>> GOOD EVENING EVERYONE,

[1. REGULAR MEETING CALL TO ORDER - 5:30 PM]

AND WELCOME TO OUR JUNE 26TH BOARD MEETING.

WE ARE GOING TO GO AHEAD AND GET THINGS STARTED HERE.

IF YOU WOULD PLEASE RISE IF YOU ARE ABLE AND JOIN ERICA COX IN THE PLEDGE OF ALLEGIANCE.

>> I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA, AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION UNDER GOD, INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL.

>> THANK YOU, ERICA. NEXT IS OUR LAND ACKNOWLEDGMENT.

I ACKNOWLEDGE THAT THE GEOGRAPHICAL REGION OF CAMAS IS LOCATED ON THE ANCESTRAL AND TERRITORIAL LANDS OF THE CHINOOK AND COWLITZ PEOPLE, AND THAT THE CHINOOK ARE STILL FIGHTING TO BE A FEDERALLY RECOGNIZED TRIBE ON THEIR OWN LAND.

MOVING ON TO ITEM 2,

[A. Girls State Track Champions]

WE HAVE TWO MILLTOWN PRIDE AWARDS.

DR. ANGELON, I'LL TURN IT OVER TO YOU.

>> THANKS, COREY. GOOD EVENING, EVERYONE.

ALWAYS EXCITING WHEN WE HAVE OUR STATE CHAMPIONS WITH US.

I WOULD LIKE TO PRESENT OUR MILLTOWN PRIDE AWARDS THIS MONTH TO OUR GIRLS STATE TRACK CHAMPIONS AND OUR GIRLS STATE TENNIS CHAMPION.

[APPLAUSE] ANYONE HERE, COME ON UP.

[BACKGROUND] [APPLAUSE] COACHES, DID YOU WANT TO SHARE A FEW WORDS?

>> [INAUDIBLE]

>> THANK YOU.

>> IT'S AN HONOR TO BE HERE FIRST OF ALL, CAN I PUT MY ATHLETES UP HERE? [LAUGHTER] WHERE'S MY RELAY TEAM? COME ON UP HERE.

[APPLAUSE] THE SPRINT COACH COULDN'T BE HERE AND WORK AS A DISTANCE COACH, SO I'M HERE, I'M THE HEAD GIRLS COACH, I'M MRS [INAUDIBLE].

IT'S JUST BEEN A PLEASURE TO WATCH HIS GIRLS DEVELOP THROUGHOUT THE YEAR, THEY BONDED THROUGHOUT THE YEAR AND GOT BETTER AND BETTER, AND THE STATE RACE WAS JUST PHENOMENAL.

THEY OVERCAME SOME OBSTACLES THAT NOT EVERYBODY HAD TO OVERCOME.

[INAUDIBLE] WHO'S NOT HERE TODAY, SHE'S OUR SENIOR, SHE PROBABLY OUT OF HERE.

[LAUGHTER] GOT REALLY SICK THE FIRST DAY OF THE STATE TOURNAMENT AND WAS REALLY DISAPPOINTED, ACTUALLY HAD SOME STRUGGLES IN ONE OF HER RACES.

THEN ELISA, SHE THOUGHT SHE SHOULD HAVE DONE BETTER IN SOME OF HER PERSONAL EVENTS, WHICH I THOUGHT SHE ACTUALLY DID REALLY WELL, BUT SHE WAS KIND OF FRUSTRATED WITH HOW SHE FELT LIKE SHE SHOULD BE DOING AND SHE HAD A LITTLE BIT OF STRUGGLES.

IN THE SPIRIT OF THE TEAM, BECKY, PETTY AND AMARA WE'RE JUST THE SORT OF STEADY EDDIES KIND OF HOLDING THE TEAM ALONG AND KIND OF ENCOURAGING THEIR TEAMMATES TO BE THERE FOR EACH OTHER.

IT WAS JUST SO INSPIRING TO WATCH THEM COMPETE.

IF YOU HAVE HAD A CHANCE, PROBABLY NOT, BUT TO WATCH THE VIDEO OF THAT RACE, WE HAD OUR LEAD-OFF AND JUST A NICE SOLID RACE, AND THEN WE PASSED OFF THE TAMARA AND THEN SHE JUST KIND OF CREPT UP, KIND OF BEHIND SOME OTHER TEAMS AND THEN GAVE IT TO CLAY AND SHE CLOSED THE GAP AGAIN AND ELISA MARSHALL TOOK THE BATON AND I'M REALLY SITTING UP THERE, COACH GRETZKY WAS LIKE, MY GOSH, AND IT WAS ABOUT, I DON'T KNOW, ABOUT THE 200-METER MARK, IT LOOKED PRETTY BLEAK, AND THEN WE CAME OFF THE HOME STRETCH AND IF YOU'VE SEEN A PAPER, YOU CAN SEE THE LOOK ON MARSHALL'S FACE, [LAUGHTER] THE SHEER LOOK OF DETERMINATION THAT SHE WILL NOT BE DENIED.

[LAUGHTER] IT WAS PHENOMENAL.

IF WE COULD ALL HAVE THAT KIND OF DETERMINATION AND TEAMWORK AMONGST ALL OF US, WE WOULD ALL BE SUCCESSFUL.

I'M JUST REALLY PROUD OF THESE GUYS AND CONGRATULATIONS, AND GOOD JOB. [APPLAUSE]

>> [BACKGROUND] [LAUGHTER] [APPLAUSE] GIRLS, DO YOU WANT TO COME UP? TENNIS GIRLS.

[B. Girls State Tennis Champions]

[LAUGHTER] THESE GIRLS WON THE STATE CHAMPIONSHIP THIS YEAR.

THIS IS HALEY KIRCHER, PAREN KIRCHER, AND FIONA ZOO.

THE STATE CHAMPIONSHIP WAS CULMINATION OF A PERFECT SEASON.

[00:05:03]

THESE GIRLS WENT UNDEFEATED, WON LEAGUE, WON THE BAND INVITATIONAL, ONE THE CURTIS INVITATIONAL, WON DISTRICTS, WON BY-DISTRICTS, WON THE STATE SINGLES CHAMPIONSHIP, EXCUSE ME, [LAUGHTER] WON THE DOUBLE STATE CHAMPIONSHIP AND WON THE STATE TEAM CHAMPIONSHIP.

THEY DID IT WHILE EARNING THE HIGHEST GRADES POSSIBLE IN THE CLASSROOM. GOOD JOB GIRLS. [APPLAUSE]

>> CONGRATULATIONS.

[APPLAUSE] THIS IS ALWAYS A FUN MOMENT.

EACH YEAR WE GET TO PUT A SPOTLIGHT ON STUDENTS AND

[A. CEA Scholarship Winners]

STAFF WITH OUR CEA AND PSE SCHOLARSHIP WINNERS.

FIRST, IT LOOKS LIKE WE'VE GOT ERIC LANGTHWAITE HERE TO INTRODUCE OUR CEA SCHOLARSHIP WINNERS. HAVE A LOVELY SLIDE.

>> HI FOLKS. MY NAME IS ERIC LANGTHWAITE.

FOR ABOUT THE PAST DECADE, I'VE BEEN THE CHAIRPERSON OF THE CAMAS EDUCATION ASSOCIATIONS, FUTURE EDUCATORS SCHOLARSHIP COMMITTEE.

IT'S OCCURRED TO ME ON THE DRIVE ENGINES NOW THAT THIS IS THE FIRST TIME IN THREE YEARS THAT I NOW SUDDENLY FEEL LIKE BOB BARKER.

[LAUGHTER] DON'T FORGET TO SPARE YOUR PETS.

IT OCCURRED TO ME ON THE DRIVE IN THIS IS THE FIRST TIME SINCE COVID HIT THREE YEARS AGO THAT WE HAD AN OPPORTUNITY TO ACTUALLY PRESENT OUR WINNERS LIVE AND IN PERSON.

UNFORTUNATELY, I GUESS THINGS CHANGED SUCH THAT WE USUALLY WOULD BE ABLE TO INTRODUCE OUR WINNERS THE WEEK OF GRADUATION, BUT HERE WE ARE, IT'S BEEN A FEW WEEKS SINCE THEN.

TWO OF OUR WINNERS WERE NOT ABLE TO BE HERE TONIGHT.

I'M GOING TO INTRODUCE TWO OF THEM VIA PICTURES AND IN FACT, ACTUALLY THE TWO SHOWED UP, MORGAN AND RILEY DO YOU WANT TO COME HERE AND STAND BY YOUR PICTURES? REALLY THERE'S OBVIOUSLY NO GREATER JOY, NO GREATER SIGN THAT YOU'RE DOING YOUR JOB AS A TEACHER THAN TO HAVE STUDENTS WHO, THEY LIKE YOU BUT WANT TO TAKE YOUR JOB FROM YOU, [LAUGHTER] AND DO IT BETTER THAN YOU.

FOR YEARS NOW, THE CAMAS EDUCATION ASSOCIATION HAS BEEN POOLING OUR MEMBER RESOURCES TO AWARD SCHOLARSHIPS FOR STUDENTS WHO ALSO WANT TO GO INTO THE EDUCATION FIELD, THE PUBLIC EDUCATION FIELD THAT IS, EITHER AS TEACHERS OR AS COACHES OR AS COUNSELORS, OR AS SPECIALISTS.

EVERY YEAR WE SET ASIDE SOME MONEY FOR IT AND WE INVITE PEOPLE TO APPLY.

THIS YEAR LIKE ALL THE OTHER YEARS, WE HAD A BUNCH OF APPLICANTS MORE THAN WE COULD AWARD-WINNING STUDENT, BUT TO INTRODUCE THEM QUICKLY NOW, ARE FOUR WINNERS THIS YEAR, THE FIRST TWO IN ABSENTIA WERE CHARLIE'S HIGGINSON, YOU CAN SEE UP THERE, SHE'S GOING TO WESTERN WASHINGTON UNIVERSITY.

SHE SPENT JUST FOUR YEARS HERE IN THE CAMAS SCHOOL DISTRICT, BUT IN THAT TIME THAT SHE SAID THAT MANY OF OUR TEACHERS HERE TOLD HER THAT SHE'D BE A GREAT TEACHER AS WELL AND THEY ENCOURAGE HER TO PURSUE HER INTERESTS, WHICH BEGAN AS A SUMMER CAM COUNSELOR.

SHE'S PLANNING ON BECOMING A MIDDLE-SCHOOL ENGLISH OR ART TEACHER AND GOD HELP HER.

[LAUGHTER] OUR OTHER WINNER IN ABSENTIA WAS DAISY GOOCH, I SAID SHE WASN'T HERE, I WOULD HAVE LIKED TO HAVE MET HER, I DIDN'T TEACH HER, BUT SHE WAS THE HIGHEST VOTE-GETTER IN OUR MEMBERSHIP POLL.

ONE OF THE THINGS THAT OUR COMMITTEE DOES IS WE PUT OUT ALL THE APPLICATIONS AND NAMES AND PICTURES OF STUDENTS WHO APPLY AND ASK FOR FEEDBACK AND 75% OF ALL OF OUR MEMBERS WHO REPLIED SAID, DEFINITELY TWO THUMBS UP TO DAISY.

SHE WENT TO THE CAMAS SCHOOLS FOR 10 YEARS.

SHE'S GOING TO BE GOING TO OREGON STATE UNIVERSITY-CASCADES.

SHE MUST BE A MATH TEACHER, STRANGE, AND SHE ALSO WAS INSPIRED BY BEING A CAM COUNSELOR. LAST PAGE.

THERE ARE TWO WINNERS WHO ARE HERE TONIGHT.

I WANTED TO HAVE SOME SORT OF CHOMSKY TO HAND THEM, BUT WE ALREADY GETTING THE CHECKS.

YEARS AGO WE SAID THESE GIANT FAKE CHECKS, BUT THAT'S ANOTHER THING THAT WAS LOST TO COVID.

FIRST IS MORGAN SCHMIDT, SHE ACTUALLY DID THE WHOLE MEAL DEAL HERE IN CAMAS, ALL 13 YEARS FROM KINDERGARTEN TO HER SENIOR YEAR IN HIGH SCHOOL WERE DONE HERE IN CAMAS.

SHE'S PLANNING TO GO INTO THE UNIVERSITY OF PORTLAND UNLESS YOUR PLANS HAVE CHANGED.

SHE SAID SHE WANTS TO TEACH ANY GRADE IN MATH,

[00:10:02]

SO ANOTHER GOD HELP HER MATH TEACHER.

SHE SAID THAT SHE WAS INSPIRED BY HER GRANDFATHER WHO WAS PROFESSOR AT THE UNIVERSITY OF PORTLAND FOR FOUR DECADES AND BY HER FATHER WHO RECENTLY PASSED AWAY.

THEN OUR FOURTH WINNER WAS RILEY PARVIN.

SHE'S THE DAUGHTER OF NOT ONE BUT TWO CAMAS TEACHERS, VALERIE AND JESSY.

SHE SPENT EIGHT YEARS HERE IN THE CAMAS SCHOOL DISTRICT, SHE WANTS TO GO INTO ELEMENTARY EDUCATION WITH LITTLES.

SHE SAID IN HER APPLICATION THAT SHE, "WANTS TO DO MORE THAN JUST TEACH INFORMATION AND SKILLS, SHE WANTS TO FORM POSITIVE AND INSPIRATIONAL RELATIONSHIPS WITH THEIR STUDENTS".

ALTHOUGH NOW THAT I SAY THAT THOSE ARE ACTUALLY MY QUOTES, THAT'S MIXED THEM, AND I THINK WHAT YOU WROTE.

ANYHOW, THOSE ARE OUR FOUR WINNERS THIS YEAR, SO THANK YOU VERY MUCH. [APPLAUSE]

>> OUR PSE SCHOLARSHIP WINNERS,

[B. PSE Scholarship Winners]

WE HAVE LORRAINE SCHMID HERE TO PRESENT THOSE RECIPIENTS.

>> HI, I'M LORRAINE SCHMID REPRESENTING PSE.

WE HAVE BOB DEVLIN IN THE AUDIENCE, WHO'S PRESIDENT, AND WE ALSO HAVE DARCY SMITH AND WITH ME TODAY IS PATTY PLACE, WHO'S OUR MEMBERSHIP OFFICER.

OUR SLIDES NOT SHOWING UP THERE.

DO I NEED TO DO SOMETHING? THANK YOU. PSE AWARDED THREE $1,000 SCHOLARSHIPS THIS YEAR.

WE GRACIOUSLY THANK OUR MEMBERSHIP FOR THE SUPPORT FOR THAT BECAUSE THAT'S HOW WE'RE ABLE TO GET BACK TO OUR STUDENTS.

THIS YEAR SCHOLARSHIP QUESTION WAS, WHAT ARE YOUR FUTURE CAREER PLANS AND WHAT DO YOU PLAN TO DO TO MAKE A DIFFERENCE WITH OR IN THAT CAREER? THE COMMITTEE WAS INSPIRED BY SEVERAL APPLICANTS THIS YEAR'S HOPES AND FUTURE PLANS FROM MARKETING, RENOVATIONS, UP-CYCLING, CLOTHING, DENTAL CARE FOR THE UNDERPRIVILEGED, HEALTH CARE FIELDS, HISTORY TEACHERS THROUGH THE LENS OF VARIOUS PERSPECTIVES AND EQUITY, AND COUNSELING FOR THE MENTAL HEALTH FOCUSING ON PTSD.

ONE OF OUR RECIPIENTS IS HANNAH TERRY.

HANNAH STATES THAT SHE HAS BEEN FOLLOWING IN HER SISTERS FOOTSTEPS FOR YEARS.

HER ADMIRATION FOR HER OLDER SISTERS COMPASSION AND EMPATHY WILL LEAD HANNAH PURSUING IN HER SISTERS FOOTSTEPS WANTS MORE.

HANNAH WILL BE ATTENDING UTAH STATE UNIVERSITY, SEEKING A DEGREE IN NURSING.

HIS PARENT, THE SCHOOL EMPLOYEE IS SHAUNA TERRY AND SHE WORKS AT OUR DOROTHY FOX NUTRITIONAL SERVICE.

OUR NEXT RECIPIENT WAS GEOFFREY DIXON.

GEOFFREY WAS INSPIRED BY VOLUNTEERING WITH SMILES ON US.

A DENTAL PROGRAM THAT HELPS CHILDREN AND ADULTS WITH FREE DENTAL CARE.

HIS EXPERIENCED TAUGHT HIM HOW POOR DENTAL CARE COULD IMPACT A PERSON'S OVERALL HEALTH.

GEOFFREY WILL BE ATTENDING UNIVERSITY OF OKLAHOMA AND PURSUING A DEGREE IN BIOLOGY, WHICH HE HOPES LEADS HIM TO DENTISTRY.

HIS PARENTS THAT WORKS FOR CANVAS SCHOOL DISTRICT IS MONIKA DIXON.

SHE'S A PARAEDUCATOR UP AT CHS.

OUR THIRD APPLICANT IS ALSO DAISY GOOCH.

WE BELIEVE DAISY GOT ALL HER FIELDS COVERED [LAUGHTER] DAISY'S GOAL IS TO MAKE A DIFFERENCE IN PEOPLE'S LIFE.

SHE HAS SEEN FIRSTHAND THROUGH SPORTS INJURIES AND FAMILY MEDICAL NEEDS, HOW PHYSICAL THERAPY CAN HELP HEAL AND CHANGE LIVES.

DAISY WILL ATTEND OREGON STATE UNIVERSITY, PURSUING A DEGREE IN PHYSICAL THERAPY.

I BELIEVE IF THE TEACHING THEY MAY BE FALSE THROUGH I'M NOT SURE [LAUGHTER].

DAISY'S PARENTS WITH SARAH GOOCH AND SHE'S AN OFFICE ATTENDANCE PERSON AT ODYSSEY.

THANK YOU [APPLAUSE]

>> WERE THOSE RECIPIENTS HERE IN THE AUDIENCE? JUST WANTED TO MAKE SURE. WELL, THANK YOU.

CONGRATULATIONS TO THE RECIPIENTS.

THANK YOU TOO TO CEA AND PSE, YOUR MEMBERS AS WELL FOR SUPPORTING THOSE SCHOLARSHIPS OVER THE YEARS.

MOVING ON. ITEM 4A ON THE AGENDA IS A REPORT

[A. Citizens Advisory Committee - Gwen Tuason and Kevin Pasklowski]

FROM OUR CITIZENS ADVISORY COMMITTEE CO-CHAIRS. I'LL TURN IT OVER TO YOU.

>> I'LL GO AHEAD AND START OFF IF IT'S OKAY, COY.

WELL, FIRST OF ALL, GWEN AND KEVIN, THANK YOU BOTH FOR BEING HERE.

I'LL GIVE EVERYONE A SECOND.

I WOULD SAY THEY'RE GOING OFF TO STUDY, BUT PROBABLY SWIMMING.

[00:15:01]

THANK YOU ALL AGAIN.

KEVIN AND GWEN, FOR THOSE OF YOU IN THE AUDIENCE, ARE LEADING COLLEAGUE CHAIRS FOR OUR CITIZENS ADVISORY COMMITTEE.

GWEN HAS NOW SPENT THREE YEARS ON THE COMMITTEE AND KEVIN TWO AND HE'LL BE GOING INTO THIS THIRD, SO HE'LL TAKE OVER AS CHAIR.

BUT ONE OF THE TASKS THAT WE'VE ASKED TAC TO ACCOMPLISH THIS YEAR IS TO REVIEW A REALLY A PHENOMENON CALLED BALANCED CALENDAR, WHICH IS SOMETHING WASHINGTON STATE HAS TAKEN ON.

OSPI HAS DONE A LOT OF WORK WITH DISTRICTS AROUND THE STATE AND ACTUALLY HAS PROVIDED SOME GRANT MONEY FOR DISTRICTS WHO HAVE INITIATED AND ACTUALLY MOVED FORWARD WITH A BALANCED CALENDAR.

ONE OF THE THINGS THAT WE ASK CAC TO DO THIS YEAR IS TO DO SOME RESEARCH AND REVIEW AND THEY DID AN AMAZING JOB.

I WANT TO THANK YOU FOR THAT.

THERE WAS HOMEWORK INVOLVED, THERE WAS A LOT OF RESEARCH.

THIS WAS NOT A KNEE JERK REACTION BY ANY MEANS.

THIS WAS A GREAT YEAR OF HARD WORK BY THE COMMITTEE.

JUST A COUPLE OF THINGS SO THE AUDIENCE KNOWS AS WELL.

IN A BALANCED CALENDAR, WHAT WE'RE TRYING TO DO IS REALLY GIVE STUDENTS AN OPPORTUNITY FOR A COUPLE OF THINGS.

ONE, OF COURSE, IN THE AREA OF ACADEMIC ACHIEVEMENT, PROVIDE STUDENTS MORE OPPORTUNITIES WITH THEIR TEACHERS.

SOMETIMES THAT INCLUDES A LESSER OF A SUMMER BREAK.

IT CAN MEAN MORE BREAKS ALONG THE SCHOOL YEAR TO PROVIDE THAT.

BUT IT CAN EVEN MEAN MORE THINGS LIKE INTERIM SESSIONS WHERE WE PROVIDE STUDENTS REMEDIATION OR ACCELERATION OPPORTUNITIES AT THOSE BREAKS DURING THE YEAR.

IT CAN MEAN A LOT OF THINGS TO A LOT OF DIFFERENT PEOPLE.

BUT WHAT THESE FOLKS IN THE CAC REALLY DID WAS LOOKED AT WAYS FOR STUDENTS TO HAVE OPPORTUNITIES FOR ACADEMIC CATCH-UP WITH THEIR TEACHERS, A STRONGER BOND BETWEEN THEIR TEACHERS AND STAFF AS WELL AS THEMSELVES.

ULTIMATELY, HOPEFULLY BENEFIT STUDENTS IN THE LONG RUN.

A COUPLE OTHER THINGS I'LL ADD IS THE INVESTIGATION, THE REVIEW, THE RESEARCH THAT WAS CONDUCTED WAS VERY ROBUST.

THEY DID A BRIEF REVIEW OF RESEARCH ON THE EFFECTS OF A BALANCED CALENDAR.

THEY LEARNED MORE ABOUT WHAT IT WAS TO HAVE A BALANCED CALENDAR AND LOOK AT WHAT YEAR-ROUND CALENDARS MIGHT LOOK LIKE AROUND THE COUNTRY.

THERE WAS A BOOK STUDY DONE, A BOOK ENTITLED SUMMER OF OUR SCHOOL, THE POSSIBILITIES OF A YEAR-ROUND SCHOOL BY JAMES PETERSON, AND MANY BRAINSTORMING ACTIVITIES ALONG THE WAY.

AGAIN, THANK YOU FOR YOUR WORK AND I'LL PASS IT OFF TO YOU, GLENN AND KEVIN.

>> THANKS JOHN. YOU TOOK A LOT OF THE BOARDS I WAS GOING TO SAY, SO I APPRECIATE THAT. YOU SHORTENED MY TIME.

WE PUT A LOT OF TIME INTO THIS OVER THE PAST EIGHT MONTHS AS A GROUP AND THEN INDIVIDUALLY ON OUR OWN DOING THE RESEARCH, PUTTING THAT TIME AND TO TRY TO FIGURE OUT, IS THIS SOMETHING THAT WE FEEL CAMAS SCHOOL DISTRICT SHOULD CONTINUE TO PURSUE? WE UNDERSTOOD THAT IT WAS A DIRECTION FROM THE SCHOOL BOARD TO GIVE A POSITIVE OR NEGATIVE RECOMMENDATION OF YES, GO FORWARD OR NOT.

IN THE END, I THINK WE'VE PROVIDED THIS TO YOU ALREADY THAT OUR RECOMMENDATION WAS UNANIMOUS AND RECOMMENDING THAT WE DO THINK IT'S WORTH GOING PURSUING AND MORE RESEARCH AS FAR AS LOOKING INTO THIS IS SOMETHING THAT COULD REALLY BE BENEFICIAL TO STUDENTS.

BUT THERE WERE SOME CONDITIONS WITH THAT.

WE FELT LIKE WE REALLY TOOK IT AS FAR AS WE COULD GO, BUT WE REALLY NEED TO GET STAFF AND TEACHERS ON BOARD AND GET A BETTER UNDERSTANDING FROM THEM AND THEN ULTIMATELY THE COMMUNITY.

IS THAT SOMETHING THEY'D WANT TO PURSUE AS WELL.

BUT WE FELT LIKE, AS FAR AS BENEFITING STUDENTS BOTH ACADEMICALLY AND HEALTH, TEACHER MORALE AND REDUCING THE SUMMER LEARNING LOSS, THOSE WERE ALL THE POSITIVE THINGS THAT WE FELT LIKE WOULD REALLY BENEFIT FROM THIS.

OUR RECOMMENDATION LISTED DEFINITELY CONTINUE AND GO FORWARD.

>> HELLO. CAN YOU HEAR ME OKAY? WE'RE HERE TONIGHT JUST TO MAYBE FIELD ANY QUESTIONS OR PROVIDE MORE INFORMATION BEYOND WHAT WE PUT IN OUR RECOMMENDATION TO YOU AND ALSO TO GIVE A BIG THANKS ON BEHALF OF YOUR CO-CHAIRS, BUT ALSO THE COMMITTEE AT-LARGE TO EACH AND EVERY ONE OF YOU TO TRACY, TO CONNIE, ERICA, AND TO QORY FOR ATTENDING OUR MEETINGS THROUGHOUT THE ACADEMIC YEAR AND OFFERING YOUR SUPPORT TO THE COMMITTEE, WE REALLY APPRECIATE THAT.

TONIGHT WE HAVE A SMALL TOKEN FOR CONNIE WHO CAME AT OUR ACCOUNTS, EVERY MEETING THAT WE HAD OR VERY CLOSE TO EVERY MEETING THAT WE HAD, WHICH WAS A LOT OF MONDAY NIGHTS THAT YOU GAVE UP.

WE APPRECIATE THE BOARD SUPPORT AND COMING TO THE MEETINGS AND HELPING US GET TO WHERE WE ARE TONIGHT.

CONNIE, THESE ARE FOR YOU. [APPLAUSE]

[00:20:05]

>> GLENN KEVIN, THANKS FOR BEING HERE.

I WONDER IF THERE'S ANY COMMENTS OR QUESTIONS FROM THE BOARD WHILE THEY'RE HERE.

I KNOW THIS HAS BEEN A PROJECT THAT'S BEEN GOING ON FOR A LONG TIME.

NOT JUST THIS YEAR WITH CAC, BUT IT'S BEEN IN CONVERSATIONS WE'VE BEEN HAVING FOR A FEW YEARS NOW.

>> FOR YEARS. SO I GREATLY APPRECIATE THE IN-DEPTH RESEARCH THAT YOU ALL DID AND THE RICH CONVERSATIONS THAT YOU ALL HAD.

I APPRECIATED BEING THERE.

THIS IS SOMETHING THAT HAS BEEN TALKED AROUND THE NATION FOR YEARS NOW AS WELL.

AS A CHILD WHO GREW UP IN A TWO EDUCATOR HOME, SUMMERS LOOK DIFFERENT FOR ME THAN THEY DID MOST OTHER OF MY PEERS.

IF WE TAKE A LOOK AT PUBLIC EDUCATION, THE CALENDAR WAS BASED ON AGRICULTURAL NEEDS.

THE EVOLUTION TO MODERNIZE CURRICULUM AND MODERNIZE WHAT THE DAY LOOKS LIKE.

MODERNIZED EDUCATION AND PUBLIC EDUCATION IN ITSELF SOMETIMES CAN FEEL A LITTLE BIT OF AN OREGON TRAIL CREWS REAL SLOW ON WOODEN WHEELS, AND SO TAKING THIS ON AND GIVING US ALL OF THESE BULLET POINTS OF WHAT ALL YOU ALL DISCUSSED AND HOW YOU REFLECTED ON THAT ABOUT HOW THAT COULD LOOK FOR HERE VERSUS IN OTHER PLACES AND THE THINGS THAT NEED TO BE CONSIDERED.

THIS IS SO VALUABLE TO US AS WE CONTINUE TO TALK ABOUT THIS.

THIS ISN'T A, WE'RE GOING TO FLIP IT ON ITS HEAD IN ONE VOTE IN ANY MEANS.

IT REALLY WILL TAKE SOME EDUCATION TO OUR COMMUNITY AND OUR STAFF WHAT A MORE BALANCED LOOK CAN LOOK LIKE.

WHAT I GET EXCITED ABOUT BEING THAT CHILD OF TWO EDUCATORS IS LOOKING AT MORE OF A REAL WORLD OPPORTUNITY FOR FAMILIES AND CALENDARS TO LOOK LIKE FOR MOST FAMILIES OUT THERE AND FOR MOST CHILDREN.

THAT IT'S NOT A HUGE CHUNK OF TIME IN ONE PARTICULAR AREA, BUT THAT IT CAN BE A LITTLE BIT LAID OUT IN MORE OF A FASHION THAT IS GOOD FOR STUDENTS, IS GOOD FOR ADULTS, IS GOOD FOR FAMILIES.

WE'RE GOING TO TAKE THIS AND CONTINUE TALKING ABOUT IT.

I REALLY APPRECIATE THE WORK OF THE CITIZENS ADVISORY COMMITTEE THAT YOU DID AND CAN'T THANK YOU ENOUGH. THANK YOU.

>> I WOULD DITTO EVERYTHING ERICA SAID AND JUST A SHOUT OUT TO BOTH OF YOU FOR YOUR LEADERSHIP THIS YEAR.

JUST THE INTEGRITY OF EVERYBODY ON THE COMMITTEE AND THE THOUGHTFUL DISCUSSIONS AND THE SERIOUSNESS WITH WHICH EVERYBODY APPROACHED THE TOPIC.

NOT JUST IN A RUBBER STAMPING WAY, BUT LIKE, REALLY LIKE IS THIS A GOOD THING? WHAT IS IT? WHAT ARE OUR GOALS AND HOW WILL THIS ACHIEVE IT? SO I REALLY APPRECIATE THE PROCESS AND IT WAS A PLEASURE TO BE INVOLVED. THANK YOU.

>> I'LL JUST AGREE THAT I LOVE WHAT THE CITIZENS ADVISORY COMMITTEE DOES FOR US AS A BOARD.

LIKE EVERY YEAR THEY TAKE ON A DIFFERENT TOPIC AND JUST GET SOME FEEDBACK FOR US AND PROVIDE US SOME GUIDANCE.

JUST APPRECIATE ALL THE TIME.

IT'S A LOT OF MONDAY NIGHTS AND OBVIOUSLY CONNIE DID THE MOST MONDAY NIGHTS OUT OF ALL OF US [INAUDIBLE].

BUT IT'S A GREAT COMMITTEE TO BE INVOLVED IN AND I KNOW IT'S A LOT OF WORK AND A LOT OF TIME, BUT IT REALLY IS SOMETHING THAT WE VALUE.

I LOVE THE WRITE-UP YOU GUYS DID TOO.

IT WAS GREAT TO HAVE THAT AHEAD OF TIME TO HAVE ALL YOUR NOTES AND WHAT YOU DID.

THANK YOU GUYS VERY MUCH FOR DOING THAT.

>> ABSOLUTELY. IT'S BEEN A LOT OF WORK.

I KNOW THIS HAS BEEN SOMETHING WE'VE BEEN KICKING AROUND FOR YEARS, GO INTO A LOT OF DIFFERENT PROFESSIONAL DEVELOPMENT SESSIONS ON.

I'M EXCITED ABOUT THIS STEP BECAUSE NOW IT REALLY CONTINUES THE CONVERSATION.

WE'RE CERTAINLY NOT LIKE YOU SAID, FLIPPING A SWITCH NOW WE'RE NOT CHANGING THE CALENDAR NEXT YEAR OR ANYTHING LIKE THAT.

BUT TO KNOW THAT THOSE OF YOU WHO HAVE REALLY HAD THE TIME TO DIG INTO IT SEE THE BENEFITS, NOT JUST IN TERMS OF THE SUMMER LEARNING LOSS, BUT JUST IN MENTAL HEALTH AND ALL OF THAT OPPORTUNITIES FOR INTERVENTION.

I'M EXCITED TO CONTINUE THIS CONVERSATION FORWARD.

I KNOW EVERY YEAR WHEN WE APPROVE THE SCHOOL YEAR CALENDAR, THERE'S ALWAYS THIS FEELING THAT IT'S THE SAME THING EVERY YEAR HERE WE GO AGAIN.

I LOVE YOUR RECOMMENDATIONS IN HERE TO ABOUT GETTING THE SUPPORT OF TEACHERS, STAFF AND BUILDING ADMINISTRATORS, LIKE GETTING IN ON THAT EARLY, GETTING IN WITH THE COMMUNITY, HOW IT AFFECTS BUDGET.

[00:25:02]

I THOUGHT THOSE ARE ALL REALLY IMPORTANT THINGS TO CONSIDER.

THE LITTLE BABY STEPS ALONG THE WAY, LIKE EXTENDING THANKSGIVING OUT A COUPLE OF DAYS FOR A FULL WEEK OR ADDING SOME DAYS AROUND PRESIDENTS DAY FOR A MID-WINTER BREAK AND JUST ACCLIMATING FROM THERE.

IT GIVES US A LOT TO TALK ABOUT AND A LOT TO DIG INTO.

WE THANK YOU FOR THAT. I DON'T KNOW IF THERE'S ANY OTHER QUESTIONS. GO AHEAD.

>> ONE OF THE THINGS THAT AS TOP OF MIND FOR US IS WHAT'S HAPPENING IN OTHER DISTRICTS SURROUNDING US.

WE'LL WE BE AN ISLAND OR WILL THEY JOIN US? I THINK THAT'S FOR FUTURE DISCUSSION IN THOUGHT AS WELL.

>> ABSOLUTELY. CLARK COUNTY MOVES TOGETHER IN SOUTHWEST WASHINGTON.

>> I WAS JUST GOING TO REITERATE THAT WHILE THE BOOK TITLE THAT WE DID THE BOOK STUDY ON HAD YEAR-ROUND SCHOOL IN ITS TITLE, THIS IS NOT WHAT WE'RE TALKING ABOUT.

A BALANCED CALENDAR IS NOT YEAR-ROUND SCHOOL.

IT'S JUST DRINK IN THE SUMMER A LITTLE BIT AND SPREADING IT OUT A LITTLE BIT.

YOU HAVE MULTIPLE BREAKS DURING THE YEAR.

I DON'T WANT ANYBODY TO PANIC THAT WE'RE LOOKING AT YEAR-ROUND SCHOOL.

>> JUST ONE FINAL THOUGHT BEFORE WE GO.

BOTH KEVIN AND I WOULD ALSO LIKE TO RECOGNIZE AND THANK DR. ANZALONE, GAIL AND DOREEN FOR THEIR WORK HELPING US FACILITATE THIS PROCESS OVER THE PAST YEAR. THANK YOU GUYS.

>> WELL, THANK YOU SO MUCH FOR YOUR WORK ON THIS AND LOOK FORWARD TO WORKING WITH YOU AND THE CAC AGAIN NEXT YEAR.

>> THANK YOU.

>> THANK YOU.

>> THANK YOU SO MUCH. [APPLAUSE].

>> THAT BRINGS US DOWN TO ITEM 5 ON OUR AGENDA BOARD COMMUNICATION,

[A. Board Communication]

JUST TO GIVE YOU A CHANCE TO SHARE ANYTHING THAT YOU'VE BEEN UP TO HER THAT'S BEEN ON YOUR RADAR.

>> HELLO. I JUST WANT TO ACKNOWLEDGE, SINCE WE ALL MET LAST MONTH, THAT WE WERE ABLE TO CELEBRATE THE GRADUATION OF STUDENTS THAT COMPLETED THE REQUIREMENTS FROM OUR FOUR HIGH SCHOOLS.

IT WAS SO AMAZING TO WATCH THE STUDENTS FROM CAMAS CONNECT ACADEMY AND DISCOVERY HIGH SCHOOL AND CAMAS HIGH SCHOOL AND HAYES FREEDOM HIGH SCHOOL.

I RECEIVED LOVELY CORRESPONDENCE AS I'VE BEEN SHARING WITH YOU ALL FROM FAMILIES WHO ATTENDED THOSE.

I JUST WANT TO GIVE A HUGE SHOUT OUT TO THE ADMINISTRATORS AND TO THE PERSONNEL WHO HELPED PUT THOSE GRADUATIONS TOGETHER BECAUSE THOSE ARE NO EASY TASKS AND EACH ONE WAS SO UNIQUE AND BEAUTIFUL.

AND REALLY JUST CELEBRATED THE STUDENTS THAT WENT THERE.

AND THAT'S THE BEST PART OF THE YEAR, IS TO BE ABLE TO SEE THOSE STUDENTS WALK ACROSS THE STAGE AND A HUGE ACCOLADE TO THEM AND THEIR FAMILIES WHO ARE BEHIND THEM.

I JUST THOUGHT THAT WAS A WONDERFUL TIME THAT WE HAD THIS MONTH AND SHARING WITH THOSE FAMILIES.

CONGRATULATIONS AGAIN TO THE CLASS OF 2023 AND TO ALL THE PEOPLE.

THANK YOU FOR HELPING PUT THOSE ON.

>> WE ALL SPENT A LOT OF TIME TOGETHER IN THE MONTH OF JUNE, IT SEEMED LIKE WITH ALL OF THOSE GRADUATIONS, SO IT WAS GREAT TO ATTEND THOSE.

JUST A FEW OTHER THINGS THAT I THINK SOME OF YOU GUYS DID IS THE SENIOR BOARDS.

I HELPED OUT THE CAMAS HIGH SCHOOL SENIOR BOARDS.

AND COREY AND I TODAY MET ON THE CAPITALS FACILITY MEETING.

WE STARTED GETTING THOSE BACK GOING AGAIN AND WE SPENT A LOT OF TIME ON THE UL AND WHAT THAT'S GOING TO LOOK LIKE AND JUST AS A WHOLE, WHAT THE DISTRICT NEEDS IN THE NEXT 5, 10, 15, 20 YEARS.

REALLY GREAT MEETING THAT WE HAD TODAY.

I KNOW WE'RE GOING TO SPEND SOME TIME TALKING ABOUT THAT AT OUR PLANNING SESSION COMING UP.

I'M EXCITED THAT WE'RE DOING THAT AND HAVE THAT MOVING FORWARD.

A SHOUT OUT TO THE CAMAS DAY'S PARADE.

COREY AND I ARE HELPING TO TAKE ON SOME OF THE CAMAS DAY'S PARADE STUFF.

WE'RE EXCITED TO BE DOING THAT AND BE INVOLVED IN THAT AS A DISTRICT, HOPEFULLY.

LOTS OF GOOD STUFF GOING ON.

>> THEN TRACY AND I WERE AT THE CITY SCHOOLS MEETING TODAY RIGHT BEFORE THIS MEETING.

IT'S ALWAYS A GREAT COLLABORATION.

I DON'T KNOW THAT MOST OF THE DISTRICTS AROUND US HAVE THAT RELATIONSHIP WITH THE CITY.

JUST A SHOUT OUT TO CHIEF LACKEY WHOSE LAST DAY IN UNIFORM IS THIS FRIDAY.

THEN HE'S RETIRING AND WE'LL OVERLAP THE INCOMING POLICE CHIEF.

SO SHOUT OUT TO HIM.

>> WE SPENT A LOT OF TIME TOGETHER THIS WEEK, I JUST PIGGYBACKING ON WHAT YOU SAID TOO.

I ALSO LOVE OUR TRADITION OF THE GRAD WALKS BECAUSE NOT ONLY IS IT GREAT FOR OUR YOUNGER STUDENTS TO SEE WHAT THEY CAN BECOME.

[00:30:05]

OFTENTIMES DURING GRADUATION, IT'S THE HIGH-SCHOOL TEACHERS THAT GET A LOT OF THE PRAISE AND THE CREDIT FOR ALL OF THIS, BUT IT'S A K-12 PROCESS, AND SO TO BE ABLE TO GO BACK, AND FOR THE TEACHERS TO BE ABLE TO SEE THOSE KIDS COMING THROUGH, AND FOR THEM TO BE ABLE TO SEE THE ONES THAT MADE IT POSSIBLE, IT'S JUST VERY COOL.

THIS IS ALWAYS A POSITIVE MONTH FOR US.

IT FEELS GOOD. THIS IS WHY WE DO WHAT WE DO.

SO YEAH, CONGRATULATIONS CLASS OF 2023.

ANYTHING ELSE? OKAY, MOVING ON.

LET ME GET TO MY NEXT NOTES HERE.

WE DO HAVE PUBLIC COMMENTS TONIGHT.

[6. PUBLIC COMMENTS]

WE HAVE FOUR WRITTEN PUBLIC COMMENTS THAT WERE SUBMITTED BY THE DEADLINE THAT ARE SUBMITTED FOR THE RECORD. MY NOTES HERE.

OKAY. WE HAVE THREE PUBLIC COMMENTS TONIGHT.

FIRST ARE OUR TYPICAL DISCLAIMER.

THE BELL WILL RING AT THREE MINUTES TO REMIND YOU THAT YOUR TIME IS UP.

WE HAD THREE PUBLIC COMMENTS THAT WERE SUBMITTED. GO IN THE ORDER.

THEY ARE HERE. I'M HAVING TROUBLE READING THE FIRST ONE.

I WANT TO SAY IS IT DARCY? DARCY SMITH? SORRY. THANK YOU.

>> NOW I'M GREEN.

MY NAME'S DARCY SHACKLES SMITH.

I'VE LIVED IN CAMAS FOR ABOUT 28 YEARS.

MOVED HERE FOR MY SON TO GO TO SCHOOL IN SECOND GRADE.

BEEN A HOMEOWNER FOR YEARS.

MY SON HAS BEEN OUT OF SCHOOL FOR, 16.

NEVER MIND IT. WELL, NO.

PROPERTY TAXES ARE SUBSTANTIALLY HIGHER HERE, AND ESPECIALLY ON OUR EDUCATION SIDE.

MY HUSBAND AND I ALSO OWN HOME IN THE EVERGREEN SCHOOL DISTRICT BUT THE SCHOOLS ARE APPLES AND ORANGES.

I'VE WORKED FOR CAMAS NOW, GOING ON MY THIRD SCHOOL YEAR. I LOVE IT.

I'VE DONE CATERING AND INSURANCE WORK AND A NUMBER OF THINGS, AND DECIDED TO COME TO WORK AT CAMAS.

THEN WAS OFFERED THE OPPORTUNITY TO TAKE A KITCHEN LEAD, WHICH I ABSOLUTELY ADORE.

WITH THE HELP OF LAURA AND THEN DAVE, WHEN HE STEPPED IN WHILE SHE WAS OUT, THEY WERE ABLE TO HELP GUIDE ME ON GUIDELINES.

I LIKE MAKING THINGS FROM SCRATCH.

I DON'T WANT CHICKEN NUGGET OR CHICKEN PATTY, I WANT EVERYTHING FROM SCRATCH AND FRESH MADE BREADS AND EVERYTHING ELSE.

I WAS ABLE TO DO THAT, AND TO EXPLAIN WHY I WANTED TO DO IT AND I WAS ALLOWED TO DO IT.

AND I DID ACTUALLY WANT A MILL TOWN TOO, OUR WHOLE KITCHEN.

I DO REALLY HOPE THAT CHEMISTRY MEMBERS THAT, WE'RE A SMALL TOWN. WE'VE GROWN.

WE'RE DOUBLE WHAT I WAS WHEN I MOVED HERE, BUT PEOPLE DON'T MIND AS LONG AS THEY ARE GETTING WHAT THEY EXPECT.

THANK YOU. [APPLAUSE]

>> OUR NEXT PUBLIC COMMENT IS ANGEL HARPER.

>> HI, I'M ANGEL. I'M A PART OF THE SAVE OUR STAFF DHS TEAM.

DISCOVERY HIGH-SCHOOL IS SOMETHING PROFOUNDLY SPECIAL THAT DOES WHAT MOST ARE SCARED TO DO.

EVERYONE I KNOW STUDENTS AND ADULTS ALIKE IS FASCINATED BY OUR PROGRAM, WISHING THAT THEY COULD HAVE GOTTEN THE CHANCE TO EXPERIENCE SOMETHING SIMILAR.

IN CAMAS, WE ARE PIONEERS OF EDUCATION OR SO IT GOES.

[00:35:03]

FOLLOWING THE WAY THE RECENT BUDGET CUTS WERE CARRIED OUT, MY SCHOOL HAS BEEN LEFT IN THE DUST, AND I WOULD BE LYING TO GIVE IT THE SAME PRAISE.

THAT DOESN'T GO WITHOUT KNOWING I TRIED, ME AND MANY OTHERS FOUGHT DAY AND SLEEPLESS NIGHT FOR OUR SCHOOL.

WE TOLD YOU AGAIN AND AGAIN THAT OUR CURRICULUM WOULD BE JEOPARDIZED IF WE WERE TO LOSE ENOUGH STAFF.

AFTER WE DID, ALTHOUGH WE COULD FOR THEM, WE TOLD YOU HOW CRITICAL IT WAS THAT WE WERE A PART OF THE HIRING PROCESS FOR OUR NEW PRINCIPAL.

LET ME TELL YOU, AS THE ONES WHO KNOW DISCOVERY FROM THE INSIDE, THE SAVE OUR STAFF TEAM WAS UNANIMOUSLY OPPOSED TO DR.

HOLD BECAUSE SOMEONE WHO SPEARHEADED AN ONLINE SCHOOL WAS SURE TO BE BIASED TOWARDS ONLINE LEARNING, AND UNFORTUNATELY, WE WERE RIGHT.

DESPITE WHAT HOLD MIGHT WANT PUBLICIZED, WE ARE HIS MUSE FOR HYBRID LEARNING BECAUSE OF THAT, THE CULTURE WE HAVE BUILT IS ON LIFE SUPPORT, AND NOW FOR MY SENIOR YEAR, I'LL GET TO WATCH THE SLOW DEATH OF PROJECT-BASED LEARNING AND GRATITUDE OF YOUR IGNORANCE TO OUR PROGRAM WILL MAKE SURE YOU GET TO WATCH IT WITH US.

THE VERY FIRST THING I TOLD YOU ABOUT TONIGHT IS THAT DISCOVERY IS SOMETHING SPECIAL.

BY THE TIME I'M GRADUATED AND GONE, HOWEVER, THAT SENTENCE WILL NO LONGER APPLY.

I WILL BE FORCED TO TELL PEOPLE DISCOVERY WAS SOMETHING SPECIAL BECAUSE THE DREAM INFUSED INTO ITS VERY WALLS IS NOTHING BUT A MEMORY.

YOU FAILED PROJECT-BASED LEARNING. THANK YOU FOR YOUR TIME.

>> NEXT IS JACK SCATSON.

>> HELLO BOARD MEMBERS AND CAMAS COMMUNITY.

AS MOST OF YOU PROBABLY KNOW BY NOW, MY NAME IS JACK SCATSON.

I'M NOW A SENIOR AT DISCOVERY, AND I'M A MEMBER OF THE SAVE OUR STAFF TEAM.

ON A DAY THAT SHOULD HAVE BEEN FILLED WITH HAPPY KIDS, THE LAST DAY OF SCHOOL WAS FULL OF TEARS AND HOPELESSNESS FOR MANY DISCOVERY STUDENTS.

OVER THE PAST FEW MONTHS, MANY TEACHERS HAVE BEEN RIFT SO MUCH SO THAT NOW WE DON'T HAVE A SINGLE CERTIFIED ENGLISH TEACHER AND ONLY ONE SCIENCE TEACHER FOR THE ENTIRE SCHOOL.

WE MOURNED NOT ONLY THE LOSS OF SUCH WONDERFUL TEACHERS, BUT FOR OUR PROGRAM.

IN A STAFF MEETING, DR.

HOLD INFORMED DHS STAFF THAT THEY WOULD HAVE TO "EXPERIMENT WITH HYBRID QUIETLY AND INDIVIDUALLY TO USE AS A TOOL TO MAINTAIN FTE." WE ARE NOT AN ONLINE SCHOOL.

WE ARE A HANDS-ON PROJECT-BASED LEARNING SCHOOL.

WE SHOULDN'T HAVE TO TAKE CLASSES ONLINE TO GRADUATE.

AND WHILE THE STUDENTS ARE BEING TOLD THIS WILL NOT BE THE CASE, THEY'RE ALREADY BEGINNING TO QUIETLY INTEGRATE THE PROGRAMS. MAYBE THIS WOULD BE ACCEPTABLE FOR A SCHOOL THAT IS MEANT TO BE A HYBRID MODEL, THIS IS NOT THE CASE AT DISCOVERY.

IN EVERY CLASS WE HAVE THE ABILITY TO BUILD, CREATE, INTERACT, AND COLLABORATE ON OUR PROJECTS.

BIOLOGY, CHEMISTRY, AND PHYSICS, THESE ARE THE THREE SCIENCE CREDITS THAT MOST COLLEGES LOOK FOR.

SO WHEN STUDENTS WERE SENT THE FORECASTING FORM FOR NEXT YEAR, PHYSICS WASN'T EVEN AN OPTION, AND THIS ISN'T EVEN CLOSE TO THE BIGGEST PROBLEM.

WE'VE ALSO LOST OUR MANDARIN CLASSES.

WE NOW ONLY HAVE ONE OPTION FOR LANGUAGE AT DISCOVERY.

LET ME ASK YOU THIS, WHEN YOU ALLOW ONLY ONE OPTION FOR LANGUAGE, SLOWLY FORCE STUDENTS TO TAKE ONLINE CLASSES, AND DON'T EVEN OFFER BASIC REQUIREMENTS, DO YOU ACTUALLY WANT US TO SUCCEED? YOU TELL US THAT WE NEED TO SPREAD OPTIMISM AND ENCOURAGE STUDENTS TO COME TO OUR SCHOOL.

YOU PUT IT ALL ON US WHEN IN REALITY, IF STUDENTS DON'T WANT TO TRANSFER TO OUR SCHOOL, IT WILL BE YOUR OWN DEMISE.

HOW DO YOU EXPECT TO DRAW MORE STUDENTS IN DISCOVERY LIKE YOU KEEP HOPING, WHEN YOU'RE ACTIVELY MAKING DISCOVERY THE WORST OPTION.

THE REASON THAT I'M HERE TONIGHT AND WILL CONTINUE TO BE HERE UNTIL CHANGES ARE MADE IS MY LOVE FOR PROJECT-BASED LEARNING.

STUDENTS WILL COME DISCOVERY IF THEY SEE IT AS A BETTER OPTION FOR THEM.

IN THE PAST, THIS REASON WAS PROJECT-BASED LEARNING, BUT NOW THE SECURITY OF OUR PROGRAM IS UNCERTAIN.

EVEN LONGTIME PBL STUDENTS, THE ONES WHO HAVE BEEN HERE SINCE OMS OR BEING PUSHED AWAY BY CHANGES THAT ARE BEING MADE.

YOU NEED TO INVEST IN OUR SCHOOL, TRUST AND PROJECT-BASED LEARNING, AND ONCE YOU DO THAT, THE STUDENTS WILL FOLLOW. THANK YOU.

>> THANK YOU. THAT'S THE END OF PUBLIC COMMENTS.

MOVE ON TO THE CONSENT AGENDA BOARD.

[8. CONSENT AGENDA]

YOU HAVE THE CONSENT AGENDA IN FRONT OF YOU, INCLUDING FOUR ITEMS THAT WERE ADDED.

I'D ENTERTAIN A MOTION AND A SECOND TO APPROVE THE CONSENT AGENDA.

>> I'LL MAKE THE MOTION TO APPROVE THE CONSENT AGENDA.

>> I'LL SECOND IT.

>> MOVED BY TRACY, SECONDED BY ERICA.

ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR? OPPOSED? MOTION CARRIES.

THAT MOVES US DOWN TO ITEM 9.

WE HAVE A FEW REPORTS TONIGHT.

[9. REPORTS]

FIRST, OUR SUPERINTENDENT'S REPORT, AND DR. ANZALONE.

>> THANK YOU. THANK YOU, THE STUDENTS AS WELL FOR BEING HERE.

ONE OF THE THINGS I LOVE ABOUT THIS DISTRICT IS THE FOCUS ON KIDS SO WHAT A GREAT START TO THE MEETING AND WONDERFUL TO SEE SO MANY OF THEM HERE ESPECIALLY WHILE THEY'RE AT SUMMER BREAK.

I WANTED TO START OFF TONIGHT WITH OUR MONTHLY ENROLLMENT UPDATE.

[00:40:01]

THIS IS OUR MAY 15TH TO JUNE 15TH UPDATE AS YOU CAN SEE, WHICH IS TYPICAL AT THIS POINT OF THE YEAR WITH FAMILIES LEAVING, WITHDRAWING, MOVING ON.

WE LOST 10 STUDENTS, DOWN TO 6,980; THREE IN SECONDARY, SEVEN IN ELEMENTARY.

BUT WE CONTINUE TO SEE A BRIGHT SPOT THERE WITH RCCA PROGRAM AT PLUS SEVEN.

SORRY ABOUT THE FINE PRINT THERE, BUT I WANTED TO ADD IN A COUPLE OF DATA POINTS AND LOOKING AT OUR GROWTH THIS YEAR AS OPPOSED TO LAST YEAR.

IF YOU LOOK AT THE TOTAL FTE CHANGE FROM SEPTEMBER OF THIS SCHOOL YEAR TILL NOW, WE'VE GAINED 82 STUDENTS WHICH I BELIEVE WE'RE LOOKING IN THE RIGHT DIRECTION.

LAST SCHOOL YEAR FROM SEPTEMBER 21 TILL JUNE 22, WE PLUS 39 WHICH IS STILL IN THE RIGHT DIRECTION, BUT YOU CAN SEE THAT ADDITION IS PUTTING US ON TRACK TO HOPEFULLY AT LEAST HIT OUR ENROLLMENT TARGETS IF NOT IMPROVE ON THOSE.

THEN YOU CAN TAKE A MOMENT TO LOOK AT THE THREE DIFFERENT GRADE LEVELS.

AGAIN, WE HAD PLUS FOUR IN CCA.

FOR A LARGE COMPREHENSIVE SCHOOL LIKE CAMAS HIGH SCHOOL, LOSING SEVEN STUDENTS IS RATHER TYPICAL AGAIN THIS TIME OF YEAR, EVEN THOUGH WE NEVER LIKE TO SEE THAT.

THEN ELEMENTARY, FOR THE MOST PART BALANCED OUT.

QUESTIONS OR COMMENTS ON THAT BEFORE I MOVE ON? JUST TO CONTINUE ON WITH THE COMMUNITY OUTREACH.

THIS IS REALLY A COLLABORATION BETWEEN MYSELF AND THE TEAM, JUST SOME THINGS THAT WE WERE ABLE TO ACCOMPLISH OVER THIS LAST MONTH OR SO.

I WAS ABLE TO ATTEND OTHER SHARK TANK JUDGING AT LIBERTY MIDDLE SCHOOL WHICH WAS AWESOME.

I WISH I COULD HAVE STAYED THERE ALL DAY.

MY STUDENTS CAME UP WITH REALLY CREATIVE INVENTIONS THAT WE ACTED AS JUDGES; ANOTHER PARENT AND I. I BROUGHT A CHECKBOOK BUT DIDN'T END UP READING ANY CHECKS THAT NIGHT.

BUT GREAT INVENTIONS, REALLY NEAT.

THE KIDS REALLY KNOCKED OUT OF THE PARK.

AS WE MENTIONED EARLIER, WE HAD AN OPENING AT WOODBURN ELEMENTARY SCHOOL WITH BRIAN GRAHAM MOVING ON TO VANCOUVER SCHOOLS AND WE'RE EXCITED TO BRING ON AARON PARMAN.

HE'S RETURNING TO OUR DISTRICT FROM EVERGREEN WHERE HE SPENT A FEW YEARS AND A LONGTIME PRINCIPLE HERE IN CAMAS SO, CONGRATULATIONS AND WELCOME AARON.

ALSO, TO YOUR EARLIER POINT ABOUT THE SENIOR PROJECTS, I WAS VERY PROUD TO PARTICIPATE IN THE DISCOVERY HIGH SCHOOL IMPACT PROJECTS WHICH ABSOLUTELY BLEW MY MIND.

THEY WERE INCREDIBLE. ALL THE PRESENTATIONS WERE PHENOMENAL, BUT JUST THE ARTICULATION OF THE STUDENTS AND THE PASSION THAT THEY HAD IN THOSE PROJECTS, AGAIN, COULD'VE SPENT ALL DAY THERE.

ENJOYED SEVERAL RETIREMENTS CELEBRATIONS.

MOST POIGNANTLY FOR ME ON OUR CABINET IS DIANE LOGHRY, SO SHE'LL BE MOVING ON AFTER 36 YEARS IN THE CAMAS SCHOOL DISTRICT, 40 YEARS IN EDUCATION.

I FEEL LIKE WE'RE MORNING A LITTLE BIT OF HER MOVING ON JUST LEAVING A VOID FOR US BUT, WE ALSO WERE VERY EXCITED TO BRING ON KATIE MAFFUCCI FOR NEXT YEAR AS OUR EARLY LEARNING COORDINATOR.

SHE'LL DO A WONDERFUL JOB.

WE HAD THE CAMAS HIGH SCHOOL SENIOR BARBECUE ON MAY 31ST, WHICH WAS GREAT.

THAT WAS THE SECOND ONE I WAS ABLE TO ATTEND AND GREAT TURNOUT AS WELL.

HIGHLIGHT FOR ME ALSO WAS THE DISTRICT-WIDE FIFTH GRADE TRACK MEET.

I WASN'T ABLE TO ATTEND LAST YEAR, ABSOLUTELY AMAZING EVENT.

THE CAMARADERIE WITH THE KIDS, ALL IN THERE, SAME SHIRTS.

THE MC KNOCKED IT OUT OF THE PARK AS WELL, A LOT OF GOOD FEEDBACK THERE.

BUT JUST SO NEED TO WATCH THE KIDS.

MANY OF THOSE STUDENTS, I DON'T KNOW IF THEY REALIZED HOW LONG A MILE I WAS, UNTIL ABOUT MAYBE THE SECOND LAP.

LUCKILY, WE HAD A COUPLE OF NURSES ON HAND TO CARRY THEM OFF THE TRACK, BUT HAD A GREAT TIME WITH THAT.

AS WE SAID EARLIER, GWEN AND KEVIN JUST DID AN AMAZING JOB LEADING OUR CAC THIS YEAR.

I FAILED TO MENTION EARLIER THAT WE'RE ALREADY MOVING ON TO THE NEXT PROJECT.

I'M EXCITED TO HEAR WHAT THE BOARD SUGGESTS DURING OUR JULY MEETING.

I KNOW THEY'RE CHOMPING AT THE BIT TO FIND OUT WHAT PROJECT WE WANT TO MOVE THEM FORWARD WITH.

MY TEAM AND I WERE HONORED TO BE A PART OF THE SENIOR EXIT INTERVIEWS AT OUR CHOICE HIGH SCHOOLS, HAYES AND OVER AT DISCOVERY.

AGAIN, WONDERFUL FEEDBACK, VERY POSITIVE EVEN THROUGH A CHALLENGING YEAR.

MANY OF THE SENIORS LEFT US WITH SOME AMAZING REMARKS, BUT ALSO SOME GREAT CRITICISM, POSITIVE FEEDBACK AND WAYS THAT WE CAN GROW.

[00:45:02]

THANK YOU TO THOSE OUTGOING SENIORS.

ATTENDED THE CAMAS WASHOUGAL CHAMBER OF CAMAS AWARDS WHERE OUR TWO ADULT TRANSITION TRAINING CENTER TEACHERS STEPHANIE EKINS AND WHITNEY PATTON WERE HONORED.

JUST AN INCREDIBLE EVENT.

THEY DO WONDERFUL WORK.

IF YOU'RE NOT FAMILIAR WITH THAT PROGRAM, IT'S REALLY TRANSITIONING OUR OLDEST STUDENTS ON TO THE NEXT LEVEL.

THEY'RE MOVING INTO THE REAL-WORLD SO TO SPEAK.

STEPHANIE AND WHITNEY ARE JUST INCREDIBLE WHAT THEY DO.

IT'S AN HONOR TO BE AMONGST THEM AND THEIR FAMILIES AT THEIR DINNER AND A LOT OF KUDOS TO BOTH OF THEM.

ALSO OUR ENTIRE SPECIAL SERVICES DEPARTMENT WHO SUPPORT STEPHANIE AND WHITNEY, ALLEN, REBECCA, SHREE, AND THE REST OF THAT TEAM.

OF COURSE, AS ERICA MENTIONED, OUR HIGH SCHOOL GRADUATIONS WERE A TREMENDOUS HONOR.

EACH ONE AS YOU SAID, ERICA, VERY UNIQUE, VERY SPECIAL.

THE PRINCIPLES AND THE TEAMS AND THE STUDENTS PRIMARILY PUT SO MUCH WORK AND EFFORT INTO MAKING THOSE MEMORABLE DAYS AND EVENINGS.

WE HELD OUR FINAL EMPLOYEE ADVISORY COMMITTEE MEETING.

AS YOU KNOW, I STARTED THAT THIS YEAR TO HEAR FROM SOME OF OUR EMPLOYEES AND AGAIN, WONDERFUL FEEDBACK FROM NOT JUST THEIR SCHOOL SITES, BUT OUR DEPARTMENTS.

I WANT TO MAKE SURE THAT REALLY THE NUTS AND BOLTS OF OUR DISTRICT ARE HEARD AND SOME GREAT FEEDBACK GOING INTO NEXT YEAR.

CAN'T FORGET OUR LITTLE ONES.

I WAS ABLE TO ATTEND BOTH PAPERMAKER AND COMMUNITY ED PRESCHOOL GRADUATION.

THANK YOU TO ALL OF OUR EARLY LEARNING TEAM THAT PUT THOSE ON, A LOT OF TEARS.

EVEN IF THE STUDENTS WERE JUST MOVING FROM PRE-KID TO KINDERGARTEN, STILL A LOT OF A TEARS SO IT'S INTERESTING TO WATCH THAT.

BUT THAT MADE ME THINK OF MY LITTLE ONES AND HOW FAST THEY GROW UP SO, VERY COOL.

THEN OF COURSE, THE LAST DAY OF SCHOOL, GETTING AROUND TO DIFFERENT SCHOOLS.

I GOT TO BALLER.

THANK YOU TO A DOREEN FOR BRINGING ME OVER THERE TO SEE THE TEACHERS LINED UP.

I HAVE A PICTURE OF THAT IN JUST A LITTLE BIT TO SEE THE TEACHERS LINED UP BLOWING BUBBLES, WAVING GOODBYE.

I DIDN'T KNOW IF THOSE WERE TEARS OF JOY OR SADNESS, MAYBE A LITTLE BIT OF BOTH AND THEN THE KIDS LEANING OUT THE BUS WINDOW.

MY FIRST REACTION WAS SIT DOWN AND GET INSIDE, [LAUGHTER] BUT IT'S A REALLY GREAT TRADITION AND I WAS HAPPY TO BE A PART OF THAT.

I WANTED US TO TALK A LITTLE BIT ABOUT AS OUR THEME HAS BEEN OVER THE PAST SEVERAL MONTHS, IS OUR BUDGET SITUATION THEN LOOKING AT THE NEXT STEPS AND WHAT I HOPE ARE GOING TO BE SOME BRIGHTER DAYS AHEAD.

WE SAW A LITTLE GLIMPSE OF ENROLLMENT.

TALKING TO JASON EARLIER, IT TYPICALLY IS A GOOD PRECURSOR WHEN WE SEE THAT GROWTH HAS HAPPENED DURING THE COURSE OF THE YEAR.

OF COURSE WE NEVER KNOW WHAT'S GOING TO HAPPEN OVER THE SUMMER.

HOUSING IS STILL AN ISSUE, AND THEN INTO THE FALL MONTHS, BUT I'M VERY HOPEFUL THAT OUR ENROLLMENT WILL START TO GET BACK TO WHERE IT NEEDS TO BE.

TO THE STUDENTS' POINT, WE CAN EVENTUALLY BRING TEACHERS BACK AND FILL THOSE CLASSROOMS UP BECAUSE THAT'S NOT A GOAL OF ANY OF US TO HAVE THOSE EMPTY.

HOW DO WE GO ABOUT THIS? WELL, WE HAVE WEEKLY STAFF MEETINGS AS I'VE TOLD YOU IN THE PAST, SOME OF OUR TEAM ARE HERE.

WE MEET 10:30 IN THE MORNING EVERY MONDAY TO REALLY LOOK AT WHERE WE'RE AT, WHERE CAN WE BRING BACK, HOW DOES OUR MONEY SITUATION LOOK, AND WHAT OUR PRIORITIES AS FAR AS BRINGING BACK SOME OF THOSE WHO UNFORTUNATELY WE HAD TO REDUCE.

WE ALSO COLLABORATE WITH OUR PRINCIPALS.

THANK YOU, MS. GRESETH FOR YOUR LEADERSHIP ON THIS, AND ALSO MARILYN AND DOUG.

WE CREATED OUR PRINCIPLES' COUNCIL.

THAT'S JUST PRINCIPALS, MYSELF, AND THEN SOME MEMBERS OF CABINET WHERE WE HEAR DIRECTLY FROM THEM.

THOUGH WE HAVE VERY UNIQUE SCHOOLS, WE TRIED TO FIND SOME COMMON GROUND AS TO WHAT SHOULD BE OUR NEXT RE-ADDS OR ADD BACKS AS FAR AS POSITIONS, PROGRAMS, THINGS LIKE THAT, AND THEY'RE VERY HELPFUL TO BOTH ME AND OUR DIRECTORS.

WE ALSO OF COURSE LOOK AT OUR LEGISLATIVE SITUATION AS THOSE BILLS GET IRONED OUT AND THEY REPORT TO JASON AND HIS TEAM.

WE LOOK TO SEE WHERE OUR FINANCIAL PICTURE LOOKS LIKE COMING FROM THE STATE.

OF COURSE AS I SAID A MOMENT AGO, WE HAVE A WATCHFUL EYE ON ENROLLMENT.

WE'RE CONSTANTLY LOOKING AT OUR KINDERGARTEN ENROLLEES, WE'RE LOOKING AT WHERE STUDENTS ARE TRANSFERRING TO.

I THINK JUST AS IMPORTANTLY, WHEN STUDENTS WITHDRAW, WE TRY OUR BEST TO INTERVIEW THEM AND THEIR FAMILIES TO FIND OUT, WAS THIS A JOB MOVE? WAS THIS SOMETHING THAT YOU WERE DISSATISFIED WITH OUR DISTRICT? OR WHAT WAS THE REASON THAT YOU WITHDREW? WE TRY TO CALCULATE THAT DATA.

IT'S TRICKY DATA TO GET THOUGH.

IT'S A LITTLE BIT QUALITATIVE, BUT IT'S BETTER THAN NOTHING.

ALSO PUTTING THOSE STUDENTS NEEDS FIRST.

I DO WANT THE STUDENTS TO KNOW.

I KNOW I CAN'T REALLY SPEAK ON WHAT YOU SAY, BUT I AM CONSTANTLY AND I KNOW OUR BOARD IS CONSTANTLY LISTENING TO YOUR FRIENDS, YOUR PEERS, AND YOU ON WHAT YOU NEED.

[00:50:02]

WE'RE HEARING YOU LOUD AND CLEAR AND WE'RE DOING THE VERY, VERY BEST WE CAN TO FILL THOSE VOIDS.

OF COURSE, WE'RE GOING TO BE WORKING THROUGH THE SUMMER.

I THINK I ONLY HAVE ABOUT ONE VACATION DAY PLANED, BUT THIS IS A VERY IMPORTANT SUMMER FOR US; ALL OF US, THIS INCREDIBLE TEAM OVER HERE TO MY LEFT AS WELL, AND I KNOW US AS A BOARD, WILL MEET IN JULY TO REALLY TRY TO IRON OUT WHERE OUR NEEDS ARE AND WE'RE NOT STOPPING.

SOME OF THE PEOPLE AND PROGRAMS AND LINE ITEMS HERE THAT WE'VE ALREADY BEEN ABLE TO BRING BACK, I REALLY WANT TO FOCUS ON, IN MY OPINION, VERY SCHOOL CENTERED.

IF YOU LOOK AT, BASED ON THE FEEDBACK THAT WE RECEIVED FROM THE PRIOR SLIDE, WE WERE ABLE TO BRING THAT 0.8 OR ALMOST A FULL POSITION BACK TO LIBERTY MIDDLE SCHOOL, AND THAT WAS AGAIN, WITH SOME FEEDBACK FROM THE TEAM.

WE WERE ABLE TO BRING THE DEAN BACK TO SKYRIDGE, WHICH IS WONDERFUL.

I BELIEVE MR. WILLIAMS ALREADY HAS MADE THAT HIGHER.

WE BROUGHT BACK TWO SECTIONS OF MANDARIN.

I KNOW DISCOVERY, WE STILL HAVE A VOID THERE.

WE ARE LOOKING FOR NOW TO PARTNER WITH DISCOVERY AND CAMAS IN SOME WAY, THE BEST WAY WE CAN UNTIL WE CAN EVENTUALLY POTENTIALLY BRING BACK ANOTHER SECTION OR TWO OF MANDARIN.

BUT I'M VERY PROUD THAT WE WERE ABLE TO DO THAT WITH THE FUNDING THAT WE RECEIVED SO FAR FROM LEGISLATION.

WE ALSO ARE ADDING TWO ADDITIONAL SOCIAL WORKERS.

THIS YEAR, BELIEVE IT OR NOT, WE WERE ABLE TO REALLY MAKE A LOT OF HEADWAY WITH SOCIAL EMOTIONAL LEARNING BY BRINGING ON ONE SOCIAL WORKER.

IT WAS REALLY SPREAD THEN.

WE'RE WORKING WITH ESD 112 WHO ACTUALLY SUPPLEMENT WHAT WE PAY IN THAT SALARY TO BRING ON TWO ADDITIONAL SOCIAL WORKERS.

I SAY THE SCHOOLS ARE TO BE DETERMINED STILL BECAUSE THAT'S HEAVILY BASED ON NEED.

WE MAY NOT MAKE THOSE DECISIONS UNTIL THE FALL, BUT WE AT LEAST WANT TO GET THE HIRING PROCESS DONE AND WE'LL WORK CLOSELY WITH ALAN, REBECCA AND THEIR TEAM TO DO THAT.

I ALSO WANT TO REMIND EVERYONE THAT EARLIER ON WE PARTNERED WITH THE CITY TO BRING BACK OUR SRO.

OVER THE LAST FEW YEARS, WE'VE HAD THE LUXURY OF HAVING TWO SCHOOL RESOURCE OFFICERS IN OUR SCHOOLS.

DUE TO BUDGET REDUCTIONS, WE LOOKED AT MAYBE GOING BACK TO ONE, WHICH WAS A PREVIOUS MODEL.

THE CITY HEARD US LOUD AND CLEAR.

I SPOKE TO MAYOR HOGAN, CITY COUNCIL AND ALMOST IMMEDIATELY CITY COUNCIL AND YOU HEARD TODAY THOSE OF YOU WHO WERE AT THE CITY SCHOOL'S MEETING, ALMOST IMMEDIATELY, THEY CAME TO THE TABLE AND SAID, WHAT DO WE NEED TO DO TO KEEP TWO OFFICERS IN YOUR SCHOOLS? NOW WE'RE GOING TO BE ABLE TO SHARE THAT 50/50, SO ONE SALARY TO ONE SRL FROM THE DISTRICT, ONE FROM THE CITY AND HOPEFULLY WE CAN CONTINUE THAT PARTNERSHIP FOR YEARS TO COME.

WE REALLY DON'T WANT TO BE IN THAT SITUATION WHERE WE HAVE TO POTENTIALLY CUT ONE.

THEN THERE WAS ONE CENTRAL OFFICE POSITION THAT WAS BROUGHT BACK WHAT REALLY MODIFIED, WHICH IS AN EARLY LEARNING COORDINATOR.

AS YOU KNOW, DIANE SERVED AS A DIRECTOR AND LOOKING AT THE POSITION AND HOW IT'S EVOLVED OVER THE YEARS, BUT ALSO COST SAVINGS, WE PUT THAT POSITION DOWN TO A COORDINATOR POSITION SO IT'S SOMEBODY WHO'S REALLY COMING RIGHT OUT OF THE CLASSROOM.

IT'S MORE THAN JUST THE EARLY LEARNING MODEL THAT THIS PERSON IS GOING TO BE OVERLOOKING AT HLC, PAPER MAKER AND ALSO COMMUNITY AD, BUT ALSO OUR LITERACY FOCUS PRE-K THROUGH THIRD GRADE IS REALLY MAKING SURE THAT OUR EARLIEST LEARNERS ARE LEARNING HOW TO READ, BECOMING LITERATE AT A YOUNG AGE AND KATIE MURPHY, WHO IS TAKING THAT POSITION, WILL HAVE REALLY HER WORK CUT OUT FOR HER TO TRY TO FILL DIANE'S SHOES, BUT ALSO AT A LESSER PAY.

THANK YOU TO KATIE FOR TAKING THIS ON, KNOWING THAT SHE'S GOING TO HAVE TO WORK DOUBLE TIME FOR A WHILE.

AGAIN, MORE TO COME.

THIS JULY, WE'LL BE DOING A LOT OF PLANNING AND DISCUSSING, FIGURING OUT WHAT OUR NEXT AD WILL BE AND THEN OF COURSE, ONCE ENROLLMENT COMES IN, LET'S HOPE THAT WE CAN BRING BACK SOME FTE DIRECTLY INTO OUR SCHOOL.

QUESTIONS OR COMMENTS ABOUT THOSE SLIDES?

>> NO. I WOULD JUST SAY THE SRO ONE, GOING BACK TO WHAT YOU WERE MENTIONED DURING BOARD COMMUNICATION, THAT'S A PERFECT EXAMPLE OF CITY SCHOOLS DOING WHAT IT'S SUPPOSED TO BE DOING, SO WE ARE LUCKY TO HAVE THAT RELATIONSHIP WITH THE CITY THERE.

THANKS FOR GETTING CREATIVE ON THAT ONE.

>> THANK YOU FOR YOUR SUPPORT.

OF COURSE, I'D LIKE TO TRY TO ROUND OUT THE PRESENTATION WITH SOME PICS OF OUR KIDS.

YOU CAN SEE ON THE LEFT, I KNOW THEY'RE A LITTLE BIT SMALL, I WANTED TO TRY TO SQUEEZE IN AS MANY AS I COULD.

THAT WAS THE SHARK TANK PRESENTATION ON THE FAR LEFT, SOME OF OUR LIBERTY STUDENTS.

THAT WAS THE BIN BIDDER.

[00:55:02]

I PROBABLY GOT THAT WRONG, BUT LET ME TELL YOU ABOUT THIS.

THESE GUYS CREATED OR NOT REALLY DEVELOPED YET SO IT'S IN EARLY STAGES OF A TRASH COMPACTOR, WHERE YOU WOULD PUT EVERY BIT OF TRASH AND RECYCLING INTO ONE SHOOT AND THEN IT WOULD WORK ITS MAGIC AND SPIT OUT IN TWO DIFFERENT LANES, RECYCLABLES AND TRASH.

GENIUS. DOWNSIDE RIGHT NOW, $4,500 COST.

AGAIN, I KEPT MY WALLET IN MY POCKET, BUT WE'RE LOOKING TO BRING THAT COST DOWN.

IN THE CENTER, THESE WERE SOME STUDENTS ALSO FROM LIBERTY, AND ALSO TO THE RIGHT, THESE WERE STUDENTS AT THE ART EXPEDITION PUT ON BY A TEACHER ERIN MARCELL.

AMAZING EVENING THERE.

YOU COULD SEE HOW HAPPY AND THRILLED THE KIDS WERE.

IT WAS GETTING CLOSE TO THE END OF THE YEAR, SO YOU HAD SOME HUGS TOO, SO A DUAL PURPOSE EVENT.

THEN KUDOS TO SOME OF OUR STAFF.

YOU SEE ERIN MARCELL, OUR LIBERTY ART TEACHER ON THE LEFT.

JUST AMAZING JOB PUTTING THAT ART EXPEDITION ON FOR OUR KIDS.

THIS IS THE ADVANCED ART STUDENT FESTIVAL.

THEN TO THE RIGHT, I SPOKE VERY HIGHLY ABOUT DIANE.

THIS WAS AT HER RETIREMENT CELEBRATION RIGHT HERE IN THE BOARDROOM.

SORRY GUYS. I HAD A LITTLE PARTY IN HERE.

WE HAD STAFF AND FORMER COLLEAGUES PUT TOGETHER SOME PICTURE BOARDS FOR HER, SOME COLLAGES, LOT OF GIFTS AND AGAIN, A LOT OF TEARS.

NOT SO MUCH WITH DIANE.

I THINK SHE HAD HER HEAD ON A PLANE TRIP TO IRELAND HERE SOON SO KUDOS AND CONGRATS TO HER.

THIS IS A PICTURE FROM THE SENIOR BARBECUE.

YOU CAN SEE THAT CENTRAL OFFICE AND SCHOOL ADMINISTRATORS DO GET ALONG AND WORK WELL TOGETHER.

YOU CAN SEE MR. MOORE IS THERE BEHIND THE GRILL AND THEN OUR CFO, JASON, WITH THE OVEN MITTS ON.

I DON'T KNOW WHAT WAS BEING COOKED THERE, BUT I KNOW IT WAS HOTDOGS IN THAT MONSTER GRILL THERE.

THAT WAS A FUN OF EVENT.

THEN AGAIN, THIS IS GOING BACK TO THE ART.

BY THE WAY, THERE'S A PICTURE OF OUR TWO TEACHERS.

I THINK IT JUST NEEDED AN EXTRA CLICK THERE, WHO ARE AWARDED AT THE CHAMBER.

AGAIN, THIS IS A PICTURE FROM LIBERTY.

YOU SEE MR. MULLER ON THE LEFT THERE LOOKING THROUGH SOME OF THE ARTWORK AND THEN SOME STAFF AND STUDENTS ON THE RIGHT.

REALLY WELL DONE EVENT.

THEN LASTLY, COMMENCEMENT, AWESOME TIME.

YOU CAN SEE OUR OUR FUN-LOVING BOARD THERE IN THE MIDDLE WITH THE SUPERINTENDENT AND HAVING A GREAT TIME AT DISCOVERY.

TOP-LEFT CORNER, THAT WAS HAZE.

AGAIN, ALL VERY UNIQUE POSITIVE EXPERIENCES DOWN BELOW TO THE LEFT IS CAMAS HIGH SCHOOL, TOP-RIGHT, DISCOVERY OUT IN THE AMPHITHEATER IS A BEAUTIFUL DAY, AND THEN BOTTOM-RIGHT IS OUR CCA THAT WAS AT GARVER THEATER.

THANK YOU TO MARY AND HER TEAM FOR THAT.

OF COURSE, QUICKLY I ADDED THIS ONE RECENTLY.

THIS IS A PROGRAM FROM TEEN TALK.

THIS IS SOMETHING BY CHRIS HENDRICKSON, NAN'S DAUGHTER WHO PUT THIS ON.

THESE MAILBOXES WERE ACTUALLY CREATED BY STUDENTS WITH THE HELP OF ROTARY AND THEY REPLACED AT DIFFERENT PARTS OF OUR THREE IN-PERSON MIDDLE SCHOOLS.

STUDENTS ARE ABLE TO SEND POSITIVE NOTES TO STUDENTS JUST ANONYMOUSLY OR NOT AND THEN THE MAIL IS PICKED UP BY THE STUDENTS IN RED.

THESE ARE OUTSIDE THE COUNSELING OFFICES, AND YOU CAN SEE RIGHT THERE AT DISCOVERY PLACED AT THE STREET SIGN.

WE HOPE THAT THE MIDDLE-SCHOOLS KEEP THIS GOING.

THIS IS AN AWESOME PROJECT AND ALSO A COMMUNITY LED AND REALLY, I THINK, THE KIDS GOT A LOT OUT OF IT.

WHAT A TIME IN THE WORLD THAT NEEDS SOMETHING LIKE THIS.

THEN THERE'S OUR GOODBYE TO '22, '23.

THIS WAS THAT EVENT I WAS TELLING YOU ABOUT AT BALOR.

YOU CAN SEE THE TEACHERS LINED UP.

AGAIN, SOME TEARS OF JOY, SOME TEARS OF EXCITEMENT, AND OUR BUSES ARE LEAVING AND HAVING A GREAT FINAL DAY AND AGAIN, BEAUTIFUL DAY OUT THERE THAT DAY.

THANK YOU, AGAIN. CHALLENGING YEAR.

I FEEL LIKE I'VE GONE THROUGH A FEW YEARS HERE IN ONE.

BUT I ABSOLUTELY LOVE WORKING FOR THIS BOARD AND SERVING THIS COMMUNITY AND DOING THE BEST WE CAN AND SO MOVING ON TO NEXT YEAR NOW. THANK YOU.

>> ANY COMMENTS OR QUESTIONS FOR JOHN? WELL, AT THE RISK OF PILING ON, I JUST WANT TO SAY, LIKE YOU WERE SAYING, JOHN, THANK YOU FOR WHAT YOU'VE HAD TO DO YOUR FIRST YEAR.

YOU HAVE HAD TO EXPERIENCE MANY YEARS WORTH OF THINGS PACKED INTO ONE YEAR, AND WE APPRECIATE YOUR LEADERSHIP AND YOUR PERSPECTIVE,

[01:00:04]

AND LOOK FORWARD TO MOVING ONWARD.

OUR NEXT REPORT IS OUR MONTHLY BUDGET REPORT WITH OUR DIRECTOR OF BUSINESS SERVICES, JASON MCETHAN.

>> GOOD EVENING. BEFORE I GET TO THE BUDGET STATUS REPORT, I WANT TO TALK ABOUT THE PRELIMINARY BUDGET FOR '23, '24.

NOT MUCH HAS CHANGED SINCE OUR WORKSHOP A COUPLE OF WEEKS AGO.

WE CONTINUE TO REFINE THE BUDGET AND WE'RE UTILIZING THIS TIME, OBVIOUSLY, AND WE'LL CONTINUE TO WORK ON IT THROUGHOUT THE SUMMER AGAIN.

IT ULTIMATELY IS APPROVED IN AUGUST. LET'S SEE.

WE'RE ABOUT NINE MONTHS DEEP INTO AN 11 MONTH PROCESSES.

IT'S ALMOST YEAR-ROUND ANYMORE.

IT STARTS IN OCTOBER, AND IT'S A VERY LONG PROCESS.

EACH YEAR WE ADAPT TO WHATEVER THE CIRCUMSTANCES ARE THAT THE DISTRICT IS FACED WITH OR CERTAIN CHALLENGES EACH YEAR PROVIDES.

AS I MENTIONED IN THE LAST BUDGET WORKSHOP, WE FOCUSED A LOT ON STAKEHOLDER ENGAGEMENT THE CYCLE, BECAUSE OF THE BUDGET REDUCTIONS THAT WE WERE FACING.

WE SPENT A GREAT DEAL OF TIME ON THAT.

THERE'S STILL THE TRADITIONAL THINGS THAT WE ALWAYS DO.

THE BUDGET COMMITTEE MEETINGS, MONITORING THE LEGISLATIVE SESSION.

WE HAD THE BUDGET WORKSHOPS, AND WE ACTUALLY DID TWO BUDGET WORKSHOP THIS YEAR EARLY ON IN THE YEAR TO GET AN IDEA OF WHAT THE SESSION WAS GOING TO RENDER FOR US, AND THEN WE HAD A BUDGET REDUCTION PROCESS, AND WE JUST HELD A SECOND BUDGET WORKSHOP TO SEE WHERE DID WE LAND WITH A SESSION.

WE'RE RIGHT HERE IN JUNE 26TH, THE PRELIMINARY BUDGET.

JULY 10TH, WE WILL BE POSTING ON OUR WEBSITE, WE'LL ALSO HAVE A HARD COPY AVAILABLE AT FRONT, BUT NO ONE EVER COMES TO ASK FOR THE 205-PAGE DOCUMENT.

BUT WE'LL POST IT ON OUR WEBSITE AND THAT STATUTORY, WE HAVE TO DO THAT.

THEN ULTIMATELY IN THAT SECOND MEETING IN AUGUST, WE WILL BE PRESENTING A RESOLUTION FOR THE BOARD ADOPTION.

OVERALL, WHEN YOU LOOK ACROSS OUR BUDGET, WE ACTUALLY BUDGET FIVE FUNDS.

WE SPEND ALL OUR TIME TALKING ABOUT THE GENERAL FUND GENERALLY FOR THE MOST PART.

WE'RE NOT DOING BONDS, SO WE DON'T TALK MUCH ABOUT ITS CAPITAL PROJECTS, BUT THERE'S WORK AND I WILL COVER THESE OTHER FUNDS.

BUT COLLECTIVELY, IT'S ALMOST $152 MILLION ACROSS FIVE FUNDS, SO THAT'S PRETTY GOOD SIZE ORGANIZATION THAT WE'RE MANAGING.

THAT INCLUDES DEBT SERVICE, ASSOCIATED STUDENT BODY, ASB FUNDS, WHICH REALLY THE KIDS MONEY, BUT THIS IS PART OF THE REQUIRED BUDGET PROCESS, AND THE TRANSPORTATION VEHICLE FUND, WHICH WE USE TO PURCHASE AND REPLACE OUR FLEET.

ON THE GENERAL FUND ARE START THERE, AS WE TALKED ABOUT BEFORE, WE'RE HAVING A PLANNED USE OF FUND BALANCE.

TYPICALLY THIS IS NOT THE TYPE OF BUDGET THAT WE WOULD NORMALLY LIKE TO PASS.

THIS DOESN'T BALANCE IN A SENSE.

EXPENDITURES EXCEED REVENUES.

BUT THIS IS BY DESIGN.

WE TALKED ABOUT THIS MANY, MANY TIMES THAT WE'RE LOOKING TO USE FUND BALANCE OVER THE NEXT FEW YEARS, AS WELL AS UTILIZE A COUPLE OF OTHER LEVELS, AND SO WE CAN BRING OUR EXPENDITURE LEVEL INTO ALIGNMENT WITH OUR REVENUES THAT ARE AVAILABLE TO PAY THESE OBLIGATIONS.

ON THE REVENUE FORECASTS SIDE,

[01:05:06]

ENROLLMENT IS OBVIOUSLY THE BIG DRIVER FOR OUR REVENUE SIDE.

THIS FOLLOWS OUR DEMOGRAPHERS FORECAST, WHICH WE WERE RIGHT ON TARGET WITH.

AS JOHN MENTIONED, WE'VE SEEN SOME GROWTH THIS YEAR, SO THAT GIVES US A POSITIVE OUTLOOK THAT WE'RE ON TRACK TO MEET OR HOPEFULLY EXCEED THE DEMOGRAPHERS FORECAST.

RUNNING STARCH.

WE BUDGET ABOUT 157 KIDS.

YOU MAY RECALL PRE-COVID SOMETIMES WE WERE PUSHING OVER 200.

LITTLE CHANGE IN THAT, WHEN THAT'S NOT UNIQUE FOR US, THAT SEEMS TO BE AT OTHER DISTRICTS AS WELL.

BUT THERE HAS BEEN DEFINITELY A SHIFT THERE IS DISPROPORTIONATE TO ACTUALLY OR LOSS OF ENROLLMENT, WHICH RIGHT NOW IS AT ABOUT FOUR PERCENT BELOW.

DEFINITELY IF YOU WERE RUNNING START STUDENTS.

THEN ALL THE OTHER ENROLLMENT CATEGORIES, LIKE I MENTIONED LAST TIME, WE HAVE SPECIAL ED STUDENTS, BILINGUAL, FREE AND REDUCED STUDENTS.

ALL THESE THINGS THAT WE REPORT TO THE STATE AND THE FEDERAL GOVERNMENT THAT DRIVES OUR FUNDING.

ALL THOSE FOLLOWING THE SAME BASIC ED TREND, IS THAT THE CORE ALL KIDS ARE BASIC ED STUDENTS.

THEN ON THE ASSUMPTION SIDE, THIS IS WHERE IT GETS CONFUSING UNDER ASSUMPTIONS IS A LOT OF THESE LEGISLATIVE CHANGES.

WHEN YOU LOOK AT THE MONEY THAT WE RECEIVE FOR SALARIES AND BENNY'S COMES IN THREE DIFFERENT BUCKETS, AND THEY CHANGED THOSE THREE BUCKETS.

THAT WE GET A BUCKET FOR TEACHERS, A BUCKET FOR CLASSIFIED STAFF, BUCKET FOR CERTAIN KID ADMIN STAFF.

ALL OF THOSE WERE IMPACTED THIS SESSION.

THE LEGISLATURE LOOK TO ABOUT REEVALUATE REGIONALIZATION, JUST THAT INFLATION FACTOR, THAT COST-OF-LIVING FACTOR, IF YOU WILL.

LET ME SAY THAT THE COST OF LIVING, IF YOU WILL, IN OUR REGION IS HIGHER SO WE GOT 12 PERCENT INITIALLY WITH MCCLEARY, AND THAT DECLINED AFTER IT GOT TO NINE PERCENT AND NOW THEY'VE TAKEN ANOTHER THREE PERCENT OR CERTIFICATED INSTRUCTIONAL STAFF.

DID A TWO-YEAR PHASE-IN FOR OUR CLS, CLASSIFIED STAFF AND CAS SO WE LOSE 1.5 THIS COMING YEAR AND THEN ANOTHER 1.5 THE NEXT YEAR.

IF FURTHER ADD AN APPLICATION TO THIS, BUT WAS ACTUALLY THE BRIGHT SPOT.

ALL OF THESE MOVES, WE DID RECEIVE FOUR PERCENT ADDITIONAL FUNDING FOR OUR TEACHING STAFF BECAUSE THE STATE HAS RECOGNIZED, WHICH WE'VE KNOWN FOR MANY YEARS IS THAT WE EMPLOY A LOT OF VETERAN TEACHERS, AND THAT'S GREAT FOR KIDS.

IT JUST PUTS THEM ON THE HIGHER END OF OUR SALARY SCALE, AND SO THE STATE RECOGNIZING THIS, THEY GIVE US A LITTLE BIT OF ENHANCED SPONDEE, WHICH IS WE WELCOME THAT.

COLLECTIVELY, WHEN YOU STEP BACK AND YOU CONSIDER WE'VE LOST LEA MONIES BECAUSE OF ASSESSED VALUE IS GOING TO WE WERE LOSING ONETIME FUNDING, AND WE'RE LOOKING AT A REVENUE INCREASE OF RIGHT, ABOUT THREE PERCENT.

THAT'S NOT A BIG MARGIN WHEN YOU START TO THINK ABOUT THE NORMAL TREND FOR US.

THAT SPEAKS TO WHY WE NEEDED TO DO SOME OF THE BUDGET REDUCTIONS.

WE SAW SOME OF THIS COMING DOWN THE PIPE.

WE'RE DOING OUR BEST TO REACT, BUT THE CIRCUMSTANCES THAT ARE BEING THROWN AT US.

NOT TERRIBLY POSITIVE NEWS THERE.

BUT WE'RE GOING TO UTILIZE THOSE RESOURCES FULLY NEXT YEAR, AND THEN SOME.

ON THE EXPENDITURE SIDE, THE STAFFING NUMBERS REFLECT THE BUDGET REDUCTIONS THAT WERE MADE.

I'M STILL FAIRLY CONSISTENT OVER TIME, ON THE CLASSIFIED SIDE AND MOST OF THE REDUCTIONS ARE UNSOPHISTICATED.

AS I MENTIONED, WE'RE USING FUND BALANCE IN OUR FUTURE PROJECTIONS.

WE'RE ALSO ASSUMING SOME LEVEL OF COST CONTAINMENT WILL HELP MITIGATE SOME OF THE IMPACTS, AND WE MENTIONED THE BUDGET CUTS ALREADY.

WE HOPE THAT THIS WILL GET US TO A SUSTAINABLE PATH.

A MAJOR, WHAT I WOULD CALL AN ASTERIXS TO THIS BUDGET IS THAT WE DO HAVE TO ACKNOWLEDGE THAT WE HAVE FOR LABOR CONTRACTS THAT WE NEED TO NEGOTIATE THAT WILL REALLY ESTABLISH OUR SALARY AND

[01:10:06]

BENEFIT LEVELS AND AS 87 PERCENT OF OUR BUDGET RIGHT NOW.

THIS IS GOING TO CHANGE. IT HAS TO.

BUT THIS IS AT LEAST A STARTING PLACE FOR US TO MOVE FORWARD.

HOPEFULLY, WE'LL KNOW MORE BY AUGUST AND WE'LL BE ABLE TO UPDATE THIS BUDGET ACCORDINGLY.

I MENTIONED THE FUND BALANCE, OVER THE COURSE OF A FEW YEARS WE'D BE DRAWING THIS DOWN BACK TO ACTUALLY BELOW PRE-MCCLEARY LEVELS, TO BE HONEST.

THAT'S OUR PLANS TO THAT BUYS US A LITTLE BIT OF TIME FOR THE SYSTEM TO ADJUST TO THE REVENUES THAT ARE AVAILABLE IN BASICALLY OUR ENROLLMENT BASELINE.

ANY QUESTIONS ON THE GENERAL FUND BEFORE I MOVE TO THE OTHER FUNDS? OKAY. ALL RIGHT.

WE DIDN'T TALK MUCH ABOUT THESE IN THE BUDGET WORKSHOP, SO I WANTED TO SPEND JUST A BRIEF MOMENT HERE.

THE CAPITAL PROJECTS FUND, COUPLE OF THINGS THAT ARE NEW THAT MAYBE MIGHT STAND OUT AND YOU MIGHT NOTICE THERE'S THIS GASB LEASES AND GASB REVENUES.

GASB IS A GOVERNMENT ACCOUNTING STANDARDS BOARD, AND WE DON'T ACTUALLY HAVE LEASES, IF YOU WILL, WITH GASB, BUT THEY DICTATE HOW WE ACCOUNT FOR THEM.

IN EFFECT, WE HAVE TO OFF-BALANCE WHEN WE RECORD THESE LEASES.

THERE IS A CORRESPONDING REVENUE DOLLAR FOR DOLLAR WITH THE EXPENDITURE.

IT HAS TO BE INCLUDED IN THE BUDGET, BUT WE'RE STILL NOT REALLY REALIZING THE COST OF THOSE LEASES.

THE REAL COST IS STILL RECORDED OR LIKE ON AN ANNUAL BASIS, LIKE YOUR ANNUAL LEASE PAYMENT.

BUT THEY'RE HAVING US RECOGNIZE THE TOTAL LEASE UPFRONT.

VERY COMPLICATED.

BUT I NEEDED TO ISOLATE THESE BECAUSE IT'S A FAIR AMOUNT AND IT STANDS OUT IN THIS PARTICULAR BUDGET JUST TO COMPLY WITH THE ACCOUNTING STANDARDS.

IT DOESN'T MEAN WE HAVE ANY MORE MONEY OR WE HAVE ANY MORE EXPENDITURES REALLY. HIGHLY UNUSUAL.

LEAVE IT TO ACCOUNTANTS, COME UP WITH SOME NEW STANDARD, I GUESS.

BUT THE MAJORITY OF WHERE WE SPEND OUR MONEY IS THE CAPITAL LEVY.

IN THIS CYCLE, THIS WILL BE THAT FIRST PHASE OF THE CANVAS HIGH ROOF REPLACEMENT.

WE'VE ALREADY DONE PRUNE HILL.

THAT WAS THE FIRST PROJECT THAT WE DID WITH CAPITAL LEVY.

WE'VE DONE OUR FIRE PROTECTION IMPROVEMENTS, WE'LL BE DOING THE SKYBRIDGE BOILER THIS SUMMER, AND SO THE CAMAS HIGH ROOF IS GOING TO BE THE LARGEST PROJECT.

IT'S AT THE END OF THE LEVY, JUST FROM THE CASH-FLOW PERSPECTIVE.

IT WAS A THREE-YEAR LEVY THAT'LL GET US TO THAT YEAR IN WHICH WE HAVE ENOUGH MONEY TO PAY FOR THAT WORK TO GET DONE.

THAT'S THE MOST IMPORTANT AND LARGEST PROJECT THAT WE'LL BE DOING IN THE SUMMER OF 2024.

ALSO, I HAVE CAPACITY IN THERE FOR IMPACT FEES.

THIS IS PUT IN THERE IN THE EVENT THAT WE HAVE HINTERLAND PURCHASE OPPORTUNITY THAT COMES ALONG, IT JUST GIVES US CAPACITY IF THE BOARD CHOOSES TO PURCHASE A PIECE OF PROPERTY IN THAT YEAR BY HAVING IT IN THIS BUDGET.

NOW, IT GIVES YOU THE FLEXIBILITY TO UTILIZE THAT WITHOUT HAVING TO GO THROUGH A BUDGET AMENDMENT PROCESS.

ANY QUESTIONS ON THAT?

>> JUST ON THOSE IMPACT FEES, DO WE NEED TO SPEND THOSE IN A CERTAIN AMOUNT OF TIME? ALSO, IS THERE A CERTAIN DOLLAR AMOUNTS THAT THEY HAVE TO BE SPENT?

>> YEAH. I WANT TO SAY IT'S LIKE 10 YEARS.

WE DID A PRETTY GOOD JOB OF MAINTAINING THAT OVER THE COURSE OF TIME.

TYPICALLY, WE'VE PURCHASED LAND OVER EVERY FEW YEARS AND THAT'S HELPED US TO MEET THAT OBLIGATION OF SPENDING THOSE DOLLARS IN A REASONABLE AMOUNT OF TIME.

KEEP IN MIND THAT IT CAN ONLY BE USED TO FUND GROWTH.

WE COULDN'T USE IT FOR CAPITAL MAINTENANCE OR SOMETHING LIKE THAT.

WHEN I SAY LAND, LAND IS LIKE FOR FUTURE BUILDING IN OUR FUTURE EDUCATIONAL FACILITIES.

THE SERVICE FUND, BORING.

[01:15:02]

JUST PAYING OUR DEBT.

IT'S REALLY NOT MUCH TO REPORT THERE.

THIS REALLY IS ESTABLISHED BY PREVIOUS DEBT ISSUES.

WE DO PAY VERY CLOSE ATTENTION TO THIS, AND WE HAVE A FINANCIAL ADVISOR THAT REALLY ACTUALLY ISSUES A SEPARATE LITTLE REPORT FOR US ON THIS BECAUSE WE REALLY WANT TO MAKE SURE THAT WE MAINTAIN COMPLIANCE WITH CERTAIN IRS REQUIREMENTS AROUND TAX-EXEMPT FINANCING, AND THAT [NOISE] WE'RE TAXING THE MINIMUM AMOUNT NEEDED IN ORDER TO MEET OUR DEBT PAYMENTS.

THIS ONE, WE REALLY CUT PRETTY CLOSE, AND IT'S MOSTLY BECAUSE IT'S VERY PREDICTABLE.

WE HAVE AN AMORTIZATION SCHEDULE.

THE EXPECTATION IS THAT YOU COME PRETTY CLOSE THERE.

[NOISE] WE WILL BE PAYING OFF WHAT WAS CALLED A QUALIFIED BOND SOME YEARS AGO, ABOUT $15 MILLION, SO IT'LL BE PAID OFF HERE IN 2024.

WE'LL HAVE SOME DEBT COME OFF THE BOOKS.

ASB, AGAIN, THIS IS THE KID'S MONEY, BUT YOU DO HAVE A RESPONSIBILITY TO SCHOOL BOARD TO PASS AN OVERALL BUDGET.

THIS IS BUILT BY THE MIDDLE SCHOOLS AND HIGH SCHOOLS, PREDOMINANTLY SUBMITTING BUDGETS AROUND ASB.

AS YOU CAN SEE, THE VAST MAJORITY ARE HIGH-SCHOOL-ASSOCIATED STUDENT BODIES.

ATHLETICS IS ABOUT 41 PERCENT, CLUBS 27 PERCENT, AND YOU HAVE GENERAL ASB 26 PERCENT.

GENERALLY SPEAKING, IT CAN GO, IT COULD BE ATHLETICS, IT COULD BE CLUBS, IT COULD BE ALL KINDS OF DIFFERENT THINGS, AND THEN SOME SPECIFIC CLASS EXPENDITURES.

AS YOU ALL KNOW, WE HAVE A LOT OF DIFFERENT OPPORTUNITIES FOR OUR STUDENTS.

THEY'RE VERY ACTIVE IN THEIR FUNDRAISING AND PROVIDING THESE AND WE'RE VERY FORTUNATE TO HAVE WONDERFUL ASB ADVISORS TO KEEP THIS THING GOING.

IT'S PRETTY AWESOME.

TRANSPORTATION VEHICLE FUND.

I WILL SAY THIS FUND WILL PROBABLY CHANGE.

GOING INTO AUGUST, WE'VE GOT SOME UPDATED QUOTES.

AS YOU MIGHT EXPECT, SOME OF THESE BUSES ARE MORE EXPENSIVE THAN WHAT WE INITIALLY HAD BUDGETED.

IT'S GOING TO HAVE TO CHANGE.

I DON'T KNOW IF WE'RE GOING TO BE ABLE TO GET EIGHT BUSES OF THE TYPE D, WHICH ARE THEIR LARGEST BUSES, AND THEN TYPE A ARE THEIR SMALLER BUSES.

BECAUSE I THINK THESE ESTIMATES ARE A LITTLE BELOW THE LATEST QUOTES THAT WE GOT.

BUT THE GOOD NEWS IS WE'RE DOWN TO LIKE ONE BACKORDERED BUS AND WE MIGHT ACTUALLY BE ABLE TO RECEIVE IT BEFORE THE END OF THE YEAR.

SO THAT MAY COME OFF AS FAR AS THE PURCHASE IT WOULD ROLL OVER INTO NEXT YEAR.

BUT THAT WAS A LONG PERIOD OF TIME.

IF YOU RECALL THAT OUR LAST BUS ORDER WAS AUGUST OF 2021.

WE'VE BEEN WAITING A WHILE, AND I NEEDED TO FEEL LIKE WE WERE GOING TO GET DELIVERY ON THESE BUSES BEFORE I FELT COMFORTABLE ORDERING MORE.

I NEEDED TO SEE WHAT THAT FUNDING LOOKED LIKE FOR US BECAUSE WITH THIS INFLATION, IT IS GOING THROUGH THE ROOF ON BUS PURCHASES, WHAT COULD WE AFFORD? WE FEEL LIKE WE COULD PLACE A PRETTY SIZABLE ORDER, MAYBE NOT EIGHT OR 10 BUSES.

IT MIGHT BE CLOSER TO, I DON'T KNOW, SEVEN OR EIGHT.

THAT'S ALL OF THE FUNDS THAT WE'LL BE BUDGETING THIS YEAR COLLECTIVELY.

AGAIN, STAY TUNED.

LIGHT HINT. WE'LL HAVE OUR PRELIMINARY OFFICIAL, F195 BUS BUDGET, EXCUSE ME, POSTED TO OUR WEBSITE.

QUESTIONS? COMMENTS? ANY QUESTIONS? OKAY. BRING UP.

>> BY THE WAY, JASON, WHILE ARE YOU BRINGING A LOT OF THESE UP? JUST IN CASE ANYBODY IS WONDERING, THIS WAS OUR TOPIC OF OUR JUNE WORKSHOPS, SO THE LACK OF QUESTIONS IS NOT A LACK OF INTEREST OR SOMETHING LIKE THAT.

IT'S THAT WE'VE ALREADY GONE THROUGH ALL OF THIS A COUPLE OF WEEKS AGO, SO JUST POINTING THAT OUT.

>> THANK YOU. OKAY. THANK YOU, GAIL, FOR GETTING THAT UP.

YEAH.

[01:20:01]

IT IS REPETITIVE.

BUT I FIGURE IT'S BEST TO KEEP GOING WITH THE UPDATES.

FOR ME, THIS IS FAIRLY STRAIGHTFORWARD MONTH.

IT IS ONE OF THE LOWEST MONTHS THAT WE RECEIVE A STATE APPORTIONMENT DOLLARS, WE ONLY GET LIKE 5 PERCENT OF THOSE REVENUES IN THIS MONTH, SO IT'S USUALLY PRETTY LOW.

THAT'LL PICK UP IN THE LATTER MONTHS.

RECALL THE SCHEDULE IN WHICH WE ARE PAID FROM THE STATE.

WE GET ABOUT ALMOST 23 PERCENT OF OUR REVENUES IN THE LAST TWO MONTHS OF THE YEAR, SO THAT MEANS SOME OF THESE OTHER MONTHS ARE A LITTLE LEAN. THAT'S MAY.

RIGHT NOW THE ANNUAL DEFICIT IS EXPECTED TO BE RIGHT ABOUT $3.1 MILLION.

AGAIN, THIS JUST KEEPS TONING IN THE FURTHER WE GET ALONG IN THE YEAR AND WE'LL CONTINUE TO PROVIDE UPDATES ON THAT.

BUT I THINK THIS CAN GET PRETTY CLOSE TO OUR FINAL NUMBER.

WE'RE PRETTY WELL THROUGH THE SCHOOL YEAR AND THINGS OUGHT TO BE FAIRLY PREDICTABLE THE REST OF THE WAY UP AND WE'RE THROUGH THE SESSION OBVIOUSLY.

HERE'S A BREAKDOWN OF THAT PROJECTION ON THE REVENUES AND THE EXPENDITURE SIDE, AND THE IMPACT THAT, THAT ENDING FUND BALANCE THAT WE WOULD CARRY INTO NEXT YEAR.

WE BASICALLY INTEGRATE THIS PROJECTION INTO NEXT YEAR'S BUDGET, WHICH WE ALREADY HAVE AND I PRESENTED THIS EVENING, SO THAT'S ALREADY FACTORED IN HERE, ANY MINOR ADJUSTMENT FROM THE PREVIOUS MONTH.

THEY MENTIONED SOME MOVEMENT WITH REVENUES.

WE'VE STARTED TO SEE WHAT WE'RE GOING TO GET FOR STATE SAFETY NET.

THAT AWARD THERE, I MENTIONED THE LEA FUNDING THAT WE'RE GETTING FROM THE STATE ON THE LEGISLATURE.

THAT'LL START TO SHOW UP HERE TOO.

WE'VE INTEGRATED SOME OF THOSE THINGS.

THEN ALSO SOME TRANSPORTATION FUNDING WILL BE COMING THROUGH, STABILIZATION DOLLARS, SO THIS SHOULD BE OUR LAST BIT.

WE HAVE RECEIVED ABOUT $12.2 MILLION AND STABILIZATION MONIES VIA AN ESTER AND STATE FUNDS OVER THESE PAST FEW YEARS.

WE HAVE ABOUT 400,000 THAT WE'VE FACTORED INTO NEXT YEAR'S BUDGET.

THAT'S THAT LAST COMPONENT OF SO3.

EXPENDITURES, PRETTY STEADY ON THE GRAD DIFFERENT SINCE OUR PREVIOUS PROJECTION.

SO NOT MUCH TO REALLY REPORT THERE.

THEN THE REST OF THE TRADITIONAL SLIDES, WE PRESENT QUESTIONS.

THANK YOU FOR YOUR TIME THIS EVENING.

>> THANKS, JASON. OUR THIRD REPORT, 9C IS OUR QUARTERLY EQUITY REPORT WITH OUR OPPORTUNITY ACCESS AND INCLUSION COORDINATOR, KATIE SEIDL.

>> YOU ALL KNOW IS THAT I LIKE TO WANDER AROUND.

SHE JUST TOLD ME YOU HAVE TO TALK INTO THE MIC, KATIE. I COULD.

I'M KATIE SEIDL, OPPORTUNITY FOR ACCESS AND INCLUSION COORDINATOR.

I HAVE JUST A FEW THINGS TO SHARE AND A LITTLE BIT OF DATA UPDATE JUST FROM MY LAST REVIEW.

THIS IS AGAIN, REVISITING OUR COMMITMENT AS A SCHOOL DISTRICT, WHICH IS OUR BOARD POLICY, THAT WE BELIEVE THE ENTIRE COMMUNITY BENEFITS WHEN EVERY CHILD SUCCEEDS.

THEREFORE, WE HAVE A COLLECTIVE RESPONSIBILITY AND REQUIRE ACCOUNTABILITY TO ENSURE THAT CHILDREN OF EVERY RACE, NATIONAL ORIGIN, LANGUAGE, RELIGION, GENDER, SEXUAL ORIENTATION, GENDER IDENTITY OR EXPRESSION, SOCIOECONOMIC STATUS, SOCIO-EMOTIONAL AND WELL-BEING, AND ABILITY TO REACH THEIR FULL POTENTIAL.

THAT'S A LOT OF THINGS.

AS A DISTRICT, WE ALSO HAVE OUR SEE AND SERVE ALL STUDENTS STATEMENT.

THAT'S A GREAT STATEMENT.

BUT WHAT DOES THAT REALLY MEAN AND WHAT DOES THAT REALLY LOOK LIKE AND HOW DO WE MEASURE THAT? THIS IS THE SAME QUESTION THAT I'VE BEEN FRAMING.

A LOT OF OUR THINKING AND LEARNING AROUND THIS YEAR IS IN WHAT WAYS CAN WE IMPACT OUR LEARNERS SENSE OF BELONGING BY INCREASING THEIR ACCESS TO OUR SYSTEMS? THIS IS A CHART FROM THE NATIONAL EQUITY PROJECT. IT'S NOT MINE.

[01:25:02]

WHAT IT DOES IS IT VISUALIZES HOW EQUITY LEADERSHIP LOOKS DIFFERENTLY THAN TRADITIONAL LEADERSHIP.

A LOT OF TIMES WE THINK ABOUT LEADERSHIP AS SOMETHING THAT'S TOP-DOWN AND EQUITY LEADERSHIP OFTEN COMES FROM WITHIN.

THIS ROLE IS ONE WHERE I USE TEAMMATES TO TRY TO EMPOWER OUR PRINCIPALS, OUR SCHOOL LEADERS, OUR TEACHERS TO BE THE LEADERS FOR CHANGE.

THEY ARE THE ONES THAT ARE SEEING AND SERVING.

THIS WORK IS REALLY TO EMPOWER THOSE THAT ARE FIRST IN CONTACT WITH OUR STUDENTS.

AS YOU LOOK AT THAT, IT'S THE SEE, WHICH IS WHERE ARE WE AT.

WHAT ARE WE NOTICING? A LOT OF THIS WINTER AND SPRING MY WORK HAS BEEN IDENTIFYING AREAS OF HARM THAT COME FORWARD IN OUR SCHOOLS AND WITH OUR STUDENTS.

THEN WHAT ARE WE GONNA DO ABOUT IT? THAT'S WHERE WE ENGAGE OTHERS. THEN WE ACT.

THAT ACT IS WHERE WE REALLY WANT TO SPEND MOST OF OUR TIME IN DEVELOPING A SYSTEM IN WHICH WE'RE READY FOR OUR KIDS NO MATTER HOW THEY APPEAR, WHO THEY ARE, WHAT THEIR CULTURE IS WHAT THEIR RACE IS, AND THAT THEY'RE WELCOME AND THEY EXPERIENCE A STRONG SENSE OF BELONGING IN OUR CLASSROOMS, ALL OF OUR SETTINGS.

BUT THIS IS AN UPDATE FROM OUR PANORAMA DATA.

I DON'T KNOW IF YOU'VE SEEN THIS YET, BUT THIS IS DISTRICT WIDE.

ONE WAY THAT WE MEASURE OUR IMPACT ON OUR STUDENTS IS THEIR PERCEIVED SENSE OF BELONGING.

WE DO THAT BECAUSE EVERYBODY NEEDS TO FEEL THAT SENSE OF BELONGING BEFORE THEY CAN EXPERIENCE SUCCESS.

I WANT TO TRY AND TAKE RISKS IN THE CLASSROOM.

THIS IS OUR OVER TIME DATA, AND THIS IS ELEMENTARY, SO JUST GRADES 3 THROUGH 5, AND YOU CAN SEE THAT IN THE FALL OF 2022, IT WAS AT 67% OVERALL AND IT'S DROPPED JUST 1%.

BUT THAT'S FAIRLY STABLE.

YOU CAN SEE THAT IN COMPARISON TO NON-URBAN ELEMENTARY SCHOOLS NATIONWIDE, WE RANK IN THE 40TH PERCENTILE, WHICH IS LOWER THAN I EXPECTED, BUT ABOUT TWO-THIRDS OF OUR GRADES 3 THROUGH 5 STUDENTS WHO TOOK THE SURVEY HAVE EXPRESSED THAT THEY HAVE A SENSE OF BELONGING IN THEIR SCHOOL.

LAST TIME I PRESENTED THIS DATA, I THINK IT WAS ERICA ASKED A QUESTION OF IF THIS WAS ABLE TO BE BROKEN DOWN BY DIFFERENT CATEGORIES OR AREAS. I DID THAT.

YOU CAN SEE THE BREAKDOWN BY RACE FOR ELEMENTARY FOR THOSE GRADES 3 THROUGH 5 IS VERY CONSISTENT AND VERY STABLE.

I SCREENSHOTTED THIS SO YOU CAN SEE IT'S A LITTLE BIT CLUNKY THERE AT THE BOTTOM.

BUT IT'S BASICALLY TWO-THIRDS ALL THE WAY THROUGH.

STUDENTS WHO RECEIVE 504 SERVICES, THIS IS TRICKY, IF THEY DON'T RECEIVE 504 SERVICES, 67% OF THEM CLAIM A SENSE OF BELONGING.

THE STUDENTS WHO DO RECEIVE 504 SERVICES ARE AT 56%.

SO THE NO AND THE YESES, DO THEY HAVE 504 SERVICES OR NOT? THEN THE BLUE IS THE PERCENTAGE OF THEM WHO ARE EXPERIENCING BELONGING AT THEIR SCHOOL.

FOR SPECIAL EDUCATION, STUDENTS RECEIVING SPECIAL EDUCATION SERVICES, IF THEY DON'T RECEIVE SERVICES, THEY EXPERIENCED A 67% SENSE OF BELONGING AND IF THEY DO, IT'S 62%.

THERE'S STILL SOME GAPS THERE AT THOSE YOUNGER GRADES.

THEN ADDITIONALLY, THESE ARE SOME OF THE QUESTIONS THAT ARE ASKED WHEN THAT CONTRIBUTE TO THAT DATA.

THIS IS ALL THROUGH PANORAMA.

HOW DO STUDENTS RESPOND TO EACH QUESTION? DO PEOPLE AT YOUR SCHOOL UNDERSTAND YOU AS A PERSON? HOW MUCH SUPPORT DO THE ADULTS AT YOUR SCHOOL GIVE YOU? HOW MUCH RESPECT DO STUDENTS AT YOUR SCHOOL SHOW YOU? OVERALL, HOW MUCH DO YOU FEEL LIKE YOU BELONG AT YOUR SCHOOL? ALMOST ALL OF THEM DECLINED OVER THE COURSE OF THE SCHOOL YEAR, WHICH IS QUITE COMMON FOR THEM TO DROP A LITTLE BIT BETWEEN FALL AND SPRING, JUST THE ENDURANCE STARTS TO WANE FOR STUDENTS.

IF THEY'VE NOT EXPERIENCED A LOT OF SUCCESS, THEN THEY START TO FEEL THAT EXCLUSION, DEPENDING ON WHAT THAT LACK OF SUCCESS IS IN.

THAT WAS ELEMENTARY.

I HAVE THE SAME INFORMATION FOR SECONDARY, WHICH IS GRADE 6 THROUGH 12.

YOU'LL NOTICE THAT IN THE UPPER CORNER THERE'S A LITTLE TINY NUMBER OF HOW MANY RESPONSES WE RECEIVED.

OVERALL, WE ONLY RECEIVED A TOTAL OF, I THINK, IT WAS CLOSE TO 5,000 RESPONSES, AND WE HAVE 7,000 STUDENTS IN OUR DISTRICT.

WE'RE STILL LACKING IN HOW MANY ARE TAKING THIS SURVEY.

TAKE THAT FOR WHAT IT IS.

IT ALSO BE GOOD TO KNOW WHO IT IS THAT'S NOT TAKING THE SURVEY, TO BE ABLE TO GET A BETTER PICTURE.

FOR SECONDARY SCHOOLS, YOU CAN SEE THAT THERE WAS AN INCREASE.

[01:30:05]

IT'S ONLY AT 49%.

LESS THAN JUST UNDER HALF OF OUR STUDENTS FEEL THAT SENSE OF BELONGING IN OUR SECONDARY SCHOOLS.

BUT THE FACT THAT IT INCREASED IS QUITE UNCOMMON OVER THE SCHOOL YEAR.

THAT TO ME IS A BIG WIN.

IF YOU BREAK THAT DOWN, OTHER NON-URBAN MIDDLE SCHOOLS CANVAS RANKS IN THE 50TH PERCENTILE.

FOR NON-URBAN HIGH SCHOOLS, WE RANK IN THE 80TH PERCENTILE.

SO WE'RE DOING BETTER THAN 80% OF SCHOOLS IN THE NATION.

WHEN YOU BREAK THIS DOWN BY THESE DIFFERENT AREAS, THE STORY STARTS TO CHANGE A LITTLE BIT.

SECONDARY STUDENTS ARE FEELING DIFFERENTLY THAN THEIR ELEMENTARY PEERS.

IF YOU LOOK AT RACE, YOU CAN SEE THE BREAKDOWN.

YOU COULD PROBABLY PREDICT THIS BASED ON JUST NATIONAL TRENDS AND ALSO THE WAY OUR PROGRAMS ARE DESIGNED AND HOW SCHOOL HAS BEEN SET UP.

THIS IS HOW WE OPERATE.

OUR WHITE AND ASIAN STUDENTS THAT ARE AT 50% OF THEM ARE FEELING A STRONG SENSE OF BELONGING.

THEN EVERYONE ELSE IS LOWER THAN THAT.

YOU CAN SEE BLACK OR AFRICAN AMERICAN AND AMERICAN INDIAN OR ALASKAN NATIVE, ARE OUR LOWEST, OR STUDENTS WHO ARE SHOWING UP LOWEST ON THEIR SENSE OF BELONGING.

504 STUDENTS, THERE'S STILL A DISCREPANCY BETWEEN STUDENTS WHO EXPERIENCE BELONGING AND DON'T AND SAME WITH SPECIAL EDUCATION.

THEN WHEN YOU BREAK IT DOWN BY GENDER IDENTITY, THIS ISN'T CLEAR FOR ELEMENTARY, FOR THE 3 THROUGH 5, THEY DON'T ASK THE SAME QUESTIONS.

THE GENDER IDENTITY IS NOT CLEAR, BUT FOR SECONDARY, YOU CAN SEE THAT IT'S ALL PRETTY CONSISTENT EXCEPT FOR NON-BINARY STUDENTS, ONLY 38% OF THEM FEEL A SENSE OF BELONGING IN OUR SCHOOLS.

THERE'S DEFINITELY WORK TO DO THERE.

THIS IS WHAT OUR STUDENTS ARE EXPRESSING THEIR EXPERIENCES ARE, WHICH IS OUR PRIORITY.

THAT'S WHO WE SEE AND SERVE.

THE DATA ALSO PROVIDE SOME URGENCY AROUND THIS WORK AS WELL.

OUR 6 THROUGH 12, YOU CAN SEE THAT THOSE ALSO INCREASED OVERALL EXCEPT THAT MIDDLE QUESTION, WHICH IS HOPEFUL.

THERE'S STILL, AGAIN, A LOT OF GROWTH THERE SINCE WE'RE JUST AT ABOUT 50% OR UNDER FOR MOST OF THESE.

WHAT DOES THIS LOOK LIKE IN THE CLASSROOM AND HOW DO WE CONTINUE TO IMPACT THIS DATA? WE HAVE HAD OUR STAFF AND LEADERS REPORTING INCREASED INCIDENCE OF UNEXPECTED BEHAVIORS FROM STUDENTS.

I THINK WE ALL HAD PRETTY CONSISTENT EXPERIENCES IN OUR SCHOOLS, AND THEN THE PANDEMIC HIT AND THAT CREATED THIS GIANT GAP OF KIDS ARE NOT IN OUR SCHOOLS AND WE DON'T HAVE ANY IDEA WHAT THEY'RE DOING AS FAR AS BEHAVIOR, WHAT THEIR ROUTINES AND STRUCTURES LOOK LIKE AT HOME.

THAT IS NOT IN OUR HANDS.

THEY COME BACK TO SCHOOL OR A SCHOOL SETTING, AND SCHOOL FEELS MUCH DIFFERENTLY THAN IT DID BEFORE.

WE'RE SEEING LOTS OF DIFFERENT TYPES OF BEHAVIORS.

WHAT I THINK IS REALLY COOL ABOUT THAT AS OUR KIDS ARE SAYING, THIS IS NOT WORKING FOR ME.

WHAT WE'RE DOING OR WHAT WE'VE ALWAYS DONE IS NOT WORKING.

THAT'S FORCING US TO RESPOND IN A WAY THAT SUPPORTS THEM BETTER.

WE CONTINUE TO SHOW DISPROPORTIONATE RATES OF DISCIPLINE AND SLOW ACADEMIC GROWTH FOR STUDENTS IN OUR HISTORICALLY MARGINALIZED GROUPS, WHICH YOU CAN PRETTY MUCH CORRELATE WITH OUR BELONGING DATA TO SEE WHAT THAT LOOKS LIKE OR WHO THAT IS.

IN ORDER TO CONTINUE TO IMPACT THAT DATA, WE HAVE OUR CONTINUED ANTI-BIAS LEARNING, WHICH IS A STATE REQUIREMENT THAT WE OFFER EVERY YEAR, AND SUPPORT FOR INCLUSIVE PRACTICES AT THE DISTRICT LEVEL, AND THEN TIERED SUPPORTS AT ALL LEVELS.

WE'RE WORKING ON OUR NTSS SYSTEM FOR NEXT YEAR.

JUST GETTING THAT STARTED, THAT'S A GIANT SHIFT IN HOW WE OPERATE, BUT THAT'S ALSO TO SERVE OUR STUDENTS.

AND DEVELOPING INSTRUCTIONAL LEADERSHIP FOR EQUITABLE PRACTICES IN OUR DISTRICT AND SCHOOL LEADERS.

AGAIN, WORKING CLOSELY WITH OUR PRINCIPALS AND OUR TEACHERS IN ORDER TO BUILD THAT CAPACITY WITH WHAT IT MEANS TO SEE AND SERVE.

THAT STARTS HERE AT DISTRICT OFFICE AS WELL.

WE HAVE TO BE ABLE TO SUPPORT OUR PRINCIPALS AND OUR TEACHERS THROUGH THAT WORK BY ALSO BEING INSTRUCTIONAL LEADERS IN THOSE AREAS.

THAT'S HOW WE DO IT. WE SHIFT OUR CULTURE.

AGAIN, OUR REQUIRED TRAININGS ARE WE USE EQUITY MODULES HERE, WE'RE ON OUR FOURTH ONE FOR NEXT YEAR.

IT WILL BE ABOUT INCLUSION AND DISABILITIES, AND HOW THAT MIGHT INFORM A STUDENT'S BEHAVIOR OR THE WAY THEY SHOW UP, AND HOW WE CAN BEST SUPPORT THEIR ACADEMIC GROWTH IN OUR SCHOOLS.

WE MET TODAY TO START LOOKING AT WHAT THAT WILL LOOK LIKE AND

[01:35:04]

INCLUDED SOME OF OUR SPECIAL EDUCATION TEACHERS AND LEADERS IN THE DISTRICT, SO WE CAN GET AN IDEA OF HOW WE CAN OFFER THIS TRAINING FOR ALL STAFF AND MAKE IT MEANINGFUL.

SHIFTING GEARS. OUR DISTRICT EQUITY TEAM THIS SPRING MET FOR A FINAL TIME IN, I THINK IT WAS MAY 31ST.

THIS INCLUDED LEARNING ABOUT OUR WHITE-DOMINANT CULTURE CHARACTERISTICS.

THIS IS ASSUMING THAT WE ALL OPERATE IN A WHITE-DOMINANT CULTURE.

THE EXPECTATIONS THAT WE HAVE OF HOW WE EXIST IN A SPACE, LIKE RIGHT NOW, YOU ALL ARE VERY QUIET AND COMPLIANT.

THAT'S A CHARACTERISTIC OF A WHITE-DOMINANT CULTURE.

THEN ALSO SOME ANTIDOTES TO SHIFT SOME OF THAT CULTURE SO THAT OUR STUDENTS WHO DON'T EXPERIENCE THAT CULTURE AT HOME ARE ABLE TO STILL BE SUCCESSFUL AT SCHOOL.

WE CHOSE SOME DIFFERENT CHARACTERISTICS AND WHAT THOSE ANTIDOTES LOOK LIKE.

THEN OUR BUILDING EQUITY LEADERS, WHICH INCLUDES EQUITY TEAM LEADERS AND PRINCIPALS, BEGAN DEVELOPING PLANS FOR A SPECIFIC SHIFT IN THIS AREA.

THEN AT OUR NEXT MEETING, THEY SHARED THAT SHIFT, WHAT IT IS THEY PLAN TO DO.

YOU CAN SEE LACAMAS LAKE, I THINK IT'S A LITTLE BIT EASIER TO READ, BUT I JUST TOOK SCREENSHOTS OF WHAT THEY HAD DESIGNED TO SHARE AND WORK ON.

LACAMAS LAKE, THEIR GOAL WAS THE STAFF OF LACAMAS LAKE WILL UNDERSTAND THAT DISCOMFORT IS AT THE ROOT OF ALL GROWTH AND LEARNING, AND THE CHARACTERISTIC IS THE RIGHT TO COMFORT.

THAT'S WHERE THAT CAME FROM.

THE BARRIERS FOR THAT ARE PROVIDING A SAFE SPACE FOR THE WORKER CONVERSATIONS TO HAPPEN, AND HOW CAN WE CREATE CONDITIONS FOR EQUITABLE OUTCOMES.

THEN THEY LISTED SOME ACTION STEPS.

PROVIDE PATHWAYS FOR STAFF TO PRACTICE.

THIS WAS JUST SOME IDEAS OF WHAT THEY COULD OFFER.

EMPOWER MEMBERS OF THE COMMUNITY TO ACCEPT DISCOMFORT, PROVIDE PLC TIME AND STAFF MEETINGS TO PROVIDE DISCUSSION AND APPLICATION OPPORTUNITIES, AND THEN IT SAYS CONTINUING THIS WORK BECAUSE IT'S NEVER DONE, WE'RE GOING TO CONTINUE.

THAT'S WHAT THEY WORKED ON AT FIRST.

THEY SHARED THEIR PROGRESS IN MAY ON THAT.

THEN AT THE LAST MEETING, WE STARTED BRAINSTORMING FOR MODULE 4, ESTABLISHING WHAT THE TOPIC COULD BE.

THAT'S WHERE WE CAME UP WITH INCLUSION AND DISABILITIES, AND WHAT THAT MIGHT LOOK LIKE.

THIS YEAR, I'VE NOTICED THAT OUR MODULES IN THE PAST, INCLUDING THE THIRD ONE THAT WE WORKED ON THIS YEAR OR THAT I PRESENTED SEVERAL TIMES THIS YEAR WAS REALLY SPECIFIC TO PEOPLE WHO ARE STUDENT-FACING.

WE HAVE A LOT OF PEOPLE THAT WORK IN OUR SCHOOL DISTRICT WHO ARE NOT STUDENT-FACING, AND SO THEY FEEL LIKE SOMETIMES THAT'S NOT TOTALLY APPLICABLE TO THEIR WORK OR THEIR JOB.

MODULE 4, THE INTENTION IS TO DESIGN TWO DIFFERENT COMPONENTS, COMPONENT THAT'S FOR EVERYONE, AND A SECOND ONE THAT IS BROKEN DOWN BY PEOPLE WHO ARE STUDENT-FACING AND PEOPLE WHO ARE NOT STUDENT-FACING OR PEOPLE WHO ARE ORGANIZATIONAL SO THAT IT FEELS APPLICABLE TO EVERYONE.

REALLY IT SHOULD BE MEANINGFUL TO EVERYONE WHO EXPERIENCES THIS LEARNING.

THAT'S THE POINT, IS TO DESIGN IN A WAY THAT CAN BE MODIFIED FOR SPECIFIC ROLES.

>> KATIE, CAN YOU GIVE US AN EXAMPLE OF A POSSIBLE NON-STUDENT-FACING EMPLOYEE IN OUR DISTRICT?

>> A LOT OF PEOPLE THAT WORK AT ZAC HAVE AN OFFICE JOB, SO THEY MAY NOT INTERACT WITH A LOT OF STUDENTS.

I JUST THINK ABOUT OUR FACILITIES PEOPLE AND OUR OPERATIONS PEOPLE, THE PEOPLE THAT WORK AT MAINTENANCE.

WE DO HAVE QUITE A FEW PEOPLE IN TRANSPORTATION.

A LOT OF THEM ARE STUDENT-FACING, THEIR BUS DRIVERS, BUT THEY MIGHT NOT BE.

IT'S IMPORTANT THAT WE REACH ALL OF THOSE PEOPLE BECAUSE THAT SHOULD BE THE FABRIC OF WHO WE ARE AND NOT JUST THOSE WHO IMPACT OUR STUDENTS, THAT WILL JUST CREATE A CULTURAL DIVIDE WITHIN OUR SYSTEM IF WE'RE NOT REACHING ALL AREAS.

THAT'S A GREAT QUESTION. THAT IS IT.

THAT'S ALL I HAVE TO SHARE. ARE THERE OTHER QUESTIONS THAT AROSE THROUGH THAT?

>> THANK YOU SO MUCH.

FIRST, MY EMPATHETIC HEART HURTS SEEING SOME OF THAT DATA, [LAUGHTER] AND YET I WANT TO SHIFT THE MINDSET THERE AND APPRECIATE THAT WE'RE SEEKING THAT DATA.

WE'RE ASKING THE HARD QUESTIONS THAT WE MAY NOT ALWAYS BE HAPPY OR SATISFIED WITH THE ANSWERS, AND THAT'S WHERE THE WORK IS.

WE ARE NOT AFRAID TO DO THE HARD WORK.

THIS IS IMPORTANT. THANK YOU.

[01:40:01]

>> ALL DATA TELLS A STORY.

THAT'S HOW WE THINK OF DATA.

THAT'S OUR STORY, BUT WE GET TO WRITE OUR STORY.

WE GET TO CHANGE THAT. OPPORTUNITY THERE.

[LAUGHTER]

>> I'M WONDERING, IT WAS INTERESTING IN THE SECONDARY DATA THAT STUDENTS SERVED WITH A 504 WAS ALWAYS LOWER THAN THOSE SERVED IN SPECIAL EDUCATION.

I JUST THOUGHT THAT WAS REALLY INTERESTING IF YOU HAD ANY INSIGHT INTO THAT AT ALL OR NOT.

>> THAT'S A GREAT QUESTION.

I ALSO HAVE TO WONDER WHO IS TAKING THE SURVEY.

IF OUR MOST IMPACTED STUDENTS ARE NOT TAKING THIS SURVEY, I DON'T KNOW WHAT THEY WOULD SAY AS FAR AS THEIR SENSE OF BELONGING IN OUR SCHOOLS, ESPECIALLY IF THEY DON'T EXPERIENCE A GEN ED SETTING FOR MOST OR ALL OF THEIR DAY.

I DON'T KNOW HOW TO EXPLAIN THAT DISCREPANCY OTHER THAN TO ENCOURAGE A GREATER NUMBER OF STUDENTS TO TAKE THE SURVEY.

[LAUGHTER]

>> ALSO, MAYBE THERE USUALLY IS MORE SUPPORT IF YOU HAVE AN IEP VERSUS A 504, CAN IT BE? I DON'T KNOW.

>> YEAH.

>> I WONDER PERSONALLY BECAUSE I WRITE 504 PLANS FOR STUDENTS, AND I'M REALLY CURIOUS IF THERE'S ANY CAUSATION OR CORRELATION BETWEEN HAVING A 504 PLAN AND THEIR SENSE OF BELONGING. ANYWAY, JUST WONDERING.

>> IF YOU'RE WORKING THROUGH UNIVERSAL DESIGN FOR LEARNING, IDEALLY, EVERY CLASSROOM IS SET UP IN A WAY THAT YOU DON'T HAVE TO HAVE AN ADDITIONAL PLAN TO BE SUCCESSFUL.

THAT'S ALSO THE WORK TO MAKE SURE THAT STUDENTS WHO ARE SERVED ON A 504, IF THAT DATA LOOKS LOW TO YOU, THAT ALSO SAYS THAT STUDENTS WHO ARE NOT ON 504 MIGHT BE EXPERIENCING SOME OF THAT AS WELL.

>> RIGHT. THANK YOU.

>> KATIE, CAN YOU REMIND ME, AND MAYBE IT'S DIFFERENT BETWEEN THE BUILDINGS AND BETWEEN THE GRADES, BUT HOW DOES THIS SURVEY GET PUSHED OUT TO STUDENTS? ARE THEY ALL DOING IT IN A CERTAIN LIKE IT'S SECONDARY? ARE THEY DOING IT DURING A CLASS, OR IS IT JUST EMAIL AND HOPE THAT THEY TURN IT IN?

>> MY UNDERSTANDING IS THEY ALL GET AN EMAIL, BUT THEY DO RESERVE TIME IN CLASS TO TAKE THE SURVEY.

THAT'S THROUGH THE PRINCIPALS COMMUNICATING WITH THEIR STAFF THAT THIS WINDOW IS OPEN, YOU HAVE UNTIL THIS DATE TO TAKE IT OR WHATEVER.

THEY DETERMINE EVERYONE'S GOING TO TAKE IT IN ADVISORY, OR THEIR SECOND PERIOD, OR WHATEVER.

THE THIRD THROUGH FIFTH, THAT'S ONLY THREE GRADES.

I THINK IT'S PROBABLY A HIGHER RATE OF STUDENTS THAT ARE TAKING IT, BUT YEAH, THAT'S SOMETHING THAT'S LEFT TO EACH BUILDING TO COMMUNICATE.

>> I'D JUST BE CURIOUS TO SEE PERCENTAGE-WISE, HOW IT LOOKS BETWEEN THE DIFFERENT BUILDINGS.

IF THERE'S ONE BUILDING THAT'S GOT IT, LIKE THEY'VE GOT THE SECRET FORMULA TO HOW TO GET KIDS TO FILL IT OUT, BECAUSE LIKE YOU'RE SAYING, WE WANT THIS DATA.

>> WE LOOKED AT IT. [OVERLAPPING].

>> TRACY, YOU TALKED ABOUT THAT BEFORE AT THE LAST WORKSHOP WITH PRINCIPALS AND WHEN WE WERE TALKING ABOUT THEIR PLANS, I THINK IT WAS GARY WHO SAID THERE CAN BE CERTAIN TIMES OF DAY, CERTAIN TIMES OF THE YEAR THAT ARE MORE SUCCESSFUL OR NOT.

I WOULD LOVE TO HEAR WHAT THE SAC STUDENTS THINK ABOUT THIS BECAUSE ONCE I UNDERSTOOD THE VALUE OF PANORAMA DATA TO US AND THE DISTRICT, THAT WAS A TOPIC OF CONVERSATION AT MY DINNER TABLE.

BUT I DON'T THINK PEOPLE UNDERSTAND TO HAVE THOSE CONVERSATIONS.

I'D LOVE TO DIG INTO THAT WITH THE STUDENT ADVISORY COMMITTEE A BIT.

>> YEAH, AND WE DO HAVE THE BREAKDOWN BY BUILDING, SO EVERY PRINCIPAL IS RESPONSIBLE FOR THEIR OWN DATA.

THEY CAN SEE THE BREAKDOWN BY KID.

YOU CAN EVEN SEE.

YOU CAN GO AS FAR AS YOU WANT.

YOU CAN IDENTIFY ALL THE THINGS, AND SO THEY CAN SEE WHAT THAT LOOKS AND SOUNDS LIKE, BUT IDEALLY, THE GOAL IS NOT TO IDENTIFY A SPECIFIC TEACHER OR PLACE BUT TO GET THE WHOLE SYSTEM TO RISE.

>> NOW I FEEL LIKE WE HAVE ALL THESE QUESTIONS ON THE SURVEY.

WHERE DO THE QUESTIONS COME FROM, AND ARE THEY THE SAME OR DO WE PICK? BECAUSE THERE WAS SOMETHING THAT CAME UP AT OUR WORKSHOP WE HAD THAT ARE WE ASKING THE RIGHT QUESTIONS.

I JUST DIDN'T KNOW IF THEY'RE STANDARD QUESTIONS OR ARE WE PICK AND CHOOSE OR.

>> I THINK THEY'RE STANDARD QUESTIONS FROM PANORAMA THAT WE DON'T CHOOSE NECESSARILY.

THERE ARE DIFFERENT FOR THE DIFFERENT GRADE BANDS.

YOU CAN SEE THAT LIKE JUST EVEN THIS, THIS IS THE OVERVIEW OF THESE QUESTIONS, BUT YOU CAN SEE THAT THERE'S, 5, 4, 6-12, AND THERE'S ONLY FOUR FOR THREE THROUGH FIVE.

THEY VARY A LITTLE BIT, BUT THAT ALLOWS US THE ABILITY

[01:45:05]

TO ALSO SEE WHERE WE STAND WITH OTHER DISTRICTS IN THE NATION THAT USE PANORAMA.

IT'S A GREAT RESOURCE, BUT WE GOT TO GET A HANDLE ON USING IT CONSISTENTLY.

>> ARE WE ABLE TO COMPARE OUR RESULTS TO OUR REGION, PER COUNTY?

>> I DON'T HAVE THAT ACCESS.

I CAN SEE OUR DISTRICT AND EVERY BUILDING AND I CAN SEE THE DATA THAT PANORAMA PUTS OUT, BUT I CAN'T COMPARE OUR RESULTS TO ANOTHER SCHOOL OR DISTRICT.

I COULD PROBABLY REACH OUT AND ASK THEM FOR SOME OVERVIEW DATA, BUT I CAN'T SEE THAT THROUGH THE SYSTEM.

>> ANYTHING ELSE?

>> GOOD. [OVERLAPPING]

>> KATIE, THANK YOU.

>> YEAH, THANK YOU.

>> THAT MOVES US ON TO ITEM 10A, OUT-OF-FIELD TEACHING ASSIGNMENTS.

[10. OPEN AND EFFECTIVE COMMUNICATION]

WE HAD ONE OF THESE COME CROSS OUR TABLE A COUPLE OF MONTHS AGO.

THIS IS PRETTY PRO FORMA STUFF.

WE JUST HAVE A COUPLE OF TEACHERS WHO ARE TEACHING MAYBE SOME SINGLE CLASSES, OR THAT ARE SLIGHTLY OUT OF THEIR ENDORSEMENT AREA OR GOT THEIR ENDORSEMENT A COUPLE OF DAYS AFTER SCHOOL STARTED OR SOMETHING LIKE THAT.

YOU HAVE THE LIST IN FRONT OF YOU, WE JUST NEED BOARD APPROVAL FOR THIS, SO I NOW ENTERTAIN A MOTION AND A SECOND.

>> I MOVE TO APPROVE THE OUTER FIELD TEACHING ASSIGNMENTS AS SUBMITTED.

>> I'LL SECOND THAT.

>> MOVED BY ERICA, SECONDED BY TRACY.

ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR? OPPOSED? MOTION CARRIES.

ITEM 11, QUALITY FACILITIES AND RESOURCES.

[11. QUALITY FACILITIES AND RESOURCES]

WE HAVE A COUPLE OF ITEMS ON HERE.

11A, FIRST OF ALL, I'LL GET THERE REALLY QUICK, IS ODYSSEY MIDDLE SCHOOL HVAC PACKAGE UNIT REPAIR.

WE HAVE FOUR FAULTY AC COMPRESSORS AT ODYSSEY MIDDLE SCHOOL AT A BUILDING.

THESE UNITS ARE 27 YEARS OLD, AND I KNOW I'M TALKING TO SHERMAN ABOUT THIS.

THIS IS SOMETHING JUST TO KEEP US GOING UNTIL WE CAN GO OUT FOR A BIGGER REPLACEMENT HERE.

I'M LOOKING FOR A MOTION AND A SECOND ON THAT UNLESS THERE'S ANY OTHER QUESTIONS OR COMMENTS.

>> I'LL MOVE TO AWARD NORTHWEST CONTROL COMPANY THE CONTRACT AS SUBMITTED FOR A TOTAL OF $68,105.45, WHICH IS COMING OUT OF THE GENERAL FUND TO REPLACE THE HVAC SYSTEM AT ODYSSEY MIDDLE SCHOOL.

>> SECOND.

>> IT'S BEEN MOVED BY ERICA, SECONDED BY CONNIE. ANY FURTHER DISCUSSION? I WILL SAY WHEN WE DID OUR SITE VISITS LAST MONTH, I NOTICED ALL OF THE FANS RUNNING IN THAT BUILDING, LIKE BOX FANS AND STUFF LIKE THAT.

THIS IS NEEDED. ALL THOSE IN FAVOR?

>> AYE.

>> OPPOSED? MOTION CARRIES.

ITEM B IS FINAL ACCEPTANCE OF THE CAMAS THEATER STATE CURTAINS AND PROJECTOR SCREEN PROJECT.

THIS PROJECT HAS BEEN DONE.

IT CAME IN ON BUDGET, NO CHANGE ORDER, SO THIS IS JUST FINAL ACCEPTANCE TO SUBMIT THE FILED PAPERWORK.

>> I MOVE TO APPROVE THE FINAL ACCEPTANCE FOR THE CAMAS THEATER STATE CURTAINS AND PROJECTOR SCREEN PROJECT AS COMPLETE FOR THE TOTAL OF $51,390.27, WHICH INCLUDES SALES TAX.

>> AGAIN.

>> MOVE BY TRACY, SECONDED BY CONNIE. ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR, OPPOSED. MOTION CARRIES.

ITEM 11 C. THIS IS APPROVAL OF OUR FOOD SERVICE MANAGEMENT COMPANY.

I DID ASK JASON TO BE AVAILABLE FOR ANY QUESTIONS ON THIS, JASON, IF YOU DON'T MIND, COULD YOU GIVE US A LITTLE BIT OF A KIND OF A BACKGROUND ON THIS? I KNOW IT'S A FIVE-YEAR RFP PROCESS, CORRECT?

>>YES. EVERY FIVE YEARS WE GO THROUGH AN RFP PROCESS FOR THESE SERVICES.

THESE SERVICES ARE FOOD SERVICE MANAGEMENT COMPANY SERVICE, FSMC.

THIS IS BASICALLY THE COMPANY THAT MANAGES OUR FOOD SERVICE OPERATIONS.

OUR EMPLOYEES ARE ACTUALLY ALL OF OUR FOOD SERVICE WORKERS.

IT'S A MANAGEMENT POSITION AND SUPPORT BASED OUT OF THE CENTRAL OFFICE THAT SUPPORTS ALL OF OUR SCHOOLS' SITES.

THEY ALSO WITHIN THAT CONTRACT IS THIS COMPANY WILL PROCURE OUR FOOD NECESSARY TO BE PURCHASED AND THEN AND THEN ULTIMATELY FED TO OUR CHILDREN.

[01:50:06]

THAT'S GENERALLY THE SCOPE OF THE CONTRACT.

IT'S HIGHLY REGULATED PROCESS.

WE KNOW WHEN YOU ACCEPT USDA FUNDS, THEY REGULATE SCHOOL LUNCH TO A GREAT DEAL.

OSPI, BASICALLY AS AN ARM OF THE USDA, IS THE ORGANIZATION THAT WE WORK WITH ON A REGULAR BASIS AND THEY REALLY ARE.

OSPI REALLY DICTATES THIS PROCESS AND IT'S A LENGTHY ONE.

FIRST RELEASED THE RFP BEFORE SPRING BREAK, I WAS FLAGGING QUESTIONS WHILE ON VACATION OVER SPRING BREAK.

IT'S IT'S LENGTHY.

THIS BASICALLY MARKS THE CONCLUSION OF A VERY LONG OPEN PERIOD IN WHICH WE RECEIVED THREE PROPOSALS FROM THREE REPUTABLE COMPANIES.

IN THIS INDUSTRY THERE'S TWO MAJOR PLAYERS IN THIS REGION OF THE NATION, BASICALLY IN THE STATE OF WASHINGTON, AND IT'S TO BE SODEXO AND CHARTWELLS.

WE ALSO GOT A RESPONSE FROM SFA, WHICH IS HAS A LARGER MARKET SHARE IN OTHER REGIONS OF THE COUNTRY, NOT AS PROMINENT HERE IN THE NORTHWEST.

THE COMMITTEE SCORING CAME OUT WITH A RECOMMENDATION TO OFFER THE CONTRACT CHARTWELLS.

THAT'S THE STAFF RECOMMENDATION AFTER GOING THROUGH THIS PROCESS.

THIS WOULD BE A CHANGE BECAUSE WE'VE HAD SODEXO FOR A NUMBER OF YEARS AND THEY'VE BEEN A GOOD PARTNER.

BUT WE FEEL AS THOUGH THE COMMITMENT BY CHARTWELLS TO COMMITMENT TO CANVAS AND COMMITMENT TO MANAGEMENT AND SUPPORT OVER THE TERM OF THE CONTRACT ISN'T IMPROVEMENT IN A DIRECTION THAT WE NEED AS A DISTRICT.

THAT'S THE REASONS BEHIND THE RECOMMENDATION FROM STAFF.

>> MAYBE CAN YOU JUST TELL ME A LITTLE BIT MORE ABOUT YOUR PROCESS? YOU HAD EVALUATORS AND WERE THEY EMPLOYEES AND I BELIEVE YOU TOLD ME YOU TOOK FIELD TRIPS TO LOOK AT SITES THAT HAVE CHARTWELLS AND SODEXO, DIDN'T YOU?

>> YEAH. THAT WASN'T REALLY PART OF THE RFP PROCESS.

IN THE FALL, WE RELEASED THE RFP, I WANT TO SAY IN MARCH INTO MARCH PROBABLY.

I WANT TO SAY IN THE FALL, WINTERTIME, WE WENT AND VISITED SOME OTHER DISTRICTS.

NORTH CLACKAMAS IS SERVED BY CHARTWELLS AND WE LOOKED AT WHEN I SAY OREGON CITY, WHO SERVED BY SODEXO, I MEAN, THEY GAVE US TOURS OF THEIR FACILITIES BECAUSE WE WERE LOOKING AT OKAY.

WHAT ARE OUR OPTIONS OUT THERE? AS I MENTIONED, THERE'S TWO COMPANIES THAT HAVE THIS MARKET SHARE.

WE WANTED TO SEE DIFFERENT OPERATIONS AND SO I DIDN'T TAKE STAFF BASICALLY GOT THEM SERVES FOR THE DAY.

BECAUSE YOU CAN'T GO SEE OTHER OPERATIONS WHEN YOU'RE SERVING KIDS YOURSELF.

IT WAS A GOOD EXPERIENCE.

HE TOOK FOOD SERVICE STAFF OUT THERE.

I THINK AND WE DID THOSE TWO TOURS.

ONE OF THEM I HAD TO GO SEPARATELY BECAUSE I THINK I WAS SICK FOR ONE OF THE STAFF WENT AHEAD WITHOUT ME.

I WENT BACK TO THAT DISTRICT AFTER THEY DID ABOUT THREE TOURS AND WE LOOKED AT ELEMENTARY, MIDDLE, AND HIGH SCHOOL OPERATIONS.

ONE OF THE THINGS THAT WAS INTERESTING IS A LOT OF THE OPERATIONS ARE VERY SIMILAR.

FEEDING KIDS, IF YOU THINK ABOUT IT IN A HIGHLY REGULATED ENVIRONMENT.

YOU NEED TO MOVE THEM THROUGH THE LINE AND A LIMITED AMOUNT OF TIME.

THE PROCESS IS VERY SIMILAR.

WHAT YOU CAN SEE ARE DEFINITELY CULTURAL DIFFERENCES AND BY DISTRICT AND WE WOULD BE A THIRD DIFFERENT CULTURE.

IT WAS TIME WELL SPENT AND I THINK IT GAVE STAFF GUY THAT UNDERSTANDING OF THERE ARE A LOT OF SIMILARITIES FROM ONE DISTRICT TO THE NEXT.

WE HAVE A LOT OF THE SAME PRACTICES.

>> THIS IS OUR, LIKE YOU SAID, OUR FOOD SERVICE MANAGEMENT COMPANY.

WE'RE TALKING ABOUT LIKE A SINGLE PERSON OR SEVERAL PEOPLE THAT OVERSEE THE DISTRICT FOOD SERVICES?

[01:55:03]

>> YEAH. OUR EXPECTATION IS FOR TWO.

WE MADE THAT VERY CLEAR IN THE RFP THAT WITH SOME OF THE INCONSISTENCIES THAT WE'VE SEEN IN OVER THE PAST FIVE YEARS, AS WE WOULD HAVE TWO PEOPLE THAN TO ONE INTERIMS OVER THAT PERIOD OF TIME.

IT WAS INCONSISTENT.

WE WANTED TO MAKE SURE THAT THE PROPOSERS KNEW THAT, HEY, OUR EXPECTATION IS THAT WE FEEL THIS IS AN OPERATION BIG ENOUGH THAT WARRANTS TO PEOPLE.

I BELIEVE THE STAFF OR FOOD SERVICE STAFF AND OUR STUDENTS DESERVE THAT.

>> THERE ANY OTHER QUESTIONS FROM THE BOARD?

>> THANK YOU, JASON. YOU HAVE A MOTION IN FRONT OF YOU FOR APPROVAL OF A NEW FOOD SERVICES MANAGEMENT COMPANY IN CHARTWELLS? UNLESS THERE'S ANY OTHER DISCUSSION, I WOULD ENTERTAIN A MOTION AND A SECOND.

>> I WOULD MOVE TO APPROVE THE CHARTWELLS AS OUR NEW FOOD SERVICE MANAGEMENT STARTING AUGUST 28, 2023. I'LL SECOND.

>> IT WAS MOVED BY TRACY, SECONDED BY CONNIE.

ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR OR OPPOSED.

>> MOTION IS 31. MOTION CARRIES.

THAT MOVES US DOWN TO ITEM 11 D, WHICH IS THE SKY RIDGE MIDDLE SCHOOL BOILER REPLACEMENT PROJECT.

THIS IS ONE OF OUR PROJECTS FROM THE SOMEONE MAKE IT TO MY SLIDE HERE.

THIS IS A PROJECT FROM OUR CAPITAL PROGRAMS LEVY OR CAPITAL LEVY.

I'M LOOKING FOR A MOTION AND A SECOND TO APPROVE THIS.

>> I HAD A QUESTION REALLY QUICK.

>> GO AHEAD. YES.

>> IS A SHERMAN OR HIGH SUPER LENGTHY CONTRACT AND I WENT THROUGH IT ALL.

I COULDN'T FIND A PROJECTED END DATE FOR THE PROJECT.

>> [INAUDIBLE].

>> THAT WILL BE NEGOTIATED AFTER THE APPROVAL AND WE KNOW WHEN THAT PRODUCT IS BEING SHIPPED BECAUSE WE CAN'T HOLD THEM ACCOUNTABLE IF IT TAKES FOUR WEEKS TO SHIP INSTEAD OF TWO OR YOU UNDERSTAND THAT LOGISTICS.

>> UNDERSTANDABLE. THANK YOU SO MUCH. I APPRECIATE THAT.

I'LL GO AHEAD AND MOVE TO AWARD APEX MECHANICAL THE CONTRACT FOR THE SKY RIDGE MIDDLE SCHOOL BOILER REPLACEMENT PROJECT FOR A TOTAL OF 307,000.

>> I WILL SECOND THAT.

>> MOVE BY ERICA, SECONDED BY TRACY.

ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR, OPPOSED. MOTION CARRIES.

OUR FINAL ITEM, 11 E IS A REQUEST TO PURCHASE LETTERS, PROFESSIONAL DEVELOPMENT MATERIALS, FUNDING SOURCE ON THIS AS OUR TITLE TO GRANT FUNDS IN THE AMOUNT OF $62,444.

LOOKING FOR A MOTION A SECOND.

>> MOVED. I WILL SECOND THAT.

>> MOVED BY CONNIE, SECONDED BY TRACY.

ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR, OPPOSED. MOTION CARRIES.
