The board values public input.  The responsibility of the board is to actively listen and reflect on the public comments. The board may only discuss and act upon items included on the written agenda.  For that reason, board members cannot respond to any comments or questions during public comment but can ask the Superintendent to follow up on issues raised during public testimony.

Guidelines for public input emphasize the respect and consideration of others.  Boisterous conduct will not be permitted at any meeting of the Board of Directors, nor will any harassing or threatening remarks be tolerated.  Complaints about individual employees should be directed to the Superintendent’s office as a personnel matter.

Each person providing a public comment will have a total of 3 minutes.  Once called upon please step up to the podium, face the board, and state your name for the record. The bell will ring at 3 minutes to remind you that your time is up.

The Operations Department requests Board Approval to award a five (5) year expenditure to Ecological Land Services for required wetland maintenance and monitoring services at Lacamas Lake Elementary.  Under the Performance Criteria, Monitoring and Maintenance Plan, and Adaptive Management Plan issued for the Lacamas Lake Elementary project, Camas School District is required to provide ten (10) years of wetland habitat monitoring and maintenance as outlined in the Lacamas Lake Elementary Wetland Mitigation Plan dated April 14, 2017.

 

This expenditure will provide wetland maintenance and monitoring services for years 6 -10 required by the City of Camas to satisfy the State of Washington’s requirements for projects that include wetland mitigation such as the Lacamas Lake Elementary facility project.  Ecological Land Services has previously provided the wetland habit monitoring and maintenance services for the Lacamas Lake Elementary project to Camas School District for years 2 – 5.  The total funding outlay for maintenance and monitoring activity services during the 5-year period is $59,620.00 including tax. Funding for this project will be from the Operations Department budget.

 

 

Years 6 – 10 maintenance services cost for wetland habitat maintenance, totals $44,444.00 including tax.

The yearly expenditure for wetland habitat maintenance and monitoring services will come from the Operations Department expense budget. Separate purchase orders will be issued for each service.  One purchase order per fiscal year will be issued for wetland habitat maintenance services and one purchase order per fiscal year will be issued for wetland habitat monitoring services.

As a requirement of the OSPI Asset Preservation Program (APP), the Camas School District must submit an annual report to the school board on the condition of APP facilities.  Camas School District APP facilities are those new or new-in-lieu school buildings that received state funding assistance and were accepted by the school board after 1993.  Camas, Discovery and Hayes Freedom High Schools, Liberty Middle School Covered Play, Grass Valley, and Helen Baller Elementary Schools were required to have building evaluations conducted.  The Camas School District Operations Department completed these schools' 2022-2023 building condition evaluations.

I move to approve the contract with Zoom Communications Inc. for a total of $237,270.93 which includes sales tax for a new cloud-based system across the district.

Technology requests Board approval to award a contract for districtwide telephone services through September 15, 2026, for a sum of $218,682.88 plus applicable Washington State sales tax for a total of $237,270.93. Pricing has been established under contract AR247, the State of Utah, and NASPO Valuepoint, which partner with the Washington State Department of Enterprise Services in the operation of this contract. The contract is to provide the entire district with telephone services. Our current phone system was installed in 2015 and available support is coming to an end. The new system will provide a cloud-based system that works with laptops and mobile devices and supports language translation. Funds for this contract are coming from the General Fund.
