WE HAVE JUST A COUPLE OF DISCUSSION ITEMS ON THE AGENDA FOR TONIGHT EVERYBODY, WE'RE GOING TO START WITH LEGISLATIVE PRIORITIES.

NOW THAT WE'RE APPROACHING THE START OF LEGISLATIVE SESSION, WHICH I BELIEVE WE DECIDED WAS THE WHAT WAS IT JUNE, JANUARY 9TH, I BELIEVE. WASN'T THAT IT? THE SECOND MONDAY OF THE MONTH OF JANUARY.

WE WANT TO [NOISE] HAMMER DOWN OUR LEGISLATIVE PRIORITIES FOR THE DISTRICT OVERARCHING ONES.

JOHN WAS GOING TO LEAD US THROUGH SOME OF THE ESD PRIORITIES FIRST AND THEN WE'VE GOT A ONE-PAGER THAT WE'RE WORKING ON AND WE CAN STRATEGIZE HOW WE WILL GET THAT OUT TO OUR ELECTED OFFICIALS AND WHATNOT.

COREY SAID WE'RE ALREADY AS A SUPERINTENDENT GROUP FOR SOUTHWEST WASHINGTON.

WE'RE ALREADY REALLY NEED DEEP IN SOME OF THIS WORK AND IT'S REALLY EXCITING WORK.

[NOISE] THE LEGISLATORS THAT WE'VE MET WITH HAVE BEEN VERY OPEN AND RECEPTIVE TO SOME OF OUR CONCERNS, OUR NEEDS, OUR WANTS, AND SO WE FEEL WE'RE AHEAD OF THE GAME IN A LOT OF WAYS.

BUT I'M EXCITED TO HEAR FROM THE BOARD TONIGHT AND GET YOUR ADDITIONS, RECOMMENDATIONS, AND PRIORITIES SO THAT I COULD WORK AS YOUR LIAISON AS WELL TO TRY TO GET THAT MESSAGE ACROSS TO OUR LEGISLATORS.

IN DOING SO, I WANTED TO START OFF IF IT'S OKAY WITH YOU, COREY, AND TO SHARE WITH YOU WHAT ESD 112 AND AS YOU KNOW IS A MULTITUDE OF DISTRICTS IN OUR AREA THAT HAVE WORKED TOGETHER TO PUT TOGETHER PRIORITIES THAT ARE A LITTLE BIT MORE OVERARCHING FOR OUR AREA NOT NECESSARILY CAMAS SPECIFIC.

THOSE ARE IN NO PARTICULAR ORDER REALLY SPECIAL EDUCATION FUNDING.

THERE IS A FEEL THAT SPECIAL EDUCATION AND SERVING OUR STUDENTS, SERVED ON IEPS AND BEYOND.

WE SOMETIMES SEE THAT AS AN UNFUNDED MANDATE IN SOME WAYS AND IT CAUSES SOMETIMES UNDUE HARDSHIP ON DISTRICTS TO TRY TO MATCH WHAT WE NEED FOR THOSE STUDENTS.

WE FEEL THAT IF SPECIAL EDUCATION IS FUNDING ADEQUATELY INTO WHERE IT SHOULD BE, THEN OUR DISTRICTS CAN REALLY USE OTHER FUNDING TO COVER EXPENSES THAT ARE NORMALLY USED FOR SPECIAL EDUCATION.

TRANSPORTATION FUNDING, WE'RE BEING VERY THOUGHTFUL ABOUT THIS BECAUSE WE KNOW THAT BUS DRIVER SHORTAGES NATIONWIDE ARE A REAL THING.

BUT WE ALSO KNOW THAT STUDENTS STILL NEED NOT JUST A QUALITY DRIVER BUT ALSO QUALITY BUSES, ROUTES, AND GPS SERVICES TO GET TO AND FROM.

STUDENT MENTAL AND BEHAVIORAL HEALTH SERVICES.

I DON'T THINK I NEED TO GO TOO DEEP INTO THAT.

I THINK WE CAN ALL AGREE THAT ESPECIALLY COMING OUT OF A GLOBAL PANDEMIC AND EVEN PRIOR TO, THIS IS AN AREA THAT WE TRULY NEED TO HIT ON.

THEN, OF COURSE, FACILITY FUNDING.

WE KNOW THAT WE'RE VERY FORTUNATE IN MANY WAYS IN CAMAS WITH OUR STRUCTURES, BUT WE DEFINITELY HAVE SOME GAPS IN SOME OF OUR STRUCTURES THAT WE NEED TO TIGHTEN UP.

BUT IN SOME OF OUR DISTRICTS, THEY'RE NOT AS FORTUNATE AS I LEARNED VERY QUICKLY AND REALLY NEED TO PUT SOME FUNDING TOWARDS GETTING MODERNIZATION AND THINGS THAT TO HAPPEN IN THEIR DISTRICTS.

COREY, THAT'S WHERE ESD HAS SET AND SO I'D BE VERY INTERESTED TO HEAR WHAT THE BOARD FEELS ABOUT THOSE AND THEN OTHERS.

OBVIOUSLY, THEY'RE ALL IMPORTANT BUT I WANT TO TALK ABOUT THOUGH WHICH OF THESE REALLY IMPACTS CAMAS THE MOST THAT WE WANT TO MAKE SURE THAT WE ARE PUSHING FORWARD WITH OUR OWN LEGISLATORS.

I DO LOVE HOW ESD HAS GIVEN A LITTLE SYNOPSIS AND THE ACTION THAT THEY REQUIRE FROM THAT, I THINK WE CAN DO SOMETHING SIMILAR AND HAVE IT BE EVEN MORE TIGHTER SYNOPSIZED.

BUT I DO AGREE A ONE-PAGER IS GOING TO BE OUR BEST BET.

THAT IS A BIG ONE ACROSS THE STATE OR NO, WE HEARD IT WAS THAT'S [NOISE] UNIVERSITY OF [INAUDIBLE] IS PUSHING FOR THAT.

TRANSPORTATION FUNDING, I'M INTERESTED IN THAT ONE AND HOW THAT REALLY IMPACTS OUR DISTRICT IN WHICH YOU AS DIRECTOR OF BUSINESS SERVICES, CONSIDER THAT TO BE A TOP 5 PRIORITY FOR US.

>> FOR CAMAS SCHOOL DISTRICT, MY THOUGHT IS REALLY, I'D LIKE TO SEE US FOCUSED ON THE REGIONALIZATION DISCUSSION AS WELL AS THE EXPERIENCE FACTOR OF FUNDING.

BECAUSE WHAT'S UNIQUE FOR CAMAS IS THAT WE DO EMPLOY SEVERAL SEASONED VETERAN TEACHERS.

ON AVERAGE, WE TEND TO PAY MORE PER TEACHER THAN OUR PEERS IN THE REGION.

THERE USED TO BE A FUNDING ENHANCEMENT, THE SCHOOL DISTRICTS USED TO RECEIVE IT WAS CALLED THE STAFF MIX FACTOR.

THEY REALLY, IF YOU WILL, SHRUNK THAT PROGRAM TO JUST A VERY SMALL HANDFUL OF DISTRICTS THAT EVEN QUALIFIED THAT WE'VE MISSED OUT WHEN MCCLEARY WAS PUT IN PLACE.

THAT WOULD BE A NICE FOCUS FOR US, I WOULD THINK.

TRANSPORTATION IS IMPORTANT, WE USE LEVY FUNDS.

BASICALLY WHAT THAT IS IMPLYING IS THAT WE'LL TAKE SOME OF THAT LOCAL LEVY BURDEN OFF OF DISTRICTS IF THEY WERE FULLY FUNDED TRANSPORTATION.

THAT'S A COMPLICATED FUNDING MODEL.

THEY'D BEEN LOOKING AT CHANGING THE MODEL, SO I'M NOT EXACTLY SURE WHAT THE LEGISLATURE'S ULTIMATE GOAL THERE IS.

IT MIGHT BE CHANGING THE FORMULA AS WELL AS FUNDING LEVEL.

BUT OVERALL THOSE ARE, I THINK SPECIAL ED, OF COURSE.

YOU'RE LOOKING AT 25-0.30 OF EVERY DOLLAR WE SPEND IS LOCALLY FUNDED, SO THAT WOULD CERTAINLY BE SOME WELCOME RELIEF.

>> I ALSO FELT IN THE ESD PRIORITIES AROUND FACILITIES, I THINK YOU ALLUDED TO THAT, THAT THAT DOESN'T SEEM TO BE SOMETHING THAT IS A REAL PRESSING NEED FOR US CHANGES TO THAT.

WOULD YOU AGREE WITH THAT, JASON? SORRY, I DON'T MEAN TO MAKE YOU SIT AND THEN JUMP BACK UP.

>> THE SIMPLE MAJORITY YOU'RE TALKING ABOUT [OVERLAPPING].

>> I THINK THE DISCUSSION HAS BEEN QUITE A BIT ABOUT THE VOTING MAJORITY AND WHERE THERE NEEDS TO BE A 60 PERCENT SUPER MAJORITY OR A SIMPLE MAJORITY OF 50 PERCENT.

THAT'S MY RECOLLECTION BUT IT COULD ALSO BE MORE BROAD THAN THAT.

THEY WANT TO INCREASE THE MODERNIZATION GRANT FROM OSPI SO SCHOOLS CAN LEVERAGE INFRASTRUCTURE AND SAFETY? [NOISE]

>>THAT'S CORRECT. ONE OF THE THINGS THAT THE LEGISLATURE WAS LOOKING AT WITH SOME OF THE DISPARITIES IN FROM A SMALL RURAL DISTRICT IN EASTERN WASHINGTON IN THEIR LIMITED ABILITY, LIMITED TAX BASE TO MAKE INFRASTRUCTURE IMPROVEMENTS.

I THINK THEY WANTED TO FIND A RELIEF MECHANISM AND THIS COULD BE THAT GRANT PROGRAM THAT THEY'RE REFERRING TO THERE.

OBVIOUSLY, THAT WOULD BE REALLY IMPORTANT TO THOSE COMMUNITIES OVER THERE.

>> WE TALKED ABOUT EARLIER KNOWING HAVE WE REACHED OUT TO OTHER DISTRICTS IN CLARK COUNTY, I THINK KNOWING WHAT THEIR PRIORITIES MIGHT BE.

I KNOW PEOPLE ARE ALWAYS WORRIED ABOUT DRAFTS, NOTHING'S NAILED IN STONE, BUT I JUST THINK THERE'S POWER IN USING THE SAME VERBIAGE, SAME HEADERS, TYPES OF THINGS, LIKE WE'RE ALL SPEAKING THE SAME LANGUAGE.

>> I THINK THAT'S THE INTENT OF THE ESD.

>> YEAH. BECAUSE WE'RE ALL PART OF THAT GROUP.

SO CURIOUS IF YOU'VE HEARD FROM THOSE OTHER DISTRICTS?

MOST OF THE TIME WHEN WHEN WE MEET IT'S AS AN ESD, I CAN FOR SURE DO SOME HOMEWORK ON THE INDIVIDUAL BASIS, BUT LIKE I SAID, I DON'T KNOW IF THEY'RE GOING TO MAKE SOME ADDITIONS OR CHANGES AT THIS TIME, IT SEEMED LIKE MOST OF THE DISTRICTS WERE REALLY SIMPATICO WITH THESE, BUT I COULD BE WRONG, SO I CAN GET BACK FOR SURE.

>> AT VERY LEAST, I THINK IT WOULD BE WORTH IT TO REACH OUT TO THE OTHER DISTRICTS THAT ARE IN THE NEW 17TH LD WITH US.

BECAUSE NOW THAT THE LEGISLATIVE BOUNDARIES HAVE ALL CHANGED, CAMAS IS FULLY WITHIN THE 17TH.

WE HAVE A COUPLE OF NEWLY ELECTED REPRESENTATIVES, BUT ALSO A COUPLE OF SEASONED REPRESENTATIVES THAT ARE NOW SERVING A NEW AREA WITH THE BOUNDARY.

I THINK IN THE 17TH IT'S US AND WASHOUGAL.

I DON'T KNOW IF THERE'S ANYBODY ELSE.

MAYBE SOME OF THE SMALLER DISTRICTS TO THE EAST LIKE STEPHENSON, CARSON.

I'M NOT SURE IF IT GOES OUT THAT FAR.

I'VE GOT TO LOOK AT THE MAP AGAIN, BUT I WOULD LOOK AT THAT MAP AND JUST SEE IF THERE'S ANYTHING ELSE.

I REALLY THINK AS I LOOK AND I THINK MORE ABOUT THIS.

WE'VE WE'VE KNOWN THAT ESPECIALLY WITH LIKE WHAT JASON WAS SAYING, THE REGIONALIZATION AND THE EXPERIENCE FACTOR, THAT'S UNIQUE TO CAMAS IN THIS AREA.

I DO FEEL LIKE IF WE REACH OUT TO OTHER DISTRICTS ABOUT THAT, WE'RE PROBABLY NOT GOING TO HEAR THAT THAT'S AN ISSUE.

BUT WHEN I LOOK AT OUR NUMBER 1 AND I LOOK AT ESD IS NUMBER 1, WE NEED TO CALL IT SPECIAL EDUCATION FUNDING BECAUSE THAT'S WHAT THEY CALLED IT.

WE ALL NEED TO BE SPEAKING THE SAME LANGUAGE TO GET OUR POINT ACROSS.

LIKE THE REGIONALIZATION MAY ONLY BE US AND IT MAY BE A HARD PUSH TO GET TRACTION ON THAT, BUT IT'S IMPORTANT TO US.

THINGS LIKE THAT, I THINK NOBODY ELSE MIGHT NOT HAVE THAT ON THEIR LIST, THAT'S A BIG THING FOR US.

I ADVOCATE FOR KEEPING THAT ON OUR LIST EVEN IF NOBODY ELSE HAS IT ON THEIR LIST.

THIS FROM A PREVIOUS YEAR, I WANT TO SAY 2019 WAS THE LAST TIME WE REALLY, BECAUSE 2021 WAS THE LAST BIG SESSION AND IT WAS A COVID TIME AND IT WAS ALL CRAZY.

WHAT YOU BASICALLY HAVE IN FRONT OF YOU IS WHAT WE DID IN 2019.

WE'RE THINKING THAT IF WE STARTED FROM THIS AND WEEKED IT.

>> WITH THE ADDITION OF MENTAL HEALTH.

I FEEL LIKE SPECIAL EDUCATION FUNDING STAYS NUMBER 1, IS MY OPINION, ESPECIALLY IF IT'S ESD'S NUMBER 1 AS WELL.

THEN 2 AND 3 ARE DEFINITELY CAMAS FOCUSED, ALL THESE, I'M NOT GOING TO KEEP SAYING IT'S ALL IMPORTANT, BUT IT IS.

AND IT TAKES ME BACK TO WHEN OUR VOTERS HAD VOTED FOR A CERTAIN LEVY NUMBER AND THEN IT GOT CAPPED TO LOWER THAN THAT.

IT SEEMS THAT'S NO LONGER RELEVANT BECAUSE WE'VE HAD ANOTHER LEVY CYCLE AND WE'RE NOT IN A POSITION WHERE OUR VOTERS HAVE VOTED FOR MORE THAN WE'RE COLLECTING.

IS THAT TRUE? ANYONE? [OVERLAPPING]

>> BECAUSE AT THE TIME WHERE THEY LOWERED IT, OUR VOTERS HAD APPROVED A HIGHER LEVEL AND WE CHOSE TO GO LOWER AND NOW, LAST TIME WE WENT OUT AT THAT SAME LEVEL. CORRECT?

>> YEAH. WITH MCCLEARY, INITIALLY WHEN IT WAS IMPLEMENTED, OUR LOCAL LEVY RATE WAS AROUND THREE DOLLARS AND 15 CENTS AND THEY KEPT IT AT A DOLLAR 50.

THAT REDUCED OUR LOCAL TAX COLLECTIONS FOR GENERAL FUND BY MORE THAN HALF.

IN A VERY ALMOST UNPRECEDENTED MOVE THE NEXT YEAR, THE LEGISLATURE REALIZED THAT WAS WRONG AND THEY BUMPED IT BACK UP THE 2.50.

OVER TIME, OUR LEVY RATE HAS MATURED.

WE'RE RIGHT AT ABOUT 2.30 RIGHT NOW IS WHAT OUR TAXPAYERS WILL SEE.

WE'RE NOT AT THAT TWO DOLLARS AND 50 CENT MAXIMUM, BUT WE'RE PRETTY CLOSE.

THERE'S NOT ADDITIONAL LEVY CAPACITY FOR US TO NECESSARILY PURSUE UNLESS THE LEGISLATURE INCREASE THAT UP.

>> THAT'S WHY I THINK 4 IS IRRELEVANT NOW.

>> FOUR IS IRRELEVANT NOW.

>> WE SHOULD MOVE MENTAL HEALTH FUNDING UP.

>> I'D LIKE THAT TO BE A HEADER OF FINANCIAL IMPACT OF EACH ONE BECAUSE THERE ARE CERTAIN LEGISLATORS THAT WANT TO LOOK JUST AT THAT REAL QUICK.

>> WE'RE GOING BACK TO WHAT YOU WERE SAYING ERICA, IN TERMS OF USING THE SAME VERBIAGE TO THEM, DIDN'T CHANGE OUR MENTAL HEALTH FUNDING TO BE THE SIMILAR TO ESDS, STUDENT MENTAL AND BEHAVIORAL HEALTH SERVICES.

>> WHICH STILL MEANS IT'S FUNDING THOUGH I JUST NEED SOME WORKSHOPPING MAYBE.

>> FOR THE STUDENT, MENTAL AND BEHAVIORAL HEALTH SERVICES, WE HAVE A SHORTAGE OF MENTAL HEALTH THERAPISTS, AND SO THE STATE IS NOT GOING TO MAGICALLY CREATE MORE, THEY CAN MAYBE PROVIDE SOME FUNDING FOR MORE TRAINING, AND MAYBE PROVIDE SOME FUNDING TO HIRE THOSE PEOPLE INTO OUR SCHOOLS MAYBE MAKE THAT PART OF THE MODEL.

BUT WHAT WE CAN DO IS HIRE MORE COUNSELORS AND TRAIN STAFF IN THE MEANTIME, AND THEN SUPPORT WHATEVER THE LEGISLATURE COULD DO TO HELP CREATE A BROADER POOL OF THERAPISTS.

JUST REALLY TALKED A LOT ABOUT THE BOARD SELF-ASSESSMENT THAT WE DO.

THAT AS A NOT STRATEGIC PLAN, BUT THAT AS A JUMPING OFF POINT, WHAT DO WE DO AND HOW DID THOSE SO WHAT DOES IT SAY MOST BOARD ACTION IMPACTS MIDDLE AND HIGH SCHOOL.

TEACHERS ARE THE MOST IMPACTFUL IN THE ELEMENTARY SCHOOLS AND THEY'RE TAKING CARE OF TEACHERS, DISTRICT IMPROVEMENT PLANS IMPACT.

IT BASICALLY REAFFIRMS THAT IF AS A BOARD WE CAN COMMUNICATE AND STAY GOAL CENTRIC, WE HAVE A PRETTY GOOD CHANCE OF BRINGING THE DISTRICT ALONG, ALL THE STUDENTS ALONG AND ACTUALLY SEEING A RESIDUAL TRANSFER OF.

TO RECONFIRM THAT WE HAVE PEOPLE AT THAT LEVEL THAT ARE CONSTANTLY LOOKING AT HOW THIS IMPACTS THE STUDENT IN THE CLASSROOM.

BUT THEN A BOARD THAT ALSO DOES, IT DOES ALL WORK COHESIVELY.

WHEN WE EVEN TODAY'S CONVERSATION, WHEN YOU DISCUSS YOUR PRIORITIES, THAT INFORMS ME OF WHERE YOUR VALUES LIE, WHICH WILL THEN INFORM JASON AND THE TEAM AND THEN I SEE MARILYN AND DOUG AS THEY INFLUENCE AND IMPACT THEIR PRINCIPLES.

ALL OF THAT COMES TOGETHER SO THAT WHEN WE DO BUILD OUT THE STRATEGIC PLAN, THOSE PRIORITIES ARE RESONATING WITH HOW WE SPEND OUR MONEY, WHERE WE SPEND OUR TIME, AND EVEN THE TYPE OF PEOPLE WE LOOK FOR WHEN WE HIRE.

THEN WHEN THINGS COME BACK TO THE BOARD, THEY'RE GOING TO BE TIED IN DIRECTLY TO THOSE.

IT REALLY IS THIS CIRCULAR MODEL THAT I HEARD LOUD AND CLEAR AT WSSDA BUT I'M ALSO HEARING FROM DISTRICTS WHO HAVE LOOKED TO REORGANIZE.

TYPICALLY, THAT'S BECAUSE PEOPLE HAVE LOST THEIR WAY ALONG THE WAY.

I HAVE NOT SEEN ONE GLIMPSE OF THAT HERE IN CAMAS.

SO I THINK WE'RE AHEAD OF THE GAME IN THAT MANNER, BUT WE ALSO CAN TIGHTEN THINGS UP A LITTLE BIT WITH A CLEAR, CONCISE STRATEGIC PLAN.

I REALLY DO. I THINK WE'RE IN LINE WITH ALL THAT, DOUG AND WE'RE JUST GOING TO GET STRONGER AND STRONGER WITH THAT AS THAT PLAN COMES TO FRUITION.

WE HAVE CAMP CURRY HERE IN TOWN AND WE HAVE COLUMBIA SPRINGS RIGHT DOWN THE HIGHWAY ALL OF WHICH CARRY OUTDOOR OPPORTUNITIES.

I DON'T KNOW TO WHAT DEGREE WE AS A DISTRICT TAKE ADVANTAGE OF THOSE TO BE FRANK.

THERE ARE SOME PROGRAMS AND PRODUCTS OUT THERE THAT HAVE REALLY LOOKED AT.

HOW COULD WE, WITH ONE CLICK OF A BUTTON, PUT TOGETHER A LIST OF STUDENTS OR A LIST OF THEIR NEEDS SO WE CAN REALLY TRIGGER WHAT THEY NEED.

WE HAVE SOME WAYS TO GO, BUT IT'S OUT THERE AND I'M HOPING TO GET THE SUPPORT OF THE BOARD AS WE GET CLOSER TO THAT, BUT THAT REASSURED ME THAT WE'RE ON THE RIGHT TRACK.

OUR TARGET RANGE WAS HIGH SCHOOLERS AND PHYSICS ONE CLASSES TO HELP THEM LEARN THESE COMPLEX PHYSICS CONCEPTS LIKE CENTER OF MASS AND ANGULAR VELOCITY.

THE IMPORTANCE OF THIS IS THAT IT HELPS STUDENTS SEE ONLY THE DATA THAT THEY NEED, AS WELL AS BEING ABLE TO CONTROL THE ASPECTS THEY WANT TO.

THIS HELPS STUDENTS TO BETTER USE THE SOFTWARE AND BETTER COMMUNICATE WITH THE SOFTWARE AS WELL AS IN THE UPPER RIGHT, THAT IS A LITTLE BOX WHICH I'LL TALK ABOUT MORE LATER, WHICH IS PART OF THE SOFTWARE THAT WE HELPED ADD ONTO.

WHAT I REALLY LIKE ABOUT IT IS THAT IT MOVE WHILE YOU MOVE, IT CAN USE YOUR WEBCAM AND IN REAL TIME SHOW YOU WHERE YOU ARE.

ANGULAR VELOCITY, WE TOOK THE THREE POINTS ON OUR ARM, SO OUR WRIST, OUR ELBOW, AND OUR SHOULDER AND WE FOUND THE ANGLE BETWEEN THE FOREARM AND THE BICEP.

THEN WE USED A LITTLE TIMER THAT TOOK ME WAY TOO LONG TO MAKE AND TOOK THE CHANGE IN ANGLE OVER CHANGE IN TIME AND CALCULATED THE ANGULAR VELOCITY.

ONE OF THE IMPLEMENTATIONS FOR A DIFFERENT ECO TYPE OF FISHING AND KILLER WHALE, THESE RED ZONES, WHICH IS TO HELP PROTECT THE WHALES THEMSELVES IS SANCTUARY ZONE WHERE BOATS CANNOT GO, ESPECIALLY IF WHALES ENTER THAT RED ZONE.

THIS ESPECIALLY WOULD BE APPLIED TO AREAS LIKE SEATTLE WHERE YOU REALLY DO SEE A LOT OF CONCENTRATED SIGHTINGS OF WHALES.

WITH THAT, YOU WOULD INCREASE THE AMOUNT OF EDUCATION OF BOARDER AWARENESS IN AREAS LIKE SEATTLE WHERE YOU REALLY ARE GOING TO SEE THESE BOATING HIGHER LEVELS OF PRIVATE BOATING.
