[1. SCHOOL BOARD SPECIAL MEETING - 6:30 PM]
[00:00:03]
GOOD EVENING, EVERYONE, AND WELCOME TO OUR SPECIAL MEETING FOR MONDAY, SEPTEMBER 18TH.
WE'LL GO AHEAD AND GET STARTED WITH THE PLEDGE OF ALLEGIANCE, LED BY CONNIE HENNESSEY.
THANK YOU, CONNIE. NEXT IS THE LAND ACKNOWLEDGMENT, AND THAT WILL BE READ BY TRACEY MALONE.
[2. ITEM(S) ADDED TO THE AGENDA]
I ACKNOWLEDGE THAT THE GEOGRAPHICAL REGION OF CAMAS IS LOCATED ON THE ANCESTRAL AND TERRITORIAL LANDS OF THE CHINOOK AND COWLITZ PEOPLE, AND THAT THE CHINOOK ARE STILL FIGHTING TO BE A FEDERALLY RECOGNIZED TRIBE ON THEIR OWN LAND.ALL RIGHT. THIS IS A VERY BRIEF MEETING.
WE HAVE ONE ITEM ON THE AGENDA.
SO, DR. ANZALONE, I'LL GO AHEAD AND TURN IT OVER TO YOU TO GIVE US A LITTLE BACKGROUND ON THIS.
ALL RIGHT. THANKS, COREY. GOOD EVENING, EVERYONE.
SO, FIRST OF ALL, THANKS FOR BEING HERE TONIGHT.
SO FIRST OFF, I DO WANT TO PUBLICLY SAY THANK YOU FOR ALL THE GUIDANCE AND SUPPORT DURING THE NEGOTIATION FOR CEA SPECIFICALLY, WE'RE STILL TRYING TO BUTTON UP OUR OTHER BARGAINING GROUPS, WHICH SHOULD BE HOPEFULLY DONE SOON.
HOPEFULLY AT OUR NEXT BOARD MEETING.
I KNOW THEY'RE STILL CROSSING SOME T'S AND DOTTING SOME I'S RIGHT NOW, CEA, AND THEN WE'LL TAKE ONE MORE LOOK AT IT SO THAT IT'S ALL GOOD TO GO, BUT I REALLY THINK THAT AT THE END OF THE DAY, YOU KNOW, THE WORK THAT WAS PUT IN BY BOTH SIDES IS GOING TO PAY OFF FOR OUR STUDENTS AND OUR STAFF AND FOR MANY, MANY YEARS.
CLASS SIZE, SPECIFICALLY, AS YOU KNOW, WAS A BIG TOPIC THROUGHOUT THIS BARGAINING SESSION, AND THAT'S NOT EASY TO DO AND IT'S NOT INEXPENSIVE TO DO. SO WE WANTED TO GET IT RIGHT, AND SO IT WAS UNFORTUNATE THAT WE WENT PAST THE TIME THAT WE NEEDED AND HAD THE SEVEN DAY STRIKE, BUT AT THE END OF THE DAY, I HOPE THAT THE COMMUNITY AND SPECIFICALLY THE STUDENTS ARE PLEASED WITH HOW IT DIRECTLY AND INDIRECTLY AFFECTS THEM EVERY SINGLE DAY.
WITH THAT SAID, OBVIOUSLY WE NEEDED TO DO AN UPDATE ON OUR CALENDAR.
SO I APPRECIATE YOUR PATIENCE ON THIS.
WE ALSO WANTED TO HAVE AS MANY STAKEHOLDERS INVOLVED IN THIS PROCESS AS POSSIBLE.
SO THE FIRST THING WE DID IS WE HAD OUR AMAZING OFFICE STAFF WHO PROBABLY KNOW OUR SCHOOL CALENDARS BETTER THAN ANYONE, REALLY DIG INTO IT AND GIVE US SOME ADVICE AND GUIDANCE THERE.
SO WE HAD REPRESENTATIVES FROM EVERY GROUP COME IN, DIG THROUGH IT, TALK ABOUT THE INS AND OUTS, THINGS THAT WE MAY HAVE MISSED AT CABINET AND IN MY OFFICE, AND I THINK WHAT WE HAVE IN FRONT OF YOU IS REALLY A HAPPY MEDIUM THAT WILL PROTECT SOME DAYS IN JUNE.
SO WE WANTED TO TRY TO PROTECT JUNE AS MUCH AS POSSIBLE, BUT ALSO REALLY GIVE OUR STAFF AS MUCH TIME WITHIN THE WITHIN THE SCHOOL CALENDAR BACK. SO IF YOU WANT TO TAKE A LOOK AT WHAT WE HAVE FOR YOU.
WE HAD THE THREE INCLEMENT WEATHER DAYS BUILT IN THAT WE USED RIGHT OFF THE BAT.
I THINK THAT WAS A NO BRAINER.
WE ALSO HAD AN INTERESTING DAY ON OCTOBER 13TH THAT AS AS OUR FELLOW EDUCATORS KNOW, OCTOBER 13TH IS A STATE-MANDATED DAY, BUT WE DID GET PERMISSION TO SHIFT THAT DAY, AND WE'RE LIKELY GOING TO ADD THAT TO AUGUST IN OUR NEXT CALENDAR.
SO OCTOBER 13TH BECAME A DAY THAT CEA ALSO AGREED THAT WE WOULD FILE AN MOU TO MOVE THAT TO A MAKEUP DAY. SO THAT'S FOUR RIGHT OFF THE BAT WITHOUT EVEN HARMING HOLIDAYS OR JUNE.
ERIKA? AS A PERSON NOT IN EDUCATION, BUT MY TWO PARTNERS HERE JUST NODDED AND SAID, OH YEAH, CAN YOU EXPLAIN THAT A LITTLE BIT MORE? BECAUSE I DON'T UNDERSTAND WHEN I HEAR THAT THE STATE MANDATES THAT DAY, HOW DO YOU MANEUVER AROUND THAT? YEAH SO IT'S A DAY THAT WE HAVE A COLLECTIVE PROFESSIONAL DEVELOPMENT DAY ACROSS THE STATE.
HOWEVER, WE HAVE SOME LEVERAGE ON WHERE WE CAN PUT THAT DATE.
[00:05:04]
YEAH. SO IT BASICALLY IS NOT SOMETHING THAT THE STATE NECESSARILY PAYS FOR ON THAT SPECIFIC DAY, BUT THEY GIVE US THEY GIVE US TIME TO USE THAT SOME OTHER TIME AND JUST KIND OF CUSTOMARILY A LOT OF SCHOOL DISTRICTS DO THAT DAY BECAUSE THEN A LOT OF PROFESSIONAL ORGANIZATIONS WILL OFFER CERTAIN PROFESSIONAL DEVELOPMENT ON THAT DAY.SORRY, I DIDN'T MEAN TO STEAL YOUR THUNDER.
EXACTLY WHAT COREY SAID. [CHUCKLING] THANK YOU.
SO THERE'S A LOT OF CONFERENCES ON THAT DAY THAT ARE BY STATE AND NATIONAL ORGANIZATIONS, SO IT GIVES PEOPLE AN OPPORTUNITY TO DO THAT, BUT MANY SCHOOL DISTRICTS HAVE THAT DAY OFF.
IT'S JUST A NON-SCHOOL DAY, AND THE OTHER THING TOO, REGARDING INCLEMENT WEATHER DAYS, I WANTED TO TRY TO PRESERVE AT LEAST ONE PRESET ONE AND SO IF YOU LOOK AT THE CALENDAR, MAY 24TH, THIS CALENDAR WOULD STILL ALLOW US TO USE MAY 24TH AS A SNOW DAY, SO TO SPEAK.
SO ANYWAY, GOING BACK TO THE DAYS, SO WE HAVE THE THREE INCLEMENT WEATHER DAYS THAT WE USED UP THE STAFF DEVELOPMENT DAY ON OCTOBER 13TH, AND THEN IT GOT A LITTLE TRICKY.
THIS IS WHERE WE WANTED TO SAY, OKAY, DO WE GO INTO JUNE OR DO WE LOOK AT POTENTIAL HOLIDAYS? AND THE TEAM, ALONG WITH THE BARGAINING GROUPS, DECIDED THAT THE HOLIDAYS WOULD BE THE BETTER WAY TO GO SO THAT, AGAIN, WE DON'T GO INTO JULY? YOU KNOW, SO WHAT WE DID IS WE LOOKED AT NOVEMBER 22ND, WHICH WHAT WE ARE GOING TO DO IS DO AN EARLY RELEASE FOR ALL STUDENTS BECAUSE THROUGH OSPI, AN EARLY RELEASE DAY STILL COUNTS AS A FULL SCHOOL DAY, AND I WANT TO BE CAREFUL TO MAKE SURE THE COMMUNITY ALSO KNOWS THAT WE HAD A LOT OF CALLS TO SAY, HEY, CAN WE JUST ADD HOURS TO OUR EARLY RELEASE DAYS? WE CANNOT.
THE LAW SPECIFICALLY STATES THAT IT HAS TO BE A DAY OF MAKE UP. SO WE COULDN'T JUST ADD HOURS BECAUSE IF THAT WAS AN INCLEMENT WEATHER TYPE OF WAIVER, THAT'S ONE THING, BUT DUE TO A STRIKE, WE COULD NOT GET THAT WAIVED THOSE HOURS ADDED OR A WAIVER OF ANY SORT.
THE NEXT ONE WOULD BE THE FINAL THREE WOULD BE OVER OUR FIRST WEEK OF WINTER BREAK, THE 18TH, 19TH AND 20TH, BUT WE THOUGHT AS A REALLY A COURTESY TO OUR STAFF AND OUR FAMILIES THAT THE 20TH WOULD BE AN EARLY RELEASE DAY FOR ALL STUDENTS.
SO IT WOULD STILL COUNT AS A FULL DAY.
ONE LITTLE CAVEAT TO LOOK AT IS THE DAYS THAT YOU SEE THE LITTLE KIND OF LIKE DOTTED LINES AROUND.
THOSE ARE OUR SECONDARY EARLY RELEASE DAY.
SO AS YOU KNOW, THE NEW CONTRACT LANGUAGE IS ALLOWING FOR A SECOND EARLY RELEASE DAY FOR SECONDARY, WHERE IN THE PAST WE'VE ONLY HAD IT FOR ELEMENTARY, AND THAT WAS SOMETHING THAT OUR SECONDARY PRINCIPALS WERE REALLY, REALLY HOPEFUL TO GET, AND PER YOUR APPROVAL, HOPEFULLY ON YOUR APPROVAL, THOSE WILL BE EARLY RELEASE DAYS AS WELL.
ARE THOSE EARLY RELEASES FOR EVERYBODY OR ARE THOSE LIKE A PROFESSIONAL DEVELOPMENT KIND OF THING WHERE BUILDINGS ARE GOING TO BE LEADING THINGS DURING THAT TIME? IT WILL BE FOR EVERYBODY, ALL STAFF AND ALL STUDENTS.
WE KNOW THAT FAMILIES MAKE PLANS.
THAT'S ANOTHER REASON WHY I WAS HOPING THE BOARD COULD GET THIS ACROSS YOUR DESK SOONER THAN LATER, BUT ANOTHER REASON WHY WE THOUGHT THE 20TH BEING AN EARLY RELEASE DAY WOULD BE HELPFUL TO FAMILIES.
WE ARE A LITTLE CONCERNED ABOUT STAFFING THAT DAY AND SO WE'VE ALREADY COMMITTED AS A CABINET THAT WE'LL BE OUT AT SCHOOLS, WE'LL BE OUT COVERING CLASSES, BECAUSE THERE WILL BE, YOU KNOW, OBVIOUSLY TEACHERS THAT MADE PLANS.
SO A LITTLE CONCERN ON MY PART, BUT I DO THINK THAT WE NEED TO SALVAGE JUNE AS MUCH AS WE CAN.
SO I DON'T KNOW IF THERE'S ANY QUESTIONS ON THIS OR COMMENTS.
SO NOTHING IS AT THIS POINT, NOTHING IS IMPACTING GRADUATIONS THEN? THANK YOU FOR BRINGING THAT UP.
THAT WAS ANOTHER POINT OF INTEREST OF OURS IS THAT WE DID NOT WANT TO SHIFT GRADUATIONS.
I LEARNED VERY QUICKLY IN OUR COMMUNITY THAT GRADUATIONS ARE PREPLANNED A LONG TIME IN ADVANCE, AND I KNOW WE HAVE, YOU KNOW, SENIORS THAT ARE ALREADY READY TO MOVE ON AND DO THEIR THING.
SO WE DIDN'T WANT TO IMPACT GRADUATION.
SO IF WE DO HAVE TO START GOING INTO THAT THIRD WEEK OF JUNE, WE WOULD NOT HAVE SCHOOL ON THE 19TH.
WE WOULD HAVE TO CROSS OVER THAT WEDNESDAY.
[00:10:01]
ALSO JUST AN OBSERVATION.THIS LOOKS LIKE IT MAPS ALMOST EXACTLY WITH WHAT EVERGREEN SCHOOL DISTRICT DID.
FOR THOSE WHO WORK IN ONE DISTRICT AND HAVE KIDS IN ANOTHER, MAYBE.
THANKS, CONNIE. WE DID KIND OF COLLABORATE WITH EVERGREEN VANCOUVER AND WASHOUGAL JUST TO MAKE SURE THAT WE WEREN'T TOTALLY THROWING OFF, BUT YOU KNOW, WASHOUGAL IS INTERESTING.
I THINK A SEVEN DAY OR EIGHT DAY STRIKE OR SO.
SEVEN DAY, AND ALSO THEY HAD ALREADY PLANNED FOR WINTER BREAK TO START.
ON THE 20TH, AND SO NOW THAT'S A WORK DAY INSTEAD.
SO I MEAN I KNOW IT'S STILL GOING TO IMPACT FAMILIES.
YOU KNOW, WE COULDN'T GET AROUND THAT.
SEVEN DAYS IS A LOT OF DAYS TO MAKE UP.
SO YEAH AND I THINK PRESERVING JUNE FOR SNOW DAYS IS ALWAYS BETTER.
AS MUCH AS WE TRY TO MAKE THOSE JUST AS ACADEMICALLY VALUABLE AS EARLIER IN THE YEAR, KIDS ARE DONE, YOU KNOW, THEY KNOW, OH, IT'S JUNE, IT'S THE END.
YOU KNOW, IT'S HARD TO HAVE THE SAME LEVEL OF ENGAGEMENT AS YOU DO EARLIER IN THE YEAR.
THE OTHER THING WE WERE LOOKING AT AND ANOTHER OPTION THAT REALLY WAS POPULAR BUT NOT AS POPULAR AS THIS ONE WAS USING THE 24TH OF MAY, AND THEN IT WOULD NOT WE WOULD NOT HAVE TO GO TO SCHOOL ON THE 20TH OF DECEMBER, BUT AGAIN, WE WERE WORRIED ABOUT USING UP EVERY INCLEMENT DAY. SO HAVING THAT MAY AS A LITTLE CUSHION FELT PRETTY GOOD.
I THINK I THINK THAT'S A SMART MOVE.
WE IT'S BEEN A LONG TIME SINCE WE HAVEN'T HAD ANY INCLEMENT WEATHER.
YEAH, THERE'S ALWAYS AT LEAST 1 OR 2.
YEAH, I THINK THAT'S WISE, AND I KNOW GAIL HAS ONE MORE, YOU'RE OKAY, ONE MORE OPTION.
WE'LL JUST POINT OUT HERE'S WHAT'S DIFFERENT ABOUT THIS CALENDAR.
HERE'S WHAT WE LOST HERE THAT I'M DOING RIGHT NOW.
SO GAIL HAS A VERSION THAT'S ADDED ON THERE.
SO THEN IF I UNDERSTAND YOU CORRECTLY, IF NOVEMBER 22ND IS A HALF DAY AND DECEMBER 20TH IS A HALF DAY, SHOULD THOSE ACTUALLY BE IN THE LITTLE GRAY BOX THEN, BOTH OF THOSE? DOES THAT MEAN IT'S AN EARLY RELEASE? NO, BECAUSE THOSE SIGNIFY THAT IT'S ONE OF THE GRADE LEVELS, AND THIS IS FULL.
IT'S FULL. YEAH FULL STAFF AND STUDENTS.
SO TYPICALLY, LIKE IF YOU LOOK AT THE 13TH OF LET'S SAY, SEPTEMBER 20TH, THAT WOULD ONLY BE AN EARLY RELEASE FOR SECONDARY.
OKAY. THE ORANGE ARE EARLY RELEASE FOR ELEMENTARY.
THE RED WOULD BE AN EARLY RELEASE FOR BOTH.
OR THERE MIGHT BE A WAY TO VISUALLY PUT THIS ON THERE.
SO THAT STANDS OUT A LITTLE BIT MORE.
SO ACTUALLY, THE ORANGES ARE ALL EARLY RELEASES FOR ELEMENTARY AND THE ONES WITH THE DOTTED LINES AROUND THEM AS NOVEMBER 1ST AND NOVEMBER 15TH HAVE DECEMBER 13TH, AND THOSE ARE ALSO SECONDARY EARLY RELEASE DAYS.
THOSE ARE LISTED HERE IN THE ORANGE BOXES AS WELL TO COORDINATE WITH THOSE UP ABOVE.
SO WHAT WE DID IS I PUT A RED BOX ON THE 22ND AND THE 20TH OF DECEMBER, AND I BROUGHT IT DOWN HERE INTO THIS BOX AND SAID DISTRICT WIDE EARLY RELEASE AND BROUGHT THE SAME HIGHLIGHTING DOWN, AND THAT MADE SENSE TO ME.
THE LITTLE DESCRIPTION DOWN AT THE BOTTOM.
SO ERIKA CLARIFICATION ARE YOU SO ARE YOU KIND OF SAYING THAT, FOR EXAMPLE, DECEMBER 13TH TECHNICALLY COULD BE RED BECAUSE IT IS FOR BOTH, BUT DECEMBER 13TH IS ONLY ONLY SECONDARY.
WELL, TECHNICALLY, TECHNICALLY, DECEMBER 13TH WOULD BE BOTH BECAUSE IT'S A BOTH.
[00:15:02]
OH, I GOT YOU. I DIDN'T KNOW IF THAT WAS THE CONFUSION.SECONDARY IS GOING TO BE TWICE DOTTED LINES AROUND THE BOX MEAN.
YES, I HAD AN OLD DRAFT PRINTED OUT AND I'M A VISUAL SO I NEEDED TO LOOK AT I NEEDED TO GO LIKE THIS VERSUS ON HERE, AND SO BUT NOW THAT I SEE IT ON THERE, THAT IS CLEAR.
MY EYES GO FROM NOVEMBER 22ND AND DECEMBER 20TH DOWN TO THOSE BARS DOWN THERE.
THANK YOU, GAIL, AND THEN THE ADDITION THAT WE MADE IS RIGHT HERE UNDER THE ORANGE BOXES.
AFTER A CONVERSATION WITH CONNIE, LIKE SHE SAID, IT'S SMALL TO FIT IT IN, BUT IT LISTS ON THE RIGHT WORK STOPPAGE DAYS AND EXCUSE ME, ON THE LEFT AND THEN ON THE RIGHT, THE SCHOOL MAKEUP DAYS WITH FULL DAYS BEING THOSE AND THEN EARLY RELEASE DAYS, PARENTHESES, DISTRICT WIDE, THE TWO DAYS.
YEAH, I'VE BEEN GETTING A LOT OF TEXTS SAYING LET'S DO LATE STARTS AS MUCH AS POSSIBLE.
ALL RIGHT. ARE THERE ANY OTHER QUESTIONS OR COMMENTS ABOUT THE CALENDAR? OTHERWISE I WOULD ENTERTAIN A MOTION AND A SECOND TO APPROVE THE REVISED DISTRICT CALENDAR FOR THE 23-24 SCHOOL YEAR.
[3. OPEN AND EFFECTIVE COMMUNICATION]
I'LL DO THAT AFTER I GIVE OUT SHOUT OUT APPRECIATION THAT ALL BARGAINING GROUPS AND CABINET AND LEADERS AND GAIL, THIS WAS A LOT TO KEEP IT WITHIN THE SAME ENDING TIME FRAME.SO I KNOW A LOT OF THOUGHT HAS GONE INTO THIS, SO I APPRECIATE IT, AND WITH THAT I MOVE TO APPROVE THE UPDATED REVISED DISTRICT CALENDAR FOR THE 23-24 SCHOOL YEAR ENTERED INTO A BOARD DOCS EARLIER TODAY.
I WOULD SECOND THAT WITH THE REVISION.
OKAY. SO IT WAS MOVED BY ERIKA, SECONDED BY CONNIE.
WE HAVE THE REVISION UP ON THE SCREEN.
EVERYBODY IS IN AGREEMENT WITH.
OKAY. ALL THOSE IN FAVOR? AYE. OPPOSED? ALL RIGHT. MOTION CARRIES.
YES, THANK YOU, AND WITH THAT, IT IS 6:47.
