The board values public input. The responsibility of the board is to actively listen and reflect on the public comments. The board may only discuss and act upon items included on the written agenda. For that reason, board members cannot respond to any comments or questions during public comment but can ask the Superintendent to follow up on issues raised during public testimony.
Guidelines for public input emphasize the respect and consideration of others. Boisterous conduct will not be permitted at any meeting of the Board of Directors, nor will any harassing or threatening remarks be tolerated. Complaints about individual employees should be directed to the Superintendent’s office as a personnel matter.
Each person providing a public comment will have a total of 3 minutes. Once called upon please step up to the podium, face the board, and state your name for the record. The bell will ring at 3 minutes to remind you that your time is up.

GB Manchester will provide fire alarm panel replacement and upgrades for Hayes Freedom High School in the amount of $16,744.55 (incl. tax), Helen Baller Elementary School in the amount of $18,911.46 (incl. tax), and Zellerbach Administration Center in the amount of $19,252.92 (incl. tax). The projects support our investment in fire protection as described in our 2022 Capital Levy.
During October 2022, Operations conducted a roof assessment of shingle roofs on district portable buildings. The assessment identified the following three (3) portables having a failed roof.
Skyridge MS – Wrestling Room
Grass Valley ES – Portable room 179/180
Dorothy Fox ES – Portable room 29/30
For each of these buildings, the existing shingle roof system exhibits end-of-life conditions, deteriorated shingles, missing shingles, granular absence, and exposed underlayment. The Operations staff is recommending the existing roofs on each of the buildings be replaced. Replacement work would be performed by Garland/DBS, Inc. and Flatline Roofing under the Garland/DBS, Inc. contract via OMNIA Partners.
Garland/DBS, Inc. will install Owens Corning TruDefinition Duration shingles over an underlayment. A new gutter system, roof-to-gutter flashing transitions, and downspouts will be installed.
Operations Staff is requesting board authorization to award a contract for the roof replacement on the identified three (3) portables for a total project cost of $129,779.62. The total project cost is inclusive of Garland/DBS, Inc. proposal cost, 10% contingency to accommodate unforeseen conditions needing repair, and Washington State Sales Tax. Funding for this project will come from the Capital Projects budget.

The Operations Department requests Board approval to award a two-year service contract agreement to Environmental Controls for support service to sustain the Alerton Controls Systems used within the district for HVAC and Lighting control at facility locations.
Year 1: $36,026.00 (11/1/2022 to 10/31/2023)
Year 2: $37,827.00 (11/1/2023 to 10/31/2024)
Environmental Controls services the Alteron Control System at 16 sites across the District. The service agreement will give CSD priority emergency coverage, Alerton Compass Software maintenance agreement, full system backups, archive trend log, operator coaching, and specified hours at each site working with CSD Maintenance Department to ensure the efficiency of our equipment. Funding for this agreement will come from the Operations Maintenance budget.
GB Manchester will provide two fire alarm panel replacements and upgrades for Camas High School in the amount of $68,791.72 (incl. tax) and a fire alarm panel replacement and upgrades and additional emergency speakers for Dorothy Fox Elementary in the amount of $207,590.34 (incl. tax). The projects will support our investment in fire protection as described in our 2022 Capital Levy.
The Operations Department requests Board Approval of Final Acceptance declaring the Prune Hill Elementary Roof Replacement Project with Garland/DBS, Inc. as complete. The project was completed within the overall project budget. One Change Order was incurred for $18,367.00 plus tax to address unforeseen replacement of wet saturated insulation and rusted flashing. The final cost including Washington State sales tax for the project is $1,099,336.43.
Board Acceptance allows the district to submit final paperwork to the Washington State Departments of Revenue, Employment Security, and Labor & Industries to process a release of retainage.
The teaching and learning department requests board approval for the Multilingual Learner Plan for the 2022-23 school year. The accompanying document is the plan submitted and approved by the Office of the Superintendent of Public Instruction (OSPI) through the iGrants system. One note: the grant deadline each year is the end of August. For this reason, the estimated number of students to be served is based on end-of-year numbers and new enrollments. The number submitted to OSPI in the August grant application was 208. As shared in the board work session on November 14, 2022, November enrollment numbers reported to the state are 245, based on new enrollments since the beginning of the year. The program design remains the same as documented in the plan.
Request for board review for approval of the Learning Without Tears/Get Set for School curriculum for the Inclusive Transitional Kindergarten Program: On Thursday, November 17, 2022, the Instructional Materials Committee recommended approval of the Learning Without Tears program, as a core resource for the Inclusive Transitional Kindergarten program. Get Set for School is a complete, research-proven Pre-K program. Learning without Tears/Get Set for School combines purposeful play with multi-sensory experiences. This provides teachers with a hands-on, engaging, and developmentally appropriate introduction to school. The program follows a developmental progression with scaffolded lessons that excite early learners wth skill-building lessons and activities. Incorporating learning in language and literacy, social-emotional, readiness and writing, numbers and math, science and social studies., and physical development the program is a comprehensive approach to early learning instruction. The program also includes staff training and parent support components. The cost is $3645, including tax, for the single ITK classroom, which will open at Grass Valley in January. The budget source will be ITK grant funds.
