>> GOOD EVENING, EVERYONE.

[1. REGULAR MEETING CALL TO ORDER - 5:30 PM]

HAPPY BELATED THANKSGIVING AND WELCOME TO OUR NOVEMBER 27TH GENERAL MEETING.

IF YOU WOULD PLEASE RISE IF YOU ARE ABLE, AND JOIN TRACEY MALONE IN THE PLEDGE OF ALLEGIANCE.

>>

>> NEXT IS OUR LAND ACKNOWLEDGMENT AND, BORMINI.

>> I ACKNOWLEDGE THAT THE GEOGRAPHICAL REGION OF CAMAS IS LOCATED ON THE ANCESTRAL AND TERRITORIAL LANDS OF THE CHINOOKAN COLORED PEOPLE AND THAT THE CHINOOK ARE STILL FIGHTING TO BE A FEDERALLY RECOGNIZED TRIBE ON THEIR OWN LAND.

>> THANK YOU, BORMINI. NEXT ITEM ON THE AGENDA

[B. Grass Valley Elementary Occupational Therapist Nick Calais]

IS WE HAVE TWO MILL TOWN PRIDE AWARDS OUR FIRST, WELL, DR. ANGELA, LET'S GO AHEAD AND TURN IT OVER TO YOU.

>> I'M SORRY.

>> WE'RE GOING TO GO OUT OF ORDER.

>> WE'LL GO OUT OF ORDER THEN.

SOUNDS GOOD. AS COREY SAID, FIRST OF ALL, HAPPY BELATED THANKSGIVING TO EVERYONE.

HOPEFULLY, EVERYONE'S SAFE AND HAPPY, AND GOOD TO SEE IN FULL BELLIES.

WE HAVE TWO AMAZING MILL TOWN PRIDE AWARDS THIS EVENING.

WE'LL START WITH FIRST PRINCIPAL FROM GRASS VALLEY SEAN MCMILLAN IS GOING TO ANNOUNCE OUR FIRST AWARD WINNER TONIGHT.

>> [FOREIGN] THANK YOU, DR. [INAUDIBLE].

GOOD AFTERNOON, BOARD, AND GOOD AFTERNOON, EVERYONE. MY NAME IS SEAN MCMILLAN.

I GET TO BE THE PRINCIPAL AT GRASS VALLEY ELEMENTARY AND I SEE SOME ALUMNI SITTING OVER HERE ON THE FRONT ROW.

THAT'S AWESOME. I AM HERE TO CELEBRATE THIS GUY RIGHT HERE.

NICK CASIAS AND NICK IS HERE WITH HIS FAMILY, HIS WIFE, AND TWO KIDDOS, AND THEY'RE WELCOME TO COME UP WITH YOU TOO NICK.

FIRST AND FOREMOST, BEFORE I TALK ABOUT WHY WE'RE CELEBRATING NICK, I JUST WANT TO TALK ABOUT HIM AS A PERSON.

NICK IS OCCUPATIONAL THERAPIST AND I ABSOLUTELY LOVE WORKING WITH THIS GUY AND THAT SMILE ON HIS FACE SAYS IT ALL.

WHEN WE TALK ABOUT SCENE AND SERVING, NICK, IF YOU WERE TO LOOK THAT UP IN THE DICTIONARY, YOU WOULD SEE HIS PICTURE BECAUSE HE COMES TO SCHOOL WITH THIS POSITIVE FOCUS EVERY DAY ABOUT SCENE, WHERE KIDS ARE AT RIGHT NOW, AND THEN WHERE THEY CAN BE AND THEN HE COMES BACK AND HE DOES ALL THIS AMAZING PROBLEM-SOLVING.

HE'S JUST SUPER SUPPORTIVE AND HE HELPS OUT EVERYBODY IN THE BUILDING AND I KNOW HE'S GOT A LOT OF REQUESTS, BUT HE ALWAYS HONORS, HIS REQUEST AND THE SUPER COOL THING ABOUT WORKING WITH NICK IS YOU LEARN SOMETHING EVERY DAY THAT YOU WORK WITH THEM AND THAT'S AMAZING.

HE'S SUCH AN AMAZING PART OF OUR TEAM AND I AM REALLY HAPPY TO WORK WITH HIM.

I'M A LITTLE BIT FRUSTRATED WITH HIM IN ONE AREA THOUGH, I ONLY GET HIM TWO DAYS A WEEK.

NICK, WE GOT TO WORK ON THAT I WANT YOU TO FULL-TIME.

IN THINKING ABOUT HOW NICK SERVES KIDS AND SEES KIDS, HE RECOGNIZES THAT WE HAVE SOME CHANGES IN NEEDS OF STUDENTS AND HOW TO MEET THOSE NEEDS.

LAST YEAR, NICK WROTE A CEF GRANT TO CREATE A SENSORY ROOM AND IT GOT ALL BUTTONED UP THIS YEAR AND WE GOT TO SPACE AND THE BOARD, YOU'VE GOT A TOUR OF THAT SPACE AND I THINK WE MAY HAVE SOME MORE PICTURES HERE.

THERE'S A COUPLE OF PICTURES OF IT.

HOW MANY PICTURES DO YOU HAVE? CAN I SEE? OKAY, JUST ONE, PERFECT THAT'S ALL WE NEED.

[LAUGHTER] BUT WHAT I WANNA DO IS HAVE NICK COME UP AND MAYBE EXPLAIN A LITTLE BIT ABOUT THIS AND HOW HE UTILIZES THIS BECAUSE IT'S SUCH A COOL PART OF OUR SCHOOL.

NICK, COME ON NOW. [APPLAUSE].

>> FIRST, THAT YOU JUST PROVIDE ME HAVE THIS PLATFORM AND BEING ABLE TO SHOW SOMETHING THAT I'M PASSIONATE ABOUT.

I THINK THIS ALL CAME ABOUT JUST BECAUSE WE HAVE A LOT OF MOTOR ROOMS IN OUR DISTRICT AND IT'S GREAT, I LOVE THE MOTOR ROOM.

THAT'S USUALLY MY OFFICE WE GET A LOT OF USE OUT OF MOTOR ROOMS, BUT I'VE JUST SEEN A NEED FOR A DIFFERENT TYPE OF SPACE AND I THINK AS AN OCCUPATIONAL THERAPIST, WE TYPICALLY HAVE TWO SEPARATE PLACES THAT WE WORK ON, LIKE OUTSIDE WHEN WE WORK WITH KIDS AND ONE IS A MOTOR ROOM WHERE YOU GET LOTS OF BIG GROSS MOTOR STUFF AND ANOTHER ONE, MORE OF A SENSORY ROOM WHERE MEAN, I LOVE ALLITERATION SO ZEBRAS ZANDAN, I MEAN, IT WAS JUST PERFECT, BUT YOU GET A LITTLE BIT MORE CALM.

YOU JUST HAVE MORE SENSORY EXPLORATION INSTEAD OF BIG GROSS MOTOR MOVEMENT AND SO A LOT OF DIFFERENT LIGHT.

[00:05:02]

EVERYTHING IS INTERACTIVE I MEAN, MR. MCMILLAN HAS BEEN VERY GRACIOUS TO ALLOW ME TO HAVE THAT DOOR, WHICH LOOKS VERY NICE NOW.

BUT IT'S JUST CONSTANTLY BEING TOUCHED, BUT THAT'S WHAT I WANT.

I WANT SENSORY EXPERIENCES FOR KIDS.

IT HELPS A LOT OF KIDS TO REGULATE AND SO I THINK IT'S JUST A REALLY COOL, IMPORTANT SPACE AND I'M HOPING TO EXPAND IT FURTHER IN THE DISTRICT.

THAT WAS JUST THE FIRST STEP.

[APPLAUSE]

>> THANKS, NICK. I THINK I CAN SPEAK FOR THE BOARD WHEN I SAY WE ARE HIGHLY IMPRESSED AND THOUGHT, WHO ELSE TO RECEIVE THIS INCREDIBLE AWARD THAN YOU SO CONGRATULATIONS.

>> THANK YOU.

[APPLAUSE] [BACKGROUND].

>> COREY, THE NEXT ONE,

[A. AWSP Principal of the Year - Dorothy Fox Elementary Principal Cathy Sork]

I JUST WAS TOLD THE DR. SORK WAS UNABLE TO MAKE IT FOR EVERYONE IN THE CROWD AND FOR ALL OF YOU, JUST A REMINDER, HUGE ACCOMPLISHMENT FOR DR. SORK, BUT FOR CAMAS AS WELL.

THE ELEMENTARY PRINCIPAL OF THE YEAR FOR THE ENTIRE STATE OF WASHINGTON CAME OUT OF CAMAS WASHINGTON, SO DR. SORK.

[APPLAUSE] DOUG, AND SHAUNA WERE HERE TO RECOGNIZE HER, BUT WE'LL GET HER BACK ON THE 11TH, I BELIEVE.

WELL, WE'LL DO IT THEN SO THANK YOU, DOUG AND SHAUNA FOR BEING HERE.

>> AWESOME, THANK YOU. CONGRATULATIONS, DR. SORK, AND CONGRATULATIONS TO EVERYBODY. NICK, THANKS AGAIN.

I KNOW WE REALLY ENJOYED OUR TIME GETTING TO TOUR THAT ROOM A COUPLE OF WEEKS AGO.

I'M STILL THINKING ABOUT THE CANOE I GOT TO SIT IN THAT WAS VERY COMFORTABLE.

MOVING ON, ITEM 3A ON THE AGENDA,

[A. Skyridge Middle School - Elli, Brittain, Natalie, Aurora, and Abigail]

WE HAVE A COUPLE OF STUDENT REPORTS.

WE'RE GOING TO START WITH OUR STUDENTS FROM SKYRIDGE MIDDLE SCHOOL SO IF YOU WANT TO POP UP TO THE MICROPHONE OR THE PODIUM, LET US KNOW WHO YOU ARE AND TELL US ABOUT THE GREAT THINGS GOING ON AT SKYRIDGE.

>> GOOD EVENING. MY NAME IS [INAUDIBLE] PATEL AND I WORK AT THE SKYRIDGE STUDENT COUNCIL AND I'M PART OF THE KINDNESS WEEK COMMITTEE.

THIS YEAR ASB IS DOING AN EVENT CALLED KINDNESS WEEK.

IT WORKS LIKE A SPIRIT WEEK WHERE EVERY DAY WE HAVE A DIFFERENT DRESS THEME, BUT UNLIKE SPIRIT WEEKS, WE ALSO HAVE DAILY ACTIVITIES THAT THE WHOLE SCHOOL CAN PARTICIPATE IN.

THESE DRESS THEMES AND ACTIVITIES ARE FOCUSING ON UNITING THE SCHOOL AND PROMOTING KINDNESS.

OVER HERE, I HAVE ONE OF OUR COMPLETED ACTIVITIES FROM OUR PREVIOUS KINDNESS WEEK.

IT'S A PAPER CHAIN ON IT, STUDENTS HAVE WROTE KIND THINGS THAT THEY SAW OR DID AROUND THE SCHOOL.

WE HAVE MULTIPLE OF THESE HANGING AROUND THE SCHOOL AND STUDENTS AND PARENTS CAN COME UP AND READ THEM.

THE CORRESPONDING DRESS THEME FOR THAT DAY WAS GROUP OUTFIT DAY.

SO WE'D HAVE DIFFERENT GROUPS OF FRIENDS, THEY WOULD TRY AND MATCH OUTFITS WITH EACH OTHER JUST TO MAKE SURE THAT NO ONE FELT LEFT OUT.

I HOPE WE HAVE MORE KINDNESS WEEKS IN THE FUTURE AND LEAVE A POSITIVE IMPACT ON OUR SCHOOL COMMUNITY.

>> HI, I'M NATALIE ESTRADA AND I'M THE HEAD OF THE VETERAN'S DAY COMMITTEE AND ASP FOR VETERANS DAY HOLDS ITS ANNUAL VETERANS DAY ASSEMBLY, WHICH INVITES LOCAL VETERANS THAT ARE CLOSE TO OUR STUDENTS TO ATTEND THE ASSEMBLY AND WATCH IT.

WE ALSO GATHERED A SMALL GROUP OF BOY AND GIRL SCOUTS TO BE THE COLOR GUARD AND PERFORM THE FLAG CEREMONY FOR THE ASSEMBLY ALONG WITH THIS, SKYRIDGE FIRE, JAZZ BAND AND EIGHTH-GRADE BAND, PERFORMED PATRIOTIC PIECES AT THE ASSEMBLY.

TO DECORATE OUR GYM, THE AMAZING ADVANCED ART CLASS MADE THESE BANNERS AND THESE HUGE COPIES TO HONOR OUR VETERANS.

WE ALSO HAD A TEACHER, MR. RICK RUSSELL, SPEAK ABOUT HIS EXPERIENCE AS A VETERAN.

>> HELLO EVERYONE. I'M ABIGAEL M AND I AM THE HEAD OF THE HAWKMA COMMITTEE.

AS A MONTH OF TRADITION, ASP HAVE PROVIDED SKYRIDGE MIDDLE

[00:10:02]

SCHOOL WITH A MONTHLY [INAUDIBLE] .

[INAUDIBLE] IS CENTERED AROUND A POSITIVE AND ENGAGING ENVIRONMENT.

THIS EVENT IS WHERE YOU CAN SPEND HAWK TICKETS SUCH AS THESE THAT STUDENTS COLLECT THROUGHOUT THE YEAR.

HAWK TICKETS ARE A TYPE OF TOKEN THAT ARE GIVEN OUT TO STUDENTS WHO PARTICIPATE AND SHOW THE HAWKS ACRONYM OR THE HAWK'S CODE.

IT'S HONESTY, ATTITUDE, WORK ETHIC, KINDNESS AND SERVICE.

THEY CAN SPEND IT ON CANDY, CHIPS, SKYRIDGE MERCHANDISE, AND A LOT OF OTHER TRINKET.

THIS YEAR, WE HAVE ADDED THE WHEEL OF HAWKS IN THIS, WHICH YOU CAN SEE OVER THERE, WHERE KIDS CAN SPIN AND GET VARIOUS PRICES AND WE CONTINUE TO IMPROVE AND CONTINUOUSLY PROMOTE AND MAKE BETTER [INAUDIBLE] BY LISTENING TO OTHERS, TO THE STUDENT BODIES' OPINIONS AND IDEAS, AND MAKING IT OUR PRIORITY TO ADVANCE [INAUDIBLE] DOWN TOWARDS THAT DIRECTION. THANK YOU.

>> HELLO, EVERYONE. I AM JOSHUA ONESTOCK.

I'M PART OF STUFF THE BUS COMMITTEE.

OUR GOAL THIS YEAR WAS 5,000 ITEMS AND FOR EVERY FOUR ITEMS YOU BRING IN, YOU GET A TICKET THAT CAN BE USED IN A RAFFLE.

THERE'S THESE JARS, THERE'S GIFT CARDS.

WE HAD GIFT CARDS TO TARGET, TO THE REGAL THEATER, AND I THINK IT WAS TO STARBUCKS.

IF WE REACH OUR GOAL OF 5,000 ITEMS, MR. SHALAO AND OUR EIGHTH-GRADE REPRESENTATIVE, [INAUDIBLE] . THANK YOU.

>> HI. I'M BRITON JIRA.

I'M VICE PRESIDENT OF OUR ASP AND I'M ALSO LEADING THE TEDDY BEAR TOSS, WHICH IS GOING TO BE A TOY DRIVE THAT'S GOING TO TAKE PLACE IN DECEMBER.

I HAVE SOME POSTERS FOR YOU GUYS IF YOU GUYS WANT TO LOOK UP.

SO BASICALLY, WITH THE TEDDY BEAR TOSS, IT'S GOING TO TAKE PLACE ON DECEMBER 15TH AT OUR ASSEMBLY AND IT'S BASED OFF THE WINTER HAWKS AND BASICALLY IF YOU BRING A STUFFED ANIMAL, YOU CAN THROW IT ACROSS OUR GYM IN FRONT OF EVERYONE AT OUR ASSEMBLY.

THE IDEA OF IT IS TO TRY AND ENCOURAGE AS MUCH STUDENT ACTIVITY AND ENCOURAGE DONATIONS BECAUSE THIS YEAR WE'RE REPLACING OUR PREVIOUS TOY DRIVE, SO WE WANT TO MAKE SURE THAT THIS TOY DRIVE BRINGS IN AS MUCH AS WE CAN.

THAT'S OUR GOAL AND THIS IS OUR FIRST-YEAR DOING IT, BUT I THINK WE'RE READY.

>> ALL RIGHT. THANK YOU. [APPLAUSE]

>> [BACKGROUND] THANK YOU. I WILL BE GETTING MY TEDDY BEAR.

OH, I FORGOT, DO YOU GUYS KNOW HOW CLOSE YOU ARE ON YOUR GOAL FOR STUFF THE BUS?

>> [INAUDIBLE].

>> ALL RIGHT. COOL. MAKING GOOD PROGRESS.

NEXT WE HAVE REPRESENTATIVES FROM OUR STUDENT ADVISORY COMMITTEE.

[B. Student Advisory Committee - Akira Janga, Simone Callan and Justin Fisher]

SO COME ON UP, GRAB THE PODIUM AND TELL US WHAT'S UP.

>> GOOD EVENING, EVERYONE.

MY NAME IS AUSTIN FISHER.

I'M A FRESHMAN AT CHS AND I'M A REPRESENTATIVE FOR SAC.

>> HELLO. I'M ACURE JENGA FROM SKYRIDGE MIDDLE SCHOOL AND I'M A REPRESENTATIVE OF SAC.

>> HELLO, I'M SIMONE COLLIN.

I'M A SENIOR AT DISCOVERY HIGH SCHOOL AND I'M ALSO I REPRESENTATIVE OF SAC.

>> RIGHT NOW, SAC HAS BEGUN TO BRAINSTORM AND DISCUSS IDEAS FOR OUR STUDENTS EXPERIENCES PROJECT.

WE HAVE SMALL GROUPS DISCUSSING GOING THROUGH THE PROCESS OF COLLECTING THESE IDEAS.

WHAT WOULD BE OUR GOAL OUTCOMES OF THE PROJECTS, WHAT WOULD BE OUR IMPACTS, AND WHO WOULD WE LEAVE OUT? WELL, WHO IS OUR AUDIENCE AND HOW WOULD THE PROJECT BE COMMUNICATED? WE THEN SHARED THE IDEAS AS A WHOLE GROUP, AND NOW OUR SAC LEADERS ARE GOING TO TAKE THE NEXT STEPS.

>> SAC PRESENTED THE WINDOWS AND MIRRORS

[00:15:01]

LESSON TO THE ELEMENTARY PRINCIPLES ON NOVEMBER 6TH.

THIS PROVIDED AN OPPORTUNITY TO SEE THE LESSON PROVIDED TO FIFTH-GRADE STUDENTS, ANSWER QUESTIONS AND START THE SCHEDULING PROCESS.

ALL FIFTH-GRADE CLASSES IN OUR SIX ELEMENTARY SCHOOLS WILL BE PRESENTED THE LESSON BY MID-FEBRUARY BY 15 SAC TEAMS. CCA WILL BE DONE VIA ZOOM WITHIN THE SAME TIME FRAME.

THIS WILL BE OUR FIRST YEAR OF LESSONS FOR ALL FIFTH-GRADE STUDENTS IN THE DISTRICT.

>> SAC BEGAN WITH 38 APPLICANTS IN THE SPRING OF LAST YEAR, AND WE ARE CURRENTLY AT 29 WITH APPROXIMATELY 23 WHO ARE ATTENDING REGULARLY.

OUR GOAL IS TO HAVE THE THREE PROJECTS IDENTIFIED, ENACTED BY THE END OF THIS SCHOOL YEAR.

WE ARE WELL INTO OUR WINDOWS AND MIRRORS PROJECT AND OUR STUDENT EXPERIENCES PROJECT, AND OUR UNITY PROJECT IS SCHEDULED FOR MARCH 22ND.

WE WILL START PLANNING IN JANUARY, FEBRUARY.

THAT IS HOPEFULLY A MEETING WITH ALL THE SCHOOL ASPS SO WE CAN GET TOGETHER AND GET TO KNOW EACH OTHER A LITTLE BETTER AND DISCUSS EVENTS AND THAT SORT OF THING.

>> ANY QUESTIONS OR COMMENTS FOR SAC? NO. I JUST WANTED TO SAY REALLY QUICK.

THE BOARD I THINK CONNIE, WERE YOU AT THE LAST SAC MEETING? YEAH, YOU ARE.

YOU ALL KNOW IT'S A BOARD APPOINTED COMMITTEE.

ONE THING THAT THE BOARD IS TRYING TO DO IS IT'S TRYING TO GET A LITTLE BIT MORE INVOLVED WITH IT.

NOT THAT WE'RE TRYING TO DICTATE OR ANYTHING LIKE THAT, BUT JUST SO THAT YOU GUYS ARE AWARE WILL BE ROTATING THROUGH SHOWING UP TO THEM JUST TO SEE WHAT'S GOING ON AND YOU GUYS HAVE A ROLE IN ADVISING US.

ONE OF THE THINGS THAT WE DID A COUPLE OF WEEKS AGO, WE WENT TO A CONFERENCE FOR SCHOOL BOARD MEMBERS AND WE'RE REALLY TALKING A LOT ABOUT ONE OF THE BIG PUSHES UP THERE IS ABOUT STUDENT REPRESENTATION ON THE BOARD AND ADVISING THE BOARD.

THAT'S SOMETHING THAT SOME IDEAS WERE MULLING ABOUT.

I DON'T KNOW IF ANYBODY ELSE WANTS TO JUMP IN ON THAT, CONNIE, MAYBE.

>> I KNOW ONE THING WE WANT TO DO WHEN WE GO TO OUR CONFERENCE.

ALL THE OTHER DISTRICTS OR TOPIC TALKING ABOUT LIKE ONE OR TWO STUDENT BOARD MEMBERS.

WE'RE LIKE ONE OR TWO, WE'VE GOT WHAT, 23 THAT ARE COMING TO A MEETING ON A REGULAR BASIS.

THEY HAVE A STATEWIDE NETWORK THOUGH THAT WE WANT TO MAKE SURE THAT YOU GUYS ARE HOOKED UP WITH JUST SO THAT YOU CAN BE LEARNING FROM EACH OTHER AND SEE WHAT'S GOING ON OTHER PLACES.

I THINK WE'VE GOT A GREAT MODEL BECAUSE WE HAVE REPRESENTATION FROM A BROADER AGE GROUP AT LEAST IN OUR DISTRICT AND MANY DIFFERENT VOICES, WHICH I THINK IS MORE ENRICHING THAN JUST HAVING A COUPLE OF KIDS REPRESENTING THE WHOLE DISTRICT ON A BOARD.

WHILE WE DON'T FIT THE MODEL, THAT SEEMS LIKE SO MANY OF THE WORKSHOPS WAS FDA HAD FOR OUR APP, FOR YOUR BOARD, STUDENT BOARD REP.

I THINK WE GOT A BETTER MODEL, WHICH SOMETIME WE WOULD PRESENT AT Y STAR.

SO GOOD JOB, BUT WE WON'T GET YOU CONNECTED WITH THAT STATE NETWORK.

>> SO JUST SOMETHING TO WATCH OUT FOR.

I DON'T KNOW IF WE'LL HAVE TO CHECK WITH WSSDA AND SEE IF IT'S A SPECIFIC PERSON THAT OR A COUPLE OF PEOPLE THAT YOU CAN SEND TO THIS NETWORK.

>> IT'S JUST A ZOOM CALL.

>> I THINK IT'S JUST LIKE A ZOOM CALL AND SOME OTHER TRAININGS THROUGHOUT THE COUPLE OF TIMES A YEAR WHERE YOU GUYS CAN ACTUALLY GET IN CONTACT WITH OTHER BOARD REPS AND ADVISORY COUNCILS FROM AROUND THE STATE AND SEE WHAT THEY'RE DOING AS WELL.

WE JUST WANT TO SUPPORT YOU IN YOUR WORK.

WE KNOW YOU'RE DOING FANTASTIC STUFF AND YOU'RE DEDICATING A LOT OF YOUR TIME, AND WE WANT TO MAKE SURE THAT WE'RE GETTING YOU THE PROFESSIONAL DEVELOPMENT THAT YOU NEED AS WELL.

ANYWAYS, JUST WANTED TO SAY THAT AND THANK YOU FOR YOUR UPDATES.

WE ALWAYS LOOK FORWARD TO HIM. ANYTHING ELSE?

>> JUST BEST OF LUCK WITH THE WINDOWS AND MIRRORS.

I KNOW JUSTIN, YOU HIT OUR HISTORICAL REFERENCE.

YOU'VE BEEN HERE FOR A LONG TIME.

WHAT JUST STARTED OUT AT WHAT WOULD BURN ELEMENTARY, NOW TO BE ABLE TO DO IT AT EVERY ELEMENTARY SCHOOL IS REALLY FANTASTIC.

THANK YOU. CAN'T WAIT FOR THOSE UPDATES SO TAKE PICTURES TOO. THANK YOU.

>> THANK YOU-ALL.

[APPLAUSE] I DO WANT TO MAKE SURE THAT I MENTIONED THAT THIS IS KIND OF THE END OF OUR STUDENTS AND STAFF CELEBRATION MOMENTS IN THE AGENDA.

IF ANYBODY DOESN'T WANT TO STAY AROUND FOR THE BUSINESS PORTION OF THE AGENDA, WE TOTALLY UNDERSTANDABLE, PAUSE A SECOND TO LET SOME PEOPLE FILTER OUT.

[LAUGHTER]

>> IT LOOKS LIKE FUN. I WANT TO SPIN THAT.

[00:20:01]

>> I KNOW.

>> NEXT ITEM ON THE AGENDA IS BOARD COMMUNICATION.

[A. Board Communication]

I'M JUST THOUGHT I'D JUST SEE IF WE'VE BEEN BUSY THE LAST COUPLE OF WEEKS WITH WSSDA CONFERENCE AND OUR LEGISLATIVE ADVISORY COMMITTEE GETTING OFF THE GROUND AND LOTS OF THAT.

IF ANYBODY HAS ANYTHING THAT THEY WANT TO SHARE ABOUT WHAT THEY'VE BEEN UP TO.

>> I DEFINITELY ENJOY THE WSSDA CONFERENCE.

IT WAS NICE TO BE IN A ROOM FULL OF OTHER NEWBIES.

THE BOOT CAMP WAS INFORMATIVE.

IT WAS A GOOD PLACE TO SHARE AND LEARN.

JUST A GREAT EXPERIENCE OVERALL.

>> WE ALWAYS LOVE WSSDA. IT'S A GREAT TIME WE MISSED YOU, ERICA, AT THIS ONE, BUT IT'S A GREAT LOTS OF LEARNING AND LOTS OF MEETING WITH OTHER SCHOOL BOARD MEMBERS.

EVEN IF YOU'VE BEEN ON THE BOARD FOR A LONG TIME, YOU JUST GET TO MEET OTHERS FROM YOUR LIFE SIZE, DISTRICT OR ANYTHING LIKE THAT. IT'S ALWAYS HELPFUL.

I THINK WE'RE PROBABLY TALKING ABOUT THE LEGISLATIVE RECEPTION THAT WE HAD.

I THINK THERE'S SOME PICTURES OF THAT, BUT THAT WAS GREAT.

I LOVE WHAT WE'RE DOING WITH OUR LEGISLATORS AND ENGAGING THEM EARLY ON, LIKE WE NEED TO BE DOING.

WE SPENT A LOT OF TIME TOGETHER THESE LAST FEW MONTHS.

>> I'LL JUST ADD TO THAT. WE JUST HAD A CITY SCHOOLS MEETING RIGHT BEFORE THIS MEETING.

I GOT SOME GOOD UPDATES.

IT'S A GREAT OPPORTUNITY TO SHARE.

OBVIOUSLY, WITH WHAT'S GOING ON WITH OUR DISTRICT AND OUR LEVY COMING UP AND UPDATE THAT WE'RE DOING HERE, AS WELL AS HEARING WHAT'S GOING ON IN THE CITY, AND WHERE OUR PATHS CROSS.

THEN ONE OF THE MEMBERS HAD SAID, HE'S LIVED IN MANY PLACES AROUND THE COUNTRY AND HAS HAD HIS SCHOOLS IN MANY IN THE SOUTH AND THE MIDWEST AND THE EAST.

THAT HE'S JUST SO GRATEFUL TO BE IN CAMAS AND SAID WE'RE KNOCKING IT OUT OF THE PARK.

IT'S GOOD TO HEAR. I MEAN, WE ALWAYS THINK, "OH YEAH, WE'RE AWESOME." BUT WE'RE ALL KNOW FOR MANY OF US, OTHERS HAVE ITS POWERFUL WHEN PEOPLE COME FROM OTHER PLACES IN THE COUNTRY AND SAY, "YOU KNOW WHAT, YEAH, THIS IS REALLY GREAT HERE.

YOU GUYS ARE DOING GREAT STEPS." SO KUDOS TO ALL OF OUR TEACHERS AND STAFF AND THOSE OUT THERE WORKING WITH THESE KIDS EVERY DAY.

>> I JUST APPRECIATE THE TIME THAT WE GOT TO SPEND AT WSSDA I KNOW A BIG A BIG PART OF OUR TIME WAS SPENT ON HOW TO UTILIZE OUR STUDENTS REPS, AND OUR STUDENT ADVISORY COUNCIL BETTER.

I PERSONALLY, I'M JUST REALLY EXCITED ABOUT DIVING INTO THAT AND GETTING THEM PLUGGED INTO THAT STUDENT REP NETWORK PIPELINE. SO I THINK THAT'LL BE GREAT.

I KNOW DR. ANGELA AND IS GOING TO TALK A LITTLE BIT MORE ABOUT THE LEGISLATIVE ADVISORY COMMITTEE IN HIS REPORT SO WE CAN DEBRIEF ON THAT.

IS THERE ANYTHING ELSE ANYBODY WANTED TO SHARE? WELL, IT LOOKS LIKE I HAVE OUR HANDY-DANDY PUBLIC COMMENT CLIPBOARD HERE AND IT'S EMPTY, SO WE WILL GO AHEAD AND MOVE PAST PUBLIC COMMENTS AND WE'LL GO INTO THE CONSENT AGENDA ITEM 7.

[7. CONSENT AGENDA]

YOU HAVE THE CONSENT AGENDA HERE.

THERE WERE NO ADDITIONS. WE'RE JUST LOOKING FOR A MOTION AND A SECOND.

>> I'LL MAKE A MOTION TO APPROVE THE CONSENT AGENDA.

>> I'LL SECOND.

>> IT MOVED BY ERICA, SECONDED BY TRACY. ALL THOSE IN FAVOR.

>> AYE.

>> MOTION CARRIES. MOVING RIGHT ALONG.

[8. POLICY REVIEW - Second Reading and Adoption]

POLICY REVIEW. WE HAVE OUR SECOND READING OF THE SLATE OF POLICIES.

THESE WENT THROUGH POLICY REVIEW COMMITTEE WENT THROUGH OUR FIRST READING AT THE LAST MEETING, HAD TIME FOR ANYBODY WHO NEEDED TO WEIGH IN ON THEM TO WEIGH IN.

I DON'T THINK THERE'S BEEN ANY CHANGES SINCE THEY WERE PRESENTED AT THE OCTOBER MEETING.

I WOULD JUST LOOK FOR A MOTION AND A SECOND.

WE CAN GO AHEAD AND APPROVE THE UPDATES TO THESE POLICIES AS ONE SLATE, ONE SINGLE MOTION UNLESS ANYBODY HAS ANYTHING THEY WANT TO PULL OUT.

>> I WILL MAKE THE MOTION TO APPROVE THE POLICIES SECOND READING.

DO YOU WANT ME TO LIST THEM ALL? ALL AS PRESENTED.

>> JUST SECOND READING AND ADOPTION.

>> YES, WHAT COREY SAID.

>> I SECOND.

>> IT WAS MOVED BY TRACEY, SECONDED BY BORMINI.

ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR?

>> AYE.

>> OPPOSED? MOTION CARRIES.

MOVES US ON TO ITEM 9.

[A. Levy Rate Discussion]

WE'LL PROBABLY SPEND A LITTLE TIME ON THIS.

THIS IS OUR LEVY RATE DISCUSSION FOR OUR UPCOMING EP&O AND CAPITAL REPLACEMENT LEVIES.

DR. ANZALONE I'LL TURN IT OVER TO YOU.

>> THANK YOU. I HAVE A PRESENTATION FOR YOU TO GO ALONG WITH THIS.

[00:25:07]

JUST SO A COUPLE OF THINGS ONCE, SO WE CAN REFRESH AND REVIEW WHERE WE'VE BEEN AND WHERE WE'RE GOING.

THEN I HAVE SOME STAKEHOLDER FEEDBACK FOR YOU AND THEN ULTIMATELY MY RECOMMENDATION TO HOPEFULLY GET YOUR ADOPTION ON A RESOLUTION TONIGHT.

I'LL GO THROUGH THIS FOR YOU.

JUST A REAL QUICK BRIEFING ON REALLY WHAT OUR LEVY TAXES PAY FOR AND THANKFULLY, MR. MCEATHRON IS HERE, JUST IN CASE WE HAVE ANY QUESTIONS OR COMMENTS THAT ARE MORE TECHNICAL.

BUT AS A REVIEW, THIS IS AN EP&O LEVY.

WE ALSO HAVE A TECHNOLOGY AND CAPITAL LEVY AND YOU CAN SEE ON THE SCREEN THERE WHAT THOSE PAY FOR.

THEN OF COURSE WE'RE NOT GOING THROUGH THIS RIGHT NOW.

WE DO HAVE SOME DEBT SERVICE STILL, BUT BONDS, OF COURSE, IS SOMETHING ELSE THAT OUR LOCAL COMMUNITY WOULD PAY FOR IF IN NEED OF THAT.

I'LL LET YOU TAKE A PEEK AT THAT IF THERE'S ANY QUESTIONS THERE.

KEEP IN MIND THIS IS A REPLACEMENT LEVY SO THAT ESSENTIALLY JUST MEANS CONTINUING ON WITH THE PREVIOUS LEVY FOR THE NEXT THREE TO FOUR YEARS.

THIS IS OUR TIMELINE. THIS IS A LITTLE BIT IN REVERSE ORDER.

IF YOU LOOK AT THE TOP, FEBRUARY 13TH IS A SPECIAL ELECTION DATE AS OF NOW AND JASEN, CORRECT ME IF I'M WRONG, I THINK WE'RE THE ONLY BALLOT MEASURE THAT WILL BE ON THAT PARTICULAR BATTLEGROUND.

I'LL HAVE JASEN COME UP AND JUST DOUBLE-CHECK ME ON THAT.

>> GOOD EVENING. BATTLEGROUND WILL BE GOING OUT FOR A CAPITAL LEVY.

I BELIEVE WOODLAND IS GOING OUT FOR A LEVY AS WELL.

THIRD DISTRICT IS SPLIT BETWEEN CLARK AND COLLEGE COUNTY.

OBVIOUSLY FOR OUR VOTERS LEFT OUTSIDE OUR DISTRICT AND SO THEY WOULDN'T SEE THOSE MEASURES ON THEIR BALLOT I WOULDN'T EXPECT ANYWAYS.

I WOULD EXPECT FOR THE MAJORITY OF CAMAS RESIDENTS AND UNINCORPORATED CLARK COUNTY THAT THEY WOULD PROBABLY JUST SEE OUR PROPOSITIONS.

I WANT TO SAY IT'S PROPOSITION 6 AND 7 IF I RECALL CORRECT.

>> THANKS FOR THAT CLARIFICATION, JASEN.

DECEMBER 15TH IS WHEN OUR RESOLUTION WOULD BE DUE TO THE COUNTY.

HOPEFULLY WITH YOUR APPROVAL TONIGHT, WE'LL BE ABLE TO MEET THAT DEADLINE.

TONIGHT, OF COURSE NOVEMBER 27TH WERE PLACING THE RESOLUTION IN FRONT OF YOU.

ON NOVEMBER 16TH WE DID OUR PUBLIC NOTICE AND FOR SOLICITING FOR AND AGAINST.

WE'VE COMPLETED THAT PART OF THE TASK.

THEN OF COURSE YOU REMEMBER ON THE 13TH, WE HAD A WORKSHOP WHERE WE HAD SOME ROBUST CONVERSATION AROUND DIFFERENT SCENARIOS.

WE PRESENTED THREE OR FOUR TO YOU, AND I REALLY APPRECIATED THAT CONVERSATION.

I THINK WE ALSO HAD SOME FEEDBACK FROM THE COMMUNITY, EVEN DURING THAT WORKSHOP. REALLY GOOD NIGHT.

HOPEFULLY, THAT'S GIVEN YOU SOME TIME TO DIGEST SOME INFORMATION THAT'S BEEN PRESENTED.

THESE ARE OUR LEVY COMPARABLES.

YOU CAN SEE HERE, THIS IS COMPARED TO OTHER NEIGHBORING DISTRICTS.

YOU CAN TAKE A PEEK AT THAT.

YOU COULD SEE WHERE WE LAND.

WE'RE SECOND FROM THE BOTTOM THERE.

WE'RE ON THE HIGHER END OF OUR COLLECTIONS.

BUT REALLY NOT STANDING OUT TOO FAR FROM OTHER DISTRICTS.

RECENT ELECTIONS. I KNOW WE'VE HAD A LOT OF CONVERSATIONS ABOUT THIS AND COREY, YOU AND I HAVE SPOKEN ABOUT THIS IN OUR BRIEFINGS QUITE A BIT AND LOOKED AT THE HISTORICAL REFERENCE AND I DO BELIEVE THAT YOU SHOULD TAKE THIS INTO YOUR INTO CONSIDERATION TONIGHT AS YOU MAKE YOUR DECISION.

OBVIOUSLY, WE'VE BEEN VERY FORTUNATE IN CAMAS OVER THE YEARS, BUT AS YOU CAN SEE, JUST COMPARATIVELY, IT'S BEEN GETTING A LITTLE TOUGHER AND TOUGHER TO GET BONDS AND LEVIES PASSED THROUGHOUT WASHINGTON STATE AND EVEN NATIONALLY FOR MANY DIFFERENT VARIABLES.

YOU CAN SEE MOST RECENTLY IN 2023, VANCOUVER DID PASS WITH 57%, BUT WASHOUGAL WAS A NO AND WOODLAND WAS A NO.

AGAIN, JUST TO KEEP THAT IN MIND AS A REFERENCE POINT, AS WE DECIDE TONIGHT.

I KNOW THIS IS A LITTLE BIT DIFFICULT TO SEE.

I TRIED TO MAKE IT AS LARGE AS I CAN FOR YOU, BUT I KNOW YOU'VE SEEN THIS BEFORE.

WE'VE TALKED ABOUT THIS QUITE A BIT.

KEEP IN MIND THE MAX LEVY RATE AT THE VERY TOP.

WE'RE NOT PERMITTED TO HIT THAT BECAUSE WE'RE ON A PER PUPIL STANDARD.

A MAX LEVY FOR OUR PARTICULAR AREA WOULD BE $2.18 FOR EVERY $1,000 OF ASSESSED VALUE.

[00:30:06]

YOU CAN SEE WHAT A FLAT LEVY RATE WOULD BE AT $1.82.

5% WOULD BE 1.92.

10%, A BUMP WOULD BE 1.99.

YOU CAN SEE THE TOTAL COLLECTIONS THERE VARY BASED ON THOSE PERCENTAGE INCREASES.

THIS IS OUR FLAT RATE SCENARIO FOR CAMAS OVER THE YEARS AND UP UNTIL 2028 AND SO YOU CAN SEE HOW THINGS HAVE REALLY FLATTENED OUT WHEN IT COMES TO STAY SCHOOL LEVIES, BONDS, TECH, AND CAPITAL LEVIES.

A LOT HAS CHANGED IN JUST A 10-YEAR TIME FRAME.

>> DR. ANZALONE, I WANT TO POINT OUT REALLY QUICK FOR ANYBODY WATCHING AND JUST SEEING THE BOARD JUST SITTING HERE GOING THROUGH.

THIS IS ALL REVIEW FROM OUR NOVEMBER WORKSHOP WHERE WE DUG INTO ALL OF THIS STUFF.

I JUST ASKED DR. ANZALONE TO PUT THESE, SOME OF THE HIGHLIGHTS FROM OUR WORKSHOP INTO THIS PRESENTATION JUST FOR ANYBODY WHO'S SEEING THIS FOR THE FIRST TIME.

BUT JUST SO EVERYBODY KNOWS, THIS ISN'T OUR FIRST TIME SEEING ALL OF THIS STUFF.

>> THANKS, COREY. THAT'S WHY I'M MOVING THROUGH IT RATHER QUICKLY FOR YOU.

I KNOW YOU'VE HAD A LOT OF TIME TO DIGEST THIS AND DISCUSS IT.

AGAIN, THIS IS JUST A REFERENCE FOR YOU IN MAKING YOUR DECISION TONIGHT.

THIS GRAPH, WE'VE SEEN A LOT AS WELL.

THIS IS JUST ANOTHER WAY TO VISUALIZE OUR TAX RATES OVER TIME.

I KNOW FOR THOSE OF YOU IN THE BACK ROW THERE, 2001 IS THE FURTHEST WE WENT BACK TO SHOW HOW THINGS HAVE REALLY REACHED THE PEAK THAT THEY'RE AT AND THEN THE LEVEL THEY'RE AT NOW.

AS YOU CAN SEE AS ASSESSED VALUES GO UP RATE GOES UP.

AS ASSESSED VALUES INCREASE, THE RATE GOES DOWN.

TRYING TO FIND THAT HAPPY MEDIUM.

THIS IS OUR MAX PER PUPIL SCENARIO AND YOU'VE SEEN THIS AS WELL.

THIS GOES ALL THE WAY OUT TO 2028 AS WELL.

YOU SEE THE BLUE AT THE BOTTOM IS OUR DEBT SERVICE.

THEN THE ONE YOU REALLY WANT TO PAY ATTENTION TO ON THIS ONE IS THE YELLOW, WHERE YOU SEE THE EP&O ACTUAL AND FORECAST AND AMOUNTS IN MILLIONS IN THE DOLLAR AMOUNTS ON THE FAR LEFT.

LOCALLY FUNDED PROGRAMS. HERE'S A REALLY NICE PIE GRAPH TO SEE WHERE OUR LOCAL LEVY FUNDS GO TO, THE REVENUE SOURCE AND TOTALING UP TO 26.1 MILLION.

69% IS OUR LOCAL LEVY.

10% HAS BEEN OUR GENERAL FUND BALANCE THRESHOLD.

QUESTIONS ON THAT ONE AGAIN.

THIS IS OUR LOCAL NON-TAX EXPENDITURES.

AGAIN, COMMUNITY ED IS 46% OF OUR NON-TAX EXPENDITURES.

THE NEXT WOULD BE OUR FOOD SERVICE SALES, AND THEN FOLLOWED BY FEE-BASED PROGRAMS AND THEN TUITION AND FEES.

TOTAL OF FIVE-AND-A-HALF MILLION DOLLARS.

THIS IS A REALLY INFORMATIVE SLIDE.

I THINK YOU'VE SEEN THIS ONE AT BOTH THE WORKSHOP AS WELL AS IN BOARD DOCS, SO THIS ONE IS REALLY WHAT THE QUESTION A LOT OF YOU HAVE ASKED AND A LOT OF OUR STAKEHOLDERS HAVE ASKED IS MORE SPECIFICALLY WHERE DO THESE LEVEL LEVY DOLLARS GO TO? YOU CAN SEE FOR 24% OF OUR TOTAL CERTIFICATED PHYSICIANS IS PAID OUT OF THE LEVY FOR A TOTAL OF ABOUT FIVE MILLION DOLLARS.

WE SEE SPECIAL SERVICES RECEIVES 12%, AND YOU CAN GO DOWN THE LIST, SO ON AND SO FORTH WITH TRANSPORTATION VIA THE LOWEST AT 2%.

AGAIN, JUST OVER $20 MILLION.

VERY CRITICAL AMOUNT OF MONEY GOES TO SOME VERY DIRECT SUPPORTS FOR OUR SCHOOLS.

>> BUT JUST TO CLARIFY REALLY QUICK WHAT YOU SAID BECAUSE I THINK YOU MIGHT HAVE SWITCHED IT AROUND THERE.

LIKE FOR EXAMPLE, THAT FIRST LINE ITEM, THE CERTIFICATE OF POSITIONS.

TWENTY-FOUR PERCENT OF THE LEVY GOES TOWARDS CERTIFICATED POSITIONS, NOT 24% OF CERTIFICATED POSITIONS.

>> YEAH, YOU'RE RIGHT. ABOUT 80, ALMOST 90% ACTUALLY GO CERTIFICATED OR ACTUALLY SALARIES IN GENERAL.

BUT IF I MISS SAID THAT, IT'S 24% OF OUR LEVY MONEY.

THIS SLIDE SHOULD BE PRETTY HOPEFULLY INFORMATIVE TOWARDS YOUR DECISION AS WELL.

I'LL GO INTO STAKEHOLDER INPUT UNLESS THERE'S ANY MORE QUESTIONS SPECIFICALLY ON THOSE NUMBERS ARE FOR JASON.

WE HAVE BEEN ABLE TO REACH OUT TO QUITE A BIT OF STAKEHOLDERS AROUND OUR COMMUNITY, AND WE STARTED OFF WITH COMMUNITY INPUT.

THIS HAS BEEN A HOT TOPIC, OF COURSE, FOR OUR CITIZEN ADVISORY COMMITTEE, SO SOME OF THIS IS COMING FROM DISCUSSIONS WITH THEM.

[00:35:03]

OUR LAST TWO MEETINGS WERE ON OCTOBER 2ND AND NOVEMBER 6TH.

AGAIN, A LOT OF PARENT INPUT AROUND THE LEVY RATE AND REALLY JUST PERSONAL STORIES OF HOW TAXES HAVE IMPACTED HOMEOWNERS OVER THE YEARS AND WHAT SOME OF THEIR EXPENSES ARE NOW THAT MAYBE THEY DIDN'T HAVE BEFORE INFLATION HIT SO HARD.

WE DISCUSSED VARIOUS SCENARIOS WITH THEM.

PARENTS UNDERSTOOD THE PROS AND CONS OF EACH SCENARIO AND THEY ASKED SOME GREAT QUESTIONS.

WE TALKED, AS I SAID, ABOUT THE TAX BURDEN THAT WOULD RISE TO THE SURFACE WITH THIS RATE AS WELL AS THE SCHOOL SUPPORT RISING TO THE SURFACE.

MEANING THAT YES, WE UNDERSTAND THAT THIS TAKES A HIT ON OUR WALLETS, BUT THEN AGAIN, WE SUPPORT OUR SCHOOLS AND WE LOVE OUR TEACHERS, AND IT'S A DIFFICULT BALANCE.

WE WANT ALL THESE WONDERFUL THINGS, BUT WE UNDERSTAND THAT IT COMES WITH A COST, SO THERE'S A REALLY GOOD CONVERSATION WITH OUR COMMUNITY.

THE SUPERINTENDENT BUDGET COMMITTEE, WHERE WE HAVE STAKEHOLDERS, NOT JUST FROM OUR COMMUNITY AND OUR FINANCIAL SUPPORT, BUT ALSO EACH OF OUR BARGAINING UNIT LEADERSHIP IS REPRESENTED AT THOSE MEETINGS.

WE MET ON OCTOBER 18TH.

WE ALSO HAD LEADERSHIP MEETINGS WITH MIKE TRUE AND MANY SOUTH LANDER OFFLINE BECAUSE THEY WEREN'T ABLE TO MAKE THE LAST MEETING, AND YOU CAN SEE SOME OF THE CONVERSATIONS.

CEA, CAEOP, PSE AND PRINCIPLES ARE REPRESENTED THERE AS YOU KNOW, AS WELL AS BOARD MEMBERS, OF COURSE. JASON IS THERE.

TYPICALLY, MATT CAMPBELL IS THERE AS WELL.

WE HAVE FINANCIAL EXPERTS FROM ACROSS THE PRIVATE SECTOR REPRESENTED THEIR REAL CROSS-SECTION OF THE COMMUNITY.

DISCUSSION WAS VERY ROBUST AND AT TIMES DIVIDED, AS YOU CAN IMAGINE, THAT'S WHAT THE PURPOSE OF THE BUDGET COMMITTEE IS FOR.

I THINK FOR THE MOST PART, THERE WAS MORE OF A CONSENSUS TO REMAIN MORE CONSERVATIVE BASED ON THE CURRENT CLIMATE, THE INFLATION CLIMATE, AND SPENDING OUT THERE.

I WILL SAY THOUGH THE BOTTOM SENTENCE IS VERY IMPORTANT THAT JUST BECAUSE THAT WAS CONSENSUS, IT DOESN'T MEAN THERE'S FULL AGREEMENT.

THERE ARE SOME PEOPLE ON THE COMMITTEE THAT REMAIN MORE PRIVATE ON THEIR OPINIONS OR MAYBE THEY TALK OFFLINE, OFF THE RECORD SO TO SPEAK.

AGAIN, I WANT TO MAKE SURE THAT'S CLEAR.

BUT THOSE WHO WERE MORE VOCAL, FOR THE MOST PART, WE'RE STICKING MORE TO THAT FLAT RATE OR MAYBE JUST ABOVE FLAT RATE.

CABINET FEEDBACK. AS YOU KNOW, WE MEET EVERY MONDAY AND I BELIEVE THAT THE CABINET FOR THE MOST PART ALSO HAD A CONSENSUS TO REMAIN FLAT.

THE DEPARTMENT LEADS ARE THERE, THEY REPRESENT ALL PARTS OF OUR SCHOOL DISTRICT FROM INSTRUCTION, DIRECT SUPPORT TO OUR SCHOOLS, TO MAINTENANCE FACILITIES, OF COURSE, BUSINESS SERVICES, AND EVERYONE'S THERE.

THAT'S WHERE OUR CONVERSATION HAS LED AS WELL.

MAINLY THERE'S A CONCERN AROUND INFLATION, AS I'VE MENTIONED, AND OF COURSE, THE IMPACT FOR OUR FAMILIES.

OUR STUDENT ADVISORY COMMITTEE.

I WILL SAY THAT THIS WAS PROBABLY ONE OF THE BEST GROUPS TO TALK TO YOU.

THEY WERE VERY OPEN AND HONEST, AND I DID MY BEST TO EXPLAIN THE SITUATION AND HOW LEVIES WORK.

THEY CAUGHT ON FASTER THAN MOST OF OUR ADULT GROUPS.

THEY'RE AMAZING. WE MEET EVERY OTHER MONDAY WITH THE STUDENTS AS YOU HEARD TODAY.

THEY WERE GREAT BECAUSE THEY WERE REALLY TAKE INTO EFFECT CHEMIST RESIDENTS WHO ARE VERY PROUD OF WHAT CAMAS SCHOOL DISTRICT OFFERS, AND THEY FELT THEY'D BE VERY WILLING TO CONTRIBUTE MORE BASED ON OUR STATUS TO REMAIN EXCELLENT.

HOWEVER, THE KIDS WERE GREAT AND SAYING THAT THERE'S A CONCERN THAT FAMILIES MAY NOT BE ABLE TO COVER THAT COST.

SOME OTHER STUDENTS THAT EVEN $100 A MONTH COULD REALLY IMPACT SOME OF THEIR FRIENDS, FAMILIES, SO THEY REALLY SPOKE FROM THE HEART.

MANY FAMILIES THEY STATED AS WE KNOW MOVE TO CAMAS FOR THE SCHOOLS.

POTENTIALLY, FAMILIES FROM PORTLAND AND OR EVERGREEN MIGHT SEE THE STABILITY OF CAMAS SCHOOLS AND TAKE INTEREST IN MOVING HERE.

I THOUGHT THAT WAS GREAT. ONE OR TWO OF THE STUDENTS EVEN SUGGESTED A PROGRESSIVE RATE WHERE IF YOUR INCOME IS LOWER, YOU'D PAY A LOWER RATE, AND I SAID YOU NEED TO RUN FOR OFFICE, AND THAT'S AMAZING.

BUT AGAIN, I THINK THE STUDENTS FELT MORE CONSERVATIVE, BUT UNDERSTOOD THAT THERE'S FAMILIES OUT THERE THAT WOULD PROBABLY PAY A LITTLE BIT MORE TO KEEP US AT THE EXCELLENT RATE WE'RE GOING.

LEGISLATIVE ADVOCACY COMMITTEES, OF COURSE, SPOKE A LITTLE BIT ABOUT THIS AND I'LL TALK A LITTLE BIT MORE ABOUT THIS GROUP IN THE SOUP REPORT.

BUT WE'VE MET ON THE 16TH AND THE 30TH, NOT COUNTING THE RECEPTION WE HAD ON NOVEMBER 20TH.

I FELT WITH THAT COMMITTEE, EVEN THOUGH THERE WAS A LOT OF LEGISLATIVE TALK, THERE ARE STILL SOME MARRIAGE BETWEEN THE LEGISLATIVE ACTION AND THE LEVY,

[00:40:05]

AND SO THERE'S VERY STRONG SUPPORT FOR OUR SCHOOLS ON THAT COMMITTEE.

IT'S THE REASON WHY MANY COMMITTEE MEMBERS MOVE TO CAMAS AND EVEN JOIN THIS COMMITTEE.

EVEN THOUGH AGAIN, THEY'RE FOCUSED ON LEGISLATION, THERE'S A CONCERN AROUND INFLATION AND IMPACT FOR FAMILIES IN THAT COMMITTEE AS WELL.

THE PTOS THAT I'VE BEEN VERY BLESSED TO GO AND SPEAK WITH.

ACTUALLY, WE RECRUITED SOME OF THOSE PARENTS TO SPEAK ON THE 20TH, IF YOU REMEMBER, AT A LEGISLATIVE COMMITTEE RECEPTION.

I PRESENTED TO ALL PTOS SO FAR IN CAMAS SCHOOL DISTRICT.

THERE'S A HIGH LEVEL OF INTEREST IN ADVOCACY.

PEOPLE ARE REACHING OUT SAYING, HEY, NO MATTER WHAT RATE THE BOARD GOES WITH TELLING ME HOW I CAN HELP, AND I'VE BEEN HEARING THAT LOUD AND CLEAR.

THERE'S AGAIN A CONCERN AROUND INFLATION AND ALSO IN ENROLLMENT TRENDS.

THERE'S A CONCERN IN THAT, WE DON'T WANT TO TURN PEOPLE AWAY.

FROM CAMAS, IT'S ALREADY DIFFICULT ENOUGH TO BUY A HOUSE HERE AS A HIGHER TAX RATE GOING TO AFFECT PEOPLE.

THAT WAS JUST A A CONSENSUS AROUND THE PTOS, BUT A DESIRE TO PROTECT CURRENT COURT PROGRAM.

AGAIN, I KNOW I'M PROBABLY NOT HELPING YOU HERE, BUT BY SAYING THAT YES, THERE'S A CONCERN AROUND INFLATION, THERE'S ALSO A GENUINE INTEREST IN KEEPING OUR CURRENT PROGRAMS AND PROGRAMS MOVING FORWARD.

PRINCIPALS COUNCIL, WE MEET EVERY TUESDAY.

THAT'S THE PRINCIPALS AND MYSELF.

ONCE IN A WHILE, THERE ARE SOME VARIOUS CABINET MEMBERS, VERY ROBUST CONVERSATION.

I REALLY TAKE THE PRINCIPALS TO HEART AS WELL.

BECAUSE AS A FORMER PRINCIPAL, THERE'S REALLY A THUMB ON THE PULSE OF THE COMMUNITY.

OUR PRINCIPALS ARE THE SMALL COMMUNITY LEADERS, AND THEY'RE EXCITED TO HELP AS WELL.

I'M REALLY HAPPY TO HEAR THAT.

BUT AGAIN, THERE'S THAT CONSENSUS TO REMAIN FLAT BECAUSE THEY'RE FEELING AND SEEING WHAT MANY OF OUR FAMILIES ARE DEALING WITH RIGHT NOW, WITH GAS PRICES AND HOME COSTS, AND UTILITY INCREASES, AND INSURANCE INCREASES.

THE FALL AND WINTER STAFF PRESENTATIONS WHERE I'VE BEEN GOING OUT TO SCHOOLS.

AGAIN, I REALLY THANKFUL TO DEREK AND DAUGH IN MARYLAND FOR JOINING ME ON MANY OF THOSE.

IT'S INTERESTING THE TEACHERS THAT WE SPEAK TO REALLY HAVE AN UNDERSTANDING OF THE HISTORICAL PERSPECTIVE OF CAMAS, AND THEY TALK A LOT ABOUT HOW CAMAS TRADITIONALLY HAS PASSED LEVIES.

THOUGH WE KNOW THAT THAT HAS BEEN ON A LITTLE BIT OF A DOWNTREND, THERE'S STILL THAT UNDERSTANDING THAT CAMAS DOES WELL WHEN IT COMES TO PASSING THESE.

TEACHERS ALSO ARE INTERESTED IN THE FINANCIAL OUTLOOK, AND WHERE WE'RE GOING TO BE AND HOW HARD ARE WE WORKING WITH OUR LEGISLATORS.

GREAT Q&A AT MANY OF THOSE STAFF MEETINGS.

THERE WAS NO REALLY DIRECT RECOMMENDATIONS, I WOULD SAY FROM THE SCHOOLS BECAUSE I'M WITH A VERY LARGE STAFF.

IT'S NOT THE BEST FORUM FOR THAT, BUT A VERY HIGH LEVEL OF ENGAGEMENT AND NEEDS.

OBVIOUSLY, THERE'S STILL SOME HURT OVER THE BUDGET CUTS FOR LAST SPRING AND, OF COURSE, THE NEGOTIATIONS, AND SO WE'RE STILL DOING A LOT OF HEALING WITH OUR STAFF, BUT THERE'S STILL A HIGH LEVEL OF ENGAGEMENT WITH THE UPCOMING LEVY.

OUR CAPITAL FACILITIES COMMITTEE HAS MET MAY 30TH, JUNE 26TH, AND OCTOBER 24TH.

AGAIN, EVEN THOUGH THERE'S A LOT OF TALK AROUND SOME OF THE BIG REPAIRS AND ITEMS THAT WE NEED MORE ON THAT CAPITAL LEVY PORTION, SOME OF THAT REALLY MARRIES INTO KEEPING OUR KIDS SAFE AND HOW WE COULD UTILIZE EVEN OUR EP A NO LEVY.

I TALK ABOUT SAFE, WARM, AND DRY.

I STOLE THAT FROM JASON.

I LOVE THAT BECAUSE IT REALLY HITS HOME AS TO WHAT THE CAPITAL FACILITIES LEVY AND TAX LEVY HELPS WITH.

TECHNOLOGY. WHAT FUTURE INVESTMENTS IN TECHNOLOGY DO WE NEED FOR STUDENTS, STAFF, ETC? I WON'T SPEND A LOT OF TIME ON THIS BECAUSE I THINK WE'RE PRETTY SET ON THOSE RATES.

IT'S MORE OF THE EPNL.

THEN OUR BOARD WORKSHOP WHICH I REFERENCED AND I KNOW A LOT OF THIS IS REVIEW FOR YOU BUT ON NOVEMBER 13TH WHEN WE MET, WE HAD FEEDBACK FROM OUR BUDGET CHAIR.

WE HAD LOCAL PARENT THERE WHO'S ALSO AS A FINANCIAL ANALYST.

WE HAD OUR LEVY CO-CHAIR INPUT.

VERY ROBUST CONVERSATION AGAIN WITH YOU ALL.

WE WENT OVER HISTORICAL INFORMATION, STAKEHOLDER PERSPECTIVES, AND FINANCIAL OUTLOOKS AND I BELIEVE THE BOARD REALLY NARROWED THINGS DOWN AT THAT TIME UNLESS THINGS HAVE CHANGED FROM EITHER A FLAT OR A FLAT PLUS A 5% INCREASE.

AGAIN, ALL THE SCENARIOS ARE STILL ON THE TABLE, BUT THAT'S HOW WE, IF YOU REMEMBER, REALLY ENDED OUR WORKSHOP.

THEN AS FAR AS MY RECOMMENDATION BASED ON ALL OF THAT INFORMATION IN CONVERSATIONS WITH OUR STAKEHOLDERS, MY RECOMMENDATION MOVING FORWARD IS A FOUR-YEAR FLAT RATE REPLACEMENT.

HISTORICALLY, THAT'S REALLY WHAT CAMAS HAS DONE AND DONE WELL DOING.

[00:45:04]

I FEEL LIKE BEING SUPERINTENDENT AND REALLY BEING ONE OF THE FACES OF THIS MESSAGE.

I FEEL AS THOUGH THE MESSAGE OF NO NEW TAXES WILL REALLY RESONATE WITH OUR STAKEHOLDERS, BECAUSE WE HAVE TO LOOK AT A VERY WIDE RANGE AND AN AGE RANGE ALSO.

WE HAVE FAMILIES WHO ARE BRAND NEW, YOUNG FAMILIES.

WE HAVE FAMILIES WHO THEIR KIDS HAVE GRADUATED, AND WE HAVE CITIZENS WHO DON'T HAVE KIDS, WHO'VE NEVER HAD KIDS IN OUR SYSTEM AT ALL SO I'M TRYING TO KEEP ALL OF THAT INTO CONSIDERATION.

AGAIN, I BELIEVE A FLAT RATE NARRATIVE IS WHAT WE'LL LAND BEST WITH OUR COMMUNITY AT THIS TIME AND WHAT THE RECENT EXPECTATION HAS BEEN OVER THE PREVIOUS FEW LEVY CYCLES.

I BELIEVE WE CAN DELIVER SOUND REASONING AND MESSAGES AROUND THIS.

THIS RECOMMENDATION LARGELY REFLECTS THE GUIDANCE AMONG OUR STAKEHOLDERS BUT AGAIN, I'M HERE TO SERVE IN HOWEVER YOU WANT ME TO AND WE WILL MESSAGE AROUND WHATEVER YOU DECIDE, BUT THAT IS ALL AND ON BEHALF OF OUR KIDS, THANK YOU SO MUCH.

>> THANKS, DR. INSULIN. LET'S GO AHEAD.

I WANT TO OPEN UP THE [OVERLAPPING].

>> CAN WE GO BACK TO AND SIT ON SLIDE 8 WHILE WE HAVE OUR DISCUSSION?

>> TELL ME WHEN I'M THERE BECAUSE I DON'T REMEMBER.

>> FLAT RATE SCENARIO SCHOOL PROPERTY TAX.

LET'S JUST LOOK AT THAT VISUAL WHILE WE ALL HAVE OUR CONVERSATION.

>> I GOT IT.

>> YOU WENT TOO FAR.

>> ONE MORE.

>> ONE MORE. THERE WE GO.

BECAUSE THAT'S WHAT THE RECOMMENDATION IS AND SO WE WANT TO TALK ABOUT WHAT THAT LOOKS LIKE.

I GUESS I'LL KICK IT OFF THEN.

FOR OUR COMMUNITY WHO IS LISTENING AT HOME.

AGAIN TO REITERATE WHAT COREY SAID, WE HAVE HAD HOURS OF TALKS AROUND THIS.

I WON'T BELABOR THE PUBLIC COMMUNICATION THAT WE HAVE ALREADY DONE AROUND THIS.

I WANT TO SAY A BIG THANK YOU FOR THE CONSIDERATION AND THE WORK THAT HAS GONE INTO TALKING WITH OUR STAKEHOLDERS AND OUR COMMITTEES AND THE LEVY COMMITTEE THAT WILL BE CARRYING FORWARD THE RECOMMENDATION.

I AGREE WITH YOUR RECOMMENDATION OF THE FLAT RATE AND THAT IS THE WAY THAT I WILL VOTE TONIGHT.

I BELIEVE THAT THIS IS THE PRUDENT THING TO DO FOR OUR COMMUNITY AND IT'S THE RIGHT MESSAGE FOR OUR FAMILIES AND FOR OUR TAXPAYERS OF CAMAS IS TO CONTINUE THIS FLAT RATE OF SUPPORT.

THE REASON WHY I WOULD NOT ENTERTAIN A SLIGHT INCREASE IS BECAUSE THE IMPORTANCE OF THIS PASSING IS SO VITAL TO OUR SCHOOLS AND WHAT MAKES THEM SPECIAL.

HUNDRED PERCENT OF EXTRACURRICULARS BEING PAID BY OUR LEVY WE CAN'T JEOPARDIZE THAT.

THAT IS WHAT MAKES STUDENTS' EXPERIENCES UNIQUE AND WHAT THEY VALUE AND WHAT THEY'LL REMEMBER.

SAFE, WARM, AND DRY ROOFS, WE'VE GOT TO GET PEOPLE COME AND SAY, WELL, YOUR FACILITIES ARE AMAZING, WE WERE TALKING WITH A NEIGHBOR DOWN IN THE GORGE WHOSE KIDS ARE IN 70-YEAR-OLD BUILDINGS.

WE'VE GOT BEAUTIFUL BUILDINGS, WE NEED TO MAINTAIN THOSE.

THE IMPORTANCE OF THIS PASSING IS SO VITAL THAT I AGREE WITH THE FLAT RATE BECAUSE I TRUST IN OUR COMMUNITY IN UNDERSTANDING THAT WE'RE DOING THE PRUDENT AND RIGHT THING OF KEEPING THAT FLAT RATE.

>> WELL SAID, ERICA. I'M JUST GOING TO SAY A FEW COMMENTS HERE.

I MISS THE BOARD WORKSHOP, BUT OBVIOUSLY WE'RE ALL INVOLVED IN SO MANY OF THESE MEETINGS AND AS COREY SAID IN THE BEGINNING, IT'S REVIEW FOR US.

SOME OF US EVEN HAVE THESE PACKETS BECAUSE I'VE BEEN CARRYING THESE AROUND WITH ME IN MY BACKPACK FOR THE PAST COUPLE OF MONTHS BECAUSE JUST WHENEVER I HAVE CONVERSATION OR FLIPPING THROUGH THEM, IT'S BEEN ON TOP OF MY MIND AND SO ALL THAT STUFF WAS REVIEWING.

WE'VE JUST BEEN TALKING ABOUT IT FOR A LONG TIME SO I APPRECIATE ALL THE WORK

[00:50:02]

THAT'S GONE INTO THIS AND OUR COMMUNITY'S INPUT IS SO IMPORTANT.

I LOVE THAT WE REACHED OUT IN SO MANY WAYS.

WE TALKED TO STUDENTS, WE TALKED TO TEACHERS AND STAFF AND PRINCIPALS AND JUST ANYTIME I WAS OUT IN THE COMMUNITY, IN FACT, SOMEONE TEXTS ME TONIGHT AND WAS LIKE, HEY, JUST TO HAVE THOSE PEOPLE TO TALK TO AND GET THAT ADVICE FROM BECAUSE WE REPRESENT SO MANY DIFFERENT DIVERSE PEOPLE IN OUR COMMUNITY AND I WANT TO MAKE SURE WE'RE HEARING FROM ALL OF THEM.

A COUPLE OF THINGS THAT HELPED ME TO MAKE MY DECISION TONIGHT WAS ONE OF THEM IS THAT EVEN KEEPING AT A FLAT RATE, WE'RE STILL INCREASING THE REVENUE BY $900,000 SO IT'S NOT LIKE WE'RE GETTING LESS MONEY.

WE'RE ACTUALLY GETTING MORE MONEY BY KEEPING IT THE SAME.

NOW, WE COULD INCREASE AT 5% AND GET DOUBLE THAT BUT LIKE ERICA SAID, IT'S SO VITALLY IMPORTANT THAT WE PASS THIS LEVY, THAT KEEPING A FLAT RATE AND STILL INCREASING BY 900,000 WAS IMPORTANT TO ME.

THE OTHER THING THAT I WAS LOOKING BACK TO IS THIS OTHER SLIDE THAT WE GO TO THAT TALKS ABOUT THE BREAKDOWN OF WHERE THE FUNDS ARE.

CORRECT ME IF I'M WRONG ON THIS JASON, BUT THE SPECIAL SERVICES WHERE WE SPENT 2.5 MILLION, SOME OF THAT IS ACTUALLY A BASIC EDUCATION THAT SHOULD BE PAID FOR BY THE STATE, RIGHT?

>> YEAH. OUR SPECIAL ED STUDENTS ARE BASIC ED STUDENTS FIRST AND FOREMOST.

IT IS A DISCUSSION THAT WE'VE HAD MULTIPLE TIMES WITH OUR STAKEHOLDERS AND THAT REPRESENT US IN OLYMPIA AND IT'S THE TRUTH THAT WE ARE USING LOCAL FUNDS TO EDUCATE SOME OF OUR HIGHEST NEED STUDENTS, AND WE WISH IT WERE FULLY FUNDED BY THE STATE AND WE WILL KEEP OBVIOUSLY REQUESTING THAT THEY REEVALUATE SOME OF THE FUNDING FORMULAS BUT IT IS A REALITY WITH THE USE OF OUR LEVY FUNDS.

I WANT TO SAY IT'S NUMBER 2 ON THE LIST.

>> I LOOK AT THAT AND I'M LIKE THAT'S MONEY THAT WE SHOULD BE MAKING SURE THAT THEY'RE COVERING AND THAT'S ONE OF THE REASONS OUR ADVOCACY WORK IS SO IMPORTANT AND THAT JUST MEETING WITH OUR LEGISLATORS AND SHOWING THEM THAT.

I KNOW THAT LAST SESSION THEY GAVE US LIKE 300 BILLION, NOT US.

THEY DIDN'T GIVE THAT TO US BUT I'M HOPEFUL THAT THEY'RE GOING TO FUND MORE OF THAT.

WHEN THEY DO THAT, THAT 2.5 MILLION WILL BE LESS AND MORE OF OUR LEVY DOLLARS WILL BE ABLE TO USE FOR WHAT THEY REALLY SHOULD BE INTENDED FOR.

BETWEEN THAT AND THE 900,000 EXTRA WE GET BY KEEPING IT FLAT, I FEEL LIKE WE'RE ALREADY GETTING MORE AND SO THAT ALSO LEADS ME TO BELIEVE THAT THE RECOMMENDATION TONIGHT IS THE RIGHT ONE.

THOSE ARE JUST SOME OF MY REASONINGS OF HOW I GOT THERE.

>> CAN YOU CLARIFY THE INCREASE, YOU KEEP SAYING? WHY WOULD THAT BE AN INCREASED SO IF WE'RE DOING A FLAT RATE FOR THOSE AT HOME?

>> BECAUSE JASON MAY HAVE TO EXPLAIN THAT.

>> BASICALLY [OVERLAPPING].

>> IT SAYS VALUES ARE HIGHER, RIGHT?

>> YEAH. WE LEVY IN AMOUNT, BUT WE ARE REQUIRED BY LAW TO ESTIMATE THE TAX RATE AND SO WHAT WE HAVE ATTEMPTED TO DO WAS ALIGN THE LEVY AMOUNTS WITH THE ASSESSED VALUE GROWTH SO AS TO MAINTAIN A FLAT TAX RATE INTO THE FUTURE AND SO THAT HAS BEEN A STRATEGY ON OUR PART.

LIKE IN THE PAST, IF WE'VE HAD TAKEN ON ADDITIONAL DEBT SERVICE OR DEBT SERVICE HAS FALLEN OFF, WE'VE ALWAYS TRIED TO MAINTAIN SOME DEGREE OF CONSISTENCY IN THE TAX RATE IF WE POSSIBLY CAN.

THE AVERAGE HOMEOWNER DOESN'T SEE THAT FLUCTUATION GREATLY.

>> THAT WAS IT. THANK YOU. I AGREE WITH BOTH TRACY AND ERICA SO FAR AND ALSO WANT TO POINT OUT THAT EVEN IF WE WENT AT THE MAXIMUM RATE, WE WILL NOT BE ABLE TO TAX OUR WAY OUT OF A STATEWIDE FUNDING MODEL THAT DOESN'T ADEQUATELY FUND BASIC EDUCATION.

IF YOU LOOK AT THIS LIST UP HERE, ALL OF THAT IS BASIC EDUCATION THAT WE'RE HAVING TO PAY OUT OF OUR LEVY DOLLARS INSTEAD OF BEING FUNDED THAT THROUGH THE STATE.

NO RATE IN-BETWEEN WHAT WE DO AND WHAT WE ARE ALLOWED SO THE $2.18, THAT WON'T FILL THE GAP BETWEEN OUR BUDGET SHORTFALL AND WHERE WE'RE AT.

IT WOULD HELP BUT THE IMPACT OF A LEVY FAILURE TRYING TO GET ONLY IF WE WENT BETWEEN FLAT AND 0.5 AND ANOTHER 900,000, WHICH YOU POINTED OUT IF WE CAN GET

[00:55:02]

THE MORE SPECIAL ED FUNDING AND MAYBE HACK AWAY AT THAT 2.5 MILLION, I THINK WE HAVE A BETTER CHANCE DOING THAT.

I AGREE WITH THE FLAT RATE. IT IS CONSERVATIVE.

I THINK WE NEED TO KEEP KEEP IN MIND ALL OF OUR COMMUNITY MEMBERS AND WE HAVE COMMUNITY MEMBERS ON FIXED INCOMES.

WE HAVE COMMUNITY MEMBERS WHO ARE WILLING TO PAY WHATEVER TO KEEP OUR QUALITY SCHOOLS AND WE WANT TO MAINTAIN OUR QUALITY SCHOOLS.

THIS WILL DO IT. A FLAT RATE WILL ENABLE US TO DO THAT WITH AN ADDITIONAL 900,000 IN ORDER TO KEEP THE PROGRAMS THAT WE'RE USED TO RUNNING AND FUNDED AS WE HAVE BEEN UP UNTIL NOW.

LIKE YOU GUYS SAID, THERE'S A LOT OF RESEARCH, A LOT OF WORKSHOPS, AND COMMUNICATION COLLABORATION THAT'S GONE ON IN MAKING THIS DECISION.

I APPRECIATE ALL THE WORK AND EFFORT PUT INTO ALL THE PRESENTATIONS AND TO SEE THE PROS AND CONS OF WHY WE NEED TO CHOOSE ONE OVER THE OTHER.

I DON'T THINK IT'S AN EASY DECISION AND I THINK WITH THE COMMUNITY IN MIND AND WHAT WE'RE HERE TO DO, IT WOULD BE A DISSERVICE TO ASK FOR SO MUCH AND THEN YOU HAVE NOTHING.

TO REMAIN STABLE WITH THE FLAT RATE IS TO ME IS A RESPONSIBLE DECISION.

>> THANK YOU. THIS HAS BEEN SOMETHING I'VE WRESTLED.

I KNOW ALL WE'VE WRESTLED WITH THIS A LOT BECAUSE WE KNOW WHAT OUR FORECAST LOOK LIKE DOWN THE ROAD.

BUT THE LOCAL LEVY CAN'T FIT.

I THINK CONNIE OR YOU SAY THE LOCAL LEVY ISN'T GOING TO FIX THIS.

IT'S A STATEWIDE THING, IT'S A STATEWIDE PROBLEM.

BUT THE CRUCIAL NEEDS TO PASS THIS LEVY TO FUND THE THINGS THAT WE'RE ALREADY FUNDING IS JUST SO IMPORTANT.

WE CAN'T BE NAIVE ABOUT THIS.

WE CANVASSED.

WE USED TO LIVE IN A TIME WHERE LEVIES PASSED IN THE HIGH '60S, WHETHER THAT WAS US OR IT WAS VANCOUVER OR EVERGREEN OR WHATEVER.

EVEN JUST THE POLITICAL CLIMATE WE LIVE IN NOW WITH HOW PUBLIC EDUCATION IS SO POLARIZED, WE'RE NOT THE ONLY GAME IN TOWN ANYMORE, BUT THOSE FOLKS STILL LIVE IN THIS DISTRICT.

THIS IS CRITICAL, IT'S CRITICAL FOR THE CONTINUING OPERATIONS OF OUR DISTRICT.

I ALSO THINK WE HAVE TO SPEND OUR FUND BALANCE DOWN.

WE CAN'T ASK FOR AN INCREASE IN TAXES WHEN WE HAVE A FUND BALANCE THAT WE NEED TO SPEND DOWN AND A 26% TAX INCREASE WOULD BE A HUGE AMOUNT AND IT STILL WOULDN'T FIX THE ISSUES THAT WE HAVE.

I APPRECIATE THE FACT THAT WE'VE ALL WRESTLED WITH THIS SO MUCH, I APPRECIATE THE FEEDBACK THAT WE'VE RECEIVED FROM A SUPERINTENDENT, THE FINANCE DEPARTMENT, AND ALL OF OUR ALL OF OUR STAKEHOLDERS.

IT'S THE RIGHT THING TO DO AND IT'S BEING GOOD STEWARDS OF THE TAXPAYER MONEY AND RESPECTING THE TAXPAYERS AS WELL.

WE HAVE TO REMEMBER TOO, THAT WE'RE NOT THE ONLY TAXING AUTHORITY IN THIS AREA EITHER.

THE CITY OF CAMAS IS WRESTLING WITH A LOT OF THE SAME THINGS AND WE HAVE TO MAKE SURE JUST LIKE CONNIE WAS TALKING ABOUT WITH OUR CITY SCHOOLS RELATIONSHIP THAT WE KEEP THAT IN MIND AS WELL.

THAT IN THE END WE HAVE TO KEEP THE TAXPAYER IN MIND.

IF THERE'S ANY OTHER DISCUSSION ON THIS, JOHN, ANYTHING ELSE TO ADD FOR YOU?

>> NO, I APPRECIATE THAT.

CONNIE, TO YOUR POINT ABOUT THE LEGISLATION, I THINK THAT'S WHERE THE ADVOCACY WORK OR MAYBE IT WAS TRACEY, YOU SAID THAT THE ADVOCACY WORK IS CRUCIAL.

WHAT I KEEP TELLING OUR TEAM IS THAT WE CAN CONTROL OUR ENROLLMENT.

IT'S GOING TO HOPEFULLY WORK ITSELF OUT OVER TIME, BUT IT'S VERY HARD FOR US AS A BOARD OR AS A COMMUNITY TO CONTROL THAT.

WE DO HAVE SOME CONTROL OVER THIS DECISION AND WE HAVE SOME CONTROL OVER THE ADVOCACY OR NOT ADVOCACY TO OUR LEGISLATORS SO WE'RE GOING TO KEEP TRUCKING AWAY WITH OUR REPRESENTATIVES.

I THINK WE HAVE THEIR EAR.

I THINK THAT MONDAY NIGHT, THE 20TH WAS VERY PRODUCTIVE.

IT WAS A GREAT START AS CONNIE WOULD SAY, BECAUSE WE'RE GOING TO KEEP AT IT.

THAT'S REALLY WHERE I THINK THE HARD WORK HAS TO COME.

BUT THIS IS A GREAT FIRST STEP FOR US TO INFORM OUR LEVY COMMITTEE WHERE WE'RE HEADED AND THEN TAKE IT FROM HERE.

I SEE PAT HERE. THANK YOU FOR YOUR LEADERSHIP ON THAT COMMITTEE,

[01:00:01]

AS WELL AS MCENRY AND THE REST OF THE TEAM.

THANK YOU FOR YOUR CONSIDERATION.

>> ANYTHING ELSE ANYBODY NEEDS TO DISCUSS OR QUESTIONS THAT YOU HAVE? DO YOU HAVE ENOUGH INFORMATION TO VOTE? WE DO HAVE THREE ITEMS THAT WE NEED TO VOTE ON SEPARATELY.

I BELIEVE THE THE ADVICE WAS TO DO A ROLL CALL VOTE, CORRECT? WE'LL DO A ROLL CALL VOTE FOR EACH OF THESE.

THE FIRST RESOLUTION WE NEED TO VOTE ON IS RESOLUTION 23-03.

[B. Board Resolution 23-03 - Replacement EP&O Levy]

THAT IS THE PIANO LEVY AT THAT FLAT RATE.

IF THERE AREN'T ANY OR IF THERE'S NOT ANY FURTHER DISCUSSION, I'D ENTERTAIN A MOTION AND A SECOND.

>> I MOVE TO APPROVE THE REPLACEMENT E-PIANO LEVY AS PRESENTED.

>> I'LL SECOND.

>> IT WAS MOVED BY ERIKA, SECONDED BY CONNIE.

WE'LL DO A ROLL CALL VOTE.

JUST YEA OR NAY. BAMINI.

>> YES.

>> THAT WAS A YES. TRACEY?

>> YES.

>> YES.

>> YES.

>> THAT IS UNANIMOUS.

OUR NEXT RESOLUTION IS THE CAPITAL REPLACEMENT LEVY RESOLUTION 23-04.

[C. Board Resolution 23-04 - Capital Replacement Levy]

AGAIN, A MOTION AND A SECOND.

>> I'LL MOVE TO APPROVE BOARD RESOLUTION 23-04, REPLACEMENT CAPITAL LEVY AS PRESENTED.

>> I SECOND.

>> IT WAS MOVED BY TRACEY, SECONDED BY BAMINI.

ANY FURTHER DISCUSSION? ROLL-CALL VOTE BAMINI?

>> YEA.

>> TRACEY?

>> YEAH.

>> CONNIE?

>> YEAH.

>> AND ERIKA?

>> YEAH.>> MOTION CARRIES [NOISE]. EXCUSE ME.

THEN THE LAST LITTLE BIT OF HOUSEKEEPING THAT WE NEED TO DO IS A POINT,

[D. Appointment of For and Against Committee]

OUR FOREIGN AGAINST COMMITTEES THOUGH, IF I'M READING THIS CORRECTLY, JASON, WE DID NOT HAVE ANYBODY APPLY.

>> THAT WORKING?

>> YEAH.

>> WE HAVE TWO MEMBERS THAT WOULD BE ON THE FOR COMMITTEE.

THOSE TWO MEMBERS WOULD BE MCENRY AND MR. HENNESSEY.

WE DID NOT HAVE ANY ANYONE EXPRESSING INTERESTS TO SERVE ON THE AGAINST COMMITTEE WHICH HAPPENED LAST TIME AS WELL, IT'S NOT UNCOMMON.

WE DID PUBLISH IN THE NEWSPAPER FOR TWO WEEKS TRYING TO SOLICIT MEMBERS FOR BOTH.

THE DEADLINE TO APPLY WAS ON FRIDAY, ACTUALLY AFTER THANKSGIVING SO WE'VE MAXIMIZED THAT TIMEFRAME.

BUT AS OF TODAY, SO THIS MEETING AND THIS IS REQUIRED BY STATUTE THAT WE DO THIS.

WE DO NOT PREPARE ANY OF THOSE STATEMENTS AS A DISTRICT.

WHEN YOU LOOK INTO BALLOT, THERE'LL BE A FOR OR AGAINST.

IT'S REALLY UP TO THESE COMMITTEES TO DO THAT.

WE OBVIOUSLY AS A PUBLIC AGENCY WOULD PROVIDE INFORMATION IF YOU ARE REQUESTED TO EITHER OR BOTH COMMITTEES TO MAKE SURE THAT THEY HAVE THE SAME INFORMATION.

BUT THAT'S THE PROCESS.

THEN WITH THE APPROVED RESOLUTIONS AND SIGNED RESOLUTIONS, AS WELL AS THESE DOCUMENTS, MUST BE SUBMITTED TO THE COUNTY BY DECEMBER 15TH.

THIS ENABLES US TO SUBMIT THE FULL PACKAGE THAT'S REQUIRED BY THE COUNTY ELECTIONS OFFICE OF THE RESOLUTIONS REQUESTING THAT WE PUT THESE TWO PROPOSITIONS ON THE FEBRUARY BALLOT AND AS WELL AS TO HAVE THESE COMMITTEE APPOINTMENTS MADE OFFICIAL.

>> DOES THIS ONE NEEDS TO BE A ROLL CALL VOTE AS WELL?

>> I DON'T BELIEVE SO.

THAT WASN'T PART OF OUR LEGAL COUNSEL'S DIRECTION.

>> THANK YOU. WE DO HAVE TWO MEMBERS OF THE FOR COMMITTEE AND NOBODY ON THE AGAINST SO UNLESS THERE'S ANY FURTHER DISCUSSION, I JUST LOOK FOR A MOTION TO APPOINT THE CITIZENS VOLUNTEERED.

>> I MOVE TO APPROVE FOR/AGAINST COMMITTEE FORMS APPOINTING THE CITIZENS WHO VOLUNTEERED TO SERVE.

>> I SECOND.

>> WAS MOVED BY ERIKA, SECONDED BY BAMINI.

ALL THOSE IN FAVOR. MOTION CARRIES.

THANK YOU ALL FOR YOUR WORK ON THIS AGAIN, JOHN, JASON'S TEAM, EVERYBODY WHO WEIGHED IN ON THIS, THANK YOU.

THAT WAS A MANY WEEKS AND MONTHS LONG PROCESS.

THANK YOU FOR THAT. THAT MOVES US DOWN TO ITEM 10,

[A. Superintendent's Report]

OUR SUPERINTENDENT'S REPORT. DR. ANGEL.

>> GETTING THAT UP. USUALLY I LIKE TO START WITH ENROLLMENT.

[01:05:03]

AS OF NOVEMBER 15TH, JUST A COUPLE OF WEEKS AGO NOW, CAN'T BELIEVE HOW FAST THE TIME IS FLYING, WE WERE AT, THIS IS FTE KEEP IN MIND 6,924 STUDENTS.

I ALSO LIKE TO POINT OUT THAT WE DO SERVE A LOT MORE THAN THAT.

OUR TEACHERS AND OUR STAFF ARE WORKING WITH A LOT MORE STUDENTS, PROBABLY ONLY ANOTHER 250, THAT COME AND GO WITHIN CASCADIA TECH AND RUNNING START AND OTHER PROGRAMS. IT WAS A SEVEN STUDENT DROP FROM THE LAST MONTH IN OCTOBER WITH THE SECONDARY STUDENTS, JUST OVER 4,000 STUDENTS IN ELEMENTARY, JUST UNDER 3,000.

WE CONTINUE TO SEE A LOT OF GROWTH IN CCA, ESPECIALLY AS THE SEMESTER COMES UPON US AS STUDENTS LOOKING FOR ALTERNATIVE OPTIONS TO EARN THEIR CREDITS.

IT'S NOT TYPICAL OR I'M SORRY, IT IS TYPICAL TO SEE CHS LOSING STUDENTS, IT DOESN'T MEAN THAT THEY'RE LEAVING THE DISTRICT NECESSARILY.

I WILL TELL YOU THAT OVER THE LAST WEEK OR TWO, I'VE HAD TEACHERS REACH OUT TO ME DIRECTLY, ASKING IF I COULD REACH OUT TO FAMILIES WHO WERE TALKING ABOUT LEAVING OR THINKING ABOUT GOING TO A DIFFERENT SCHOOL DISTRICTS.

TEACHERS ARE REALLY CONCERNED ABOUT OUR ENROLLMENT TO WHICH I APPRECIATE.

WE'VE BEEN ABLE TO REACH OUT TO SOME FAMILIES NOT TO INTERROGATE OR ANYTHING LIKE THAT, BUT JUST TO SAY, HEY, WHAT'S GOING ON? IS EVERYTHING OKAY? IS THERE ANY BETTER WAY WE CAN SERVE YOU? I THINK IT'S REALLY INCUMBENT UPON ALL OF US TO DO THAT TO REALLY, AGAIN SEE AND SERVE OUR STUDENTS AND NOT JUST TO FIND OUT WHY THEY'RE COMING TO CAMAS, BUT WHY THEY MIGHT BE LEAVING EVEN IF IT'S FOR A VERY VALID REASON.

LET'S SEE. DISCOVERY AND HAYES FREEDOM, BOTH STAYING STEADY.

HAYES FREEDOM IS STILL SEEING A NICE INCREASE MONTH TO MONTH SO WE'RE VERY PROUD OF THE WORK GOING ON THERE.

MIDDLE-SCHOOL, FOR THE MOST PART, RATHER STEADY, A LITTLE PLUS OR MINUS A LITTLE BIT THERE.

ELEMENTARY AGAIN, VERY STABLE.

WE SAW A DECREASE OVER HOLLAND BAYLOR ABOUT SEVEN STUDENTS.

AGAIN, THEY MOST LIKELY EITHER MIGRATED TO OTHER PARTS OF THE CITY.

BUT WE'RE NOT REALLY HEARING OF A LOT OF FAMILIES JUST UP AND LEAVING CAMAS.

NO CHANGE IN THE ELEMENTARY MODEL OVER AT CCA.

SPOKE A LITTLE BIT ABOUT OUR LEGISLATIVE COMMITTEE, VERY PROUD OF THIS GROUP.

THANK YOU TO THE BOARD FOR INSPIRATION ON GETTING THIS GOING.

I'M REALLY HAPPY WITH HOW IT'S GOING SO FAR.

WE STARTED ON OCTOBER 16TH.

WE HAD TWO MEETINGS LEADING UP TO THE RECEPTION.

AGAIN, THE RECEPTION I THOUGHT WAS A HOME RUN BY EVERYBODY THAT WAS INVOLVED.

DERRICK JACOB HAS BROUGHT A STUDENT AND A TEACHER FROM DISCOVERY WHO HAD A MULTITUDE OF STUDENT GADGETS AND INVENTIONS AND PROJECTS OUT THERE.

WHAT I LOVED ABOUT THOSE, AND I'M SURE YOU'D AGREE, IS SO MUCH CROSS-CURRICULAR WORK THERE AND HOW THEY'RE WORKING WITH ALL OF THEIR TEACHERS AND TO GET THOSE PROJECTS DONE AND OFF THE GROUND AND SOME OF THEM ARE JUST BRILLIANT.

WE ALSO WERE LUCKY ENOUGH TO HAVE CHARTWELLS, OUR NEW FOOD SERVICE COMPANY, PROVIDE US FOOD AND WE WERE BLESSED TO HAVE ALL OF OUR LEGISLATORS PRESENT, WHICH WAS GREAT.

A LOT OF Q&A. I THOUGHT THE PARENTS SPECIFICALLY HIT IT OUT OF THE PARK AND REALLY SHARING SOME HEARTFELT STORIES OF HOW SPECIFICALLY SPECIAL EDUCATION FUNDING FROM THE STATE HAS DIRECT IMPACT ON THEIR KIDS AND ALSO FROM MEMBERS OF OUR STAFF WHO SPOKE ABOUT THEIR PROGRAMS AND HOW LEGISLATIVE ACTION HAS IMPACTED THEIR KIDS AND THEMSELVES AS EDUCATORS IN A VERY POSITIVE WAY.

BUT WE ALSO HEARD THE NEEDS.

I THOUGHT WE WERE VERY CLEAR AND I THOUGHT ALAN, SPECIFICALLY FROM OUR SPECIAL SERVICES DEPARTMENT REALLY DID AN AMAZING JOB AND NOT JUST COMPLEMENTING THE WORK OF THE SPECIAL SERVICES TEACHERS, BUT WHAT OUR NEEDS ARE AND SHOWN SOME REAL QUANTITATIVE NUMBERS TO OUR LEGISLATORS THAT I THOUGHT WAS REALLY EYE-OPENING.

I THINK COREY, YOU HIT ON THAT A LITTLE EARLIER.

I JUST CAN'T SAY ENOUGH ABOUT HOW FORTUNATE WE WERE THAT ALL OF OUR LEGISLATORS WERE THERE.

WE WERE ALSO LUCKY ENOUGH TO SPEAK TO MONICA STONIA, WHO SPOKE TO US OFFLINE WHILE EARLY ONLINE OFFLINE.

I THINK ONE DAY PRIOR OR MAYBE THAT MORNING.

THAT MORNING, AND IT WAS GREAT TO HEAR HER PERSPECTIVE AS AN EDUCATOR.

I REALLY DO, I THINK THIS SESSION, EVEN THOUGH IT'S A SHORT SESSION, WHETHER OR NOT A LOT OF CHANGE WILL HAPPEN THIS SESSION, I THINK TO DEREK'S POINT, IT'S GOING TO BE A LOT OF SEED PLANTING FOR THE 2025 SESSION AND A MUCH LONGER SESSION.

I FEEL LIKE OUR COMMUNITY IS REALLY STEPPING UP.

PEOPLE WHO WERE VOCAL DURING THE WORK STOPPAGE AND EVEN DURING BUDGET CUTS ARE STEPPING UP TO SAY, HEY, HOW CAN WE HELP? HOW CAN WE FIND OUT MORE? HOW CAN WE BE A PART OF THE SOLUTION? I JUST CAN'T THANK YOU ENOUGH AND THE COMMUNITY ENOUGH.

[01:10:04]

WE'RE GOING TO KEEP IT UP. WE'RE NOT STOPPING.

AS A SUPERINTENDENT GROUP, WE MET WITH OUR LEGISLATORS AGAIN TODAY ONLINE IN OUR ESD TOWN HALL.

WE HAD FEDERAL DELEGATION THERE.

WE HAD LOCAL REPS THERE AS WELL AND SO MUCH OF THE DISCUSSION WAS AROUND SPECIAL SERVICES.

I TRIED TO SLIP SOME REGIONALIZATION IN THERE FOR YOU, BUT ALSO MENTAL HEALTH AS WELL.

EVERYBODY SEEMS TO BE ON THE SAME PAGE.

I'M FEELING LIKE THERE'S SOME GOOD MOMENTUM FROM OUR LEGISLATORS.

THERE ARE STILL SOME THAT ARE OUT THERE WHO ARE DISTRUSTING OF DISTRICTS IN GENERAL AND FEEL LIKE THERE'S MONEY GOING TO THE WRONG PLACES.

BUT I DO FEEL WE'RE VERY TRANSPARENT HERE IN CAMAS AND I THINK THEY KNOW THAT.

WE WERE MENTIONED TWICE DURING THE TOWN HALL TODAY TO THE LARGER GROUP.

THANKS FOR THIS WORK AND THAT IT'S VERY UNIQUE FOR A SCHOOL DISTRICT TO FORM THEIR OWN COMMITTEE.

AGAIN, NOT TAKING ANY CREDIT FOR THAT, THAT'S REALLY BEEN A HUGE TEAM EFFORT AND WILL KEEP UP THE WORK.

QUESTIONS ON THAT SPECIFICALLY OR COMMENTS?

>> JUST WANT TO GIVE IT. I WANTED TO GIVE A SECOND BECAUSE WE'VE SPENT A LOT OF TIME ON THIS LEGISLATIVE ADVISORY COMMITTEE AND BEING PROACTIVE ABOUT THIS LOBBYING OUR LEGISLATORS.

I DID WANT TO GIVE FOLKS A CHANCE TO COMMENT ON IT.

>> I JUST LOVED THAT IT ALL CAME TOGETHER AND THEY ALL SHOWED UP.

IT WAS HAVING THE PARENTS HERE AND HAVING STAFF HERE AND HAVING THE STUDENT HERE.

I LOVE THAT WE'RE LEADERS IN THIS.

I FEEL LIKE WE ARE AND JUST HAVING THIS AT THE FOREFRONT AND HAVING PEOPLE HELP US MAKE THESE DECISIONS AND HELP US ADVOCATE BECAUSE WE CAN DO SO MUCH AND WE LEARNED ABOUT IT AT WSSDA .

WE HAD MARISSA FROM WSSDA COME TO, DID SHE COME TO OUR LEGISLATIVE? SHE CAME TO ONE OF US.

WE'RE REALLY DIGGING INTO THIS WORK AND HAVING PEOPLE ALONGSIDE US IS SO HELPFUL AND SO IMPORTANT AND I LOVE THAT WERE MENTIONED TODAY.

IN YOUR MEETING, YOU SAID BECAUSE WE'RE DOING THINGS THAT OTHER DISTRICTS HAVEN'T DONE YET.

I THINK IT'S GREAT WORK AND I'M PROUD OF THIS WORK THAT WE'RE DOING.

>> YEAH. THERE'S SOME SUPERINTENDENTS OUTSIDE OF OUR DISTRICT THAT ARE REALLY STEPPING UP TO THE PLATE.

I THINK MARY TEMPLETON FROM WASHOUGAL HAS REALLY TAKEN A LEADERSHIP ROLE.

SHE SPEAKS A LOT ON THE GAPS IN FUNDING AND ALSO ON INSURANCE RATE INCREASES THAT ARE REALLY TAKING A TOLL ON FAMILIES AS WELL AS SCHOOL DISTRICTS.

I THINK THAT WAS AN EYE-OPENER FOR A LOT OF LEGISLATORS TODAY.

JEFF SNELLS SPEAKING A LOT ABOUT THE MENTAL HEALTH CONCERNS IN HIS DISTRICT AND ELSEWHERE.

ONE PLACE WHERE MY HEART GOES OUT TO YOU IS SOME OF OUR RURAL DISTRICTS WHO ARE REALLY SUFFERING WHEN IT COMES TO CAPITAL, LEVY IS NOT PASSING IN BONDS THAT ARE NOT BEING PASSED.

THE HELP THEY NEED AND GETTING THEIR BUILDINGS. WE'RE VERY FORTUNATE.

YOU LOOK AT OUR BUILDINGS AND THERE'S AMAZING, AND PEOPLE ARE ENVIOUS OF THAT.

BUT WE'VE BEEN ABLE TO GET THOSE RESOURCES THAT WE NEED.

NOT EVERY COMMUNITY COULD SAY THAT, AND SO REACHING OUT TO OUR LEGISLATORS TO SAY, HEY, MAYBE THAT SHOULD BE A PART OF BASIC AT FUNDING AND SUPERINTENDENTS TALKING ABOUT ELEMENTARY SCHOOLS THAT WERE BUILT IN 1914 AND HAVEN'T HAD A FACELIFT IN 30 YEARS.

ONE SUPERINTENDENT SAID THAT HE'S HAD TWO CYCLES OF STUDENTS GO THROUGH SCHOOLS FROM K-12 AND THEN AGAIN K-12, TWO GENERATIONS OF STUDENTS WITH NOT A SINGLE UPGRADE TO THEIR BUILDINGS.

AGAIN, THERE'S A LOT OUT THERE AND I DON'T ENVY THE LEGISLATORS ON THEIR TASK.

BUT WE ALSO KNOW THAT THERE'S OTHER ISSUES OUTSIDE OF EDUCATION.

BUT ONE THING I THINK WE POINTED OUT REALLY NICELY ON THE 20TH WAS THAT EVERYTHING REALLY DOES COME BACK TO EDUCATION AND THE WORK THAT OUR TEACHERS ARE DOING WITH KIDS, REALLY, IT PAYS DIVIDENDS, WHETHER IT'S THE OPIOID CRISIS, THE HOUSELESNESS ISSUE, ALL OF THESE THINGS.

IT REALLY COMES DOWN TO THE WORK THAT EDUCATORS ARE DOING.

HOPEFULLY, THAT WAS A HIT HOME.

>> I THINK, WE THREAD THE NEEDLE WITH THAT ONE.

BECAUSE, YOU MENTIONED SOME OF THOSE THINGS THAT ARE TOP OF MIND TO OUR LEGISLATORS, AND WE WERE ABLE TO TALK ABOUT FUNDING NOW IN SCHOOL WITH NURSES AND PSYCHOLOGISTS AND COUNSELORS AND HOW THAT CAN HELP ALLEVIATE DOWN THE ROAD THE ISSUES THAT WE'RE SEEING AND SO THEY LISTENED.

I THINK THERE WERE TWO MOMENTS THAT I SAW THEM CLICK AND I'M HOPING TO TAKE THAT AND CONTINUE TO FOSTER.

ONE WAS THE AMAZING VULNERABILITY, TRANSPARENCY AND BEAUTIFUL STORIES THAT OUR FAMILIES CAME AND SHARED ABOUT THEIR FAMILIES AND THEIR EXPERIENCES IN OUR SCHOOLS AND WHAT FUNDING WOULD MEAN FOR THEM,

[01:15:06]

AND WHAT FUNDING HAS MEANT FOR THEM.

I JUST WANTED TO SAY THANK YOU TO THOSE.

ALL THREE WERE ON OUR LEGISLATIVE ACTION COMMITTEE, RIGHT?

>> YES.

>> YEAH. AMAZING.

>> NO. ACTUALLY TWO I RECRUITED FROM PTO EVENTS AND ONE IS A MEMBER OF OUR COMMITTEE.

>> THAT'S RIGHT. THANK YOU.

BECAUSE THAT PROVES THAT YOUR WORK GOING TO PTAS AND EVERY LITTLE AREA OF COMMUNITY THAT WE CAN GET TO, WE'RE HITTING THEM.

I THINK THE OTHER AHA MOMENT I SAW WAS WITH ALAN FLECK AND SHOUT OUT TO ALAN WHO BROUGHT IN DATA.

BECAUSE WE ALWAYS TALK ABOUT STORIES AND THE POWER OF STORIES AND THEY ARE POWERFUL AND SO IS DATA AND ALAN WAS ABLE TO TALK ABOUT THE DATA IN SUCH AN INFORMATIVE WAY THAT THE LEGISLATORS, THAT NUMBERS AND MONEY IS NUMBER ONE RIGHT THERE FOR THEM.

YOU COULD TELL THAT IT CLICKED FOR THEM, THAT THEY NEEDED THAT.

THEY SAID CONTINUE TO CREATE THESE DOCUMENTS FOR THEM SO THEY UNDERSTAND.

YOU'RE RIGHT. IT'S JUST THE BEGINNING.

THIS WAS A GREAT START AND WE'LL HAVE SOME MORE AND MAYBE BLENDING WITH OUR FEDERAL REPRESENTATIVES AS WELL WHO HAVE SHARED INTERESTS IN OUR PROJECT-BASED LEARNING OPPORTUNITIES AND CTE.

>> GREAT.

>> BIG ADVOCATES FOR THAT.

>> THANKS, ERIKA.

>> ANYTHING ELSE? YEAH. GO AHEAD.

>> I WAS JUST GOING TO SAY THAT I THINK EXPLAINING OR DEMONSTRATING TO OUR LEGISLATORS THAT THEY, THEY'VE HEARD ABOUT CANVAS BEFORE.

YOU HAVE GREAT SCHOOLS IN CANVAS.

SOMETIMES THAT COMES BACK TO BITE US, RIGHT? YOU DON'T NEED MORE.

YOU'RE DOING GREAT IN CANVAS, BUT WE STAND ON PEOPLE'S SHOULDERS WHO HAVE WORKED HARD FOR YEARS AND YEARS TO GET US WHERE WE'RE AT, BEING GOOD STEWARDS OF OUR TAXPAYERS MONEY, BEING INNOVATIVE WITH EDUCATIONAL PROGRAMS TO CREATE A DISTRICT THAT CAN PROVIDE FOR HOPEFULLY SEEING, SERVE EACH STUDENT, EVERY STUDENT WE WANT.

WE HAVE OPTIONS EVEN THEN, TO SHOW OUR LEGISLATORS.

EVEN THEN, WE'RE HEADING TOWARDS A CRISIS FINANCIALLY.

EVEN THOUGH WE'VE DONE EVERYTHING RIGHT UP TO THIS POINT, WE'RE STILL IN DANGER.

I FEEL LIKE THAT WAS A LITTLE BIT OF AN AHA THAT THEY'RE LIKE, OH, YEAH, THIS WILL ALL GO AWAY.

IF WE CAN'T FIX THIS MODEL AND FIX THE FUNDING BECAUSE WE CAN'T DO ALL THE PROGRAMS THAT WE DO.

IF WE DON'T HAVE ENOUGH TEACHERS, IF WE CAN'T, WE HAVE TO GET RID OF THE VITAL PROGRAMS THAT ARE HELPING ALL OF OUR KIDS SUCCEED.

I THINK WE JUST NEED TO KEEP BEING REALLY TRANSPARENT WITH WHERE WE'RE GOING AND WHAT IT LOOKS LIKE AND WHAT WE'RE DOING ALONG THE WAY.

BECAUSE I THINK NO DISTRICT AROUND THE STATE IS HEADING IN THE DIRECTION THAT WE'RE HEADING FINANCIALLY BECAUSE OF MISMANAGEMENT OR NOT TRYING TO DO THE RIGHT THING FOR KIDS.

I THINK WE'RE BEING ASKED TO OPERATE IN A MODEL THAT IT'S FROM ANOTHER CENTURY.

THAT DOESN'T FUND US TO EDUCATE KIDS.

WHAT IT COSTS TO EDUCATE KIDS THESE DAYS.

TO DIVIDE THE VARIETY THAT THEY NEED, THE PROGRAMS THAT THEY NEED, THE SERVICES THAT THEY NEED ON THAT ON ON BOTH ENDS OF THE BELL CURVE.

>> I THINK YOU HIT THE NAIL RIGHT ON THE HEAD THERE.

THAT WE'RE OPERATING UNDER A MODEL FROM LAST CENTURY BASICALLY.

IT WAS GOOD TO HEAR.

I ACTUALLY WAS HAPPY TO HEAR SOME OF THEIR OPTIMISM AROUND POTENTIAL FIXES TO THE MCCLEARY FIXED FROM 2018.

BUT I DO KNOW TOO, THAT THE WORK THAT THIS COMMITTEE IS DOING IS SO IMPORTANT BECAUSE WE KEEP HEARING AND WE HAVEN'T HEARD FROM THEM.

THEY HAVE SO MANY PRIORITIES RIGHT NOW IN THAT BUDGET.

IN OLYMPIA AROUND PICKET, HOMELESSNESS, HOUSING PRICES, SUBSTANCE ABUSE, MENTAL HEALTH, ALL KINDS OF THINGS.

YET, PUBLIC EDUCATION IS THE PARAMOUNT DUTY OF THE STATE OF WASHINGTON IN THAT CONSTITUTION.

WE'RE NOW ONLY 43% OF THAT BUDGET.

[01:20:03]

THEY KNOW THAT WE NEED TO KEEP PUSHING ON THEM THOUGH, BECAUSE WHILE EDUCATION, UNFORTUNATELY, EDUCATION IS NOT RISING TO THE TOP IN TERMS OF THE POLLING THAT THEY'RE LOOKING AT AND THE RANKING AND PRIORITY.

I'M HOPEFUL THAT OUR COMMITTEE, WE'VE GOT SOME NEXT STEPS THAT ARE PLANNED AND THAT OUR COMMUNITY WILL JUST KEEP STAYING ENGAGED AND KEEP TELLING THEIR STORIES AND TELLING OUR LEGISLATORS ABOUT THEIR EXPERIENCES HERE BECAUSE THE STORIES AND THE DATA THAT WAS JUST, IT'S SO POWERFUL.

>> I THOUGHT WHEN THEY, YOU KNOW, THEY UNDERSTAND THAT THIS FUNDING MODEL WAS SUPPOSED TO FIX SOMETHING.

THEY REALIZED THAT IT HASN'T FIXED IT, THAT SOMETHING ELSE SEEMS TO HAPPEN PAUL HARRIS IN THE BLUE SPORTS COAT THERE SITS ON EDUCATION COMMITTEE.

WE NEED TO CONTINUE TO HAVE OUR COMMUNITY PAY ATTENTION TO WHAT'S GOING THROUGH AND REACH OUT VIA THE OLYMPIA WEBSITE WA.LEGED.GOV.

SEND EMAILS RIGHT ON THERE.

WE'LL CONTINUE TO HAVE ALL THREE OF THEM SHOUT OUT TO TERRAN TOO.

OUR STUDENT FROM FEBRUARY HIGH SCHOOL, WHO DID REPRESENT HER ENTIRE HIGH SCHOOL ON THAT TABLE WITH PROJECTS AND SHARED HOW MANY DIFFERENT PARTS OF STUDENTS EXPERIENCES FROM MARKETING TO ME? IS THE SKILL CENTER.

>> OBTAINING A PATENT.

>> PATENT. I MEAN, IT'S IMPRESSIVE AND.

>> IT FIRST CENTURY SKILLS RIGHT THERE.

>> IT WAS WONDERFUL.

>> SOUNDS GREAT.

>> YEAH. THANK YOU.

WHEN'S THE NEXT LEGISLATIVE ACTION COMMITTEES.

>> THAT THEY NEED TO REGROUP AND HAVE A DATE SET.

I DON'T KNOW IF WE HAVE ONE ON THE CALENDAR YET.

IN JANUARY. YEAH.

>> I KNOW WHEN WE'VE HAD OUR COFFEE TALKS BEFORE, WE'VE HEARD A LOT FROM COMMUNITY MEMBERS WHO HELPED ME HELP YOU.

I DON'T KNOW WHO TO TALK TO.

I DON'T KNOW HOW TO WHAT DO I SAY.

I THINK IT WOULD BE GREAT TO HAVE MAYBE OUR LEGISLATIVE ADVISORY COMMITTEE HOST OR HELP HOST SORT OF AN ADVOCACY ONE-ON-ONE SESSION TO SORT OF LIKE, HERE'S WHAT WE CAN DO, HERE'S WHAT WE'RE TALKING ABOUT.

THIS IS WHAT WE TALKED ABOUT.

HERE ARE THE BIG ISSUES.

HERE'S HOW IT IMPACTS CAMERAS, SO BECAUSE I KNOW THERE'S A LOT OF PEOPLE WHO WANT TO HELP OUT, BUT THEY'RE LIKE, I NEED A LITTLE GUIDANCE AND I THINK IF WE PROVIDE THAT GUIDANCE, WE CAN BROADEN OUR VOICE.

>> ABSOLUTELY.

>> ANYTHING ELSE ON, YOU CAN TELL THIS IS A PASSION OF OURS.

WE'VE GOT TO KEEP GOING ON BECAUSE THIS IS WHERE THE RUBBER MEETS THE ROAD ROOT CAUSES.

>> YOU CAN SEE THE PICTURES THERE FROM THAT EVENING.

THANK YOU AGAIN FOR TAKING SOME TIME THAT NIGHT.

>> BY THE WAY, WE HAVE A LEGISLATIVE ADVISORY OR ADVOCACY COMMITTEE MEETING ON DECEMBER 18TH.

>> THANK YOU. YOU HEARD FROM OUR SAC THIS EVENING.

I JUST WANTED TO AGAIN REITERATE THE WORK THAT THE STUDENTS ARE DOING.

I'M JUST SO LUCKY THAT I'M A PART OF THIS.

I'M SHAUNA AND KATIE SEIDEL REALLY KNOCK IT OUT OF THE PARK WITH THESE STUDENTS.

WE MET WITH THE LEADERS THIS AFTERNOON BEFORE CITY SCHOOLS.

AND THE WORK THAT THEY'RE DOING WITH THOSE FIFTH GRADERS IS AWESOME.

THANK YOU TO ALL THE PRINCIPLES, ESPECIALLY FOR ALLOWING THE KIDS INTO THE SCHOOLS AND HOPEFULLY SOME OF YOU CAN MAKE IT TO THOSE, THEIR CALENDAR NOW.

I'LL TRY TO GET TO AS MANY AS I CAN DO IT AFTER WINDOWS AND MIRRORS, OR ALSO WORKING ON PLAN, HELPING THEM PLAN.

THE LEADERSHIP CONFERENCE, AS I THINK BELIEVES SIMONE MENTIONED THIS AFTERNOON, AND DIFFERENT WAYS TO PROVIDE MORE STUDENT VOICE.

THEY'RE WORKING ON SOME INSTAGRAM OPTIONS AND THEY JUST THINK REALLY DIFFERENTLY THAN US.

IT'S SO COOL TO HEAR SOME OF THE IDEAS THEY HAVE.

AS COREY MENTIONED EARLIER, THEY'RE THE ONES WHO REALLY REACHED OUT AND SAID, WE WOULD LIKE TO HAVE MORE OF A BOARD PARTNERSHIP.

WE WANT TO BE PRESENT MORE.

WE'D LOVE TO DO A WORKSHOP WITH YOU ALL.

REALLY GOOD STUFF THERE.

I'M GLAD LEASES HERE BECAUSE I WANT IT TO ALSO DO JUST A QUICK CHECKPOINT ON OUR PANORAMA DATA.

WE'RE NOT GOING TO TAKE THE TIME DURING THIS REPORT TO GO THROUGH ALL OF THE DATA.

I KNOW THAT WE'RE GOING TO PLAN THAT FOR A DIFFERENT TIME, BUT I JUST WANTED TO GIVE YOU A SHORT SNIPPET OF SOME OF THE THINGS WE'RE DOING WITH OUR SCHOOLS AND UNDER LISA AND OTHERS LEADERSHIP.

THIS IS AN EXAMPLE FROM OUR LEADERSHIP LABS.

LEADERSHIP LAB, FORMERLY KNOWN AS AD COUNCIL.

[01:25:01]

THIS IS A GREAT OPPORTUNITY FOR OUR PRINCIPALS AND OUR BUILDING LEADERS TO COME TOGETHER AND REALLY WORK ON THE WORK.

SOME OF THAT LAST MEETING, THEY WERE ABLE TO TAKE A PEEK INTO THE PANORAMA DATA FOR THEIR INDIVIDUAL SCHOOLS.

SOME OF US AT THE CABINET LEVEL, WE'RE ABLE TO LOOK AT THE DISTRICT FEEDBACK FROM PANORAMA DATA.

THIS IS AN EXAMPLE OF A LESSON THAT WAS DONE OVER AT HELEN DOLLAR.

YOU CAN SEE THE QUESTIONS THERE, THAT WE'RE ASKED.

WHAT IS A CELEBRATION OR A-HA FROM THE DATA? WHAT IS THE NEXT STEP RELATED TO CONTINUING TO FOSTER A SENSE OF BELONGING AT OUR SCHOOL.

THEN HOW WILL YOU SHARE THE INFORMATION.

THE DATA IS REALLY COMING ALIVE.

LISA, I DON'T KNOW IF THERE'S ANYTHING YOU WANTED TO ADD THERE, BUT JUST REALLY, REALLY PROUD OF THIS WORK.

YOU LOOK AT EVERY TIME I COME IN HERE AND I LOOK AT THE BELONGING WHEEL, IT REMINDS ME OF THIS WORK AND HOW IMPORTANT IT IS TO MAKE SURE THAT OUR KIDS AND OUR STAFF ARE FEELING A SENSE OF BELONGING.

WE KNOW WE'RE NOT WHERE WE NEED TO BE.

IT'S INCREDIBLY DIFFICULT WORK.

SOME STUDENTS FEEL THAT WAY WITHOUT.

THEY JUST COME TO SCHOOL WITH THAT FEELING THAT WAY AND SOME NEED A LOT MORE SUPPORT.

LISA, IS THERE ANYTHING YOU WANTED TO ADD ON THAT? I JUST REALLY PROUD OF THIS WORK AND THIS IS JUST REALLY THE BEGINNING.

>> WE ARE CONTINUING TO ADMINISTER PANORAMA SURVEYS TWICE PER YEAR.

THIS IS YEAR 3, AND SO WE ADMINISTER A FALL SURVEY, WHICH THAT WINDOW IS IN THE OCTOBER TIME-FRAME, AND THEN WE ALSO ADMINISTER A SPRING SURVEY WHICH IS IN THE MAY TIME-FRAME, TYPICALLY.

IN LEADERSHIP LAB, WE'RE ALSO ENGAGED IN A BOOK STUDY USING THE BOOK BELONGING THROUGH A CULTURE OF DIGNITY.

WE'RE FOCUSED REALLY ON ONGOING LEARNING AS OPPOSED TO THESE LITTLE JUMPS INTO THINGS, SO WHILE WE'VE BEEN DOING THE BOOK STUDY, NOW THE CONNECTION IS HOW IS WHAT WE'RE LEARNING IN THE BOOK, HELPING US UNDERSTAND THE DATA THAT WE HAVE? MORE IMPORTANTLY, WHAT DO WE NEED TO DO NEXT? ONE OF THE THINGS THAT WE DID IN THIS ROUND ALSO IS, THE PANORAMA DATA ALLOWS US TO SEE THE WHOLE DISTRICT, A SCHOOL, A GRADE LEVEL, AND ALSO INDIVIDUAL STUDENTS.

WHAT WE ASKED EACH BUILDING TO DO WAS TO FOCUS ON THE GROUP OF STUDENTS ON IEPS, WHICH IS A GROUP THAT WE CONTINUE TO FOCUS ON FOR MANY REASONS, AND THEN ALSO ONE GROUP THAT THEY WERE FOCUSED ON IN THEIR SCHOOLS.

THAT MIGHT BE MULTILINGUAL LEARNERS, IT MIGHT BE STUDENTS ON 504S, ETC.

WHAT YOU SEE HERE IS HELEN BALLER'S RESPONSES TO THOSE QUESTIONS.

THE TIME IS SPENT REALLY DIGGING INTO THE DATA THAN MAKING THE CONNECTIONS TO THE STRUCTURES AND SYSTEMS WE'RE PUTTING IN PLACE.

I WANT TO SAY ALSO BECAUSE WE'VE BEEN LEARNING A LOT HERE ABOUT MULTI-TIERED SYSTEM OF SUPPORT, MTSS, THAT THIS IS PART OF THAT WORK THAT WE'RE DOING.

AT A TIER 1 LEVEL, HOW DO WE SUPPORT ALL STUDENTS' SOCIAL-EMOTIONAL LEARNING NEEDS, THEIR GROWTH, AND BELONGING AS PART OF THAT? THEN ALSO WHAT HAPPENS AT A TIER 2 OR TIER 3 FOR STUDENTS WHO NEED EVEN MORE? WHAT YOU SEE HERE IS THAT HELEN BALLER, THEIR CELEBRATION OR AHA, IS THAT THEY'RE SEEING IN THEIR DATA THAT POSITIVE ADULT CONNECTIONS ARE HAVING A POSITIVE IMPACT.

THEY'RE DELIBERATELY, INTENTIONALLY CHOOSING ACTIONS THAT ARE NOW SHOWING IN THE DATA THAT THEY SEE.

ONE OF THE OTHER AREAS WE ASSESS IS EMOTIONAL REGULATION, AND THEY'RE ALSO SEEING THAT AS A POSITIVE TREND, AND THEY'RE DOING A LOT OF WORK AT BALLER ON THAT.

WHAT ARE MY FEELINGS? WHAT ARE MY STRATEGIES? AND SO ON.

THAT FOCUS ON STUDENTS ON IEPS, SO THEY NOTED THAT THEIR STUDENTS SERVED IN SPECIAL EDUCATION ARE TELLING US THEY NEED TO FEEL MORE CONNECTED, PARTICULARLY AS THEY GET OLDER.

WHAT WE SEE IS A DOWNWARD TREND IN BELONGING FOR OUR STUDENTS ON IEPS, AND THAT'S RAISED AS A CONCERN HERE SO THAT WE CAN THINK DIFFERENTLY ABOUT HOW DO WE CONTINUE WITH A FOCUS ON INCLUSION TO ALSO BENEFIT THAT SENSE OF BELONGING.

THEIR NEXT STEPS RELATED TO CONTINUING TO FOSTER THIS SENSE OF BELONGING, SO THEY'RE LOOKING AT STUDENT-TO-STUDENT INTERACTIONS.

IN THE AREA OF BELONGING, THERE ARE FOUR QUESTIONS AT ELEMENTARY AND FIVE QUESTIONS AT SECONDARY, AND WE CAN SEE THE RESULTS BY QUESTION ALSO.

WHAT THEY NOTED IN THIS SPECIFIC QUESTION RESPONSES WAS THAT THE PEER-TO-PEER INTERACTIONS WERE THE LOWEST AREAS.

NOW THEY KNOW THAT'S SOMETHING THAT NEEDS MORE FOCUS, AND SO THAT'S WHAT THEY WILL DO.

THEIR WELLNESS AND BELONGING COMMITTEE HAS THAT AS A FOCUS AREA, SO AGAIN,

[01:30:02]

IT'S THAT HOW ARE WE BUILDING THE SYSTEMS AND STRUCTURES THAT HELP SUPPORT THIS WORK? AND SO ON. YOU ALSO SEE THEY HAVE LUNCH OPTIONS NOW FOR STUDENTS TO CONNECT AND LEARN ABOUT EACH OTHER, AND ALSO WHAT'S HAPPENING IN THAT 30-MINUTE COMMUNITY CIRCLE TIME THAT CAN ALSO HELP STRENGTHEN THAT SENSE OF BELONGING.

THEN PROGRESS MONITORING.

THEIR COMMITTEE MEETS ONCE PER MONTH TO MONITOR HOW THEY'RE DOING.

THEN SHARING.

ONE OF THE IMPORTANT THINGS HAS BEEN IF THE DATA IS ONLY LOOKED AT HERE IN LEADERSHIP LAB AND NOT SHARED OUT, THEN WE LOSE THE POWER AND POTENTIAL OF THAT DATA TO HELP ENGAGE ALL OF OUR COMMUNITY IN UNDERSTANDING HOW TO SUPPORT STUDENTS' BELONGING.

THEIR WELLNESS AND BELONGING COMMITTEE IS ALSO WORKING ON WHAT WILL THAT LOOK LIKE TO SHARE WITH ALL STAFF? WHAT DO WE SHARE AND THEN WHAT DO WE DO WITH THAT? THE OTHER SLICE I WANTED TO GIVE YOU, THIS AS A LITTLE SMALLER ON HERE, BUT IN ADDITION TO EACH SCHOOL LOOKING AT THE DATA, WE ARE ALSO LOOKING AT THE DATA ACROSS THE DISTRICT TO BE ABLE TO SAY, WHAT DO WE SEE IN TRENDS? WHAT DO WE SEE IN PATTERNS? HOW DO WE SUPPORT IT FROM A DISTRICT LEVEL? ONE OF THOSE LENSES WE USE IS ON THE MULTILINGUAL LEARNER PROGRAM.

WHEN WE LOOK AT THE DATA SPECIFIC TO MULTILINGUAL LEARNERS, WHAT WE HAVE FOUND AND THIS IS A TREMENDOUS CELEBRATION IN ELEMENTARY SCHOOL, IS THAT OUR MULTILINGUAL STUDENTS ON THEIR OVERALL RESPONSE IN THE BELONGING CATEGORY AND TO EACH QUESTION, SHOW MORE POSITIVE RESPONSES THAN AT SECONDARY.

NOW THAT'S A PATTERN THAT CONTINUES ACROSS OTHER STUDENT GROUPS AS WELL FOR A LOT OF REASONS THAT WE'RE WORKING TO ADDRESS.

THE OTHER VERY POSITIVE THING WAS THAT OUR MULTILINGUAL STUDENTS' POSITIVE RESPONSE RATES WERE HIGHER THAN THEIR NON-MULTILINGUAL PEERS.

IN OTHER WORDS, THE WORK THAT'S BEING DONE THROUGH THE MULTILINGUAL PROGRAM AND SUPPORT IS ALSO SHOWING IMPACT IN TERMS OF HOW CONNECTED OUR STUDENTS FEEL.

THEN AGAIN, WHAT OUR NEXT STEPS? ONE OF THE THINGS THAT WE CAME UP WITH, OR THE QUESTION THAT ROSE UP WAS, ARE OUR STUDENTS ARE MULTILINGUAL, THEY ARE IN DIFFERENT STAGES OF LANGUAGE ACQUISITION, HOW ARE THEY UNDERSTANDING THE QUESTIONS? WE HAVE WIDA ANNUAL TESTING COMING UP VERY SOON FOR OUR STUDENTS IN THE MULTILINGUAL LEARNER PROGRAM, AND WE'RE GOING TO DO STUDENT INTERVIEWS AT THE SAME TIME TO ASK QUESTIONS ABOUT THAT, LIKE, WHEN DO THEY FEEL BELONGING? WHAT DOES IT LOOK LIKE? THOSE SORTS OF THINGS.

THEN ONCE THAT DATA IS THERE, THAT CAN BE ANALYZED FOR HOW DO WE CONTINUE TO SUPPORT BELONGING AND PARTICULARLY FOR MULTILINGUAL LEARNERS AT THE SECONDARY LEVEL? AS JOHN SAID, JUST EXAMPLES OF OUR MULTI-TIERED SYSTEM OF SUPPORTS WORK ALIGNED WITH OUR FOCUS ON BELONGING AND USING DATA TO INFORM ACTION PLANS THAT CAN BE PROGRESS MONITORED.

>> AGAIN, THANK YOU, LISA.

I JUST WANTED TO THANK YOU FOR YOUR SUPPORT ON PANORAMA AND THE WORK AND INVESTING IN THESE RESOURCES AND LET YOU KNOW THAT IT'S WORKING AND IT'S A SYSTEMATIC PROCESS.

IT'S GOING TO TAKE SOME TIME, BUT I'M JUST REALLY EXCITED ABOUT HOW IT'S COMING INTO EFFECT.

THIS IS THE QUICK UPDATE, SO QUESTIONS ARE NOW ON.

WE HAD OUR BOARD SITE VISITS WITH EVERYTHING GOING ON AND IT SEEM LIKE A CENTURY AGO BUT IT WAS JUST REALLY A COUPLE OF WEEKS AGO.

TWO OF THE SCHOOLS WE HAD THE PLEASURE OF GOING OVER TO IS ODYSSEY AND DISCOVERY AND ON THE LEFT YOU SEE THE STUDENT WORKING ON THE SHEEP HEART DISSECTION AND I HONESTLY COULDN'T GET OUT OF THAT ROOM FAST ENOUGH.

I WAS IMPRESSED, BUT NOT MY CUP OF TEA THERE.

SHE LOOKED REALLY HAPPY DOING THAT.

THEN ON THE RIGHT THERE YOU SEE THE KIDS OVER AT ODYSSEY WRITING ON THE WALL.

AT FIRST AS A SUPERINTENDENT I'M LIKE, WHAT ARE YOU DOING WRITING ON THE WALLS? I REALIZED THEY USE PAINT THAT THEY COULD ACTUALLY TURN THE WALL INTO A WHITEBOARD SO REALLY NEAT COLLABORATIVE WORK ON THE STUDENT'S PART.

THEY'RE POSED WITH A MATH PROBLEM THAT I WILL TELL YOU WAS PRETTY CHALLENGING, I DON'T KNOW IF YOU THOUGHT SO, AND THEY WORK ON IT TOGETHER.

THIS IS HAPPENING ALL AROUND THE SPACE.

KIDS ROTATE AND LOOK AT EACH OTHER'S WORK AND SOME ARE A LITTLE MORE SHY THAN OTHERS BUT YOU WANT TO TALK ABOUT SOME REAL DISCOVERY HAPPENING THERE, WHAT STUDENTS AROUND A MATH PROBLEM AND THE CONVERSATIONS AND THE PROBLEM-SOLVING SKILLS.

I REALLY ENJOYED IT, I HOPE YOU DID TOO.

THERE'S A COUPLE OF REMINDERS OF THAT VISIT.

WE ALSO HAD MIDSUMMER NIGHT'S DREAM, SHAKESPEARE OVER AT CAMAS HIGH SCHOOL AND I WAS ABLE TO GET SOME SHOTS FROM THE PLAY THERE.

[01:35:02]

YOU LOOK AT THOSE SETS, IT'S ALMOST LIKE YOU'RE ON BROADWAY.

HONESTLY, I'VE BEEN BLOWN AWAY BY THE THEATER DEPARTMENT AND ALL OF OUR SCHOOLS HERE IN CAMAS AND CHS COULD DO IT LIKE NOBODY ELSE SO AWESOME SHOTS FROM THAT PLAY.

ALSO WANT TO GIVE A LITTLE SHOUT OUT TO OUR PBL BAND.

I DON'T KNOW IF EVERYBODY KNOWS THAT PBL HAS A BAND AND SOME STUDENTS WERE LUCKY ENOUGH TO EARN THEIR WAY ONTO THE HONOR BAND TO REPRESENT CAMAS SO CONGRATULATIONS TO THOSE STUDENTS.

THOSE ARE LISTED THERE.

THEN THERE IS THE BOARD AT FOCUS WSSDA CONFERENCE, AS MENTIONED EARLIER UP IN BELLEVUE, WE HAD A GREAT TIME, GOT A LOT OF WORK DONE.

ON THE FAR RIGHT WAS A SESSION THAT BORMINI AND I ATTENDED.

JUST REALLY ABOUT, AND I PUT THAT SLIDE UP THERE BECAUSE IN BOMINI, I DON'T KNOW WHAT YOUR TAKE ON IT WAS BUT INSTEAD OF THINKING OUTSIDE THE BOX, THAT WAS ABOUT THINKING INSIDE THE BOX.

MEANING THAT WE'RE REALLY GIVEN, A LOT OF TIMES, WE'RE GIVEN PARAMETERS AND BOUNDARIES AND HOW COULD WE STILL BE CREATIVE WITHIN THE BOUNDARIES WE'RE PROVIDED AND WITHIN THE RESOURCES WE HAVE.

WHEN WE HAVE THOSE PARAMETERS, PEOPLE TEND TO WORK HARDER AND FASTER AND MORE EFFICIENTLY THAN WHEN THEY'RE JUST GIVEN TOTAL FREE FOR ALL.

I THOUGHT THE SPEAKER DID AN AWESOME JOB TO SELL THAT, TO BRING THAT HOME.

ON THE FAR LEFT WAS MY OPENING SESSION WITH ALL THE OTHER SUPERINTENDENTS, AND WE HONOR THE STATE SUPERINTENDENT OF THE YEAR AT THAT SESSION.

THEN THERE ARE WE ARE IN FRONT OF THE BIG TREE IN THE LOBBY THERE LOOKING HAPPY.

A REALLY GOOD TIME.

THANK YOU FOR HAVING ME UP THERE AND I LEARNED A LOT AS WELL.

THEN I JUST WANT TO GIVE THANKS TO OUR CENTRAL SUPPORT TEAM HERE AT ZAC.

THIS WAS TAKEN WHILE WE WERE UP IN WSSDA SO I HOPE THERE WAS NOT MORE SHENANIGANS GOING ON HERE.

BUT THIS WAS A SPORTS DAY THAT I WAS REALLY SAD TO MISS.

I THINK I SENT YOU A PICTURE OF SHERIE IN MY OFFICE, MADE IT ALL BRONCOS COLORS.

I WASN'T HAPPY ABOUT THAT, IT WAS AFTER A BAD LOSS BY THE BILLS THAT NIGHT.

BUT REALLY PROUD OF THIS TEAM HERE.

I SEE RANDY HERE FROM THE TEAM, AND JUST A AWESOME GROUP TO WORK WITH EVERY DAY AND I WISH WE HAD MORE TIME LIKE THIS TOGETHER.

IT'S ALWAYS FUN WHEN WE COME TOGETHER.

THEN I ALSO WANT TO THANK PUBLICLY OUR SUBSTITUTES.

WITHOUT OUR SUBSTITUTES, WE COULDN'T FUNCTION AS A DISTRICT OR AN EDUCATION AT ALL.

WE HAD SUBSTITUTE EDUCATOR DAY NATIONALLY LAST WEEK AND JUST WANT TO GIVE A SHOUT OUT TO OUR AMAZING SUBS WHO COME IN AND DO SOME TOUGH WORK WITH SOME AMAZING KIDS THAT THEY DON'T ALWAYS KNOW VERY WELL.

BUT WE ALSO HAVE SOME SUBS THAT ARE OUR MAIN STAIRS.

THAT OUR GO-TO PEOPLE THAT WE REALLY CAN'T LIVE WITHOUT.

THAT'S ALL. I KNOW THAT WAS A LITTLE LONGER TONIGHT BUT A LOT GOING ON AND A LOT OF GOOD WORK SO THANK YOU.

>> ANY OTHER COMMENTS FOR DR. INSULIN? THANK YOU. GREAT REPORT.

YES, LOTS GOING ON AND IT JUST KEEPS GOING.

NEXT, OUR MONTHLY BUDGET REPORT AND DIRECTOR OF BUSINESS SERVICES, JASEN MCEATHRON.

[B. Monthly Budget Report - Director of Business Services Jasen McEathron]

>> THERE WE ARE. THIS EVENING I WANTED TO GIVE YOU A BUDGET STATUS REPORT FOR THE MONTH OF OCTOBER, 2023.

THIS WOULD BE YOUR SECOND MONTH OF THE FISCAL YEAR SO IT'S STILL PRETTY EARLY.

BUT THERE WERE SOME UNIQUE THINGS THAT HAPPENED THIS MONTH [LAUGHTER] I'VE ALREADY MENTIONED.

ENROLLMENT, AS I MENTIONED BEFORE, WE WERE DOWN ABOUT 50 FTE.

IT'S HANGING RIGHT ABOUT THERE FROM OCTOBER TO NOVEMBER OVERALL.

WHEN YOU LOOK AT WHAT THE VARIATION IS, WE'RE PRETTY CLOSE ON THE BASIC ED SIDE.

LEAN NUMBER SEEMS TO BE LAGGING BEHIND WHAT WE HAD PLUGGED INTO THE BUDGET THERE SO WE'LL CONTINUE TO MONITOR THAT.

HOPEFULLY, WE START TO SEE THAT TREND REVERSE AND ACTUALLY INCREASE.

THAT WAS THE CASE LAST YEAR.

ENROLLMENT ACTUALLY INCREASED DURING THE COURSE OF THE YEAR SO WE'RE STILL HOPEFUL FOR THAT.

GENERAL FUND, OVERALL THE REVENUES WERE ANTICIPATED EXCEPT FOR OUR PROPERTY TAXES.

YOU MAY HAVE READ IN THE NEWSPAPER THAT CLARK COUNTY WAS THE VICTIM OF A CYBER ATTACK AND THIS AFFECTED THEIR ABILITY TO POST TAX PAYMENTS.

FORTUNATELY, AND WE FOLLOWED THROUGH

[01:40:02]

ON INTO THE MONTH OF NOVEMBER, WE'VE GOTTEN ALL THE REVENUES THAT WE ANTICIPATED THAT WE WOULD HAVE.

BUT IT WAS A LITTLE WORRISOME THERE FOR A LITTLE BIT.

LESS SO IN THE GENERAL FUND BUT MORE SO IN THE DEBT SERVICE FUND BECAUSE WE DON'T HAVE ANY OTHER FUNDING SOURCE THAN THAT FUND OTHER THAN TAXES TO PAY FOR OUR DEBT AND THAT WAS COMING UP IN DECEMBER SO GLAD THAT THEY GOT THAT RESOLVED.

WE'LL BE ABLE TO COVER DEBT SERVICE, WHICH IS BASICALLY THE SINGLE MOST IMPORTANT EXPENSE THAT WE HAVE, WHICH WE WOULD HAVE PAID ANYWAYS, I WOULD HAVE FOUND SOME WAY TO PAY IT, OF COURSE.

BUT THAT WAS DEFINITELY UNIQUE, WE HAVE NOT SEEN THAT BEFORE.

BUT IT WAS SUBSTANTIAL TO THE TUNE OF SEVERAL MILLION DOLLARS TO US IN ONE GIVEN MONTH.

WHAT YOU'LL SEE IS THE LOCAL TAX REVENUES REALLY FALLING WELL BELOW FOR THE MONTH OF OCTOBER, [NOISE] NEXT MONTH YOU'LL SEE THEM MUCH HIGHER THAN WHAT'S CUSTOMARY IN NOVEMBER.

LET'S SEE IF THERE'S ANYTHING ELSE.

I DON'T THINK THERE'S ANYTHING ELSE.

OH, WELL, AS I MENTIONED, THIS IS REALLY JUST TWO MONTHS INTO THE YEAR.

EVEN THROUGH THE MONTH OF OCTOBER, WE STILL HAD LAGGING LABOR CONTRACTS THAT WERE INPUTTED INTO THE SYSTEM OFFICIALLY, THEY HAD TO GO THROUGH THE OFFICIAL APPROVAL PROCESS FOR BOTH PARTIES, NOT JUST OURS, BUT ALSO THE RESPECTIVE LABOR GROUPS.

WHY THAT'S IMPORTANT IS THAT THOSE DRIVE OBVIOUSLY THE VAST MAJORITY OF OUR COSTS AND WE REALLY NEED THOSE.

WE NEED A COUPLE OF MONTHS UNDER OUR BELT TO REALLY SEE HOW CLOSE OUR BUDGET IS TO THE ACTUAL EXPENDITURES FOR SALARIES AND BENNY'S.

WE NEED TO PAY CLOSE ATTENTION TO THAT BECAUSE WE ARE ANTICIPATING THAT SOME OF THOSE LABOR CONTRACTS ARE GOING TO RESULT IN A LITTLE BIT HIGHER COST THAN WHAT WE HAD INITIALLY BUDGETED.

WE'RE HOPING THAT STAYS WITHIN THAT ADDITIONAL $2 MILLION CAPACITY THAT WE BUILT IN.

STAY TUNED, WE'RE GOING TO HAVE TO PAY CLOSE ATTENTION TO THIS IN THE COMING MONTHS.

THAT'LL ALSO HELP US THEN FEED IN AND REFRESH A FOUR-YEAR FORECAST, WHICH IS ALSO A CUSTOMARY PART OF OUR BUDGET.

BUT WE CAN START TO SEE PLUG-IN OR ACTUAL ENROLLMENT IN A LONG-TERM FORECAST AND UPDATE OUR EXPENDITURE BURN RATE.

HERE'S AS FAR AS THE PROJECTION.

AS I MENTIONED, NOTHING MUCH IS REALLY CHANGING FROM BUDGET TO PROJECTION.

I DON'T KNOW WHY THIS IS CUT OFF, THAT'S WEIRD.

BUT STILL A DEFICIT OF ABOUT 2.6 MILLION.

I DO EXPECT THAT DEFICIT NUMBER TO PROBABLY GROW A LITTLE BIT ONCE WE START TO SEE OUR EXPENDITURE TREND, BUT WE'LL HAVE TO SEE.

>> JASON, SO AGAIN, JUST TO CLARIFY.

THIS IS BASED ON THE PRELIMINARY BUDGET THAT WE PASSED IN AUGUST.

DO YOU ANTICIPATE? WE'LL HAVE TO DO A BUDGET AMENDMENT AT SOME POINT OR?

>> I DON'T KNOW, THAT'S A VERY GOOD QUESTION COREY.

I WILL SAY THAT IF I FEEL LIKE IT'S EVEN REMOTELY CLOSE, I'LL PROBABLY INITIATE THAT PROCESS, AND I WOULD INFORM YOU SOONER RATHER THAN LATER.

WE'LL HAVE TO SEE WHERE WE HAVE UPDATED CERTAIN THINGS THAT WE KNOW WE'VE UPDATED WITH OCTOBER ENROLLMENT, SO THAT'S GOING TO PULL REVENUES DOWN A LITTLE BIT.

ONCE WE START TO SEE ACTUAL EXPENDITURES.

AGAIN, UNDER ALL THE ALL THE LABOR CONTRACTS, THAT'LL GIVE US A PRETTY GOOD WINDOW INTO WHETHER OR NOT A BUDGET AMENDMENT IS NECESSARY.

WE REALLY PUT MUCH FOR CONTINGENCY.

YOU'RE THINKING ABOUT ALMOST $120 MILLION BUDGET AND, WE PUT TWO MILLION CONTINGENCY, BASICALLY IN THAT, THAT'S NOT VERY MUCH SO FAIRLY THIN MARGIN.

>> THANK YOU.

>> NOT MUCH TO REPORT ON THE REVENUES OTHER THAN OBVIOUSLY THE PROPERTY TAX THING.

YOU'LL SEE THIS PLAY OUT ACTUALLY, I'LL BRING UP THAT GRAPH, AND I KNOW THIS WILL BE DIFFICULT TO SEE, BUT YOU'LL SEE THIS IS BASICALLY A FIVE-YEAR TREND OF WHAT YOU WOULD SEE FOR TYPICAL CUSTOMARY FOR THE MONTH OF OCTOBER, AND YOU SEE THIS DUMP OFF.

THIS GIVES YOU AN IDEA OF THE MAGNITUDE OF WHAT HAPPENS IN

[01:45:03]

OCTOBER IS ONE OF OBVIOUSLY ONE OF THE PEAK TAX COLLECTION MONTHS THAT IN APRIL.

IT HAD A PRETTY SIGNIFICANT IMPACT ON US.

I'M VERY THANKFUL THAT WE DID HAVE SOME FUN BALANCE TO LEAN BACK ON, CERTAINLY TO COVER ANY OPERATIONAL GAPS THAT MIGHT HAVE EXISTED.

ANY QUESTIONS? THANK YOU FOR YOUR TIME.

>> THANK YOU, JASON. THAT'S THE END OF OUR REPORTS.

WE'RE DOWN TO SECTION 11 IN OUR AGENDA,

[A. Supplemental Contract Staffing Services from Wynne Solutions]

11A UNDER QUALITY FACILITIES AND RESOURCES.

WE HAVE A SUPPLEMENTAL CONTRACT STAFFING SERVICES, FROM WYNNE SOLUTIONS.

YOU HAVE THE CONTRACT HERE IN FRONT OF YOU.

THIS IS A SPECIAL SERVICES CONTRACT, AND IF THERE'S ANY QUESTIONS OR COMMENTS ON THIS, OTHERWISE, I JUST ENTERTAIN A MOTION AND SECOND.

>> I MOVE TO APPROVE THE SUPPLEMENTAL CONTRACT STAFFING SERVICES FROM WYNNE SOLUTIONS FOR THE REMAINDER OF THE 23, 24 SCHOOL YEAR, FOR A NOT TO EXCEED TOTAL OF 260,000.

FUNDING FOR THIS IS COMING FROM SPECIAL SERVICES.

>> I'LL SECOND IT.

>> IT WAS MOVED BY TRACEY, SECONDED BY ERIKA.

ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR?

>> AYE.

>> AYE, MOTION CARRIES. LET'S SEE.

LETTER B, THIS IS A PROVING TO CHANGE ORDERS FOR THE SKYRIDGE BOILER REPLACEMENT.

[B. Board Approval for Two Change Orders for the Skyridge Boiler Replacement Project]

THIS IS A PROJECT WE'VE ALREADY APPROVED, BUT WE'VE GOT A COUPLE OF ADDITIONS THAT WE NEED TO TAKE CARE OF, ANY OTHER FURTHER OR ANY QUESTIONS OR COMMENTS?

>> THERE'S A MISSING COMMA, SO I WANT TO MAKE SURE THAT MY EYES ARE SEEING THE ADDITIONAL COST IS 10,900.

THANK YOU. IF THERE'S NO I'LL MOVE TO APPROVE CHANGE ORDERS 1 AND 2 FOR THE SKYRIDGE MIDDLE SCHOOL BOILER REPLACEMENT PROJECT FOR AN ADDITIONAL COST OF $10,990, MAKING THE NEW TOTAL PROJECT COSTS $317,990 PLUS TAX.

THIS IS A CAPITAL LEVY FUNDED PROJECT.

>> I SECOND.

>> SO IT WAS MOVED BY ERIKA SECONDED BY BAMINI.

ANY FURTHER DISCUSSION? I WILL JUST MENTION BEFORE WE TAKE A VOTE THAT THIS IS A PROJECT THAT IS FUNDED, LIKE YOU SAID, BY OUR CAPITAL LEVY, SO THIS IS FUNDS THAT THE VOTERS APPROVED BACK IN 2021, SO ALL THOSE IN FAVOR.

>> AYE.

>> OPPOSED.

>> MOTION CARRIES. LETTER C.

THIS IS ALSO THIS IS ALSO COMING OUT OF OUR CAPITAL LEVY.

[C. Camas High School Roof Replacement Project Phase 1]

THIS IS A PLANNED PROJECT.

PHASE 1 OF REPLACING THE ROOF AT CAMAS HIGH SCHOOL.

A PRETTY BIG NUMBER $2.6 MILLION JUST TO DO HALF OF THE ROOF.

BUT THAT IS, AGAIN, THIS IS ONE OF THESE THESE VOTER APPROVED, ONE OF THESE ITEMS THAT WE PROMISED TO THE VOTERS WE WOULD DO IN OUR LAST LEVY.

ANY QUESTIONS OR CONCERNS ABOUT THIS COMMENTS OTHERWISE MOTION AND A SECOND.

>> I MOVE TO APPROVE A CONTRACT FOR GARLAND DBS UNDER THE INTERGOVERNMENTAL COOPERATIVE PURCHASE AGREEMENT FOR PHASE 1 AND A CAMAS HIGH SCHOOL, ROOF REPLACEMENT PROJECT FOR A TOTAL OF $2,646,180.46.

THAT INCLUDES SALES TAX AND A 5% CONTINGENCY TO ACCOMMODATE POTENTIAL CHANGES, AND AS COREY SAID, FUNDS ARE COMING FROM THE VOTER APPROVED CAPITAL LEVY FOR THIS PROJECT.

>> I'LL SECOND IT.

>> SO IS MOVED BY TRACEY, SECONDED BY ERIKA, ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR?

>> AYE.

>> MOTION CARRIES. OUR LAST ONE,

[D. Request for Heating Loop Repairs at Leadbetter Campus]

THIS IS A REQUEST FOR HEATING LOOP REPAIRS AT THE LEADBETTER CAMPUS. QUESTIONS OR COMMENTS ABOUT THIS?

>> ARE THE FUNDS COMING OUT OF CAPITAL JASON OR FUND BALANCE WASN'T LISTED ON THAT ONE?

>> THIS PROJECT IS FUNDED OUT OF GENERAL FUND.

ALL OF OUR LEASE REVENUES FLOW THROUGH THE GENERAL FUND FOR THAT BUILDING.

>> SO LEASE REVENUE WOULD BE COVERING THIS THEN? A PORTION OF IT?

>> A PORTION OF IT, YES.

>> OKAY.

>> MIGHT I MENTIONED SOMETHING ELSE IN THAT LAST MOTION? I BELIEVE IT WAS SAID 2.6 MILLION.

[01:50:05]

BUT THAT DID NOT INCLUDE, I BELIEVE THE 5% CONTINGENCY AS I READ THAT CORRECTLY, I BELIEVE 5% CONTINGENCY, I THINK IT'S 2.7 MILLION.

>> I SAID 2.6 INCLUDING SALES TAX AND A 5% CONTINGENCY.

THE 5% IS NOT IN THE 2.6 MILLION?

>> I DON'T BELIEVE SO. HOPE I'M READING THE INFORMATION ON THE BOARD DOCS CORRECTLY. RANDY.

>> TOTAL PROJECT COSTS SHOULD BE $2,778,489.48.

>> SORRY, CAN YOU SAY THAT NUMBER ONE MORE TIME?

>> $2,778,489.48.

>> I SEE THAT DOWN BELOW, BUT NOT IN THE ACTION PART ABOVE.

GOT IT. IF YOU NEED ME TO AMEND THAT MOTION, DO YOU WANT ME TO DO THAT, GAYLE?

>> LET'S GO AHEAD JUST TO BE ON THE SAFE SIDE [OVERLAPPING].

>> JUST AMEND THAT MOTION THAT I MADE FOR THE TOTAL TO BE $2,778,489.48, WHICH INCLUDES THE 5%.

>> SO THAT INCLUDES SALES TAX AND THE 5% CONTINGENCY.

>> YES.

>> THANK YOU.

>> WE'LL LET GAYLE CATCHUP. THANK YOU FOR CATCHING THAT.

>> I'LL SECOND THAT AMENDED MOTION.

>> ARE YOU GOOD TO GO? I'M JUST MAKING SURE.

THE AMENDED MOTION WAS MOVED BY TRACEY, SECONDED BY CONNIE.

>> GOT IT.

>> ALL THOSE IN FAVOR?

>> AYE.

>> THANK YOU. APPRECIATE YOU'RE CATCHING THAT, JASON.

WE DIDN'T WE DIDN'T DO THE VOTE YET FOR LETTER D, THE LEADBETTER ONE.

>> I'LL MOVE TO AUTHORIZE THE COMPLETION OF HEATING LOOP REPAIRS TO LEADBETTER CAMPUS BY JRT MECHANICAL FOR A DO NOT EXCEED AMOUNT OF 65,000, INCLUDING CONTINGENCY AND APPLICABLE TAXES.

>> I SECOND.

>> IT WAS MOVED BY ERIKA SECONDED BY BAMINI.

I HOPE THAT IS A DO NOT EXCEED AND NOT DO NOT SUCCEED AMOUNT, WE WANT THEM TO BE [LAUGHTER] SUCCESSFUL ON THIS.

LITTLE LEVITY IN A LONG MEETING WILL BE OKAY.

WHATEVER I GET, HOPEFULLY IT PLAYS BETTER AT HOME.

[LAUGHTER] ALL THOSE IN FAVOR.

>> AYE.

>> AYE.

>> MOTION CARRIES. THAT BRINGS US TO THE END OF OUR REGULAR MEETING,

[13. EXECUTIVE SESSION - Personnel - RCW 42.30.110 (g) - Approximately 60 minutes]

WE WILL BE GOING INTO EXECUTIVE SESSION.

THIS IS GOING TO BE A 60 MINUTE EXECUTIVE SESSION.

IT SAYS 60 ON SUGGESTED TIME, 30 MINUTES.

I'LL SAY THEN IT'S A 15-MINUTE EXECUTIVE SESSION.

IF WE NEED TO EXTEND, I'LL COME BACK OUT.

LET'S JUST SAY WE'LL BE BACK AT 07:40, TO EITHER ADJOURN OR EXTEND, AND WE COULD POSSIBLY TAKE ACTION.

UNTIL THEN WE ARE IN RECESS UNTIL 7:40 [NOISE].

IT IS 7:45 AND WE'LL RECONVENE THE MEETING. DO I HAVE A MOTION?

>> I MOVE THAT THE BOARD ACCEPT THE RECOMMENDATION OF THE ASSISTANT FACILITIES DIRECTOR TO TERMINATE THE EMPLOYMENT OF LAURIE ELLIOTT AS A DRIVER TRAINER, FOR THE REASONS PROVIDED BY THE ASSISTANT FACILITIES DIRECTOR, AND THAT THE INTERIM DIRECTOR OF TALENT DEVELOPMENT PROVIDE APPROPRIATE WRITTEN NOTICE TO LAURIE ELLIOTT OF THE BOARD'S ACTION.
