S A LOT OF DIFFERENT THINGS FROM WRITING, RESEARCH, PRESENTING, THINKING ON THEIR FEET, JUST REALLY GOOD LIFE SKILLS THAT THEY'VE EXCELLED IN.
I'LL READ THROUGH THE NAMES HERE.
IF YOU GUYS CAN JUST EITHER WAIVE OR STEP FORWARD AS I CALL YOUR NAME.
OUR QUALIFIERS INCLUDE MOLLY MCARTHUR, MADDIE MCARTHUR, AKSHAYA SAKALA, ANDREW [INAUDIBLE].
>> [OVERLAPPING] THEY CAN STEP FORWARD.
>> SURE. STEP FORWARD AS I'M CALLING.
>> STEP FORWARD AS YOUR NAME IS CALLED SO WE KNOW.
>> SHOULD I JUST START OVER? [LAUGHTER]
>> YES, START OVER SO WE CAN SEE. [LAUGHTER]
>> ALL RIGHT. LET'S TRY IT AGAIN. [LAUGHTER] MOLLY MCARTHUR.
>> MADDIE MCARTHUR, AKSHAYA SAKALA, ANDREW [INAUDIBLE], WHO IS NOT HERE, MADHURI PARASA, ANANYA PATTAMATTA, CLAIRE MCOMIE, LEONA MCGREGOR, CRYSTAL [INAUDIBLE], WHO IS NOT HERE, [INAUDIBLE], KHOI [INAUDIBLE], WHO'S HERE, ESHA MINHAS, RILEY [INAUDIBLE].
THEN WE HAD OUR FINALISTS INCLUDE, WHO ARE NOT HERE, THESE TWO ARE ALIYAH AND SYDNEY [INAUDIBLE].
EMILY [INAUDIBLE] WAS A FINALIST, GRACE [INAUDIBLE] WAS A FINALIST, [INAUDIBLE] SEAGAL WAS A FINALIST.
THEN WE HAVE FOURTH PLACE FINISHERS, [INAUDIBLE].
SOPHIA [INAUDIBLE] WAS A FIFTH PLACE IN HER EVENT, [INAUDIBLE] WAS FIFTH PLACE IN HER EVENT.
ADRIAN SOH WAS FOURTH PLACE, HE'S NOT HERE.
THEN WE HAD A FIRST PLACE FINISHER, [INAUDIBLE] AND EMILY [INAUDIBLE].
[APPLAUSE] AGAIN, WE'RE VERY PROUD OF ALL OF THE TIME AND THE EFFORT THEY PUT INTO THIS, A LOT OF DEDICATION FROM STUDY SESSIONS TO JUST WORKING TOGETHER AND LIFTING EACH OTHER UP.
I HAVE NEVER REALLY SEEN A GROUP WORK TOGETHER BETTER THAN THIS GROUP WHERE THEY GAVE FEEDBACK TO EACH OTHER AND ALL THE BOATS ROWED THIS SHIP BY FAR AND WE SAW THAT IN THE RESULTS.
I'M PROUD OF THEM, I'M REALLY HAPPY WE GOT THE OPPORTUNITY TO ACTUALLY GO THIS YEAR AND CELEBRATE ALL THEIR ACHIEVEMENTS. WE'RE PROUD OF YOU GUYS.
[APPLAUSE] [BACKGROUND] [NOISE]
>> I'M SUPPOSED TO GET THE MICROPHONE AGAIN.
>> JUST ONE MORE TIME, I'LL START DOWN AT THIS END. HOW ABOUT THAT? IF YOU WANT TO JUST GIVE YOUR NAME AND YOUR GRADE, THAT WOULD BE GREAT.
>> HI. I'M ESHA MINHAS AND I WAS A SENIOR THIS YEAR.
>> HI. I'M RILEY [INAUDIBLE], I'M A SENIOR.
>> H. I'M MOLLY MCARTHUR AND I'M A FRESHMAN.
>> MY NAME'S EMILY [INAUDIBLE]. I'M A SOPHOMORE.
>> MY NAME IS SOPHIA WADE AND I'M ALSO A SOPHOMORE.
>> MY NAME IS HIGGINSONS AND I'M A SOPHOMORE.
>> I'M [INAUDIBLE] AND I'M A SENIOR THIS YEAR.
>> MY NAME IS NICKA ROBIN. I'M A SENIOR.
>> I'M [INAUDIBLE] PATTAMATTA AND I'M A JUNIOR.
>> I'M [INAUDIBLE] AND I'M A JUNIOR.
>> I'M [INAUDIBLE] AND I'M A JUNIOR.
>> I'M MADDIE MCARTHUR AND I'M A JUNIOR.
>> I'M [INAUDIBLE] AND I'M A JUNIOR.
>> I'M LEONA MCGREGOR AND I'M A JUNIOR.
>> I'M SUZIE DOWNS AND I'M AN ADVISOR.
>> I'M BRADY [INAUDIBLE] AND I'M AN ADVISOR AS WELL.
>> THANK YOU. CAN WE GIVE IT UP FOR THEM ONE MORE TIME.
[APPLAUSE] [BACKGROUND] WHILE THEY ARE GETTING TOGETHER FOR THE PICTURES, JUST TO REMIND YOU, THE MILL TOWN PRIDE AWARD, WHEN WE ORIGINALLY PUT THIS TOGETHER [INAUDIBLE].
[BACKGROUND] THE PURPOSE IS TO THINK ABOUT SOMEONE WHO HAS HELPED YOU ALONG THE WAY.
[00:15:01]
YOU CAN GIVE THIS PIN TO THEM AS A THANK YOU FOR ALLOWING YOU TO HAVE THE OPPORTUNITY THAT YOU HAD.THIS MOSTLY IN TERMS OF GETTING THIS RECOGNITION.
THINK ABOUT WHO ELSE HAS HELPED YOU IN YOUR JOURNEY.
HERE YOU GO. [BACKGROUND] THANK YOU, CONGRATULATIONS.
>> ALWAYS GREAT TO START OFF WITH OUR STUDENTS' SUCCESS.
WE ARE GOING TO MOVE ALONG HERE TO ITEM 3 ON OUR AGENDA,
[3. EXCELLENCE IN ACADEMIC, SOCIAL AND LIFLONG LEARNING]
OUR EXCELLENCE, AND ACADEMIC, SOCIAL, AND LIFELONG LEARNING.WE HAVE A REQUEST IN FRONT OF US FOR A NEW ASSOCIATED STUDENT BODY FOR OUR CHEMIST CONNECT ACADEMY.
I KNOW THAT DR. HOLD IS HERE IF THERE'S ANY QUESTIONS ON ANYTHING.
OTHERWISE, I WOULD ENTERTAIN A MOTION AND A SECOND TO APPROVE THIS.
>> I'M DR. HOLD. I'M EXCITED TO SEE THIS MOVE TO A MORE ROBUST SETTING FOR YOUR STUDENTS, THAT'S PRETTY AMAZING AND I FULLY SUPPORT THIS MOVE FOR APPROVAL OF THE FORMATION OF THE ASP.
>> IT WAS MOVED BY DOUG AND SECONDED BY TRACY.
ANY OTHER DISCUSSION? ALL THOSE IN FAVOR?
>> ANY OPPOSE? MOTION CARRIES.
>> I'LL START UP CONCESSION STANDARD WHATEVER IT LOOKS LIKE FROM NOW ON.
>> ITEM NUMBER FOUR ON OUR AGENDA IS BOARD COMMUNICATION,
[4. BOARD COMMUNICATIONS]
SO IF THERE'S ANYTHING THAT ANYBODY WANTS TO SHARE WITH THE REST OF THE BOARD.I KNOW WE HAD A GREAT REGION 6 MEETING FOR OUR WAS THE BOARD OF DIRECTORS LAST TUESDAY.
IF THERE IS ANYTHING TO SHARE ABOUT THAT OR ANYTHING ELSE ALONG THE WAY?
I JUST WANT TO SHARE HOW VALUABLE REGIONAL MEETINGS CAN BE AND WE FOUND GREAT VALUE.
I THINK TOGETHER, BEING HOSTED BY KELSO AND HEARING SOME REALLY GREAT NUGGETS OF WISDOM.
WHAT OTHER SCHOOLS ARE DOING, SCHOOL BOARDS ARE DOING.
WE ALL WANT TO ACHIEVE MORE COMMUNICATION, AND THAT WAS DONE IN DIFFERENT WAYS, THAT WAS SHARED, AND ALWAYS GOOD TO HEAR WHAT VALUE IS HAPPENING IN OTHER DISTRICTS AND WHAT WE CAN IMPLEMENT HERE.
ENJOY THE TIME LEARNING WITH YOU ALL AND IT WAS A GOOD TWO WEEKS.
>> I WOULD JUST ECHO THAT. IT WAS A GOOD CONFERENCE THAT WE WENT TO, SO I ENJOYED THAT.
RIGHT NOW WITH A SENIOR GRADUATING, SO A LOT IS GOING ON AND I DID SIGN UP FOR SENIOR BOARDS, SO I HOPE TO SEE SOME OF YOU GUYS THERE.
I TOOK TWO OF THE DAYS, SO I'LL LOOK FOR YOU GUYS THERE.
>> CRAZY BUSY WINDOW OF TIME BESIDES CHECKING IN WITH SOME OTHER STAFF ON A COUPLE OF OCCASIONS HERE RECENTLY, HAD A CHANCE TO JOIN CASCADIA TECH ACADEMY.
THEY HAVE AN ANNUAL FUNDRAISER THAT WAS A NICE EVENT AND REALLY DEMONSTRATED AND TALKED A LOT ABOUT THEIR STUDENTS AND ACHIEVEMENT, THE PROGRAMS THEY ARE OFFERING, AND RECOGNIZING THE PARTNERSHIPS THEY HAVE WITH MANY OF THE LOCAL HIGH SCHOOLS HERE IN THE COUNTY WAS A NICE RECOGNITION REMINDER.
HAD THE OPPORTUNITY TO BE A GUEST SPEAKER FOR THE ESD, FOR PRINCIPLES, LEADERSHIP TRAINING.
THAT WAS FUN TO SPEAK ABOUT LEADERSHIP IN AN ELECTRIC CAPACITY FOR INDIVIDUALS THAT ARE TRAINING TO BE SUPERINTENDENTS COMING OUT OF THEIR PRINCIPALSHIP INTO THEIR SUPERINTENDENCY.
HOW TO CELEBRATE IT A LITTLE BIT WITH THE VANCOUVER PUBLIC SCHOOLS FOUNDATION.
THEY HOSTED ANOTHER EVENT HERE LAST WEEK AND WAS ABLE TO JOIN THEM, AND LET'S SEE AND LEARN A LITTLE BIT ABOUT WHAT VANCOUVER SCHOOLS ARE DOING.
MAKES ME A LITTLE BIT ENVIOUS AT THEIR SIZE, AND THEN NOT.
WHEN I LOOK AT THE CHALLENGES AND SOME OF THE THINGS THAT THEY HAVE SOME AMAZING STUDENTS.
THEY HAD A GREAT PERFORMANCE, BEAUTIFUL VIDEO TO CAPTURE THE CAPACITY OF SOME OF THEIR STUDENTS AND IT WAS A SPECIAL MOMENT WITH HOW THEY CREATE IT.
THE TOUR OF THE GARFIELD. I DON'T KNOW.
I GOT HALFWAY THROUGH IT BEFORE COURT WELL, THE DCA WAS INVITED THAT WAS INVITED IN BY MS. WHITE SHOLA,
[00:20:03]
AND I GOT ABOUT 10 MINUTES INTO IT, JUST AS WE ROUNDED THE CORNER INTO THE FIRST LOBBY WHERE YOU SEE THAT BEAUTIFUL ENTRY AND THE PHONE RANG AND I NEEDED TO COME SIT WITH PRESIDENT MCHENRY ON A DIFFERENT TOPIC.YEAH, SO I GOT JUST A LITTLE BIT, I GOT A TASTE OF IT.
MARY, I NEED TO GET BACK TO IT WHEN WE CAN.
THEN I ACTUALLY TODAY MET WITH COUNCIL MEMBERS, CITY COUNCIL MEMBERS CHENEY AND WELLN, TALKING ABOUT SHARED INTERESTS THAT THE CITY HAS RELATIVE TO SOME OF THOSE SCHOOL ACTIVITIES AND SOME INTERESTS AND ONGOING COMMUNICATIONS.
A CITY SCHOOL COMMITTEE THAT WE ALL HAVE, THEY WANT TO SOMEHOW HAVE A CONVERSATION THAT ENGAGES THE CAC IN GOING FORWARD AND DOING SOME CO-PLANNING BETWEEN OUR TWO ENTITIES. THAT'S WHAT I'VE GOT.
THAT'S GOING TO MOVE US ALONG TO ITEM NUMBER 5,
[5. PUBLIC COMMENTS]
WHICH IS PUBLIC COMMENT.WE DID RECEIVE ONE WRITTEN PUBLIC COMMENT THAT IS ENTERED INTO THE RECORD, AND THEN IT LOOKS LIKE WE'VE GOT ABOUT SEVEN PUBLIC COMMENTS FOR THIS EVENING.
BEFORE WE DO THAT, I JUST WANT TO ESTABLISH OUR PARAMETERS HERE AS WE DO FOR EVERY MEETING.
THE BOARD VALUES PUBLIC INPUT.
THE RESPONSIBILITY OF THE BOARD IS TO ACTIVELY LISTEN AND REFLECT ON PUBLIC COMMENTS.
THE BOARD MAY ONLY DISCUSS AND ACT UPON ITEMS INCLUDED ON THE WRITTEN AGENDA.
FOR THAT REASON, BOARD MEMBERS CANNOT RESPOND TO ANY COMMENTS OR QUESTIONS DURING PUBLIC COMMENT BUT CAN ASK THE SUPERINTENDENT TO FOLLOW UP ON ISSUES RELATED OR ISSUES RAISED DURING PUBLIC TESTIMONY.
GUIDELINES FOR PUBLIC INPUT EMPHASIZE THE RESPECT AND CONSIDERATION OF OTHERS.
BOISTEROUS CONDUCT WILL NOT BE PERMITTED AT ANY MEETING OF THE BOARD OF DIRECTORS, NOR WILL ANY HARASSING OR THREATENING REMARKS BE TOLERATED.
COMPLAINTS ABOUT INDIVIDUAL EMPLOYEES SHOULD BE DIRECTED TO THE SUPERINTENDENT'S OFFICE AS A PERSONNEL MATTER.
EACH PERSON PROVIDING PUBLIC COMMENT WILL HAVE A TOTAL OF THREE MINUTES.
ONCE CALLED UPON, PLEASE STEP UP TO THE PODIUM, THE MICROPHONE HERE, FACE THE BOARD, AND STATE YOUR NAME FOR THE RECORD.
THE BELL WILL RING AT THREE MINUTES TO REMIND YOU THAT YOUR TIME IS UP.
WE WILL CONTINUE THE PROCESS OF SIGNING IN FOR PUBLIC COMMENT AND GOING OFF THE LIST GIVEN TO THE BOARD PRESIDENT IN THE ORDER RECEIVED.
IT LOOKS LIKE FIRST NAME WAS CROSSED OFF, SO WE'LL MOVE DOWN TO THE SECOND NAME, WHICH IS BRANDY HEWARD.
>> HELLO, I DID NOT PLAN TO BE HERE, BUT I'M SUPPOSED TO BE HERE.
I'M HERE TO TALK ABOUT PUBLIC RECORDS REQUESTS.
I HOPE EVERYONE HERE TONIGHT LEARNS HOW TO DO A PUBLIC RECORDS REQUEST AND THE VALUE OF THEM AND THE PURPOSE IS TO KEEP PUBLIC ENTITIES ACCOUNTABLE.
TONIGHT I'M GOING TO ADDRESS THE COACH BENSON COMPLAINT THAT CAME IN IN DECEMBER THAT NEVER SHOULD HAVE BEEN MADE PUBLIC.
IT CAME IN ON DECEMBER 13TH, WHICH IS A MONDAY THE SAME DAY AS YOUR SCHOOL BOARD MEETING, IT CAME IN AT 11:32 THAT DAY.
YOU HAVE A BOARD POLICY, I BELIEVE IT'S POLICY 1400 FOR COMMENTS.
COMMENTS ARE DUE BY 08:00 AM THAT MORNING.
SOMEONE ELSE SUBMITTED A COMMENT TODAY THAT'S NOT UP THERE AFTER THE 08:00 AM CUTOFF AND THEY DIDN'T GET IT SUBMITTED.
BUT COACH BENSON'S WAS SUBMITTED BY DOUG HOOD.
I DID A PUBLIC RECORDS REQUEST TO ASK FOR ALL EMAILS ON THAT DAY FOR GAIL GAS EMAILS BECAUSE ALL AGENDA ITEMS HAVE TO GO THROUGH HER TO BE PUT ON THERE.
I HAVE THE PROOF THAT HE ADMITTED IT ON THERE.
THERE WAS NO ONE ELSE HAD ADMITTED ON.
AFTER THAT, I WONDERED HOW IT GOT MADE PUBLIC AND ALL THE DETAILS BEHIND IT BECAUSE THE INVESTIGATION CAME OUT AND IT WAS UNFOUNDED.
BUT YOU GUYS STILL ISSUED AN APOLOGY.
I KNEW THERE WAS SOMETHING MISSING AND I WANTED TO KNOW WHY.
I BELIEVE IT WAS IN FEBRUARY OR MARCH SCHOOL BOARD MEETING.
YOU CAN LOOK AT THE AGENDA I SUBMITTED THE PROOF IN THERE OF THE EMAILS IN THE PUBLIC RECORDS REQUESTS.
I ASKED WHY IT WAS ALLOWED AND WHY IT WAS ALLOWED, ESPECIALLY BEING UNDER INVESTIGATION, DEFAMATION AND LIABLE ARE ON YOUR POLICY THAT THOSE ARE NOT ALLOWED.
IT'S COME OUT THAT PART OF THAT COMPLAINT IS NOT TRUE.
I ONLY RECEIVED A RESPONSE FROM PRESIDENT MCHENRY SAYING THAT IT WAS WRITTEN PUBLIC COMMENT, ANYONE CAN MAKE A PUBLIC COMMENT.
NOTHING ADDRESSED ABOUT THE 08:00 AM TIMELINE BEING BROKEN.
I DID A PUBLIC RECORDS REQUEST AFTER THAT FOR ALL OF DOUG HOODS EMAILS AND ALL OF DR. CHARLENE WILLIAMS EMAILS.
IT'S TAKEN THREE MONTHS AND I FINALLY RECEIVED THEM THIS MORNING OF DOUG HOODS.
YOU GUYS CAN SEE THAT YOU HAD YOUR ATHLETIC DIRECTOR RORY,
[00:25:01]
CHEER COACH BRANDY, AND ANOTHER ASSISTANT COACH, [INAUDIBLE] DOUG HOODS THAT DAY TELLING HIM THAT IT WAS FALSE.WHAT ARE WE GOING TO DO? THIS IS FALSE.
WHAT'S GOING TO HAPPEN IF THE INVESTIGATION SHOWS THAT THIS IS FALSE? HE DIDN'T RESPOND TO THEM.
THEN DOUG HOODS EMAILED ALL OF YOUR BOARD MEMBERS UPDATING HIM OF HIS COMMUNICATION THAT DAY, SAYING THERE'S AN INVESTIGATION STARTED, IT WAS GOING TO BE PUBLIC COMMENT, NO MENTION OF ANY OF YOUR STAFF DISPUTING IT.
THAT'S NOT FAIR. THEN IT WAS MADE PUBLIC.
THERE WERE STUDENTS TEASED IN JANUARY AT FELLOW BASKETBALL GAMES BECAUSE THEY RENAMED RACIST.
ALL OF CAMAS WAS NAMED RACIST BECAUSE THAT WAS MADE PUBLIC.
THAT'S NEGLIGENT ON YOU GUYS FOR NOT QUESTIONING WHY THAT WAS ON THE AGENDA WHEN IT SHOULDN'T HAVE BEEN, THAT'S NEGLIGENT ON MR. HOOD ALSO FOR ALLOWING THAT IN AND NOT BEING HONEST WITH YOU GUYS PASSING ON THE INFORMATION THROUGH.
>> OUR NEXT PUBLIC COMMENT IS MOLLY SHEFFIELD.
>> THANK YOU BOARD MEMBERS FOR YOUR TIME AND THE OPPORTUNITY TO SPEAK.
MY NAME IS MOLLY SHEFFIELD AND MY SON IS A FRESHMAN AT CAMAS HIGH SCHOOL AND PLAYED ON THE JV BASEBALL TEAM THIS PAST SEASON.
THIS 2022 SEASONS STARTED WITH GREAT EXPECTATION AND OPTIMISM, LIKE A LOT OF THE KIDS.
UNFORTUNATELY, DUE TO EXTRAORDINARY EVENTS, HIS FIRST SEASON AT CHS IS NOW WROUGHT WITH DISAPPOINTMENT AND HE AND HIS TEAMMATES MENTAL AND EMOTIONAL HEALTH HAS TAKEN A HUGE HIT.
I WON'T RECOUNT THE DETAILS OF THE INCIDENT THAT OCCURRED ON APRIL 20TH AT THE GAME VERSUS SKY VIEW.
WE AS IN THE JV BASEBALL FAMILIES AND PLAYERS KNOW THE FACTS AND WE TRULY APOLOGIZE TO THE YOUNG MAN WHO WAS BOLD ENOUGH TO TELL US COACH THAT HE FELT UNCOMFORTABLE THAT AFTERNOON.
DESPITE THE FACTS, NOT THE NARRATIVE SURROUNDING THAT UNFORTUNATE AFTERNOON HAVING BEEN CLEARLY ESTABLISHED, IT IS INEXCUSABLE THAT THE DISTRICT WITH SEEMINGLY LITTLE INPUT FROM THE SCHOOL ADMINISTRATION AND THE COACHES HAS ACCEPTED AND PERPETUATED A LABEL WITH LITTLE CONCERN FOR OUR STUDENTS AND THEIR MENTAL HEALTH.
TO CONTINUE THIS DISCOURSE, I'M HERE TO PRESENT SEVERAL QUESTIONS THAT REMAIN UNANSWERED FOR MANY OF US.
WHY DIDN'T THE SKY VIEW JV COACH BRING UP HIS PLAYERS CONCERNS WITH EITHER THE CAMAS COACH OR THE UMPIRE BEFORE THE GAME STARTED? WHY HAVE YOU ALLOWED THE SKY VIEW'S COACHES SOCIAL MEDIA NARRATIVE TO DEFINE THIS INCIDENT? ON APRIL 22ND, A MEETING WAS HELD AT CHS TO COMMUNICATE WITH FAMILIES THE FACTS OF THE INCIDENT AND TO CONVEY THAT THE INVESTIGATION WAS CLOSED.
WHY WAS THE SUPERINTENDENT OR DISTRICT REP NOT PRESENT AT THIS IMPORTANT MEETING? ONCE DETAILS OF THE INCIDENT WERE KNOWN, WHY DID THE DISTRICT NOT ALLOW THE TEAM TO RETURN TO PLAY? WE UNDERSTAND THAT THE SKY VIEW AD AND CAMAS AD WERE BOTH IN FAVOR OF A RETURN.
WHO AT THIS CSD OFFICE DECIDED THAT THE TEAM SHOULD NOT RETURN TO PLAY.
GIVEN THE FACTS, WHY DOES CSD CONTINUE WITH AN INFERRED NARRATIVE RATHER THAN AN OUTRIGHT STATEMENT? HOW DOES THE DISTRICT FEEL ABOUT THE BACKLASH AGAINST ITS VERY OWN STUDENTS, PHYSICAL AND EMOTIONAL THREATS, EVEN AMONGST PEERS WITHIN THE CHS BUILDING? THE REPERCUSSIONS FROM A FAULTY NARRATIVE HAVE BEEN VERY SEVERE.
FINALLY, WHAT SAFEGUARDS WILL YOU BUILD TO SUPPORT OUR STUDENTS IN FUTURE EVENTS AND ACTIVITIES? OUR COHORT OF STUDENTS HAVE A TARGET ON THEIR BACK, YES, BUT THE ENTIRE CAMPUS COMMUNITY FAR AND WIDE HAS BECOME AN EMBLEM.
AGAIN, I WANT TO MAKE SURE MY MESSAGE IS CLEAR.
I'M NOT EXCUSING THE COMMENT THAT WAS OVERHEARD DURING THE TEAMS PRE-GAME WARM UPS.
IT'S PAINFUL AND EMBARRASSING TO ALL OF US.
THANK YOU FOR YOUR THOUGHTFUL CONSIDERATION AND WE LOOK FORWARD TO YOUR ANSWERS.
>> HELLO. MY NAME IS HEATHER MAYERS AND AS YOU KNOW, THE GIRL'S BASKETBALL PROGRAM WAS UNDER REVIEW.
I HOPE THAT WE'RE MOVING BEYOND THAT, BUT IF NOT, I'M HERE TO TELL YOU A LITTLE BIT OF MY EXPERIENCE WITH CAMAS ATHLETICS SPECIFICALLY THE GIRL'S BASKETBALL PROGRAM.
AS A PARENT OF TWO DAUGHTERS WHO ARE INVOLVED IN THREE ATHLETIC PROGRAMS AT CAMAS HIGH-SCHOOL, AS A FORMER COACH, A COLLEGIATE ATHLETE, AND AN EDUCATOR OF 20 PLUS YEARS, I CAN SAY WITH COMPLETE CONFIDENCE AND CERTAINTY THAT THIS BASKETBALL PROGRAM IS ONE OF THE BEST.
THE FOUR INDIVIDUALS ON THIS STAFF ARE SOME OF
[00:30:03]
THE MOST CARING PEOPLE AND ALWAYS HAVE THE ATHLETE'S BEST INTERESTS IN MIND.WHAT STANDS OUT TO ME THE MOST IS THAT THE PROGRAM IS TEACHING ALL THE LIFE LESSONS THAT COME WITH PLAYING ON A TEAM.
IT TRULY IS A FAMILY CULTURE THAT FOCUSES ON HAVING FUN AND SUPPORTING ONE ANOTHER.
YOU CAN SEE THAT FIRSTHAND WHEN THE BENCH ERUPTS, WHEN A TEAMMATES SPLASHES A THREE-POINTER.
THIS COACHING STAFF CHALLENGES THEIR ATHLETES, HOLDS THEM ACCOUNTABLE WITH ATTITUDE AND EFFORT AND THAT EVERY INDIVIDUAL PLAYS A ROLE ON THIS TEAM.
THEY TEACH THEM TO BE SELFLESS.
AFTER WINNING THE LEAGUE CHAMPIONSHIP, SOME OF OUR PLAYERS WERE INTERVIEWED BY LACAMAS MAGAZINE.
ALL THREE OF THEM FOCUSED ON THE WORDS UNITY, TEAM, AND SELFLESS PLAY.
THAT'S BECAUSE THE COACHES INSTILL THAT EVERYDAY IN PRACTICES AND GAMES AND EVERYTHING THEY DO.
IT'S UNFORTUNATE THAT THE SAME LESSONS ARE NOT BEING TAUGHT OR SUPPORTED AT HOME BY SOME.
WE JUST NEED TO REMEMBER TO RELEASE OUR DAUGHTERS TO THE GAME AND LET THE COACHES COACH AND THE PLAYERS PLAY.
>> NO. THAT'S OKAY. THAT'S FINE.
IT'S GOOD TO HAVE YOU HERE. LET'S SEE, IT LOOKS LIKE NEXT IS KENDALL TIMAN.
>> HOW ARE YOU. THREE MINUTES IS NOT ENOUGH.
UNFORTUNATELY, THIS IS THE FIRST BOARD MEETING I'VE BEEN TO AND I'VE HAD TWO DAUGHTERS GRADUATE FROM CAMAS HIGH SCHOOL.
I'VE COACHED IN THIS TOWN FOR THIS FOOTBALL TEAM.
YOUR SON, RILEY, ERICA, OUR FAMILIES HAVE BEEN TOGETHER IN GYMNASTICS FOREVER.
I ALWAYS ALLOWED YOU GUYS TO DO YOUR JOBS BECAUSE YOU DID A PRETTY GOOD JOB OF IT.
AS MY SON IS COMING THROUGH, I'M GOING TO ECHO THE SAME STATEMENTS.
BUT AS I LOOK AROUND THE ROOM, I HAVE TO STOP AND LOOK AT THE MISSION STATEMENT.
THE MISSION OF THE CAMAS SCHOOL DISTRICT IS TO "PROVIDE STUDENTS WITH THE ABILITY TO COMMUNICATE EFFECTIVELY, USE TECHNOLOGY, REASON, BE SELF-CONFIDENT, POSSESS MENTAL, PHYSICAL HEALTH, WORK EFFECTIVELY WITH OTHERS.
IN A BROADER TERMS, OUR MISSION IS TO CREATE A LEARNING COMMUNITY WHERE STAFF, STUDENTS, CITIZENS ARE INVOLVED JOINTLY IN THE ADVANCEMENT AND GROWTH." THAT HAS NOT HAPPENED WITH THIS JV THING AT ALL, AT ALL.
ME, I'VE COACHED IN THIS TOWN FOREVER.
I'VE COACHED THESE KIDS SINCE THEY WERE FIVE YEARS OLD.
THIS IS NOT WHO OUR FAMILIES ARE.
THIS IS NOT ANYTHING OF WHAT WE ARE AND THIS NARRATIVE HAS GONE UNDER THE RUG AND NOTHING HAS COME OUT TO SAY WHAT THE FACTS ARE.
THE FACTS MATTER, THE FACTS OF THIS CASE MATTER.
DOREEN, I DON'T KNOW YOU EITHER BUT WHAT'S COME OUT OF COMMUNICATION IS NOT FACTUAL.
AS THE PARENTS, WE WANT THE EVENTS.
THIS IS WHAT HAPPENED IN THE OUTFIELD.
THIS IS WHAT HAPPENED ON THE INFIELD.
THIS IS WHAT THE PERSON OVERHEARD, IT WAS A MICROAGGRESSION.
YES, AS AN EDUCATOR IN ANOTHER DISTRICT, I UNDERSTAND THAT VERY WELL, BUT THIS HAS NOT BEEN GIVEN THE TIME NOR EFFORT THAT IT NEEDS TO BE FOR OUR KIDS.
WE'VE LET SKY VIEW CONTROL THE NARRATIVE.
THEY'VE THROWN OUR KIDS UNDER THE BUS AND BACKED OVER THEM SEVERAL TIMES.
THE SKY VIEW COACH HAS DONE THE SAME THING.
WHERE'S THE INTEGRITY? IT'S NOT HERE, NOT NOW.
AS AN EDUCATOR IN ANOTHER DISTRICT, I'M APPALLED.
WE DO THIS MICROAGGRESSION TRAINING, WE TALK ABOUT THIS STUFF ALL THE TIME AND YET THE VALUE IS NOT BEING LED FROM THE TOP.
THAT'S YOUR JOB, I BELIEVE NOW IT'S MR. [INAUDIBLE] SO WELCOME.
[LAUGHTER] SORRY, THIS IS THE FIRST GO-AROUND.
BUT I JUST WANTED TO SAY JUST IN CLOSING THAT THIS IS NOT OVER.
THE BASKETBALL THING IS NOT OVER FOR THE FAMILIES.
THE BASEBALL THING IS NOT OVER.
COMING IN THE FALL, MORE TO COME.
WE'RE A TARGET, WE'VE GOT A TARGET ON OUR BACK.
IT'S GOING TO HAPPEN AGAIN BECAUSE IT'S HAPPENED.
NOW IT'S GOING TO BE RESPONSE FROM OTHER SCHOOLS AND EVERY TIME SOMETHING GOES WRONG, THEY'RE GOING TO CRY FOUL, OR WE SAID SOMETHING.
IT DID HAPPEN, THE MICROAGGRESSION HAPPEN, BUT WHERE IS THE TEACHING MOMENT? WHERE IS THE LEARNING FOR THE KIDS? WHERE IS THE RESTORATIVE BEHAVIOR, RESTORATIVE JUSTICE WITHOUT A PUNITIVE DAMAGE?
[00:35:02]
WE DAMAGED C TEAM AND JV BASEBALL TO NO END.>> THANK YOU. [APPLAUSE] NEXT IS INGRID HANSEN.
>> HI, MY NAME IS INGRID HANSEN AND I WILL BE SPEAKING ALSO ON BEHALF OF THE GIRLS' BASKETBALL PROGRAM.
WE THOUGHT THERE HAD BEEN A DECISION MADE AND WE HOPE THAT WE'RE STICKING WITH THAT SAME DECISION.
BUT WE WOULD LIKE TO JUST HAVE PUBLIC COMMENT ABOUT MY EXPERIENCES WITH THE GIRL'S BASKETBALL PROGRAM HERE.
MY DAUGHTER SOPHIE IS A FRESHMAN AT CAMAS HIGH SCHOOL AND SHE PLAYED ON THE VARSITY BASKETBALL TEAM THIS YEAR.
I KNOW THAT I CAN SPEAK PERSONALLY, TWO YEARS OF EXPERIENCE WITH COACH THOMPSON AS WELL AS SOME OF THE OTHER COACHES ON THAT STAFF THAT HAVE HAD NOTHING BUT A POSITIVE IMPACT ON MY DAUGHTER'S LIFE THROUGH BASKETBALL.
I THINK ONE OF THE THINGS THAT'S REALLY IMPORTANT THROUGH THIS TEAM THAT NEEDS TO BE CALLED OUT IS THAT, WE NEED MORE PEOPLE LIKE THIS COACHING STAFF IN OUR LIFE THAT ASKS FOR OUR KIDS TO BE GOOD STUDENTS, GOOD HUMAN BEINGS, ASK FOR ACCOUNTABILITY.
THEY ASK FOR GOOD ATTITUDES AND THINGS LIKE THAT.
ONE OF THE THINGS THAT I THINK, I'M SO SHORT SORRY, [LAUGHTER] THAT'S REALLY IMPORTANT TO TALK ABOUT IS THAT, WHEN COACHES AND TEACHERS HAVE EXPECTATIONS OF OUR KIDS, THEY NEED TO SEE THAT AS A COMPLIMENT.
IT'S BECAUSE THESE ADULTS THINK THAT THEY'RE CAPABLE OF ACHIEVING THE EXPECTATIONS THAT THEY HAVE.
WE NEED TO TEACH OUR KIDS, IT'S OKAY TO HAVE EXPECTATIONS OF THEM.
EXPECTATIONS ABOUT THEIR BEHAVIOR, EXPECTATIONS ABOUT THEIR ATTITUDE, NOT JUST THE END RESULT.
I'M PERSONALLY GRATEFUL FOR THE LESSONS THAT MY DAUGHTER HAS LURCHED FROM COACH THOMPSON AND THE COACHING STAFF.
THEY'VE HAD AN INCREDIBLE IMPACT ON HER AND I THINK THE ADAGE IS ALL THAT TAKES A VILLAGE TO RAISE OUR KIDS.
WE'RE VERY, VERY FORTUNATE THAT OUR VILLAGE HAS INCLUDED THIS COACHING STAFF, INCLUDING COACH THOMPSON.
A COUPLE OF OTHER THINGS I WANT TO ADDRESS ARE THE CULTURE OF TEAMWORK THAT SCOTT HAS BUILT.
THIS PROGRAM HAS REALLY BUILT ON A STYLE OF PLAY THAT'S UNSELFISH.
HE BUILDS A TEAM BASED ON, OUR GIRLS ARE TAUGHT TO PASS UP A SHOT, A GOOD SHOT FOR A GREAT SHOT, WHICH MEANS YOU'RE NOT GOING TO SEE YOUR NAME IN LIGHTS ALL THE TIME, YOU'RE NOT GOING TO BE A TOP SCORE ALL THE TIME BECAUSE YOU'RE HANDING THE BALL TO SOMEBODY WHO HAS A BETTER SHOT AND THAT IS THE MENTALITY THAT HAS BEEN DRIVEN IN THAT TEAM.
BUT SOME PARENTS DON'T LIKE THAT.
THEY WANT THEIR KID'S NAME IN LIGHTS.
THEY DON'T LIKE THE FACT THAT YOU WANT A TEAM THAT CAN WIN TOGETHER.
I THINK THAT THAT'S REALLY, REALLY UNFORTUNATE.
OUR GIRLS ARE ALWAYS TAUGHT TO LOOK FOR A BETTER SHOT, FIND SOMETHING THAT'S GOING TO HELP THE TEAM OVERALL.
IT'S NOT ABOUT JUST I. I THINK THE SENSE OF BEING WITH THIS TEAM WAS REALLY TO LOOK THAT WE IS MORE IMPORTANT THAN I AND THAT SENSE OF COMMUNITY AND BELONGING TO SOMETHING BIGGER THAN THEMSELVES IS INCREDIBLY IMPORTANT AND IT'S INCREDIBLY LACKING IN OUR COMMUNITY TO TEACH OUR KIDS TO BE PART OF A TEAM.
I'M WELL OVER MY TIME BECAUSE I CAN SEE HERE.
BUT I HOPE YOU STICK WITH THE DECISION THAT YOU'VE MADE BECAUSE THIS COACHING STAFF AND THIS PROGRAM IS RUN REALLY, REALLY WELL AND IS HAVING AN INCREDIBLE IMPACT ON OUR CHILDREN'S LIVES.
>> OUR FINAL PUBLIC COMMENT IS, SORRY, I'M HAVING TROUBLE READING THE HANDWRITING HERE, I THINK IT'S [INAUDIBLE]
THAT BRINGS US TO THE END OF OUR PUBLIC COMMENT.
THANK YOU ALL FOR PROVIDING THAT.
WE'RE GOING TO MOVE ON TO THE BUSINESS PORTION OF OUR MEETING, YOU'RE, OF COURSE, WELCOME TO STAY AND LISTEN OR YOU'RE FREE TO LEAVE AT ANY TIME.
WE'RE GOING TO MOVE ON TO ITEM NUMBER 6.
[6. ITEMS ADDED TO THE CONSENT AGENDA]
DID WE ALL SEE THE ITEMS THAT WERE ADDED TO THE AGENDA AND QUESTIONS ON THOSE? [NOISE] EXCUSE ME. WITH THAT,[7. CONSENT AGENDA]
I'D ENTERTAIN A MOTION TO APPROVE THE CONSENT AGENDA.>> I MAKE A MOTION TO APPROVE THE CONSENT AGENDA.
>> I WOULD MAKE A SECOND AND ACKNOWLEDGMENT OF WE HAVE NATIONALLY QUALIFIED STUDENT FOR AND WITHIN THE HOSA PROGRAM, ESPECIALLY ACKNOWLEDGING THAT THAT WAS JUST A PRETTY COOL AWARD OR ABILITY FOR HER TO COMPETE AT A NATIONAL LEVEL.
>> ABSOLUTELY. IT WAS MOVED BY ERICA, SECONDED BY DOUG.
ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR?
>> ANY OPPOSED? MOTION CARRIES.
[8. REPORTS]
OUR SUPERINTENDENT'S REPORT, I SHOULD MENTION THAT OUR INTERIM SUPERINTENDENT, DOUG HOOD IS OUT ON A PERSONAL MATTER TODAY, SO DR. CHARLENE WILLIAMS IS PINCH HITTING FOR HIM.DR. WILLIAMS, IF YOU WANT TO GO AHEAD AND GIVE US YOUR REPORT.
[00:40:12]
>> MINE IS PRETTY QUICK AND IT'S PRETTY CELEBRATORY BECAUSE WE ARE AT THAT TIME OF YEAR.
I WAS DOING THE WEEKLY UPDATE FOR ADMINISTRATORS THIS WEEK.
[LAUGHTER] JUNE IS NEXT WEEK AND IT'S JUST IT'S GO. SHE'S PULLING IT UP.
WE JUST HAVE A SLIDE FOR YOU THAT HIGHLIGHTS OUR GRADUATIONS.
WE HAVE DISCOVERY HIGH SCHOOL THAT WILL BE GRADUATING THEIR FIRST-CLASS, AND WE'RE REALLY EXCITED THAT SIX O'CLOCK AT THE AMPHITHEATER.
WE HAVE CAMAS CONNECT ACADEMY, A WHOLE 27 GRADUATES THAT WILL BE GRADUATING AND THEY'RE GOING TO BE USING THE CHS AUDITORIUMS. WE'RE EXCITED ABOUT THAT.
THAT'S ACTUALLY THE SAME DAY, BUT A LITTLE BIT EARLIER.
WE'RE GOING TO HAVE TO DANCE BETWEEN GRADUATION CEREMONIES, WHICH IS FINE.
THEN CAMAS HIGH SCHOOL WITH 448 GRADS AT DOC HARRIS AND HAYES FREEDOM GETS TO PERFORM THEIR GRADUATION IN GARVER THEATER.
WE'RE REALLY EXCITED ABOUT THAT.
WE JUST WANT TO HIGHLIGHT OUR GRADUATING CLASS.
THE FACT THAT WE HAVE GONE FROM TWO TO FOUR SCHOOL GRADUATIONS, AND WE'RE REALLY EXCITED ABOUT IT.
THAT'S THAT CONCLUDES MY PORTION OF THE SUPERINTENDENT'S REPORT.
>> ANY QUESTIONS FOR DR. WILLIAMS?
>> OKAY. I DO HAVE ONE SMALL COMMENT ON THE SUPERINTENDENT'S REPORT, AND THAT IS ACTUALLY FROM MR. HOOD WHO IS NOT AN ATTENDANCE, BUT MADE SURE TO LET US KNOW THAT OUR OWN DR. WILLIAM IS HERE.
[BACKGROUND] [LAUGHTER] SORRY, WE KNEW YOU'D BE SITTING UP HERE SO YOU CAN GET AWAY. OUR OWN.
DR. WILLIAMS WAS THE AWARD OF MERIT OUR ESD 112 REGION, WHICH STRETCHES FROM THE COAST ALL THE WAY UP TO GOLDENDALE, THROUGH THE WASHINGTON ASSOCIATION OF SCHOOL ADMINISTRATORS.
THE AWARD OF MERIT, IS GIVEN TO ONE PERSON IN THE ENTIRE REGION FOR DEMONSTRATING EFFECTIVE LEADERSHIP.
SOMEONE WHO CHAMPIONS ACCESS, EQUITY AND SOCIAL JUSTICE FOR THE IMPROVEMENT OF STUDENT ACHIEVEMENT AT THE REGION LEVEL AND HAS MADE A SIGNIFICANT CONTRIBUTION TO LHASA THROUGH THEIR WORK IN THE FIELD OF EDUCATION IN WASHINGTON.
DR. WILLIAMS, ONE FOR THE WHOLE REGION.
THAT'S PRETTY AWESOME. CONGRATULATIONS. [APPLAUSE]
>> THANK YOU. TAKE THE MIC JASON, LET'S GO.
[LAUGHTER] WE'LL GO ON TO JASON, WHO IS NOT WINNING AN AWARD TONIGHT, BUT HE'S STILL A WONDERFUL PERSON.
[LAUGHTER] JASON [INAUDIBLE] WITH OUR MONTHLY BUDGET REPORT.
>> ALL RIGHT, GAIL'S PULLING THAT UP.
THIS EVENING, I WANT TO GIVE YOU A BUDGET STATUS REPORT FOR LAST MONTH.
IN THE MONTH OF APRIL, THAT'S ONE OF THE PROPERTY TAX MONTHS.
THAT AFFECTED THE GENERAL FUND, DEBT SERVICE CAPITAL PROJECTS FUND, AND AS WELL AS THE OTHER TWO FUNDS OF ASP AND TRANSPORTATION VEHICLE.
THOSE DO NOT SEE CAPITAL OR EXCUSE ME, LEVY FUNDS.
THOSE OPERATIONS WERE FAIRLY STANDARD.
UPDATING THE PROJECTION FOR THE GENERAL FUND FOR THIS YEAR, WE'VE SEEN OUR PROJECTION IS COMING IN A LITTLE BIT LOWER FOR REVENUES, BUT IT'S ALSO COMING IN A LITTLE BIT LOWER FOR EXPENDITURES.
COLLECTIVELY, WE'RE STILL ON TARGET FOR ROUGHLY ABOUT THE SAME DEFICIT AS WE HAD ANTICIPATED PREVIOUSLY AT ABOUT A MILLION.
AS FAR AS THE CHANGES THAT WERE MADE UNEXPECTEDLY DURING THE SESSION THAT THEY HAD COME OUT WITH ENROLLMENT STABILIZATION AND THE PRELIMINARY NUMBERS THAT CAME OUT DURING THE SESSION ACTUALLY WERE TOO HIGH.
INSTEAD OF 1.9 MILLION, WE'RE GETTING CLOSE TO 1.3 MILLION IN ENROLLMENT STABILIZATION.
THAT WAS THE BIGGEST HIT ON THE REVENUE SIDE.
FORTUNATELY, WHAT WE'RE SEEING IS WE'RE NOT SEEING THE LEVEL OF BENEFIT COSTS THAT WE HAD FORECAST PREVIOUSLY.
[00:45:01]
THE TWO HAVE EVEN ONE ANOTHER OUT.WE'LL CONTINUE TO PROJECT THROUGH THE END OF THE YEAR.
BUT NO MAJOR MOVEMENTS FROM SOME OF THE PRELIMINARY FIGURES THAT WE HAD TALKED QUITE A BIT ABOUT IT, THE BUDGET WORKSHOP.
LOOKING AHEAD TO THE NEXT PHASE OF THE BUDGET CYCLE, I WILL SAY WE'RE EXPECTING IT TO THE NEXT WORKSHOP.
I'LL GIVE A PRESENTATION THERE.
THAT'LL TEE UP OUR PRELIMINARY BUDGET THAT WILL POST ON OUR WEBSITE BY JULY 10TH, WHICH IS THE STATUTORY DEADLINE.
>> JUST A CLARIFICATION ON THOSE STABILIZATION FUNDS.
ALICE WAS LESS WITHOUT ACROSS THE BOARD LIKE EVERYBODY NOTICED THAT REDUCTION INSTEAD OF WHAT THEY WERE ANTICIPATING?
>> AS WITH MOST THINGS WITH THE FUNDING FORMULA, IT'S A COMPLICATED ANSWER.
BUT AT THE END OF THE DAY, ALL OF US SAW SIGNIFICANTLY LESS THAN WHAT WAS ANTICIPATED DURING THE SESSION.
I THINK THEY APOLOGIZE FOR SOME OF THOSE PRELIMINARY NUMBERS NOT LINING UP WITH THE FINAL LEGISLATION.
BUT FORTUNATELY, LIKE I MENTIONED, WITH EXPENDITURES GOING DOWN THAT HELPED COUNTER THE IMPACT OF THAT. ANY OTHER QUESTIONS?
>> ALL RIGHT. THANK YOU, JASON.
I KNOW YOU'LL BE COMING BACK SOON.
OUR NEXT ITEM ON THE AGENDA 8C IS A REPORT FROM DISCOVERY HIGH SCHOOL AND PRINCIPAL AARON SMITH.
>> THERE WE GO. WELL, GOOD EVENING.
I AM EXCITED TO GIVE YOU AN UPDATE ABOUT WHAT'S HAPPENING ON OUR CAMPUS.
THIS IS GOING TO BE A DISCOVERY HEAVY PRESENTATION BECAUSE WE'VE HAD NICOLE AND SOME OF OUR STUDENTS UP HERE A FEW TIMES RECENTLY TO TALK ABOUT THE GREAT THINGS GOING ON AT ODYSSEY.
JUST REAL QUICK, MY PRESENTATION, I'M GOING TO TALK ABOUT THE BRIEF REVIEW OF OUR PROGRAM HISTORY BECAUSE I THINK IT'S IMPORTANT TO KEEP IN CONTEXT TO FOR WHERE WE ARE AND WHERE WE'RE GOING.
I'M GOING TO TALK ABOUT SOME DISCOVERY HIGHLIGHTS FROM THIS YEAR SPECIFICALLY.
THEN I'M GOING TO BRAG ON OUR KIDS AND THEN TALK ABOUT SOME FUTURE GOALS AND THEN TAKE SOME QUESTIONS IF YOU HAVE THEM.
VERY QUICKLY AND I THINK THIS IS IMPORTANT TO REMEMBER THAT THE INITIAL FACTS RECOMMENDATION, WHICH IS THE FACILITIES ADVISORY COMMITTEE OF TEACHERS, STUDENTS, AND STAFF.
THEY RECOMMENDED BUILDING A "MAKER-SPACE MAGNET PROGRAM" WITH THE CAPACITY FOR 400-600 7TH-12TH GRADE STUDENTS.
THAT WAS THE INITIAL RECOMMENDATION.
NOW THAT SHIFTED A LITTLE BIT OVER TIME, ESPECIALLY AS WE ADD THE PROPERTY AT SHARP AND HAD THE CHANCE TO BRING ODYSSEY ONLINE, BUT I WOULD JUST LIKE TO POINT OUT AND I'LL COME BACK TO THIS.
WE ARE NOW SERVING OVER 500 STUDENTS, 6TH-12TH GRADE.
IN FEBRUARY OF 2016, THE BOND PASSES, AND AS PART OF THAT BOND, THERE WAS MONEY SET ASIDE FOR THE PROCUREMENT OF MORE PROPERTY.
WITH YOUR FORESIGHT AND GOOD WISDOM, WE BOUGHT THAT SHARP PROPERTY AND WE'RE ABLE TO ADD A 55,000 SQUARE FOOT FACILITY TO THEN ADD ODYSSEY MIDDLE-SCHOOL, WHICH THEN GAVE US EVEN MORE OVERALL CAPACITY.
IN JULY OF '16, WE BOUGHT THE PROPERTY, AND THEN MIKE NEWLAND TOLD ME WE'LL OPEN TO SCHOOL IN SEPTEMBER AND WE DID IT.
WITHIN THAT FIRST YEAR WITH ABOUT 112 6TH AND 7TH-GRADE STUDENTS, WE HAVE ADDED A COHORT OF STUDENTS EVERY YEAR, AND THIS IS OUR FIRST-YEAR 6TH-12TH GRADE AND I HAVE TO TELL YOU, IT'S AN ABSOLUTE BLAST HAVING THOSE SENIORS ON CAMPUS.
DISCOVERY OPENS IN 2018 AND AGAIN, OUR FIRST GRADUATES HERE COMING UP IN JUNE.
I WANT TO SHOW THIS BECAUSE I THINK IT'S IMPORTANT TO HAVE A LITTLE PERSPECTIVE BECAUSE I KNOW THERE ARE QUESTIONS ABOUT ENROLLMENT AND MAYBE PEOPLE IN THE COMMUNITY WHO WOULD THINK THAT THERE SHOULD BE MORE STUDENTS THERE, ETC.
BUT THAT IS A PROCESS AND A JOURNEY AND I HAVE PROBABLY THE MOST COMPARABLE PROGRAM AND OUR REGION WOULD BE THE VANCOUVER ITECH BECAUSE THAT DEFINITELY HAS AN ELEMENT OF PROJECT-BASED LEARNING.
IT IS A CHOICE PROGRAM AND IT IS 6TH-12TH GRADE.
I DON'T HAVE ALL OF THAT DATA HERE, BUT IF YOU TAKE A LOOK AT THE LAST SIX YEARS, YOU CAN SEE THAT THE VANCOUVER SCHOOL DISTRICT ENROLLMENT THREE TIMES OUR SIZE,
[00:50:03]
AND IT TOOK THEM NINE YEARS TO GET TO 500 STUDENTS.WE HAVE OVER 500 STUDENTS IN SIX YEARS IN A DISTRICT, A THIRD OF THE SIDE AND NOT TO MENTION, WE'RE DEALING WITH A WORLDWIDE PANDEMIC.
BRAGGING ON DISCOVERY A LITTLE BIT HERE.
FIRST OF ALL, THIS YEAR WE HAVE FOCUSED ON A COUPLE OF THIS EQUITY WHAT WE CALL THE FOUR BS.
IN PARTICULAR, WE'VE BEEN FOCUSED ON CREATING A SENSE OF BELONGING WHICH CONNECTS TO OUR ORIGINAL DESIGN PRINCIPLES, WHICH AGAIN CAME FROM THE FACTS GROUP.
YOU CAN READ THOSE FOR YOURSELF.
WE'RE ALSO REALLY FOCUSING ON BROADCASTING STUDENT VOICE THIS YEAR.
SPECIFICALLY, WE HAVE ADDED WHAT WE CALL INTERCESSIONS TO OUR PROGRAMMING.
NOW, THIS CAME THROUGH OUR SHARED LEADERSHIP TEAM AND THEN ULTIMATELY OUR STAFF BECAUSE THEY HAVE REALLY BEEN PUSHING TO DO MORE INTEGRATION.
THEY WANT TO HAVE MORE SUBJECT AREAS CONNECTED TO OUR PROJECTS.
THEY WANT MORE OPPORTUNITIES TO TEAM TEACH AND THEY'RE REALLY PUSHING THE BOUNDARIES THERE COMPARED TO OTHER PROJECT-BASED LEARNING PROGRAMS. WE HAD, IN THE FALL, IN SEPTEMBER, WE HAD AN INTERCESSION WHERE WE FOCUSED ON BUILDING COMMUNITY AND A SENSE OF BELONGING AND RE-ESTABLISHING OUR SUCCESS SKILLS, RUBRICS, AND PROCESSES WITH OUR KIDS AND THEY CREATED SCHOOL-WIDE CLUBS.
WE HAVE 15 NOW, SCHOOL-WIDE CLUBS THAT THEY HAD TO COME UP WITH AND PRESENT TO ME AND RECRUIT OTHER STUDENTS AND THEN PRACTICE THEIR COLLABORATION SKILLS, ETC.
THOSE HAPPEN ABOUT EVERY OTHER WEEK DURING THE SCHOOL DAY BECAUSE WE DIDN'T WANT ANY EQUITY ISSUES IN REGARDS TO STUDENTS ACCESSING THOSE IMPORTANT CLUB ACTIVITIES.
I'M GOING TO JUMP TO THE NEXT SLIDE ACTUALLY.
WE HAD SOME NICE PRESS COVERAGE HERE, AND THESE WERE THE STUDENTS AFTER THEY HAD GONE THROUGH ABOUT A ONE-WEEK PROCESS OF FINDING PEERS, GETTING AT LEAST 10 OTHER PEERS, DOING A PRESENTATION, RECRUITING MORE, AND THEN ULTIMATELY PRESENTING TO ME AND OTHER GROUPS.
WE ENDED UP WITH A FEW ASB CLUBS THAT ARE OFFICIAL ASB CLUBS WITH ADVISORS AND THE REST OF THEM AGAIN ARE UNOFFICIAL BUT WITH ADVISORS DURING THE SCHOOL DAY.
NOW, THIS WAS INTERESTING WHEN WE PULLED OUR STUDENTS IN TERMS OF DID WE HIT THE MARK WITH CREATING A BETTER SENSE OF BELONGING IN COMMUNITY, AND DID THIS HELP YOU REVISIT THOSE COLLABORATION AND COMMUNICATION SKILLS AND THOSE SCALES? THIS IS WHERE OUR STUDENTS GAVE US THE FEEDBACK AND A THREE IS PROFICIENT.
ABOUT 92 PERCENT OF OUR STUDENTS GAVE US A PROFICIENT OR ABOVE PROFICIENCY FOR HITTING THOSE GOALS IN TERMS OF HOW THAT IMPACTED THE BEGINNING OF THEIR SCHOOL YEAR.
HERE WE HAVE THOSE NUMBERS FOR THE COLLABORATION AND COMMUNICATION AND CRAFTSMANSHIP.
THEN IN JANUARY, WE PAUSED OUR TYPICAL SCHEDULE.
AGAIN, ONE OF OUR DESIGN PRINCIPLES IS FLEXIBLE AND ADAPTABLE SCHEDULES.
WE STOPPED OUR REGULAR DAILY INSTRUCTION IN TERMS OF WHAT THE SCHEDULE NORMALLY LOOKS LIKE.
THEN IN THE MORNINGS, IN JANUARY, STUDENTS ATTENDED WORKSHOPS.
SOME OF THEM WERE NOT BY CHOICE, LIKE AT LEAST TWO SESSIONS OF MATH A WEEK, ETC.
SOME OF THEM WERE BY CHOICE, LIKE HOW TO CHANGE A CAR TIRE, CROCKPOT COOKING.
>> IT DID. [LAUGHTER] THEN IN THE AFTERNOON, THEY WERE WORKING ON THEIR PASSION PROJECTS.
NOW, FOR THOSE OF YOU NOT FAMILIAR WITH PASSION PROJECTS, I CAN GUARANTEE YOU THE WAY WE DO THEM AT ODYSSEY AND DISCOVERY, IT IS VERY STRUCTURED AND IT IS ATTACHED TO STANDARDS, BUT TALK ABOUT INCREASING STUDENT ENGAGEMENT.
WHEN WE HAD THIS DONE AT THE END OF JANUARY, IT WAS VERY WELL-RECEIVED.
HERE'S JACK AND HE'S TELLING US WHAT HE LEARNED WHEN HE DESIGNED THE SUPER COOL LITTLE PLANTERS THAT ARE ON SOME OF OUR STAIRWAYS NOW.
HERE'S BRANDON AND HE CREATED SOME REALLY GREAT TOOLS FOR THE MAKER SPACE AND THEN WE HAD A GROUP OF KIDS WORK, I DON'T KNOW HOW MANY HOURS CREATING THIS CROCHET-LIKE SKELETON BECAUSE THEY WERE FOCUSING ON ANATOMY AND IT WAS AMAZING.
THEY DID INDEED. HERE'S JUST AN EXAMPLE OF WHAT THAT MONTH WAS SCHEDULED.
THERE WERE FIVE DISTINCT PHASES OF THESE PROJECTS ALONG WITH DIFFERENT POINTS WHERE THEY HAD TO THEN GET APPROVAL TO MOVE ON TO THE NEXT POINT THERE.
THAT WAS VERY GUIDED AND IT WAS TALK ABOUT PROJECT MANAGEMENT AND REALLY POWERFUL LEARNING.
NOW I'M GOING TO BRAG ON SOME OF OUR KIDS.
HE'S BEEN WITH US SINCE HE WAS IN 6TH GRADE AND HE RECEIVED A SCHOLARSHIP TO GO TO TAIWAN THIS SUMMER TO GO TO A UNIVERSITY TO STUDY MANDARIN.
THAT WAS THROUGH THE STATE DEPARTMENT.
HERE'S HUNTER NITSHKE, HUNTER IS A SENIOR AND HE GOES TO
[00:55:02]
CASCADIA PART-TIME AND HE IS THE WASHINGTON STATE SKILLS USA CARPENTRY CHAMPION.IN JUNE, HE WILL BE GOING TO ATLANTA TO THE NATIONAL COMPETITION.
HUNTER SENIOR PROJECT, WHICH WE HAD AN EXHIBITION TWO WEEKS AGO AND HE BUILT A TRUCK THAT RUNS ON FIREWOOD.
I'M NOT GOING TO GET INTO THE DETAILS BUT IT WAS INSANE.
THAT'S GREAT. HERE'S ERIKA WOOD, YOU MAY KNOW ERIKA.
SHE'S ONE OF OUR MORE PROLIFIC PUBLIC SPEAKERS.
LAST SUMMER THROUGH THE UNIVERSITY OF WASHINGTON, SHE WAS PART OF AN AEROSPACE SCHOLAR PROGRAM, WHICH WAS ACTUALLY ALL ONLINE AT THAT POINT.
THEN THIS SUMMER SHE WAS SELECTED IN AN EVEN MORE SELECTIVE GROUP FOR PHASE II AND SHE WILL BE IN RESIDENCY AT THE MUSEUM OF FLIGHT AS AN AEROSPACE SCHOLAR.
PARKER MACH WHO HAS BEEN WITH US SINCE 6TH GRADE AND IS THE SON OF ONE OF OUR 8TH-GRADE MATH TEACHERS, PARKER'S GOING TO BARD COLLEGE IN THE FALL AND HE WENT ON PARTIAL SCHOLARSHIP AND WE WILL BE WORKING WITH HIM IN BARD COLLEGE TO ALSO MAKE SURE THAT HE IS GETTING HIS HIGH SCHOOL DIPLOMA EVENTUALLY.
THE ROBOTICS TEAM YOU'VE ALREADY HEARD ABOUT, AND OF COURSE, CREDIT WHERE CREDIT IS DUE, THERE ARE CAMAS HIGH SCHOOL STUDENTS AND OTHER LOCAL STUDENTS BUT I DO THINK IT'S INTERESTING TO POINT OUT THAT OUR STEAM FOCUS AT DISCOVERY IS PAYING OFF.
OVER 20 OF THE STUDENTS IN THIS PICTURE ARE DISCOVERY HIGH-SCHOOL STUDENTS.
THE POWER PIVOT STARTED IN THE ROBOTICS TEAM, BUT THEN IT LIVED IN OUR DESIGN AND ENGINEERING CLASSES.
IN FACT, THIS IS AN 8TH-GRADE STUDENT FROM ODYSSEY, AND SHE HAS HER NAME ON THE PATENT. JUST REAL QUICKLY, TALKING ABOUT OUR SENIORS.
THIS IS SOMETHING THAT WE'VE BEEN WORKING ON AS A STAFF OVER THE LAST FEW YEARS.
THIS IS OUR PORTRAIT OF A GRADUATE.
OF COURSE, THE SKILLS AND THE CONTENT AND THE STATE STANDARDS ARE THE SAME AS ALL OF OUR OTHER SCHOOLS, AND THAT IS AT THE CORE OF WHAT WE DO.
BUT THESE ARE THE OTHER SUCCESS SKILLS THAT WE BELIEVE REALLY HELP OUR STUDENTS LAUNCH INTO POST HIGH SCHOOL.
THESE ARE ALL THE DESCRIPTORS THAT WE HAVE COME UP WITH, AND THESE ARE WHAT OUR STUDENTS AND STAFF USE TO PROVIDE EACH OTHER COOL AND WARM FEEDBACK.
THIS IS JUST NOT A DOCUMENT THAT LIVES ON THE WALL, WE LIVE THIS AND WE USE THIS LANGUAGE ALL THE TIME.
ONE OF THE BIGGEST QUESTIONS WE HAD WHEN WE OPENED THE NEW HIGH SCHOOL, WHICH UNDERSTANDABLY IS WHERE STUDENTS FROM OUR PROJECT-BASED LEARNING HIGH-SCHOOL HAVE THE SAME OPTIONS AS OUR OTHER SCHOOLS.
WE ALWAYS KNEW THE ANSWER WOULD BE YES BECAUSE WE KNEW OUR KIDS AND ALSO BASED ON WHAT OTHER PROJECT-BASED LEARNING PROGRAMS HAD EXPERIENCED.
OUT OF THE OVER 40 OF OUR SENIORS WHO ARE GOING INTO POST HIGH SCHOOL EDUCATION, HERE ARE ALL THE SCHOOLS WHERE THEY'VE BEEN, NOT WHERE THEY APPLIED, THEY'VE BEEN OFFERED A POSITION AT OVER 57 SCHOOLS.
ONE BEING, I THINK I CAN GET IT ON TOP OF MY HEAD, CARNEGIE MELLON.
ONE OF OUR STUDENTS IS GOING TO THE ENGINEERING DEPARTMENT AT CARNEGIE MELLON, ONE OF THE MOST EXCLUSIVE ENGINEERING PROGRAMS IN THE NATION.
UNIVERSITY OF WASHINGTON, WASHINGTON STATE UNIVERSITY, GOUCHER, AND EVERYTHING ELSE IN-BETWEEN.
IT'S REALLY FUN TO HAVE THAT DATA.
NINETY SEVEN PERCENT GRADUATION RATE.
WE HAVE TWO STUDENTS WHO WILL NOT BE WALKING IN THE FALL, BUT THEY WILL BE COMING BACK TO US IN THE FALL AND WE'LL FINISH BY DECEMBER.
NEXT YEAR, WE ARE GOING TO LEAN EVEN FURTHER INTO STANDARDS-BASED LEARNING BECAUSE WE ARE ONE OF THE ONLY HIGH SCHOOLS IN THE REGION USING STANDARDS-BASED LEARNING.
WE ARE GOING TO CONTINUE TO LEARN ABOUT THAT SINCE IT IS A VERY STUDENT-FRIENDLY WAY OF ASSESSMENT AND WE ARE ALSO ADDING ADVISORY TIME AND WHAT WE'RE CALLING A WIN PERIOD.
THERE WILL BE A PERIOD AT THE END OF THE DAY, WHERE ON CERTAIN DAYS ARE STEM FOCUSED AND OTHER DAYS ARE HUMANITIES FOCUSED, THEN THOSE TEACHERS HAVE PRIORITY TO ASK THOSE STUDENTS BACK, WHETHER IT'S A WHOLE CLASS OR A FOCUS GROUP FOR REMEDIATION, CREDIT RECOVERY, OR EXTENSION IF THEY WANT TO MOVE TO A DIFFERENT MATH LEVEL THE FOLLOWING YEAR.
ALSO A STUDENT CAN CHOOSE TO GO TO ONE OF THOSE IF THEY WEREN'T REQUESTED, OR THEY WILL HAVE GUIDED PERSONAL LEARNING TIME. THAT WILL BE HAPPENING.
WE ALSO WANT TO CONTINUE TO BE COGNIZANT OF THE FACT THAT MOST OF OUR STUDENTS ARE COMING FROM ODYSSEY.
IN FACT, EVERY YEAR 75-80 PERCENT OF OUR STUDENTS ARE COMING FROM ODYSSEY AND ABOUT 75-80 PERCENT OF OUR EIGHTH GRADERS CHOOSE TO STAY ON OUR CAMPUS.
THAT MAKES SENSE. WE KNOW THAT BY INCREASING CAPACITY AT ODYSSEY,
[01:00:01]
THAT WILL BE OUR BEST WAY OF INCREASING ENROLLMENT AT DISCOVERY IN THE SHORT TERM.THIS IS AARON SMITH SPEAKING ON SOME OF THIS STUFF, THIS IS NOT DR. WILLIAMS OR ANY OF MY SUPERVISORS OR THE STAFF, BUT I'M JUST GOING TO GO THERE.
I'D LIKE TO SEE A FOURTH AND FIFTH GRADE COHORT.
WE WOULD HAVE SOME ISSUES IN REGARDS TO THE FACILITY, BUT I THINK WE COULD WORK OUR WAY AROUND IT, AND I THINK BY INCREASING THAT OPPORTUNITY FOR MORE AND MORE STUDENTS AND GETTING MORE STUDENTS ON OUR CAMPUS IT IS ONLY GOING TO HELP US OVER-DELIVER ON WHAT WE PROMISED TO OUR CAMPUS COMMUNITY IN TERMS OF ENROLLMENT AND OPPORTUNITY.
I KNOW THAT THERE'S A NARRATIVE AND MESSAGING OUT THERE WITH REGARDS TO PEOPLE WHO MAY NOT KNOW MUCH ABOUT OUR PROGRAM.
WHEN YOU'RE CHALLENGING SECONDARY EDUCATION AND PUSHING THE BOUNDARIES, AND IF YOU GO BACK TO THE FACTS COMMITTEE, THAT IS WHAT WE WERE CHARGED TO DO.
THAT IS NOT EASY WORK, IT IS NOT LINEAR, IT IS NOT CLEAN.
WHEN YOU'RE ADDING A DIFFERENT GRADE LEVEL TO A HIGH SCHOOL EVERY YEAR AND YOU'RE DEALING WITH A PANDEMIC AND EVERYTHING ELSE, THERE'S NO BINARY ANSWER.
WE ARE GOING TO CONTINUE TO CHANGE BECAUSE THAT'S WHAT WE HAVE BEEN CHARGED TO DO.
ALSO, I KNOW SOME PEOPLE THINK THE BUILDING IS EMPTY AND I WOULD CHALLENGE THEM, COME VISIT.
WE HAVE OVER 500 KIDS COMING IN AND OUT OF THAT BUILDING EVERY DAY.
WE ARE USING EVERY SPACE IN BOTH BUILDINGS EVERY SINGLE DAY.
DO WE HAVE MORE ROOM? YES. BRING IT ON.
THE MESSAGING, I DO THINK THAT WE NEED TO FOCUS ON INTERNAL MESSAGING WITHIN THE DISTRICT TO MAKE SURE EVERYBODY HAS THE FACTS.
BECAUSE WHEN OUR KIDS ARE ASKING OUR TEACHERS ABOUT THE PROGRAM, THEY NEED TO HAVE THE INFORMATION.
I ALSO THINK WE NEED TO CONTINUE TO BRAG ABOUT THE PROGRAM AND ITS SUCCESSES THROUGHOUT THE COMMUNITY.
WE'VE HAD SOME PRETTY GOOD PRESS COVERAGE.
I JUST SAY, WE KNOW THAT THAT NEEDS ATTENTION AND WE'RE HAPPY TO SHARE THAT MESSAGE.
I THINK I WAS SUPER PROUD OF OUR STAFF AND WE HAD TO SHIFT THE HYBRID LEARNING BECAUSE WHAT WE CREATED WERE WEEKLY MODULES.
I HAD ALL OUR STUDENTS CLASSES SAYING WHAT THEY HAD TO DO FOR THE WEEK, WE TRIED TO CONNECT THEM AS MUCH AS POSSIBLE THROUGH PROJECTS, AND THE WORK THAT WENT ON WAS AWESOME.
WE HAD A LOT OF REALLY POSITIVE FEEDBACK ABOUT HOW WELL THAT WORKED FOR STUDENTS.
I STILL HEAR ABOUT IT HONESTLY IN TERMS OF THOSE WEEKLY MODULES AND HOW HELPFUL THAT WAS FOR PARENTS.
I WOULD HATE TO WALK AWAY FROM THIS AFTER EXPERIENCING THE PANDEMIC AND NOT KEEP SOME OF THAT POWERFUL LEARNING.
WE HAVE FULLY REMOTE, WE HAVE FULLY IN-PERSON, AND I WOULD LIKE TO SAY DISCOVERY AND ITS STAFF ARE READY TO ENGAGE IN THIS CONVERSATION.
I HAVE TEACHERS ALL THE TIME ASKING HOW CAN WE CAPTURE SOME OF THAT? HOW CAN WE DO THAT? I WOULD LOVE TO HAVE THAT CONVERSATION, BECAUSE I THINK THAT'S A WAY WE COULD CONTINUE TO SERVE MORE STUDENTS' NEEDS.
THANK YOU FOR SUPPORTING THIS WHOLE PROGRAM ALL ALONG.
AGAIN, I'M JUST GOING TO HIT MY KEY POINTS.
WE ARE NOT EMPTY, WE HAVE MET THE INITIAL ENROLLMENT GOALS AND WE'RE GOING TO OVER-DELIVER ON THAT PROMISE, AND OUR KIDS ARE DOING AMAZING WORK.
IF YOU TALK WITH OUR STUDENTS ESPECIALLY THE ONES WHO HAVE BEEN THROUGH ODYSSEY IN DISCOVERY WHO HAD BEEN DOING MULTIPLE SENIOR PROJECTS A YEAR.
MULTIPLE SENIOR PROJECTS A YEAR, IT'S DEEP, MEANINGFUL, POWERFUL LEARNING, IT IS NOT EASY.
IF YOU TALK TO OUR KIDS, THEY ARE PROUD, THEY HAVE POISED, THEY ARE STRONG COMMUNICATORS AND THOSE SKILLS HELP THEM BEYOND HIGH SCHOOL AND IT'S WHAT MAKES LEARNING STICK.
IF YOU TAKE A LOOK, STANDARDIZED TESTS ARE ONE THING.
TAKE A LOOK AT OUR NUMBERS WERE ABOVE THE STATE IN EVERYTHING AND MORE.
THEY'RE PERFORMING WELL, THEY'RE AMAZING KIDS, I LOVE THEM AND THANK YOU.
>> THANK YOU FOR THE TRACKING OF COLLEGES AND POST-HIGH SCHOOL, THAT'S THE INFORMATION THAT ADDRESSES SOME OF THOSE GRADING ISSUES THAT WE WERE TALKING ABOUT LONG AGO.
WE BUILT A BUILDING, YOU REMODELED ONE AND WE BUILT ANOTHER AND I'M CURIOUS HOW THOSE FACILITIES ARE HOLDING UP AND SUPPORTING THE VISION THAT YOU HAVE.
ARE WE ON COURSE WITH WHAT WE'VE INVESTED IN SO FAR? ARE THERE THINGS COMING THAT YOU CAN SEE NEED FOR CHANGES?
>> I HAVE A BLIND SPOT THERE WITH HOW THAT'S.
>> YES. THANK YOU, DOUG. WELL, ODYSSEY AND DISCOVERY ARE VERY DIFFERENT BUILDINGS, BUT I WOULD SAY FOR WHAT USED TO BE A CUBICLE FARM, ODYSSEY WORKS QUITE WELL AND OUR STUDENTS ACTUALLY REALLY ENJOY HOW OPEN IT IS AND WE'VE BEEN DOING THINGS TO
[01:05:02]
HELP WITH SOME VISUAL AND AUDITORY DISTRACTIONS SOMETIMES BECAUSE THERE'S ALWAYS QUITE A HEALTHY BUZZ IN THERE WITH ALL THOSE KIDS AND A BIG OPEN SPACE.BUT I WOULD SAY IT'S WORKING QUITE WELL.
DISCOVERY IS A MIX OF THINGS BECAUSE AS YOU MAY RECALL, WE WANTED IT TO BE ABLE TO FUNCTION IN A MORE TRADITIONAL MODE AND IN A MORE FLEXIBLE MODE WITH LOTS OF SPACES THAT ARE, WELL, WE'D LIKE TO SAY ALL SPACES ARE LEARNING SPACES.
IT'S VERY FLEXIBLE AND YES, IT'S BEAUTIFUL AND HAS A WOW FACTOR, BUT LESS PER SQUARE FEET THAN OUR OTHER FACILITIES.
SO THAT'S ALSO WORKING REALLY WELL.
ONE OF THE THINGS I HEAR THE MOST IS ESPECIALLY FROM OUR KIDS, THEY LOVE HOW MUCH LIGHT IT GETS.
EVEN ON A CLOUDY DAY WITHOUT THE LIGHTS ON, IT'S BRIGHT IN THERE AND IT'S JUST HEALTHY AND IT FEELS GOOD.
IT LOOKS AND FEELS LIKE A COLLEGE OR A PROFESSIONAL ENVIRONMENT AND IT MAKES A DIFFERENCE.
CHALLENGES AS WE GROW, WE HAVE ONE GYM AND WE'RE SERVING 6TH THROUGH 12TH GRADE. THAT'S A CHALLENGE.
WE HAVE ONE PROPER AREA FOR KIDS TO EAT.
OUR ODYSSEY IS EATING AT ODYSSEY, EXCEPT FOR THE 8TH GRADERS.
THERE ARE SOME THINGS THAT ARE CHALLENGING AS A SHARED CAMPUS BECAUSE AGAIN, ALL OF OUR MIDDLE SCHOOLERS ACCESS DISCOVERY EVERY DAY AND NOT JUST FOR LUNCH.
THAT'S WHERE THEY'RE HAVING THEIR ELECTIVES, THAT'S WHERE THEY'RE COMING OVER AND HAVING SPECIAL EVENTS, THAT'S WHERE THEY'RE COMING OVER AND HAVING EXHIBITIONS.
THE PLACE IS CRAWLING WITH KIDS ALL DAY.
WE'RE GETTING MORE AND MORE COMMUNITY MEMBERS REALIZING WHAT A GREAT EVENT SPACE IT IS.
CAMAS HIGH-SCHOOL HAS BEEN USING IT FOR SOME OF THEIR COLLEGE AND CAREER EVENTS.
THE ELEMENTARY ROBOTICS TEAMS ARE COMING TO US TOMORROW DURING THE SCHOOL OR WEDNESDAY AND THURSDAY FOR ROBOTICS EVENTS.
SO WE'RE DEFINITELY SEEING MORE AND MORE PEOPLE USING OUR FACILITY BUT DURING THE DAY AS A SIXTH THROUGH EIGHTH-GRADE CAMPUS RIGHT NOW WORKS QUITE WELL.
BUT AS WE CONTINUE TO GROW, WE'RE STARTING TO FEEL THE SQUEEZE IN SOME OF THE SPECIALTY AREAS.
>> THANK YOU FOR THAT PRESENTATION.
I LOVED ALL OF IT LEARNING ABOUT DISCOVERY.
IT'S BEEN A WHILE SINCE WE'VE BEEN OUT THERE.
THE PROGRAM OVERVIEW WAS GREAT.
MY QUESTION IS ABOUT, YOU SAID THE PIPELINE TO DISCOVERY IS THROUGH ODYSSEY.
IS ODYSSEY FULL? COULD IT HAVE MORE STUDENTS? ARE WE LOSING SOME STUDENTS? I THINK YOU SAID IT WAS 25 PERCENT, BUT I DIDN'T KNOW IF THIS IS FULL, WE HAVE TO THEN GET SOME TO START AS FRESHMEN BECAUSE WE DON'T HAVE ROOM IN THE MIDDLE SCHOOL.
THE FIRST FEW YEARS WHEN WE HAD TWO OR THREE TEACHERS PER GRADE LEVEL, WE ALWAYS HAD A WAITING LIST FOR ODYSSEY.
NOW THAT WE'VE ADDED, WE HAVE FOUR TEACHERS IN SIXTH, FOUR TEACHERS IN SEVENTH, AND THREE IN EIGHTH THE NEXT YEAR THAT WILL LIKELY BE FOUR BASED ON OUR CURRENT NUMBERS.
THE LAST FEW YEARS, PRETTY MUCH EVERYONE IN DISTRICT WHO WANTED TO BE THEIR GUARDIAN, NOT INITIALLY, BUT THROUGH THE SUMMER WE ALWAYS HAVE PEOPLE WHO MIGHT CHANGE THEIR MIND, AS YOU CAN IMAGINE, MIDDLE SCHOOLERS DO.
WE ALWAYS HAVE A LITTLE BIT OF MOVEMENT IN THE SUMMER, BUT THE LAST FEW YEARS, I'D HAVE TO DOUBLE-CHECK WITH NICOLE, BUT I'M PRETTY SURE EVERY CAMAS SCHOOL DISTRICT STUDENT WHO WANTED TO GET IN GUARDIAN PLUS A FEW OUTSIDE OF DISTRICT.
I DO THINK THAT THAT COULD INCREASE WITH SOME ELEMENTARY AND JUST WITH THE MORE TIME THAT WE HAVE AS A PROGRAM, THE MORE WORD OF MOUTH, ETC.
I THINK IT'S INTERESTING THAT OUR GIFTED POPULATION AT ODYSSEY FROM THIS YEAR TO NEXT YEAR IS DOUBLING.
I THINK PART OF THAT IS PROJECT-BASED LEARNING.
AGAIN, THERE'S NO DEFINED ANSWER.
YOU CAN GO IN A NUMBER OF DIFFERENT DIRECTIONS AND YOU CAN GO AS DEEP AS YOU WANT.
FOR TALENTED AND GIFTED KIDS, BING, BING, BING, THAT'S WHAT YOU NEED.
WHAT WAS THE INITIAL QUESTION?
>> WHETHER IT'S COOL AT ODYSSEY.
>> IT IS. I MEAN, IT'S CRUNCHY, BUT WE KNOW WE HAVE A LITTLE BIT MORE ROOM.
I THINK IF WE WERE TO GET CREATIVE, LET'S SAY WE ADDED A FOURTH, AND FIFTH GRADE ON ONE LEVEL WE'D PROBABLY WANT TO TAKE EIGHTH GRADE AND SQUEEZE THEM IN OVER AT DISCOVERY OR TALK ABOUT THE UL PROPERTY OR LEASING SPACE FROM OUR ENLIGHT NEIGHBORS NEXT DOOR OR WHATEVER OR HAVING FOURTH, AND FIFTH GRADE AT ANOTHER ELEMENTARY SCHOOL OFFSITE.
I THINK THERE ARE A NUMBER OF THINGS WE COULD LOOK AT.
QUITE HONESTLY, WE ALSO HAVE A PARTNERSHIP WITH WSU VANCOUVER, AND I'D LOVE TO SEE IT END UP BEING A K12 PLUS CAMPUS, BUT, WELL, [LAUGHTER] IT COULD BE.
WE HAVE A PARTNERSHIP WITH WSU VANCOUVER AND THEN WE HAVE PRE-TEACHERS COMING THERE AND TEACHING ALL THE TIME.
IN FACT, WE'VE HIRED TWO OF THEM.
YES, SO IF WE ADDED FOURTH AND FIFTH GRADE, WE CAN DO IT BUT IT'S GOING TO TAKE A LITTLE BIT OF CREATIVITY.
[01:10:02]
YOU SAID, LOOKING AT EXPANDING THE OPPORTUNITY OF HYBRID. WHAT DOES THAT LOOK LIKE? IS THAT ALLOWING KIDS TO TAKE OTHER CLASSES THAT YOU DON'T OFFER IN AN ONLINE SETTING THROUGH CAMAS CONNECT OR IS IT JUST MORE FLEXIBILITY IN THE STUDENTS' STAY? LET'S ASSUME.
>> MORE FLEXIBILITY IN THE STUDENT, THEY MAYBE HAVE A STUDENT THAT'S HALF-TIME IN-PERSON DOING ENGLISH, AND MATH, AND SOCIAL STUDIES, AND EVERYTHING ELSE MAY BE THERE IN A PART OF A HYBRID PROGRAM.
NOW THE HYBRID MEANS THAT THERE ARE REQUIRED ZOOM MEETINGS.
IT IS LED BY ONE OF OUR STAFF MEMBERS, NOT EDGE ANNUITY OR OTHERS.
BUT YEAH, MORE FLEXIBLE SCHEDULING AGAIN, ONE OF OUR DESIGN PRINCIPLES, AND THEN THAT HYBRID LEARNING JUST TO GIVE PEOPLE A FEW MORE OPTIONS BECAUSE LIKE I SAID WITH THOSE WEEKLY MODULES AND WITH THE CONNECTIONS WITH THE INTEGRATED PROJECTS AND THE FACT THAT IT WAS BEING LED BY OUR STAFF AND THEY WERE LIVE SESSIONS, I THINK THERE'S A REAL OPPORTUNITY THERE TO SERVE SOME FOLKS WHO MAY NOT WANT OR BE ABLE TO ATTEND SCHOOL EVERY DAY, ALL DAY.
>> AWESOME. I ALSO HAD HEARD THAT AT DISCOVERY AND ODYSSEY DURING THE PANDEMIC, YOU GUYS HAD THE HIGHEST ENGAGEMENT RATE OF ALL OF OUR SCHOOLS, WHICH SAYS A LOT ABOUT KEEPING THE KIDS ENGAGED EVEN IF THEY'RE NOT ON CAMPUS.
I THINK THAT'S EXCITING FOR YOUR HYBRID TO BE ABLE TO CAPTURE, PROVIDE MORE NEEDS, AND PROVIDE KIDS WITH DIFFERENT NEEDS.
WE FOUND SOME KIDS WHO THRIVED ONLINE.
>> [NOISE] NOW THEY'RE BACK IN SCHOOL AND THEY'RE LIKE, I LIKED IT.
HELLO, WE HAVE CAMAS CONNECT ACADEMY.
I LIKE THAT YOU GUYS ARE STILL EXPLORING HOW DO WE NOT LOSE SOME OF THAT LEARNING THAT WE GOT DURING THE PANDEMIC AND CAN FOLD THAT IN GOING FORWARD.
>> I THINK YOU MENTIONED THE WORD RETENTION JUST REALLY QUICKLY.
OVER THE LAST FEW YEARS AT DISCOVERY LAST YEAR WE HAD THREE STUDENTS MOVE TO DIFFERENT A NET LOSS OF THREE STUDENTS THIS YEAR.
IT'S A WASH BETWEEN CAMAS HIGH SCHOOL IN HAYES AND DISCOVERY PEOPLE MOVE IN HERE AND THERE.
IT'S A SMALL NUMBER AND THERE'S BEEN NO NET LOSS.
IN FACT, THERE HAS BEEN A NET GAIN OF ABOUT THREE STUDENTS.
WHEN WE GET STUDENTS, WE KEEP STUDENTS.
JUST IN LOOKING AT YOUR PRESENTATION EVERYTHING AND KNOWING WHAT I KNOW ABOUT THE BUILDING, WHICH FIRST OF ALL, AS AN ASIDE OF ALL OF THE BUILDINGS THAT WE VISIT AS A BOARD, THAT IS THE BUILDING WHERE IF I ASK A STUDENT WHAT THEY ARE WORKING ON OR WHAT THEY ARE LEARNING ABOUT, THEY CAN SPEAK TO WHAT THEY ARE LEARNING ABOUT AND HOW EVERYTHING INTERTWINES MORE THAN ANY OTHER PLACE.
I LOVE TALKING TO YOUR STUDENTS BECAUSE THEY UNDERSTAND HOW IT IS ALL CONNECTED.
MY QUESTION IS, IT SEEMS WATCHING YOUR PRESENTATION THAT A LOT OF THE FOCUS IS ON SOMEONE WHO MIGHT BE INTERESTED IN ENTERING THE ENGINEERING FIELD OR MAYBE GOING INTO THE TRADES, AN APPRENTICESHIP, AND INTERNSHIPS, SOMETHING LIKE THAT.
IS THAT A FOCUS OR DO YOU FEEL LIKE THERE'S A WIDER, I GUESS YOUR PORTRAIT OF A GRADUATE, WHAT IS THIS SCHOOL? WHO IS THIS SCHOOL BEST FOR IF THAT MAKES SENSE?
>> YEAH. IN TERMS OF THE TYPE OF STUDENT, THAT'S ALWAYS A HARD ONE TO ANSWER.
BUT IN REGARDS TO WHO WE'RE TRYING TO CAPTURE, WE ACTUALLY CONSIDER OURSELVES.
AGAIN, THIS CAME FROM THE FACTS GROUP, ESTEEM SCHOOL, SCIENCE, TECHNOLOGY, ENGINEERING, ARTS, AND MATH.
WE HAVE BEEN WORKING ON A SPECIFIC PATHWAY.
ACTUALLY, WE HAVE TWO PATHWAYS AND CTE NOW KIDS CAN USE FOR A GRADUATION PATHWAY THAT ACTUALLY GETS THEM AN INDUSTRY CERTIFICATION IN ON SHAPE OR ADOBE SUITE.
IN THE ARTS, WE'RE CREATING AN ARTS PATHWAY, WHICH BASICALLY MEANS WE CAN WAIVE SOME OF THE CREDITS IN CERTAIN AREAS OF ELECTIVES AND LET THEM GO DEEPER WITH SOMETHING, AND THEN AGAIN, THEY COULD ALSO GET THAT ADOBE CERTIFICATION.
THEN WHAT WE'RE PLANNING ON DOING IS THEN GIVING THEM A STEM EMPHASIS DIPLOMA OR AN ART STEM EMPHASIS DIPLOMA.
THAT IS SOMETHING WE CONTINUE TO WORK ON IN TERMS OF THOSE PATHWAYS.
BUT YEAH, OUR FOCUS IS AS A PROJECT BASE STEAM SCHOOL.
>> I WAS NOT COOL WITH THE WAY THAT I MENTIONED THAT.
I WANTED TO MAKE SURE WE'RE CLEAR THAT IT'S NOT JUST FOR THEM.
>> WE HAVE A DIVERSE RANGE, EVEN IN MUSIC.
WE DO HAVE A BAND AND WE HAVE A MUSIC PRODUCTION WHERE IT'S ELECTRONIC MUSIC, VERY POPULAR.
IT'S AN INTERESTING MIX OF TECHNOLOGY AND THE ARTS, WE HAVE CERAMICS, WE HAVE STUDIO ART.
>> ROUND THIS OUT, AARON. THANK YOU SO MUCH.
>> AS FAMILIES CONTINUE TO UNDERSTAND THE DIFFERENT [INAUDIBLE] AND THINK I HAD TOO
[01:15:10]
FOR SECONDARY EDUCATION I'VE HEARD A LOT OF CURIOSITY ON KNOWING ABOUT HOW THAT TYPE OF GRADING TRANSFERS TO COLLEGES OR UNIVERSITIES?OUR DAILY FEEDBACK FOR STUDENTS IS BASED ON OUR PROFICIENCY SCALES AND STANDARDS-BASED LEARNING.
WE BELIEVE IN REASSESSMENT IN FACT EVEN IN JANUARY, SOME STUDENTS WHO WEREN'T PERFORMING WELL IN CERTAIN AREAS, THEY COULD ATTACH THEIR PASSION, PROJECT, AND STANDARDS TO RAISE THEIR GRADE IN THEIR CORE AREAS.
THEIR MOST RECENT ASSESSMENT IS 75 PERCENT.
IT'S A GROWTH MINDSET AND IT'S A SHIFT FOR KIDS WHO GO FROM TRADITIONAL GRADING, BUT THEY GET INTO IT.
NOW, HAVING SAID THAT, WHAT WE DO THEN AT THE END OF THE SEMESTER, THEY ARE CONVERTED TO A LETTER GRADE, AND THAT'S BECAUSE WE KNEW WE WOULD WANT TO BE ABLE TO SPEAK TO THAT.
THERE ARE PLENTY OF PROGRAMS THAT HAVE STANDARDS-BASED TRANSCRIPTS.
I DON'T THINK WE'RE THERE YET AS A PROGRAM OR AS A COMMUNITY, HONESTLY, AND SO RIGHT NOW, ALL OF THAT IN TERMS OF HOW THEY GET FEEDBACK AND IN TERMS OF HOW WE LIVE IN THE BUILDING, STANDARDS-BASED, THEN IT'S CONVERTED TO A LETTER GRADE AND A GPA.
ALTHOUGH WHEN TALKING AND WE'VE HAD COLLEGE ADMISSIONS COUNSELORS COME TO SOME OF OUR COLLEGE AND CAREER EVENTS THROUGH OUR PARENT-TEACHER ORGANIZATION, WHICH HAS BEEN AMAZING, STANDARDS-BASED TRANSCRIPT IS NOT SOMETHING THAT'S FOREIGN, I THINK IT'S SOMETHING WORTHY OF CONSIDERING DOWN THE ROAD, BUT I DON'T THINK WE'RE THERE YET.
WE LIVE STANDARDS-BASED GRADING AND THEN FLIP A SWITCH AND IT TURNS INTO A LETTER GRADE.
>> ANY OTHER QUESTIONS OR COMMENTS FOR MR. SMITH WHILE HE'S HERE? THAT WAS A GREAT PRESENTATION. THANK YOU.
>> PLEASE UNDERSTAND. MY PASSION FOR THIS IS NOT SAYING WE'RE BETTER THAN, I JUST WANT TO ARTICULATE HOW WE'RE DIFFERENT AND I FEEL VERY STRONGLY ABOUT IT AS TO OUR STUDENTS, AND I THINK IT'S PHENOMENAL THAT WE HAVE FOUR CHOICES IN A DISTRICT, OUR SIZE, SO IT REALLY SERVES OUR KIDS WELL BECAUSE THEY NEED TO FIND THEIR FIT. THANK YOU.
>> THANK YOU. GREAT. [NOISE] EXCUSE ME.
THAT'S THE LAST ITEM ON NUMBER 8 REPORTS, SO WE'RE GOING TO MOVE DOWN TO ITEM 9A,
[9. QUALITY FACILITIES AND RESOURCES]
WHICH IS A REQUEST FOR THE CHS VISUAL ART FEE CHANGE.THIS IS AN INCREASE, I BELIEVE FROM $20-30.
YOU HAVE NOTES THEIR RATIONALE FROM CHS.
IS THERE ANY QUESTIONS OR COMMENTS ON THAT? OTHERWISE, I'D ENTERTAIN A MOTION IN A SECOND.
>> ANOTHER QUESTION IS, WE DO HAVE, I'M SURE SCHOLARSHIPS FOR KIDS WHO, IT'S NOT AN EQUITY ISSUE OR ERASING IT, BUT IF KIDS CAN'T AFFORD IT, WE'RE STILL ABLE TO PROVIDE THAT FOR KIDS?
>> DR. WILLIAMS ANSWERED IN THE AFFIRMATIVE ON THAT.
>> I'D LIKE TO MOVE TO APPROVE THE REQUESTED INCREASE TO THE CHS VISUAL ART FEE FROM THE CURRENT AMOUNT PER SEMESTER COURSE OF $20 UP TO $30 PER SEMESTER COURSE.
>> MOVED BY ERICA, SECONDED BY CONNIE.
ANY OTHER DISCUSSION? ALL THOSE IN FAVOR?
>> ANY OPPOSED? MOTION CARRIES.
WE HAVE JASON MCARTHUR, COMING UP AGAIN TO WALK US THROUGH OUR BOARD RESOLUTION 2102 FOR OUR UPDATED CAPITAL FACILITIES PLAN.
>> AS WE TALKED ABOUT THIS IN THE BOARD WORKSHOP, I'LL GIVE A QUICK RECAP AGAIN ON WHAT A CAPITAL FACILITIES PLAN IS AND WHY WE DO IT.
REAL QUICKLY. IT IS REQUIRED BY THE GROWTH MANAGEMENT ACT THAT ALL LOCAL GOVERNMENTS THAT CHARGE IMPACT FEES GO THROUGH THIS PROCESS.
AN IMPACT FEE IS CHARGED TO A DEVELOPER OR A PROPERTY OWNER THAT BUILDS A HOUSE OR A MULTI-FAMILY DWELLING UNIT.
IN OUR BOUNDARIES AND OUR DISTRICT BOUNDARIES ACTUALLY OVERLAP FOUR DIFFERENT JURISDICTIONS: CITY OF CAMAS, VANCOUVER, WASHOUGAL, AND CLARK COUNTY, UNINCORPORATED AREAS OF CLARK COUNTY, I SHOULD SAY.
ALL FOUR THOSE AGENCIES EXPECT TO RECEIVE
[01:20:05]
EVERY SIX YEARS AN UPDATED CAPITAL FACILITIES PLAN FROM CAMAS SCHOOL DISTRICT, AND THE PLAN ALL SUMMARIZES, BOILS DOWN TO CALCULATING MAXIMUM IMPACT FEES THAT WE CAN CHARGE DEVELOPERS AND FOLKS WHO ARE BUILDING.IT'S A CALCULATED MAXIMUM, BUT THE BOARD HOLDS THE DISCRETION TO REALLY SET THAT THE BELOW OR AT THE MAX.
DUE TO COVID, WE GOT AN EXTENSION FOR ONE YEAR FROM CLARK COUNTY, WHICH WAS VERY GRACIOUS OF THEM, AND SO THERE'S A HANDFUL OF DISTRICTS IN THE REGION WHO ARE ALL DOING THE SAME THING.
THE PROCESS IS VERY STRUCTURED, IT'S GOVERNED BY STATE LAW, AND SO FOR THAT REASON, WE ENGAGE A LAW FIRM TO HELP US WITH THE PREPARATION OF THE PLAN.
WE DID THAT WITH THE LAST PLAN, WE DID IT AGAIN WITH THIS PLAN.
IT'S IMPORTANT BECAUSE WE WANT TO MAKE SURE THAT THE PROCESS THAT WE GO THROUGH COMPLIES WITH ALL THE LAWS AND REQUIREMENTS SET BY THE STATE AS WELL AS CLARK COUNTY AND OTHER MUNICIPALITIES.
THEY WILL REVIEW OUR PLAN, AND I THINK THEY WOULD HAVE AN OPPORTUNITY OBVIOUSLY, IF THERE WAS AN ISSUE TO POTENTIALLY SEND IT BACK, BUT WE'RE TRYING TO GET IT RIGHT ON THE FIRST ROUND.
I FEEL VERY CONFIDENT WITH THE WORK THAT WAS DONE HERE BY MILLER NASH, OUR LEGAL COUNSEL IN ALABAMA DID A REALLY NICE JOB FOR US, AND I THINK THAT SHE REPRESENTED ALL OF THE DISTRICTS IN THE REGION WHO ARE RENEWING THEIR PLANS.
AS YOU CAN IMAGINE, THE PROCESS BASICALLY IS TO GET TO THE POINT WHERE YOU'RE LOOKING AT YOUR BUILDING CAPACITY AND YOU WANT TO SEE WHEN YOUR ENROLLMENT INTERSECTS THAT BUILDING CAPACITY.
EACH BUILDING IS A LITTLE BIT DIFFERENT, IT'S IN A DIFFERENT STAGE OF BEING FULL, AND KEEP IN MIND, THIS IS A SIX-YEAR OUTLOOK, SO WE USE OUR DEMOGRAPHERS' FORECAST.
IF YOU RECALL, WE USE ERIC HAVI FOR THAT RECENTLY, SO WE'VE GOT AN UPDATED FRESH ENROLLMENT FORECAST THAT WE UTILIZE TO DEVELOP THIS PLAN.
THE SCHOOLS THAT ARE HIGHLIGHTED IN BLUE WHEN YOU LOOK AT THE NEXT SIX YEARS, THOSE ARE THE ONES WHERE WE POTENTIALLY COULD SEE SOME CAPACITY ISSUES.
AT THE MIDDLE SCHOOL, AS YOU LOOK AT LIBERTY, THOSE FEEDER SCHOOLS INCLUDE WOODBURN, AND LACAMAS LAKE ELEMENTARY, AND HELEN BALLER, AND TWO OF THOSE HAVE QUITE A BIT OF DEVELOPMENT GOING ON AND FUTURE DEVELOPMENT PLANNED IN THEIR AREAS, SO THAT'S WHAT'S GOING TO PUSH LIBERTY POTENTIALLY IN THESE NEXT SIX YEARS TO HAVE SOME CAPACITY CONSTRAINTS.
ODYSSEY, AS YOU JUST HEARD, AARON'S PASSIONATE, I CANNOT REPLICATE HIS PASSION BY ANY MEANS, BUT HIS PROGRAM IS POP-IN, IT'S GOING ALONG THERE, AND THEY'VE BEEN VERY CREATIVE TO ACCOMMODATE THE STUDENTS THAT ARE INTERESTED IN THAT PROGRAM AND WANTING TO BE IN THE MIDDLE SCHOOL PROGRAM, BUT THERE IS AN OPPORTUNITY THERE TO POTENTIALLY ACCOMMODATE MORE STUDENTS.
WHEN YOU LOOK AT THAT AND YOU LOOK AT THAT MIDDLE SCHOOL BAND, WE POTENTIALLY COULD HAVE TWO OF OUR THREE MIDDLE SCHOOLS WITH SOME CAPACITY ISSUES IN THE NEXT SIX YEARS.
THAT'S WHY THOSE TWO ARE HIGHLIGHTED HERE.
AT THE ELEMENTARY LEVEL, AS WE MENTIONED, WOODBURN IS NOW OUR LARGEST ELEMENTARY SCHOOL, AND WHEN YOU LOOK AT THAT SIX-YEAR OUTLOOK, THERE'S ENOUGH BUILDING GOING ON THERE THAT THEY COULD POTENTIALLY HAVE SOME CAPACITY ISSUES TOO.
THOSE ARE THE THREE SCHOOLS THAT TEND TO POP OUT IN THAT SIX-YEAR WINDOW.
IN LOOKING AT HOW WOULD WE ADDRESS THOSE CAPITAL FACILITIES NEEDS WE HAVE A NUMBER OF DIFFERENT OPTIONS, AND WE'RE NOT OBLIGATED TO DOING ANY OF THESE.
[01:25:01]
THE PROCESS FOR PREPARING THIS PLAN IS TO TALK ABOUT THE TYPES OF LIKELY OPTIONS THAT WE WOULD NEED TO ENTERTAIN OR EXERCISE IF WE WERE TO ADDRESS CAPACITY ISSUES AT THOSE THREE SCHOOLS.YOU CAN SEE THERE'S A MIX OF PUTTING IN ADDITIONAL PORTABLE, POTENTIALLY REMODELING, ODYSSEY, AND THEN ON THAT OUTSIDE EDGE OF SIX YEARS.
I SAY OUTSIDE EDGE MEANING IF DEVELOPMENT REALLY DID TAKE OFF, WE MIGHT HAVE TO ENTERTAIN ANOTHER MIDDLE SCHOOL TO ACCOMMODATE.
SO IT'S ONE OF THOSE THINGS YOU'RE LOOKING TO SIX YEARS OUT, WOULD WE ACTUALLY NEED A MIDDLE SCHOOL WITHIN THAT TIME FRAME? MAYBE ON THE BACKEND OF THAT TIME FRAME.
THAT'S THE PROCESS OF COMING UP WITH ONE OF THESE PLANS, IS YOU LOOK AT WHAT ARE THE OPTIONS AVAILABLE TO US TO INCREASE CAPACITY WHERE THAT ENROLLMENT INTERSECTS WITH A BUILDING'S RESPECTIVE CAPACITY.
ANY QUESTIONS ON THAT? SORRY FOR THE SMALL PRINT, BUT ON THIS I'LL SAY THIS IS A CURRENT IMPACT FEE AMOUNTS FOR CLARK COUNTY.
WE'RE AT 5,371, SO WE'RE RIGHT HERE.
IN THE SINGLE-FAMILY REALM, WE'RE IN THAT PROBABLY BOTTOM QUARTILE.
IN THE MULTIFAMILY REALM, WE'RE AT 5,371 AS WELL, AND I'D SAY WE'RE RIGHT IN THAT MID-RANGE AS FAR AS OUR CURRENT IMPACT FEE WITH OTHER DISTRICTS IN CLARK COUNTY.
AS I MENTIONED, OUR CURRENT FEE IS 5,371 FOR BOTH SINGLE-FAMILY RESIDENTS AS WELL AS MULTIFAMILY.
THE NEW CALCULATED MAXIMUM THRESHOLDS ARE THERE IN RED AT JUST OVER $6,600 AND ALMOST 30,000 FOR THE MULTIFAMILY.
I'LL EXPLAIN A LITTLE BIT WHY, BECAUSE THERE'S QUITE A DIFFERENCE THERE.
FIRST OFF, THE LAST PLAN THAT WE DID, THE MULTI-FAMILY CALCULATED OUT, THE MAXIMUM WAS JUST OVER $10,000.
THE CHOICE MADE AT THAT TIME WAS TO SET A MULTI-FAMILY FEE THAT WAS ABOUT HALF OF WHAT WE COULD HAVE SAID IT, BUT IT'S TRIPLED AND YOU LOOK, WOW, THAT'S QUITE A BIT.
A LOT HAS CHANGED, AND WE'VE SEEN IT IN ASSESSED VALUES.
WE'VE ALSO SEEN IT IN JUST THE COST OF FACILITIES.
THE COST PER SQUARE FOOT HAS GONE UP TREMENDOUSLY IN THAT PERIOD OF TIME.
WHEN YOU'RE LOOKING AT A HIGH-INFLATION PERIOD, LARGE ASSESSED VALUE GROWTH, THAT'S GOING TO PUSH THAT UP AS WELL.
THEN THERE'S THIS THING CALLED STUDENT FACTORS, AND THESE ARE STUDENT GENERATION FACTORS.
BASICALLY, IT'S A NUMBER THAT YOU CAN CREATE A RATIO BETWEEN THE NUMBER OF STUDENTS GENERATED BY X NUMBER OF HOUSES OR AN INDIVIDUAL CONSTRUCTION.
WE USE OUR DEVELOPMENT HISTORY TO COME UP WITH THAT FOR THE SINGLE-FAMILY RESIDENTS.
WE DON'T DO THAT FOR THE MULTI-FAMILY BECAUSE WE DO NOT HAVE ENOUGH OF THOSE TYPES OF DEVELOPMENTS IN ORDER TO REALLY HONE IN ON INACCURATE STUDENT GENERATION FACTOR.
THE LAW REQUIRES US TO USE THE LARGER DISTRICTS IN OUR REGION, WHICH ARE BATTLEGROUND, VANCOUVER, AND EVERGREEN.
IN THOSE DISTRICTS, THEIR MULTIFAMILY RATE IS VERY HIGH, AND SO WE LOOKED AT IT AND I WAS A LITTLE CONCERNED INITIALLY THAT THERE WAS SUCH A CHANGE IN THAT MAXIMUM CALCULATION.
I WENT BACK SIX YEARS TO LOOK AT NOT ONLY OURS BUT TO ALSO INQUIRE OF SOME OF THESE LARGER DISTRICTS, AND THE SAME THING HAPPENED WITH EVERGREEN BACK THEN, THEIR MULTIFAMILY RATE, THEIR MAXIMUM CALCULATION TRIPLED.
THEY WERE JUST SEEING THE NUMBER OF STUDENTS GENERATED BY THESE UNITS THAT WERE BUILT WAS VERY HIGH.
THAT GETS PLUGGED INTO THE FORMULA THAT GENERATES THE FEE, THE MAXIMUM CALCULATED FEE.
LOOKING AT IT REALLY THE DISCUSSION THAT WE HAVE TO HAVE
[01:30:02]
HERE THIS EVENING IS WE NEED A LANDING SPOT.WHEN YOU LOOK AT WHAT WAS DONE LAST TIME, I'M TRYING TO COMPARE THAT HERE IN THE RED IS WE WENT WITH THE CALCULATED MAXIMUM ON THE SINGLE-FAMILY.
THEN WE MATCHED THE MULTI-FAMILY WITH THE SINGLE-FAMILY RATE.
SIMILAR TO LAST TIME, JUST WITH A LARGER GAP, WE HAVE A SINGLE-FAMILY MAXIMUM RATE OF 6,652 AND A CALCULATED MAXIMUM MULTIFAMILY OF 297.
I'M GOING TO PAUSE THERE FOR ANY QUESTIONS.
>> I'M LOOKING AT YOUR SIX-YEAR PLAN, FACILITIES CAPACITIES NEED, AND I UNDERSTAND THAT LAND IS NOT AN ELIGIBLE GROWTH COMPONENT IN THE FORMULA, BUT THE LEADBETTER CAMPUS AT AN $87 MILLION CHANGE HAS A ZERO ON CAPACITY AD, HELP ME UNDERSTAND THAT.
>> WHEN YOU LOOK AT THAT CAMPUS AND ITS LOCATION, IT ADJOINS SKY RIDGE MIDDLE SCHOOL, RIGHT? SKYBRIDGE MIDDLE SCHOOL IS NOT THE MIDDLE SCHOOL THAT WOULD POTENTIALLY HAVE CAPACITY ISSUES, OKAY? THAT RULES THAT OUT.
WOULD YOU USE IT FOR THE ELEMENTARY TO SAVE THAT? IT'S IN THE WRONG FEEDER SITES ON THE OTHER SIDE OF THE LAKE.
>> FOR THAT REASON, IT REALLY DOESN'T MEET THOSE NEEDS.
IT'S ON HERE FOR THE REASON THAT IF DEVELOPMENT WERE TO REALLY, SUDDENLY TAKE A TURN IN A DIFFERENT DIRECTION, IT IS A CAMPUS THAT SHOWS SOME PROMISE FOR THE ABILITY TO SERVE KIDS, AND THAT'S WHY IT'S HERE, BECAUSE IF WE DO RUN INTO CAPACITY ISSUES, WE MIGHT NEED TO GET CREATIVE, AND IT IS AN OPTION.
IT JUST MAY NOT BE THE BEST OPTION.
IT ALWAYS DEPENDENT UPON WHERE THAT DEVELOPMENT IS AND YOU'RE LOOKING OUT SIX YEARS, KEEP IN MIND.
IT IS A BIT SPECULATIVE, BUT WE'RE NOT OBLIGATED BY ANY MEANS.
IF THERE'S SOMETHING ELSE THAT WE WOULD WANT TO DO OTHER THAN WHAT'S ON THIS LIST IN THE NEXT SIX YEARS, WE'D HAVE TO GO REVISIT THIS PLAN, RESUBMIT IT TO THE COUNTY, AND THAT'S ANOTHER REASON WHY IT'S ON HERE.
>> I WILL CLOSE MY OBSERVATION WITH A THANK YOU FOR THE FORMULA, GETTING A CHANCE TO SEE IT IN ITS APPLICATION.
THE $6,600 SINGLE-FAMILY RATE, SEEMS RELATIVELY CONSISTENT WITH THE HISTORIC PATTERNS THAT I'VE OBSERVED OVER THE YEARS.
I SEE HOW WE WALKED OURSELVES INTO THIS SURPRISE WITH THE MULTIFAMILY.
WHEREAS I'M PRETTY COMFORTABLE WITH THE RECOMMENDATION OR AT LEAST THE IDEA THAT THE REPORT HAS THE 6,600, I AM CONCERNED ABOUT THE APPLICATION OF A TOTAL CHANGE ON THE CALCULATED MAXIMUM AT CLOSE TO $30,000 IN THAT REGARD.
I DON'T KNOW WHERE I'M GOING TO LAND ON THAT JUST YET AND I'M HOPEFUL THAT YOU'RE NOT GOING TO PRESS US TONIGHT FOR SOME A CONSENSUS DECISION ON THAT [LAUGHTER] YOU'RE GOING TO ASK ME FOR THAT?
>> I THINK SOMETHING ABOVE THE 66 IS PROBABLY MERITED.
I DON'T HAVE A GOOD SENSE OF WHERE THAT LANDS IN ORDER TO FAIRLY, BECAUSE ONE OF THE FUNDAMENTAL PREMISES IS IN FACT, THAT STUDENT GENERATION RATE, AND WE'RE BORROWING FROM CLARK COUNTY'S STYLE OF MULTIFAMILY DEVELOPMENT.
THAT MAY NOT BE THE DEVELOPMENT WE SEE WITHIN A COMMUNITY THAT'S GOT SO MUCH TYPOGRAPHY AND NOT A LOT OF FLAT SPACES.
I'M NOT SURE IF IT'S GOING TO GENERATE THE SAME.
I GET THAT'S THE BEST INFORMATION YOU HAVE.
>> NO. I'M GLAD THAT YOU MENTIONED THAT IN AND STAFF WOULDN'T RECOMMEND GOING TO THE MAXIMUM ON MULTIFAMILY.
I THINK THAT WOULD BE DISRUPTIVE TO SEVERAL STAKEHOLDER GROUPS,
[01:35:01]
AND THAT WOULD PUT US AS AN OUTLIER.IF YOU LOOK IN THE REGION CURRENTLY THE HIGHEST IS RICHFIELD AND THEY'RE LIKE, I THINK IT'S 10,200 OR SOMETHING LIKE THAT.
I KNOW THAT THEIR CALCULATED RATE HAS GONE UP QUITE A BIT AS WELL BECAUSE THEY ARE IN THE SAME BOAT.
THEY HAVE TO RELY UPON THE VERY SAME DISTRICTS WE DID FOR THEIR STUDENT GENERATION RATE AS WELL.
I EXPECT THEIR PLAN TO RENDER A VERY SIMILAR RESULT.
I CAN'T SEE THE BENEFIT TO INCREASING THAT RATE DRAMATICALLY TO 30,000 OR JUST SHY OF THAT, SO TAKE THAT OFF THE TABLE.
I REALLY DON'T WANT TO SEE US BE AN OUTLIER IN THE REGION.
I THINK YOUR RANGE IS IN THAT 66 TO MAYBE 10,000.
I THINK 10,000 IS ON THAT UPPER END.
WE CAN SAY RIGHT NOW THAT AT LEAST ONE DISTRICT IS AT THAT LEVEL.
I DO THINK THEY'RE IN A DIFFERENT SITUATION THOUGH, IN A TOUGH ONE, GIVEN THEIR INABILITY TO GET A BOND PASSED.
THEY'RE GOING TO HAVE TO RELY ON THIS FUNDING SOURCE MORE HEAVILY.
I EMPATHIZE WITH THAT SITUATION THAT THEY'RE TRYING TO DEAL WITH THERE AND TREMENDOUS GROWTH.
I MEAN, IT'S INCREDIBLE THE GROWTH THEY'VE HAD OUT THERE, WE'VE BEEN THROUGH THAT, RIGHT?
>> I WAS JUST GOING TO MAKE A COMMENT, DOUG.
IF WE'RE TRYING TO FIGURE OUT THAT MULTIFAMILY.
WHEN YOU LOOK BACK ON YOUR SLIDE 6 THAT SHOWS OUR SINGLE-FAMILY AND OUR MULTIFAMILY.
MOST OF THESE DISTRICTS HAVE THEM THE SAME.
THE SINGLE-FAMILY AND THE MULTIFAMILY, THERE'S NOT A HUGE DIFFERENCE THERE.
I'M NOT SEEING A NEED TO EVEN NECESSARILY GO TO 10,000.
IN YEARS PAST, WE'VE KEPT THEM THE SAME AND I ALSO DON'T KNOW HOW MUCH MULTIFAMILY GROWTH WE GET, WHEREAS I FEEL LIKE IT'S GOING TO BE MORE IN THE SINGLE-FAMILY REALM, I'M GUESSING.
SO TO RAISE IT TO 20,000, I'M JUST MORE CONSISTENT WITH THE RAISE THE SINGLE-FAMILY UP TO THE AMOUNT BECAUSE THERE'S LOTS OF FACTORS THAT GO INTO THAT, BUT NOT THE MULTIFAMILY.
DOESN'T NECESSARILY NEED TO BE HIGHER EVEN THAN THE SINGLE-FAMILY, IN MY MIND.
>> YEAH. THAT'S A GOOD POINT, TRACY.
YOU LOOK AT IT AS POTENTIALLY COULD YOU BE FOREGOING IN REVENUES.
YOU'RE LOOKING AT $3,500 OR $3,400 ON A DEVELOPMENT THAT DOESN'T HAPPEN VERY OFTEN WITHIN OUR BOUNDARIES.
SO IT'S NOT TO SAY THAT THAT WON'T HAPPEN IN THE NEXT SIX YEARS.
I DON'T KNOW. BUT IT DOES LOWER THE RISK IF YOU DO LOOK AT IT FROM THAT PERSPECTIVE.
>> YOU ARE LOOKING FOR AN ACTION AND A SPECIFIC DOLLAR AMOUNT THIS EVENING.
I'M GOING TO START HALF OF THE MOTION WITH, I WOULD RECOMMEND THAT WE ADOPT THE SINGLE-FAMILY RATE IN ACCORDANCE WITH THE CURRENT RECOMMENDATION OF 66 AND SOME CHANGE.
>> YES. ULTIMATELY, I THINK THERE NEEDS TO BE SOME CONSENSUS ON BOTH RATES AND THEN IT'S A RESOLUTION THAT APPROVES THE PLAN.
>> SO YOU'RE SAYING WE DON'T NEED A NECESSARILY MOTION AND A SECOND ON THE NUMBERS? WE JUST NEED TO COME TO A CONSENSUS AS A GROUP AND THEN APPROVE THE RESOLUTION.
IS THAT WHAT YOU'RE SAYING? OR WOULD IT BE CLEANER ON YOUR END IF WE DID A MOTION AND A SECOND?
>> HONESTLY, I THINK HAVING THE TWO MOTIONS; ONE FOR THE SINGLE, ONE FOR THE MULTIFAMILY, AND THEN AN OVERALL VOTE ON THE RESOLUTION IS A NICE, CLEAN AND DISTINCT WAY TO DO IT.
>> OKAY. SO THEN IF WE'RE AT THAT POINT,
[01:40:03]
DOUG WE WANT TO MAKE YOUR MOTION FOR THE AMOUNT. CAN YOU GIVE US THE AMOUNT?>> MY COMMENT IS WE DON'T HAVE TO DO THAT NUMBER EXACTLY, AND WE COULD MAKE IT 6,600 OR $6,050 INSTEAD OF HAVING JASON HAVE TO DEAL WITH 48 CENTS.
I'M JUST TRYING TO MAKE JASON'S LIFE A LITTLE EASIER.
THAT DOESN'T HAVE TO BE THAT EXACT NUMBER.
>> I WOULD MAKE A MOTION THEN THAT WE ADOPT THE SINGLE-FAMILY RATE AT $6,650.
>> OKAY. SO WE HAVE A MOTION FOR $6,650 FOR THE SINGLE-FAMILY RATE THAT'S MADE BY DOUG AND SECONDED BY ERIKA.
ANY OTHER DISCUSSION ON THAT? ALL THOSE IN FAVOR?
>> ANY OPPOSED? OKAY. WE'RE HALFWAY THERE.
A THIRD OF THE WAY THERE. [LAUGHTER]
>> I APOLOGIZE. I KNOW IT'S JUST A DIFFICULT THING TO WORK THROUGH THE LEGAL LOGISTICS BEHIND THIS, AND I WANT TO BE RESPECTFUL OF THE BOARD'S DISCRETION IN HERE.
>> I'M GOING TO GO REFLECT BACK ON THE HISTORY.
WE'VE SIGNIFICANTLY REDUCED OUR MULTIFAMILY.
I MEAN, WE TOOK HALF OF IT AND NOW WE FIND OURSELVES WHERE WE'RE A THIRD OF IT OR LESS.
I DON'T WANT TO GET US TOO UPSIDE DOWN BECAUSE I KNOW THAT YOU'RE GOING TO DO THIS AGAIN IN SIX MORE YEARS AND THE NUMBER IS GOING TO BE EVEN MORE GIANT AND WILL BE FURTHER BEHIND.
THERE'S A BELIEF, A STRATEGY THAT GROWTH SHOULD SUPPORT ITSELF TO WHAT DEGREE WE REASONABLY CAN.
WE ALSO HAVE THE REALITY I THINK OF HAVING TO MOVE THIS DISCUSSION THROUGH FOUR JURISDICTIONAL BOUNDARIES.
CAMAS, WASHOUGAL, COUNTY AND VANCOUVER.
IF I RECALL THE LAST TIME WE DID THIS, WASHOUGAL DID NOT ADOPT THE RATE THAT WAS RECOMMENDED AND AS I RECALL, WE HAD A DIFFERENTIAL THAT EXISTED WHERE PEOPLE THE HOUSE IN ONE JURISDICTION BECAUSE THE CITIES AND THE COUNTIES HAVE TO ADOPT A SIMILAR RESOLUTION.
I REMEMBER THERE BEING A DIFFERENCE, I ASSUME THAT GOT RESOLVED AT SOME POINT.
EVERYBODY PAYS THE SAME RATE, BUT THEY WERE NOT INCLINED TO.
MY RECOMMENDATION WOULD PROBABLY BE TO SEE A MULTI-FAMILY RATE.
MY COMFORT LEVEL IF 66 IS OUR SINGLE RATE.
>> THE CALCULATED MAXIMUM IS 297.
>> OKAY. SO THIS NUMBER I'VE GOT IS OLD.
>> YEAH. PREVIOUSLY THE CALCULATED MAXIMUM WAS 10000 AND WE WENT ABOUT HALF OF THAT.
THAT MATCHED THE SINGLE-FAMILY.
WE COULD CERTAINLY DO THAT AGAIN WITH THE MULTI-FAMILY.
BUT WHAT YOU'RE SAYING IS WE WERE HALF OF IT LAST TIME AND NOW AT THAT RATE.
>> WE'RE LOSING OUR PERCENTAGE.
>> BUT WITH THAT IN MIND, I THINK I WOULD BE MOST COMFORTABLE WITH SOMETHING THAT I'LL BRACKET SOMETHING THAT WAS BETWEEN EIGHT AND 10 PERSONALLY, IN MOVING FORWARD.
BUT I DON'T HAVE ANYTHING MORE THAN THE SENSE THAT THAT COULD PROBABLY PASS THROUGH THE OTHER FOUR JURISDICTIONS FOR ADOPTION AND WE'D HAVE A SUCCESSFUL PROGRAM THAT REFLECTS THIS VARIATION IN, MULTIFAMILY BECOMING A MORE EXPENSIVE COMPONENT OF THIS CALCULATION. THAT'S WHERE I'M AT.
>> I ALSO HAVE A QUESTION. ON THE SLIDE SIX, THESE RATES.
EVERYBODY'S DOING THIS RIGHT NOW WITH US?
>> BATTLE GROUND, OURSELVES, GREEN MOUNTAIN, WASHOUGAL AND VANCOUVER.
>> [OVERLAPPING] IT SAYS AT THE BOTTOM THAT YOU'VE WRITTEN IT IN RED.
>> BECAUSE I WOULD HATE FOR US TO DO THIS IN A VACUUM.
AND THEN ALL OF A SUDDEN FIND OUT WE HAVE THE MOST EXPENSIVE MULTIFAMILY IMPACT FEES.
YOU SAID YOU HAD REACHED OUT TO SOME OF THEM AND YOU'RE HAVING A HARD TIME GETTING A TEMPERATURE READING? THEY'RE CURRENTLY AT 10, BUT I'M GUESSING THAT THEY'RE.
[01:45:02]
>> WE WOULDN'T BE THE OUTLIER AND I DON'T FEEL COMFORTABLE MOVING IT TO HALF OF WHAT OUR MAXIMUM IS BECAUSE THAT'S TRIPLING THE RATE.
ESPECIALLY FOR ANYBODY WHO HAS PLANS IN THE WORKS.
DO WE HAVE AN IDEA FROM THE CITY? DO WE HAVE PLOTTED OR FUTURE PLANS? ARE WE EXPECTING A LOT OF MULTI-FAMILIES?
>> I'VE ONLY HEARD OF A COUPLE AND I'M NOT EVEN SURE OF THEIR SIZE.
JUST BECAUSE IT'S A MULTI-FAMILY DOESN'T MEAN IT'S SEVERAL UNITS.
I EMPATHIZE WITH CERTAINLY NOT WANTING TO SEE THAT GAP GET LARGER.
BUT AT THE END OF THE DAY, KEEP IN MIND THESE IMPACT FEES ONLY COVER ABOUT, I BET YOU, IT'S LESS THAN FIVE PERCENT OF OUR CAPITAL COSTS, SO IT'S A VERY SMALL PERCENTAGE.
WE'RE HEAVILY RELIANT UPON BONDS AS MOST DISTRICTS, UNLESS YOU'RE IN PROPERTY-RICH SEATTLE, THEN YOU JUST DO A CAPITAL LEVY.
BUT NO, IT HAS AN IMPACT AND IT HAS AN IMPACT ON THE DEVELOPERS.
BUT THIS IS GOING TO, ARE WE GOING TO BE ABLE TO BUILD A SCHOOL? NO. EVEN AT REALLY HIGH DEVELOPMENT RATES.
IT'S A GOOD YEAR IF WE GET TWO MILLION.
SO THE COST OF CONSTRUCTION JUST DOESN'T EVEN COME CLOSE TO COVERING THAT, LET ALONE LAND ACQUISITION.
>> I WOULD NOT WANT TO GO MORE THAN 10.
IN FACT, I WOULD BE MORE ON THE LOWER LEVEL.
I KNOW THE DEVELOPERS PAY THIS FEE, BUT IT'S EVENTUALLY PASSED ON TO THE HOMEOWNERS.
IF WE'RE TRYING TO GET ANY SORT OF AFFORDABLE HOUSING THEN WE'RE GOING TO PUT A $10,000 ON THOSE.
I HAVE A HARD TIME MAKING IT THAT HIGH.
>> WELL ESPECIALLY WHEN YOU WOULD FIGURE TO THAT.
WE KNOW THAT THE PRICE OF HOUSING IN CAMAS IS ALREADY SO HIGH, AND IF WE'RE GOING TO BE GETTING YOUNGER FAMILIES COMING IN TO MOVE INTO.
THAT'S THE TYPE OF HOUSING THAT THEY'RE PROBABLY GOING TO BE ABLE TO MORE AFFORD AT THIS POINT.
>> IN TALKING WITH JASON, THIS IMPACT FEE WE HAVE, IT'S NOT LIKE WE NEED IT TO BUY A PIECE OF PROPERTY RIGHT NOW.
I GET WE'RE SETTING THIS FOR A LONG PERIOD OF TIME, SO WE HAVE TO BE LOOKING AHEAD.
THE 10,000 EVEN GIVES ME A LITTLE BIT OF HEARTBURN.
>> ESPECIALLY WHEN WE DON'T KNOW HOW MANY.
WE'RE GOING TO HAVE, I'M GUESSING MORE SINGLE-FAMILY THAN MULTIFAMILY.
SO WE'RE NOT REALLY LOSING, I'M GUESSING ON A WHOLE BUNCH OF IMPACT THESE BECAUSE OUR MULTIFAMILY BUILD-OUT IS NOT GOING TO BE THE SAME AS OUR SINGLE-FAMILY BUILD-OUT.
IF WE HAVE THAT NUMBER, SET IT, A HUGE HIGH NUMBER, IT JUST LOOKS OFF PUTTING WHEN IT'S NOT REALLY GOING TO IMPACT US.
>> WE DON'T KNOW TOO IN THE FUTURE.
I MEAN, AS HOUSING PRICES GO UP, MY MULTI-FAMILY HOUSING BE MORE ATTRACTIVE FOR DEVELOPERS IN OUR COMMUNITY UNLESS WE PRICED THEM OUT OF THE MARKET WITH REALLY, REALLY HIGH.
>> I AGREE WITH TRACY THAT I'M MORE COMFORTABLE ON THE LOWER SIDE.
>> I APPRECIATE THAT THOUGHT OF IT GETS PASSED DOWN.
I QUESTION, IF THIS IS SUCH A DESIRABLE PLACE FOR A DEVELOPER TO BUILD, THAT HASN'T BEEN A PROBLEM.
THE IMPACT FEE, I WONDER IF THAT WOULD HINDER THEM.
I BELIEVE 10,000 IS LESS THAN A THIRD OF A JUMP.
I WOULD FEEL A LITTLE BIT MORE COMFORTABLE GETTING UP TO THAT.
BECAUSE LIKE YOU SAID, IN ANOTHER SIX YEARS, THE DISCREPANCY WILL BE WIDER.
[01:50:01]
I DON'T WANT TO GET TOO FAR AWAY FROM THAT RANGE.>> WHAT IS THAT RANGE? WHAT IS THE MAGIC OF THAT NUMBER? THE MAX. WE'VE NEVER BEEN OR RARELY BEEN AT THE MAX.
ARE WE CHASING A NUMBER THAT IS IRRELEVANT TO US, OR WHAT IS THE RELEVANCE OF THAT?
>> I THINK IT'S A REALLY GOOD POINT AND IT HARKENS BACK TO SOMETHING THAT DOUG MENTIONED ABOUT THE FORMULA THAT WE'RE RELYING UPON STUDENT GENERATION RATES OF OTHER DISTRICTS.
THERE IS A BIT OF A DANGER THERE BECAUSE THE NUMBER OF STUDENTS THAT WERE GENERATED IN THOSE DEVELOPMENTS, WHICH COULD BE JUST WHERE THEY'RE BUILT, THEIR SIZE ALL COME INTO PLAY MAY NOT REALLY FIT IN OUR COMMUNITY, MAY NOT EVEN BE APPROVED BY THE CITY FOR THAT MATTER.
I SEE THE MERITS BEHIND WHAT WAS DONE LAST TIME OF JUST MAKING THE RATES THE SAME.
IS THERE A COMPELLING REASON THAT WE'RE AWARE OF RIGHT NOW TODAY TO GO ABOVE THAT WOULD BE THE CHALLENGE.
THERE REALLY ISN'T. IS THERE PLANS FOR 10, 15 MULTIFAMILY DEVELOPMENTS? NOT THAT I'M AWARE OF.
THAT WOULD MAKE A HUGE SPLASH. WE WOULD KNOW.
I JUST DON'T SEE IT AS BEING BENEFICIAL FOR US TO PUSH ON THAT RATE.
WE COULD MAYBE GROW BIG ENOUGH SOMEDAY TO HAVE OUR OWN MULTIFAMILY RATE.
IT COULD BE SIGNIFICANTLY LOWER.
>> IT SOUNDS LIKE WHAT YOU'RE SAYING IS, IT DOESN'T SEEM LIKE THERE'S A BIG RISK THAT WE'RE LEAVING A BUNCH OF MONEY ON THE TABLE.
I SEE THE MERITS BEHIND WHAT WAS DONE LAST TIME.
IT'S EASY. IF YOU'RE A DEVELOPER, YOU KNOW WHAT YOU'RE GOING TO PAY IN CAMAS.
YOU SEE OTHER DISTRICTS DOING THAT.
>> I ALSO THINK THE SIX YEARS IS A LONG TIME, BUT IT'S ALSO NOT A LONG TIME AS FAR AS DEVELOPMENT GOES.
TO TAKE SIX YEARS FOR A BIG MULTI-FAMILY PROJECT TO GET THROUGH.
AGAIN, SO [INAUDIBLE] IN THE DEVELOPERS WORLD AND BACK TO WHAT YOU SAID.
I DON'T THINK THAT BIG NUMBER WOULD DETER A DEVELOPER, BUT I DO THINK THAT IT ALL GETS PASSED BACK DOWN TO THE DEVELOPERS.
THEY'RE JUST GOING TO PASS IT DOWN TO THE END-USER.
>> GOOD POINT. I JUST WANT TO MAKE SURE, LIKE YOU SAID, CONNIE, WE'RE NOT LEAVING MONEY ON THE TABLE.
>> I'M THINKING OF THE MULTIFAMILY DEVELOPMENTS THAT HAVE GONE ON IN THE COUNTY AND WHAT WE WOULD MAYBE LIKELY SEE IN CAMAS.
I DON'T KNOW IF A LOT OF THE BUILDINGS I THINK THAT I'VE SEEN ARE ATTRACTING THE YOUNG PROFESSIONALS, MAYBE NOT NECESSARILY FAMILIES.
I DON'T THINK THAT CAMAS IS A BIG DESTINATION FOR OUR YOUNG SINGLE PROFESSIONALS OR WHATEVER.
IT WOULD BE A DIFFERENT TYPE OF HOUSING FOR FAMILIES.
I DON'T KNOW. IT'S JUST HARD TO CONCEPTUALIZE.
I WOULD LOVE MORE MULTI-FAMILY HOUSING, AFFORDABLE HOUSING FOR OUR CITIZENS IN THE CITY.
IS THAT EVEN ON THE TABLE? IS THIS GOING TO CHANGE IT?
>> YEAH. I THINK WHEN YOU LOOK AT VANCOUVER OR EVERGREEN, THEY HAVE SOME MORE URBAN AREAS THAN US.
WE HAVE A LOT OF RURAL TERRITORY.
THE PROFIT FOR A DEVELOPER TENDS TO BE IN THE SINGLE-FAMILY.
THAT'S WHY WE SEE IT. THAT'S WHERE THEY'RE GOING TO DEVELOP.
IT'S NOT AS MUCH PROFIT ON THE MULTIFAMILY SIDE.
>> JUST TAKE A TEMPERATURE OVER THE BOARD HERE TO SEE IF MAYBE WE HAVE A MOTION AND A SECOND HERE.
AM I HEARING A DESIRE TO MATCH THE SINGLE-FAMILY AND MULTI-FAMILY?
[01:55:01]
IS THAT WHAT I'M HEARING FROM EVERYONE? WHICH WE APPROVED. I'M SORRY, I FORGOT TO WRITE IT DOWN WHEN WE DID THE RATE.THAT'S WHAT WE APPROVED FOR THE SINGLE-FAMILY.
IF THAT IS WHERE THE BOARD IS LANDING RIGHT NOW ON MULTIFAMILY THEN I WOULD ENTERTAIN A MOTION TO SET THE MULTI-FAMILY RATE AT 6650.
UNLESS THERE'S ANY FURTHER DISCUSSION.
>> I WILL MAKE A MOTION TO SET THE MULTIFAMILY RATE AT 6650.
>> IT WAS MOVED BY TRACY AND SECONDED BY CONNIE.
IS THERE ANY FURTHER DISCUSSION OR JASON, ANYTHING YOU WANTED TO ADD INTO THAT?
>> I APPRECIATE YOUR PATIENCE WITH THIS DISCUSSION AND ALLOWING THIS TO HAPPEN.
>> NO, IT'S GOOD TO WORK OUT THE PROCESS, SO IT'S GOT TO HAPPEN.
YEAH. ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR?
>> ANY OPPOSED? YOU HAVE YOUR TWO RATES, SO 6650 FOR BOTH THE SINGLE-FAMILY MULTI-FAMILY RATE.
NOW WHAT I NEED IS A MOTION AND A SECOND TO APPROVE RESOLUTION 21-02, WHICH WILL ADOPT OUR CAPITAL FACILITIES PLAN WITH THOSE NUMBERS INCLUDED.
>> I MAKE A MOTION TO PASS RESOLUTION 21-02 CAPITAL FACILITIES PLAN 2022 THROUGH 2028.
>> IT WAS MOVED BY ERICA, SECONDED BY DOUG.
>> I WOULD JUST ADD TO THAT IS WITH OUR NEWLY AGREED UPON NUMBERS.
>> CORRECT. I DON'T WANT TO PUT WORDS IN YOUR MOUTH. YES. IS THAT CORRECT?
>> JUST MAKING SURE. I WANT TO BE VERY GOOD.
WHEN WE'RE DEALING WITH MONEY, I WANT TO MAKE IT VERY CLEAR THAT THAT'S WHERE WE'RE AT.
MOTION AND A SECOND TO APPROVE THE CAPITAL FACILITIES PLAN RESOLUTION 21-02, WITH THE 6650 FOR BOTH THE RATES. ALL THOSE IN FAVOR?
>> ANY OPPOSED? MOTION CARRIES.
>> IT WASN'T ALWAYS PRETTY, BUT WE DID IT.
BRINGS US TO THE LAST ITEM ON OUR AGENDA, ITEM 9C, WHICH IS THE TECHNOLOGY SURPLUS BUYBACK PROPOSAL.
ARE YOU GOING TO MAKE COMMENTS ON IT OR JUST [INAUDIBLE]? [OVERLAPPING]
>> JUST ANY QUESTIONS YOU GUYS HAVE ABOUT IT.
>> WE ALL GOT A CHANCE TO TAKE A LOOK AT THIS.
THIS IS JUST A WAY TO BUY BACK SOME TECHNOLOGY THAT HAS OUTLIVED ITS USEFUL LIFE.
>> THE ONLY QUESTION IS, THIS IS THE SAME PROCESS THAT WE GO THROUGH PERIODICALLY? TURNING OVER OUR [OVERLAPPING].
>> MY UNDERSTANDING IS YEAH. THIS WILL BE USED TO SUPPLEMENT WHAT WASN'T GOING TO BE COVERED BY THE EMERGENCY CONNECTIVITY FUNDS THAT WE YOU GUYS APPROVED FOR ME A LITTLE WHILE AGO.
>> IT'S JUST PART OF THAT PROCESS.
>> ONE OTHER QUESTION I HAD JUST ON THIS.
TYPICALLY WHEN WE WOULD APPROVE A SURPLUS THEN IT WOULD GO OUT FOR LIKE, AM I REMEMBERING THIS CORRECTLY? IF WE SURPLUS SOMETHING THAT IT WOULD GO OUT FOR, WE'D ADVERTISE IT FOR BID, OR FOR AUCTION OR ANYTHING LIKE THAT.
BUT THIS IS ACTUALLY AN AGREEMENT WITH A COMPANY TO BUY THESE ITEMS BACK.
>> IS THERE ANY OTHER DISCUSSION ON THIS? OTHERWISE, I WOULD ONCE AGAIN ENTERTAIN A MOTION.
>> I'LL MAKE A MOTION TO APPROVE TO SURPLUS AND REMOVE THESE DEVICES FROM CSD WITH THE QUOTE THAT WAS GIVEN FOR THE TECHNOLOGY SURPLUS BUYBACK PROPOSAL.
>> MOVED BY ERICA, SECONDED BY TRACY.
ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR?
>> THAT ONE PASSES AS WELL. THANK YOU.
THAT BRINGS US TO THE END OF OUR REGULAR MEETING.
