[2. REGULAR MEETING CALL TO ORDER - 5:30 PM]

[3. MILL TOWN PRIDE AWARD(S)]

[00:02:08]

>> [APPLAUSE] I'M COACH KELLY. I'M LILA'S COACH.

I JUST WANT TO SAY A COUPLE OF THINGS ABOUT HER.

SHE IS THE HARDEST WORKING SWIMMER I'VE EVER EXPERIENCED.

SHE SWIMS THE HARDEST EVENTS.

SHE NEVER SWIMS HALFWAY, ALL OUT, EVERY PRACTICE, EVERY MEET.

I DON'T THINK YOU LOST AN EVENT PRETTY MUCH ALL SEASON.

EVERY EVENT SHE SWAM SHE SWAM ALL OUT.

EVEN HER OFF EVENTS, SHE'S CHALLENGING PEOPLE.

SHE ENDED UP GETTING SEVENTH IN THE 200 FREE, FOURTH IN THE 500 FREE, AND 11TH ON THE 200 FREE RELAY AT STATE AND SHE IS AMAZING. [APPLAUSE]

>> WE'RE GOING DOWN TO HEAR THAT. [APPLAUSE]

[00:07:53]

>> IT'S JUST ME. YEAH, I'M SAN CALLEN.

[4. STUDENT/COMMITTEE REPORTS]

I'M A SENIOR AT DISCOVERY HIGH SCHOOL.

YOU PROBABLY KNOW ME BY NOW.

I'M HERE EVERY MONTH.

BUT I'M HERE TO TALK A LITTLE BIT ABOUT OUR SAC FOCUS RIGHT NOW.

OUR FOCUS AT THE MOMENT IS OUR WINDOWS AND MIRRORS LESSONS, WHICH ARE FOR ALL THE FIFTH-GRADE STUDENTS IN THE CAMAS SCHOOL DISTRICT.

THE LESSON THAT WE TEACH TO THE FIFTH GRADERS IS TITLED THE LABELS WE CARRY AND IT INCLUDES A VIDEO THAT THE STUDENTS WATCH AND REFLECT ON HOW THE LABELS THAT ARE GIVEN BY OTHERS IMPACT HOW WE THINK OF OURSELVES.

STUDENTS ALSO DISCUSS THE POWER LABELS HAVE HAD ON THEM AND HOW WE CAN USE OUR WORDS TO MAKE OTHER PEOPLE FEEL GOOD AND EMPOWER THEM.

SAC STUDENT LEADERS FAIRLY RECENTLY MODELED THE LESSON FOR ALL ELEMENTARY PRINCIPALS BACK IN THE FALL AND THEN GAVE THEM AN OPPORTUNITY TO ASK QUESTIONS AND GIVE FEEDBACK.

THEN WE SPENT SEVERAL SESSIONS TRAINING TO PRACTICE DELIVERING THE LESSON.

WE'VE BEEN TO MOST ELEMENTARY SCHOOLS SO FAR.

WE'VE BEEN TO HELEN BALLER, GRASS VALLEY, PRUNE HILL, AND DOROTHY FOX AND THEN WE HOPE TO FINISH IN FEBRUARY WITH WOODBURN, LACAMAS LAKE, AND CCA.

FIFTH-GRADE STUDENTS HOPEFULLY LEAVE THESE LESSONS WITH THE MESSAGE THAT THEY ARE LOVED AND HAVE THE POWER TO SPREAD THAT POSITIVITY TO OTHERS AS WELL.

MOVING ON, WE RECENTLY REVIEWED THE DRAFTS OF THE MISSION AND VISION STATEMENTS FOR CAMAS SCHOOL DISTRICT'S NEXT STRATEGIC PLAN, WHICH INCLUDED A REVIEW OF OUR DISTRICT'S STATED VALUES, GUIDING PRINCIPLES, AND STUDENT OUTCOMES AND THE SAC OFFERED WRITTEN FEEDBACK DISCUSSION AND OUR ADVISORS COLLECTED THIS INFORMATION FOR STRATEGIC PLANNING PURPOSES, SO BE DOING MORE WITH THAT IN THE FUTURE.

THEN COMING UP, OUR NEXT FOCUS IS OUR LEADERSHIP CONFERENCE ON MARCH 22ND.

WE'VE DECIDED TO MAINTAIN A VERY SIMILAR AGENDA AS LAST YEAR, WHICH INCLUDES BREAKOUT SESSIONS, A KEYNOTE SPEAKER, AND SOME COMMUNITY-BUILDING ACTIVITIES.

INSTEAD OF FOCUSING ON JUST ASBS LIKE WE DID LAST YEAR FROM THE SCHOOLS OUR GOAL THIS YEAR IS TO AMPLIFY VOICES OF STUDENTS AND STUDENT GROUPS WHO AREN'T ALWAYS REPRESENTED.

THIS INCLUDES DISCUSSION ABOUT OUR STUDENTS OF COLOR, STUDENTS WITH VARYING ABILITIES, AND STUDENTS WHO PARTICIPATE IN THE ARTS.

THEN WE WILL BREAK INTO SMALLER PLANNING TEAMS TO ADDRESS EACH COMPONENT OF

[00:10:03]

THE CONFERENCE AND BE READY WITH THAT IN MARCH. ANY QUESTIONS?

>> DO WE KNOW WHO?

>> NOT YET. [LAUGHTER] WE'RE WORKING ON IT.

YEAH. IT WAS GREAT. WE HAD NAN HENDRICKSON LAST YEAR.

[APPLAUSE] GOOD EVENING. MY NAME IS CLEO MCBRIDE AND I AM IN MY SENIOR YEAR AT DISCOVERY HIGH SCHOOL.

I COME BEFORE YOU TODAY TO REQUEST THE BOARD'S APPROVAL OF A CLUB CREATED FOR ONE OF MY SENIOR PROJECT MILESTONES.

SINCE THE CREATION OF DHS, STUDENTS HAVE BEEN ENCOURAGED TO START THEIR OWN CLUBS.

THIS YEAR I AM PROUD TO BE THE FOUNDER OF THE JEN EARTH CLUB.

OUR CLUB IS A GROUP OF CONCERNED STUDENTS THAT ARE COMMITTED TO RAISING AWARENESS ON ENVIRONMENTAL ISSUES AND THE REDUCTION OF ITS IMPACT TO OTHER STUDENTS AND THE SURROUNDING COMMUNITY.

OVERALL, THE CLUB AIMS TO ESTABLISH CHANGE, WHETHER THAT'S ERECTING GREENHOUSES FOR ECONOMICAL CULTIVATION, INSTALLING WATER BARRELS AT THE SCHOOL FOR RAINWATER COLLECTION, OR LEADING STUDENT-LED LITTER COLLECTION EVENTS IN THE STREETS OF CAMAS.

WE ARE HERE TO PROVIDE INSPIRATION TO THE YOUNGER COMMUNITY OF THE POSSIBILITIES OF A BETTER FUTURE.

NOT ONLY DO THESE PROJECTS BENEFIT DISCOVERY, BUT THEY ALSO CONTRIBUTE TOWARDS ANOTHER LONG-TERM OBJECTIVE.

THE JEN EARTH PROGRAM IS A NONPROFIT ORGANIZATION IN THE STATE OF WASHINGTON WHOSE MISSION CONFRONTS CLIMATE CHANGE AND SOCIAL INJUSTICE BY EQUIPPING YOUTH TO GROW THEIR POWER AS CHANGEMAKERS FOR A SUSTAINABLE FUTURE.

THROUGH THEIR PROGRAM SCHOOLS ARE INVITED TO TAKE ON PROJECTS OF ACTION THAT BELONG TO ONE OF THE EIGHT ENVIRONMENTAL CATEGORIES; ENERGY, HEALTHY SCHOOL BUILDINGS, SCHOOL GROUNDS AND GARDENS, TRANSPORTATION, WASTE AND RECYCLING, WATER, HABITAT RESTORATION, AND AT-HOME PROJECTS.

BY COMPLETING THESE PROJECTS, SCHOOLS ARE EARTH GEN CERTIFIED AND EARN AWARDS AND RECEIVE STATEWIDE RECOGNITION FOR THEIR EFFORTS.

FOR THE PAST TWO YEARS AT DISCOVERY, I HAVE FOCUSED MY EFFORTS UPON MAKING THIS IDEA A REALITY.

STARTING WITH A SIMPLE PVC DESIGN BACK IN 2022, I HAVE SPENT THE LAST YEAR IMPROVING AND BUILDING OFF OF THE INITIAL CONCEPT TO BEST FIT THE LOCATIONS THE CAMPUS OFFERS ROBUSTLY CREATING TO WITHSTAND THE NORTHWESTERN WEATHER.

WITH ITS CONSIDERATE STRUCTURING, STUDENTS AND FACULTY CAN CONTROL AN ENVIRONMENT THAT IS TUNED TO THEIR NEEDS, WHILE VISITORS AND ADMINISTRATORS WILL BE ABLE TO SAFELY VIEW THE GREENHOUSE USAGE WITHOUT PROJECT INTERRUPTION.

DURING THE GENEROUS WEEK OF FLEXIBLE TIME DISCOVERY OFFERS THROUGH A SESSION CALLED JEN TERM, I CONTINUE WORKING ON THE FINANCIAL WORK AND TOWARDS THE PERMITS NEEDED FOR THE PROJECT SUCCESSION.

AS OF TODAY, I CURRENTLY HAVE AS SUPPORTING SPONSORS THE CAMAS WASHOUGAL ROTARY, BLUE BARREL, MULTICFT, AND MULTI-CRAFT PLASTICS.

I HAVE SHARED PACKETS WITH TWO OF OUR LOCAL HARDWARE COMPANIES, LUTZ AND WASHOUGAL LUMBER.

TO INVOLVE THE INTERESTED CAMAS COMMUNITY MY NEXT GOAL INVOLVES LAUNCHING A GOFUNDME FUND ME TO THE PARENTS OF DISCOVERY STUDENTS, AS WELL AS ANY MEMBER OF THE CITY TO ENSURE THE SUCCESS OF THIS PROJECT.

THANK YOU FOR YOUR CONSIDERATION OF DISCOVERY'S FIRST-EVER GREEN TEAM AND FOR LISTENING TO THE PROGRESSION OF THE GREENHOUSE.

[APPLAUSE]

>> HELLO. DO YOU REMEMBER ME, MR. ANZALONE?

[00:15:01]

I MADE HIM HOLD A LAMB HEART FOR YOUR BOOK IN SCIENCE CLASS.

IF YOU WANT TO SEE MR. ANZALONE HOLDING A LAMBHEART BUY ALL YOUR BOOKS $40 IN THE FRONT OFFICE.

[BACKGROUND] I'M BO BENNETT.

I'M ALSO A SENIOR IN DISCOVERY.

I DON'T HAVE A NICE SLIDE SHOW BUT I'M A LEADER OF THE ARCHITECTURE CLUB.

WE ARE COMPETING IN THE SCHOOL'S NEXT COMPETITION, WHICH IS A NATIONWIDE COMPETITION FOR ARCHITECTURES.

THE GOAL OF THIS COMPETITION IS TO DESIGN A FUTURISTIC SCHOOL, EITHER HIGH SCHOOL, ELEMENTARY SCHOOL, OR MIDDLE SCHOOL.

MY GROUP PERSONALLY CHOSE A HIGH SCHOOL AND TWO OTHER GROUPS CHOSE ELEMENTARY SCHOOLS IN OUR CLUB.

YES. SORRY, I DIDN'T KNOW I WAS COMING HERE TONIGHT.

[LAUGHTER] THIS IS A NATIONWIDE EVENT.

WE ARE COMPETING FIRST AGAINST WASHINGTON, AND THEN WE GET THE EVENT IS IN PORTLAND THIS YEAR.

THE FINAL EVENT SO IT'S SUPER EASY FOR US TO GO THERE, BUT THAT'S THE NATIONWIDE EVENT AND WE ARE COMPETING AGAINST WASHINGTON, AND THEN THE NATION.

NORMALLY THE WINNERS ARE LAKE OSWEGO IN WASHINGTON AND THEY'RE RICH AND WE WANT TO BEAT THEM BECAUSE THEY'RE RICH.

WE'RE ALSO RICH, BUT THEY'RE MORE RICH, SO WE WANT TO BEAT THEM.

THE REASON WE WANT TO BE A FUNDED CLUB IS BECAUSE FOR THE COMPETITION YOU HAVE TO MAKE A LITTLE MODEL OF YOUR SCHOOL AND WE NEED TOOLS TO MAKE THESE LITTLE MODELS.

JUST THE OTHER DAY I WAS TRACING OUT A SKETCH AND CUTTING OUT A SKETCH BECAUSE I WANTED THREE DIFFERENT [INAUDIBLE] THE TOOL I WAS USING WAS JUST A LITTLE KNIFE TO CUT OUT THE SKETCH AND IT WAS IN PRETTY GOOD QUALITY, BUT IT STILL WAS REALLY HARD TO CUT OUT THE LITTLE PAPER I WAS USING TO TRACE.

THE TOOLS THAT WE HAVE ARE VERY OLD AT DISCOVERY, SO WE WANT TO BE ABLE TO BUY NEW TOOLS BECAUSE IT REALLY MAKES A DIFFERENCE IN THE FINAL PRODUCT.

THE WINNER OF THE COMPETITION DOES GET $1,000 AND WE ARE HOPING TO WIN.

THANK YOU FOR YOUR CONSIDERATION.

THANK YOU GUYS. [APPLAUSE]

>> WE'RE IN THE ASP AT LIBERTY MIDDLE SCHOOL.

>> I'M GABRIELLE BERK.

>> WE JUST HAVE A SHORT POEM TO READ FOR YOU.

>> HELPING ME TO LEARN EACH AND EVERY DAY.

>> YOU INSPIRE ME TO GIVE MY ALL.

>> AND TO BUILD MY CONFIDENCE WHEN I FALL.

>> READING MATH, SCIENCE OR ART.

>> WHATEVER THE SUBJECT IS SUPPORTED.

>> I WANT YOU TO KNOW THE IMPACT YOU'VE MADE.

>> BECAUSE OF YOU ON UPGRADE.

>> THANK YOU FOR LEADING US JUST AS YOU ARE.

>> WITH ALL YOUR SUPPORT, WE ARE THANKFUL.

>> THANK YOU FOR YOUR SUPPORT LIBERTY LAND.

[APPLAUSE]

[5. EXCELLENCE IN ACADEMIC, SOCIAL AND LIFELONG LEARNING]

>> EACH YEAR, FOR THE LAST FEW, I HAVE HAD THE HONOR TO BE ABLE TO PRESENT THESE AWARDS, AND IT'S GREAT THAT IT'S TONIGHT IN THIS MONTH OF JANUARY THAT IS ALSO SCHOOL BOARD APPRECIATION MONTH.

BECAUSE THIS AWARD HEARKENS BACK TO TWO PAST BOARD MEMBERS WHOSE LEGACY CONTINUES THROUGH THE TIPTON LEGACY FUND.

THE TIPTON LEGACY FUND WAS CREATED IN HONOR, AND IT'S ALSO SUPPORTED BY THE GARY AND MARY TIPTON, WHO SERVED AS BOARD MEMBERS 2005-2016.

[00:20:02]

IT WAS DURING THIS TIME, THOSE OF YOU WHO ARE OLD ENOUGH TO REMEMBER THAT THE DISTRICT WENT THROUGH A LOT OF GROWTH, BOTH IN TERMS OF ENROLLMENT, BUT ALSO PROGRAMS. AND THEIR LEADERSHIP WAS INSTRUMENTAL IN THAT GROWTH.

WHEN MARY RETIRED FROM THE BOARD, ONE OF THE THINGS THAT SHE WANTED TO HONOR WAS THE SPIRIT OF LIFELONG LEARNING THAT OUR STAFF MEMBERS ENGAGE WITH IN ORDER TO BE ABLE TO CONTINUE TO SUPPORT STUDENTS IN WHAT WE KNOW IS A CHANGING WORLD.

EACH YEAR THERE IS A COMMITTEE THAT INCLUDES A REPRESENTATIVE FROM MARY'S FAMILY, USUALLY MARY, AND PAST AWARDEES OF THE TIPTON PROFESSIONAL LEARNING GRANT.

AND THAT GROUP MEETS TO LOOK AT THE APPLICATIONS FOR THE CURRENT YEAR AND MAKE THE AWARDS.

TONIGHT WE GET TO HONOR THIS YEAR'S AWARDEES.

BEFORE I DO THAT, HOWEVER, THIS IS THE SEVENTH YEAR OF THIS PROGRAM, AND AS OF TONIGHT, WE WILL HAVE AWARDED 39 PROFESSIONAL LEARNING GRANTS TO PEOPLE IN ORDER TO BE ABLE TO FURTHER THEIR EDUCATION.

WE'RE VERY GLAD TONIGHT THAT SOME OF OUR EIGHT AWARDEES FROM THIS YEAR ARE HERE, AND SO RATHER THAN ME INTRODUCE THEM, I'M GOING TO ASK YOU TO COME UP.

JUST SAY YOUR NAME AND WHAT YOU'RE USING THOSE FUNDS FOR AS YOU ENGAGE IN FURTHER PROFESSIONAL LEARNING.

I KNOW SHAY'S HERE.

COME ON, SHAY. I KNOW TONIA IS HERE.

I KNOW JACKIE. COME ON.

WHO ELSE [INAUDIBLE] GREAT.

THIS IS THE PART WHERE WHOEVER MAKES EYE CONTACT FIRST GETS THE MIC.

[LAUGHTER] CAN WE START WITH SHAY.

>> I JUST WANT TO SAY THANK YOU.

THIS IS A BIG DREAM DEFERRED FOR ME.

IT'S BEEN ABOUT 10 YEARS SINCE I STARTED GRADUATE SCHOOL AND GOING BACK AND FINISHING IS JUST AMAZING EXPERIENCE FOR ME.

I'M TEACHING.

I'M REALLY LIVING MY DREAM AND SO YOU CAN DO IT, GO BACK TO SCHOOL AND CONTINUE YOUR EDUCATION.

HAVE A FULL TIME JOB AND HAVE KIDS AND DO IT ALL.

>> I'M TONIA ALBERT AND I'M THE TEACHER LIBRARIAN AT SKYRIDGE.

I STARTED AT SKYRIDGE.

I'M JUST TAKING A TOTAL BACK AT CAMAS HIGH SCHOOL, AND I'M GOING TO PURSUE MY ENDORSEMENT FOR MY LIBRARY SPECIALIST WITH THIS SCHOLARSHIP. SO THANK YOU.

>> I'M EMILY BOYD. I TEACH FIRST GRADE AT LACAMAS LAKE AND I'M USING THE SCHOLARSHIP TO HELP FURTHER SCIENCE OF READING AT OUR SCHOOL AND GET A FURTHER ORTON-GILLINGHAM CREDENTIAL.

>> I'M JACKIE GRAUE, AND I'M GOING TO ATTEND THE NATIONAL CONFERENCE FOR THE GIFTED CHILDREN.

IT'S HELD IN SEATTLE THIS YEAR, AND I'M REALLY EXCITED.

>> I'M LYSE HOOVER. I'M A PARAPROFESSIONAL AT HAYES FREEDOM HIGH SCHOOL.

I WILL BE USING IT FOR TUITION, AS I'M CURRENTLY IN COLLEGE FOR MY BACHELORS IN PSYCHOLOGY AND ABA, AND I PLAN ON GOING FOR MY MASTER'S HOPEFULLY IN SCHOOL PSYCHOLOGY.

[APPLAUSE]

>> THANK YOU, EACH OF YOU FOR CONTINUING YOUR EDUCATION.

THEN JUST AS A LAST NOTE, THIS FUND PERSISTS BECAUSE OF DONATIONS FROM OUR UNIONS, FROM CEA, SPECIFICALLY PSE, OUR PRINCIPALS, AND FROM MARY TIPTON'S FAMILY AS WELL.

SO IT IS WITH THAT THAT WE THANK EVERYONE WHO'S HAD A CHANCE TO EITHER CONTRIBUTE TO OR BENEFIT FROM CONTINUED LEARNING FOR OUR STAFF MEMBERS.

>> GOVERNOR INSLEE PROCLAMATION. I'M NOT READY.

[6. GOVERNOR INSLEE PROCLOMATION]

THANK YOU. OH, IT'S STILL NOT [INAUDIBLE].

[LAUGHTER] WELL, I'LL USE THIS ONE THEN.

I'LL GO, RAMBLIN ROD STYLE HERE.

WE'LL JUST PASS IT DOWN THE LINE. HERE YOU GO.

>> THE STATE OF WASHINGTON PROCLAMATION FROM GOVERNOR INSLEE.

WHEREAS THE MISSION OF WASHINGTON'S PUBLIC SCHOOL SYSTEM IS TO ASSURE THAT ALL STUDENTS ACHIEVE AT HIGH LEVELS AND POSSESS THE KNOWLEDGE AND SKILLS TO BE RESPONSIBLE CITIZENS OF A DEMOCRATIC SOCIETY AND ENJOY PRODUCTIVE AND SATISFYING LIVES.

WHEREAS WASHINGTON'S 295 LOCALLY ELECTED SCHOOL BOARDS AND

[00:25:04]

NINE ELECTED EDUCATIONAL SERVICE DIVISION OR DISTRICT BOARDS ARE AT THE CORE OF THE PUBLIC EDUCATION GOVERNANCE SYSTEM IN OUR STATE.

WHEREAS THE DISTRICTS AND REGIONS THAT LEAD SERVE MORE THAN ONE MILLION STUDENTS, HAVE COMBINED ANNUAL BUDGET OF APPROXIMATELY $15 BILLION AND EMPLOYED CLOSE TO 120,000 PEOPLE.

WHEREAS SCHOOL DIRECTORS PLAY A CRUCIAL ROLE IN PROMOTING STUDENT LEARNING AND ACHIEVEMENT BY CREATING A VISION, ESTABLISHING POLICIES AND BUDGETS, AND SETTING CLEAR STANDARDS OF ACCOUNTABILITY FOR ALL INVOLVED.

WHEREAS SCHOOL DIRECTORS ARE DIRECTLY ACCOUNTABLE TO THE CITIZENS IN THEIR DISTRICTS, REGIONS, SERVING AS A VITAL LINK BETWEEN MEMBERS OF THE COMMUNITY AND THEIR SCHOOLS.

WHEREAS SCHOOL DIRECTORS AND EDUCATIONAL SERVICE DISTRICTS PROVIDE A PASSIONATE VOICE OF ADVOCACY FOR PUBLIC SCHOOLS AND THE WELFARE OF SCHOOL CHILDREN.

WHEREAS IT IS APPROPRIATE TO RECOGNIZE SCHOOL DIRECTORS AS OUTSTANDING VOLUNTEERS AND CHAMPIONS FOR PUBLIC ED.

NOW THEREFORE, I, JAY INSLEE, NOT ME.

GOVERNOR JAY INSLEE.

GOVERNOR OF THE STATE OF WASHINGTON, DO HEREBY PROCLAIM JANUARY 2018 AS SCHOOL BOARD RECOGNITION MONTH.

THIS WAS WHEN IT WAS STARTED.

HE PROBABLY WISHED HE HAD TO CHANGE THE DATE.

I'LL TALK TO HIM ABOUT THAT.

[LAUGHTER] SCHOOL BOARD RECOGNITION MONTH IN WASHINGTON AND I ENCOURAGE ALL PEOPLE IN OUR STATE TO JOIN ME IN THIS SPECIAL OBSERVANCE IN THIS 29TH DAY OF DECEMBER, 2017.

WE'LL NEED TO UPDATE THAT, GOVERNOR JAY INSLEE.

CONGRATULATIONS TO YOU ON BEHALF OF THE GOVERNOR OF THE STATE OF WASHINGTON.

THERE WE GO. [APPLAUSE]

>> NO, IT'S AN ONGOING THING. WELL, THANK YOU.

IT'S VERY KIND. ELEMENTARY PRINCIPALS, WE LOVE THE FOOD.

WE DON'T DO IT FOR THE FREE FOOD, BUT IT'S VERY NICE.

WE MIGHT DO IT FOR THE [INAUDIBLE]. FIGURING, ANYWAYS.

IT'S VERY KIND. WE APPRECIATE. I'M NOT GOOD AT THIS STUFF.

IF ANYBODY ELSE HAS ANYTHING THAT THEY WANT TO SAY, IT'S OKAY. WELL, THANK YOU.

[7. PUBLIC COMMENTS]

MOVING ALONG TO ITEM 7 IS OUR PUBLIC COMMENTS.

WE DO HAVE A COUPLE OF PUBLIC COMMENTS HERE SIGNED UP.

FIRST, THE BOARD VALUES PUBLIC INPUT.

THE RESPONSIBILITY OF THE BOARD IS TO LISTEN AND REFLECT ON PUBLIC COMMENTS ACTIVELY.

THE BOARD MAY ONLY DISCUSS AND ACT UPON ITEMS INCLUDED IN THE WRITTEN AGENDA.

FOR THAT REASON, BOARD MEMBERS CANNOT RESPOND TO ANY COMMENTS OR QUESTIONS DURING PUBLIC COMMENT.

BUT CAN ASK THE SUPERINTENDENT TO FOLLOW UP ON ISSUES RAISED DURING PUBLIC TESTIMONY.

GUIDELINES FOR PUBLIC INPUT EMPHASIZE THE RESPECT AND CONSIDERATION OF OTHERS.

BOISTEROUS CONDUCT WILL NOT BE PERMITTED AT ANY MEETING OF THE BOARD OF DIRECTORS, NOR WILL ANY HARASSING OR THREATENING REMARKS BE TOLERATED.

COMPLAINTS ABOUT INDIVIDUAL EMPLOYEES SHOULD BE DIRECTED TO THE SUPERINTENDENT'S OFFICE AS A PERSONNEL MATTER.

THE BOARD REQUESTS THAT ANYONE WHO HAS SUBMITTED WRITTEN PUBLIC COMMENTS REFRAIN FROM READING THEM DURING THIS PORTION OF OUR MEETING TO ALLOW OTHER COMMUNITY MEMBERS TO SHARE THEIR COMMENTS.

EACH PERSON PROVIDING PUBLIC COMMENT WILL HAVE A TOTAL OF THREE MINUTES.

ONCE CALLED UPON, PLEASE STEP UP TO THE PODIUM OR THE MICROPHONE UP HERE.

FACE THE BOARD AND STATE YOUR NAME FOR THE RECORD.

THE BELL WILL RING AT THREE MINUTES TO REMIND YOU THAT YOUR TIME IS UP.

WE DID RECEIVE ONE WRITTEN PUBLIC COMMENT FOR THIS MEETING, WHICH HAS BEEN ENTERED INTO THE AGENDA ONLINE.

OUR FIRST IN-PERSON PUBLIC COMMENT HERE IS FROM MATTHEW MCBRIDE.

>> YOU HANDLED IT WELL.

LET'S GIVE GAIL CREDIT [APPLAUSE] FOR HANDLING AV ISSUES.

NOBODY LIKE AV ISSUES.

I'VE GOT TWO NICE THINGS AND THEN I HAVE ONE CONSTRUCTIVE THING. WE'LL DO THE DISCOVERY THING.

THANK YOU TO THE ADMINISTRATION, AS A PARENT FOR THIS LAST WEEK, CLEAR COMMUNICATIONS ABOUT WHETHER IT WAS FANTASTIC.

I DON'T KNOW FOR ANYBODY ELSE, BUT I FELT LIKE I WAS NEW, IT'S NOT GOING TO LOOK GOOD THE NEXT DAY.

IT WAS REALLY NICE TO SEE CLEAR COMMUNICATIONS. I MEAN, IT'S TOUGH.

NOBODY WANTS TO LOSE A WEEK AFTER WE LOST A FEW WEEKS IN THE EARLY PART OF THE YEAR.

THANK YOU FOR THAT. THE SECOND THING IS FOR THE LEVY.

THANK YOU TO THE BOARD AND FOR THE SUPERINTENDENT STAFF FOR SHARING INFORMATION ABOUT THE LEVY.

I'VE TALKED TO A LOT OF PEOPLE IN THE COMMUNITY.

THE MESSAGE IS GETTING OUT CLEAR AGAIN, ABOUT WHAT WE'RE TRYING TO DO FOR THE LEVY.

I APPRECIATE THE BOARD'S REALLY THOUGHTFUL EFFORT WITH THE LEVY IN SETTING THOSE NUMBERS.

THE THING THAT I ASKED TO TALK ABOUT TODAY IS GENERATIVE AI AND OUR STUDENTS.

I'VE HAD THE OPPORTUNITY TO TALK TO MY THREE STUDENTS THAT ARE IN HIGH SCHOOL, TALK TO OUR PRINCIPAL, DR. HULD, AND OTHERS ABOUT I UNDERSTAND THE CHALLENGES WITH STUDENTS USING IT TO NOT DO THEIR OWN CREATIVE WORK.

I'M NOT HERE TO TALK ABOUT THAT.

THAT'S ACADEMIC DISHONESTY. YOU CAN HANDLE THAT.

[00:30:03]

MY CONCERN IS MORE ABOUT HOW THE TOOL IS BEING USED BY SOME OF OUR EDUCATORS AND COMMUNICATED TO STUDENTS.

IN OUR JUSTICE SYSTEM, I CAN'T SAY, I'VE GOT A STANLEY TUMBLER.

I THINK THAT LOOKS LIKE MINE, AND I'M GOING TO SAY THERE'S A 10% CHANCE IT'S MINE.

STUDENTS ARE BEING TOLD IN OUR SCHOOL DISTRICT THAT A PORTION OF THEIR WORK MAY BE GENERATED BY AI, AND IT'S COMING ACROSS TO THEM AS ACCUSATORY.

I KNOW MY CHILDREN, SOME OF THEM HAVE SAID THAT THEY'VE BEEN TOLD 18% OF YOUR WORK WAS FLAGGED BY A GENERATIVE AI DETECTION TOOL AND MIGHT NEED TO GET REDONE.

I THINK THAT'S WRONG, ESPECIALLY IF IT'S CREATIVE WORK.

THESE TOOLS DO NOT DETECT IF AN AI WROTE IT.

THEY SIMPLY STATE THAT AN AI COULD WRITE SOMETHING LIKE THAT.

I KNOW WHEN I TALK TO MY CHILDREN ABOUT IT, THEY KNOW THEIR WORK IS THEIR OWN.

BUT IF YOU TELL A STUDENT THERE'S A 15% CHANCE YOUR WORK WOULD BE AI, OR 20%, AND STUDENTS ARE HEARING IT FROM OTHER STUDENTS, I'M PARTICULARLY WORRIED ABOUT WHAT IT DOES TO THEIR ANXIETY TO THEIR MENTAL HEALTH.

NO ONE WANTS TO BE ACCUSED.

I SHARED WITH DR. DAN, I HAD A COUPLE OF ARTICLES IN PEER REVIEWED JOURNALS WRITTEN IN THE LAST FEW YEARS.

BOTH OF THEM HAD DOUBLE DIGIT FLAG OF AI DETECTION.

THEY'RE WRITTEN BEFORE GENERATIVE AI CAME OUT.

THE DECLARATION OF INDEPENDENCE 100% BY ZERO GPT TODAY.

I WOULD HOPE THAT FROM AN ADMINISTRATIVE SIDE, FROM THE BOARD SIDE, WE COULD TALK TO THE EDUCATORS ABOUT NOT COMMUNICATING THESE DETAILS UNLESS IT'S A TOTALITY OF INFORMATION, THAT IS, YOU'VE BEEN GETTING C'S AND ALL OF A SUDDEN YOU'RE GETTING PERFECT GRADES.

I WOULD JUST ASK THAT THERE'S SOME CONSIDERATION ON THE BOARD, IN THE ADMINISTRATION, TO REALLY THINK ABOUT THIS WITH EDUCATORS.

I KNOW THEY'RE TRYING TO DO THEIR BEST.

I DON'T DOUBT THAT AT ALL.

BUT I DON'T WANT TO SEE STUDENTS THINKING THAT THEY SHOULD CHANGE THEIR WORK OR PASS THEIR WORK THROUGH THESE TOOLS TO LOWER THE NUMBERS.

THAT'S RUINING THE CREATIVE SPIRIT.

THANK YOU FOR YOUR TIME. APPRECIATE IT.

[APPLAUSE]

>> HEY. MY NAME IS INCA BYMAN AND I'M A SOPHOMORE AT CAMAS HIGH SCHOOL.

HE PULLED OUT HIS PENIS, HELD IT OVER THE SCIENCE TABLE, AND CALLED MY NAME FROM THE BACK OF THE CLASSROOM.

HE WAS SUSPENDED FOR A DAY.

CAMAS HIGH SCHOOL HAS MANY CASES OF SEXUAL HARASSMENT AND FAILS TO FOLLOW STATE LAW, AS WELL AS STRUGGLES TO DISCIPLINE STUDENTS WHO VIOLATE THE SCHOOL POLICY.

LAST YEAR, I HAD TO DEAL WITH A SEXUAL ASSAULT CASE.

AND WHAT I SHARED WITH YOU IS EXACTLY WHAT HAPPENED.

LATER WHEN CONFRONTED BY ADMINISTRATION, HE ADMITTED TO HAVING DONE IT.

THE ADMINISTRATION ALSO PERFORMED AN INVESTIGATION.

ORIGINALLY I WAS PLANNING ON READING MY ENTIRE LETTER THAT I WROTE FOR YOU, BUT I WAS WORRIED THAT I MIGHT GET TOO EMOTIONAL.

I WAS ASSURED VARIOUS TIMES BY ADMINISTRATORS THAT THEY WOULD TAKE CARE OF IT, AND WOULD NOT TREAT THE SITUATION LIGHTLY.

WHEN I LEARNED THAT HE ONLY RECEIVED A FEW DAYS OF SOLITUDE SCHOOL AND A ONE DAY SUSPENSION, IT FELT LIKE THE PROCESS OF REPORTING WASN'T WORTH THE TROUBLE.

WITH THE WAY THAT THE PRINCIPAL AND THE ASSISTANT PRINCIPAL HANDLED THIS SEXUAL ASSAULT CASE, THEY BROKE MULTIPLE WASHINGTON STATE LAWS.

TEACHERS AND ADMINISTRATORS ARE MANDATORY REPORTERS AND ARE REQUIRED BY LAW TO REPORT UNSAFE CONDITIONS TO THE POLICE, WHICH THEY FAILED TO DO.

THEY ALSO FAILED TO IMPLEMENT THE HIB PROCEDURE AS THEY DID NOT WORK WITH ME TO CREATE A SAFETY PLAN.

ANOTHER RCW STATES THAT A STUDENT WHO COMMITTED AN ACT OF HARASSMENT MAY BE REMOVED FROM THE VICTIM'S CLASSES AND SCHOOL, AND THEY HAD THE OPTION TO EXPEL HIM.

BUT NOT ONLY DID THEY NOT REMOVE HIM FROM SCHOOL, BUT THEY COULDN'T EVEN BE BOTHERED TO TAKE HIM OUT OF MY SCIENCE CLASS.

MY SITUATION FALLS UNDER THE SCHOOL BOARD'S DEFINITION OF SEXUAL HARASSMENT AND QUALIFIES AS SEVERE ENOUGH TO CREATE A HOSTILE ENVIRONMENT.

DUE TO THE WAY THAT THEY HANDLED THIS, I STILL HAD TO DEAL WITH HARASSMENT FROM THE SAME BOY EVERY DAY IN SCIENCE CLASS.

I WAS UNABLE TO LEARN IN THE CLASS AND HAD TO DO A LOT OF SELF STUDYING IN ORDER TO PREPARE MYSELF FOR THE AP TEST.

HE STAYED IN MY CLASS LAST YEAR, AND THIS YEAR HE IS IN MY LUNCH, WHICH IS THE MOST UNSUPERVISED PART OF THE DAY.

HE STILL TRIES TO TALK TO ME SOMETIMES DURING PASSING PERIODS, WHICH MAKES ME FEEL UNCOMFORTABLE AGAIN.

LAST YEAR I WAS A FRESHMAN AND I WAS JUST TRYING TO SURVIVE.

THE HARASSMENT WAS ONGOING AND I WAS NOT ABLE TO COME TO TERMS WITH WHAT HAD HAPPENED.

I WASN'T IN A POSITION TO PURSUE THIS ISSUE, AND IT WAS MY UNDERSTANDING THAT THE ADMINISTRATION WOULD TAKE CARE OF IT AS THEY HAD PROMISED.

THIS LETTER WAS ORIGINALLY WRITTEN FOR MY ENGLISH CLASS, BUT I FELT COMPELLED TO BRING IT TO YOUR ATTENTION SO AS TO BRING THE ISSUE OF SEXUAL HARASSMENT AT CAMAS HIGH SCHOOL TO LIGHT.

AFTER SHARING THIS WITH YOU, I JUST HAVE ONE QUESTION.

WHAT ARE YOU GOING TO DO TO ENSURE THAT INSTANCES OF SEXUAL ASSAULT OR HARASSMENT THAT OCCUR IN CAMAS SCHOOLS, THAT TEACHERS AND ADMINISTRATORS DO THE RIGHT THING BY SUPPORTING THE VICTIM AND MEET THEIR LEGAL REQUIREMENTS AS MANDATORY REPORTERS?

[00:35:04]

KIDS MAKE MISTAKES, BUT ADULTS MAKE DECISIONS. THANK YOU.

[APPLAUSE].

[8. ITEMS ADDED TO THE AGENDA]

>> MEMBERS OF THE BOARD YOU SAW THE ITEMS ADDED TO THE AGENDA AS WELL AS THE CONSENT AGENDA.

[10. CONSENT AGENDA]

THAT INCLUDES THE REPORTS ON THE CLUBS THAT WE HEARD REPORTS FROM EARLIER.

I'D ENTERTAIN A MOTION AND A SECOND TO APPROVE THE CONSENT AGENDA.

IT WAS MOVED BY CONNIE AND SECONDED BY ERIKA. ALL THOSE IN FAVOR.

MOTION CARRIES. THAT MOVES US ONTO BOARD COMMUNICATION AND ANYTHING YOU'D LIKE TO SHARE, UPDATE THE BOARD ON.

[9. BOARD COMMUNICATION]

I'LL JUST GO AHEAD AND KEEP PASSING THE MIC DOWN HERE TO ERIKA.

>> MINE IS A RECAP FOR US.

OUR LAST WORKSHOP THAT WE HAD WAS MORE INFORMATION ABOUT OUR CHOICE SCHOOLS.

AND I CAME OUT OF THERE WITH UNDERSTANDING THAT ONE OUT OF FIVE HIGH SCHOOL STUDENTS CHOOSES A CHOICE SCHOOL IN CAMAS SCHOOL DISTRICT.

THAT IS AMAZING STATISTIC.

WE SO APPRECIATE HEARING MORE ABOUT OUR CHOICE OPTIONS AT THE SECONDARY LEVEL.

SO THANK YOU TO THOSE LEADERS, THAT WAS A REALLY IMPACTFUL WORKSHOP.

I KNOW THAT WE'VE GOT LEVEE THINGS GOING ON AS WELL.

NOT 100% SURE WHAT I'M ALLOWED TO SAY, BUT I WEAR A BUTTON.

I WANT TO SAY THANK YOU, AND I APPRECIATE THE COMMITTEE THAT'S WORKING HARD ON THAT.

WE DID JUST HAVE A SUPERINTENDENT'S BUDGET COMMITTEE HAPPEN DURING THE ICE STORM OF 2024 OR WE'RE CALLING IT A MONSOON.

OH, ON ZOOM.

I DID NOT SAY THAT.

I WANT TO THINK WE HAD A COUPLE OF NEW MEMBERS ATTEND THAT COMMITTEE AND WANT TO THANK THEM FOR THEIR INVOLVEMENT.

JASON AND HIS TEAM PULLING THAT TOGETHER, IT'S A REALLY VALUABLE COMMITTEE TO HELP US WITH THE DECISIONS THAT WE HAVE TO MAKE.

THAT'S WHAT'S HAPPENED THUS FAR IN BOARD COMMUNICATION FOR ME,.

>> I JUST WANTED TO TAG ON THAT.

THIS SUNDAY WE'RE DOING A ZOOM LEGISLATIVE CONFERENCE FOR SCHOOL BOARDS, AND THEN MONDAY WE'RE GOING UP TO OLYMPIA TO DO OUR DAY ON THE HILL TO HOPEFULLY GET THE LEGISLATORS TO DO THE DO RIGHT THING AND FUND OUR AMAZING SCHOOL SYSTEM SO THAT WE CAN CONTINUE THESE PROGRAMS THAT WE HAVE THAT MAKE CAMAS SO AWESOME.

>> THANKS FOR MENTIONING THAT. I THINK WE ALREADY HEARD IT A LITTLE BIT IN PUBLIC COMMENT, BUT JUST AN ACKNOWLEDGMENT, THANK YOU TO EVERYBODY WHO STUCK WITH EVERYTHING LAST WEEK WITH THE CRAZY WEATHER THAT WE HAD.

I KNOW THAT IT WAS PRETTY UNPRECEDENTED, WHICH SEEMS TO BE THE THEME FOR YOUR TENURE HERE, DR. ANZALONE.

BUT IT WAS DEFINITELY A LOT OF WORK, A LOT OF PEOPLE PULLING TOGETHER.

I KNOW THAT WE DIDN'T QUITE ESCAPE THE BRUTAL COLD UNSCATHED.

BUT JUST APPRECIATE THE COMMUNICATION THAT WAS GOING OUT.

APPRECIATE EVERYBODY ROLLING WITH IT.

I ALSO APPRECIATE YESTERDAY CONNIE AND I GOT TO HELP OUT A LITTLE BIT WITH THIS.

BUT THE ALL HANDS ON DECK CALL THAT WAS PUT OUT FOR CLEARING SIDEWALKS AND PARKING LOTS, THERE WAS A CREW GOING.

I DON'T EVEN KNOW HOW MANY.

THERE WAS AT LEAST A DOZEN WHEN WE WERE AT LIBERTY AND WE WENT TO SOME OTHER PLACES, WE THOUGHT IT WAS GOING TO BE AN ALL DAY KIND OF THING, CLEARING SIDEWALKS AND PARKING LOTS AND ALL OF THAT.

I THINK IT ALL PRETTY MUCH GOT DONE IN ABOUT AN HOUR AND A HALF.

SO THAT WAS NICE FOR PEOPLE TO GET OUT THERE TO MAKE SURE THAT OUR BUILDINGS WERE OPEN SO THAT WE CAN GET BACK TO THE IMPORTANT JOB OF LEARNING.

[00:40:04]

IT WAS ALMOST ALL STAFF. IT WAS GREAT.

FROM TEACHERS, PRINCIPALS, CENTRAL OFFICE STAFF AND EVERYBODY JUST JUST PITCHED RIGHT IN.

SOME PEOPLE ARE WALKING A LITTLE MORE STIFF TODAY, I NOTICED.

POPPING THE IBUPROFEN AND STUFF.

BUT JUST THANK YOU TO EVERYBODY.

THE COOL THING ABOUT A COMMUNITY LIKE THIS THAT WE ALL RALLY AROUND WHAT NEEDS TO HAPPEN TO TO GET OUR KIDS IN.

SO WITH THAT, I THINK THAT'S IT FOR BOARD COMMUNICATION. I APOLOGIZE.

I WENT SLIGHTLY OUT OF ORDER THERE.

I DID THE CONSENT AGENDA BEFORE WE DID BOARD COMMUNICATION. SO I'M SORRY ABOUT THAT.

GOSH, THIS FIRST FIRST MEETING OF THE NEW YEAR, WE GOT TO SHAKE OUT THE BUGS HERE.

THAT BRINGS US DOWN TO ITEM 11,

[11. REPORTS]

THE SUPERINTENDENT'S REPORT AND DR. ANZALONE.

>> THANKS, COREY. TYPICALLY LIKE TO START WITH AN ENROLLMENT UPDATE.

THIS IS OUR FTE COUNT AS OF JANUARY 15.

SO ABOUT A WEEK AGO, FROM DECEMBER TO JANUARY. NOT A HUGE CHANGE.

YOU SEE THE POSITIVE SEVEN OVERALL, WHICH IS ALWAYS GOOD.

SECONDARY, A LITTLE OVER 4,060.

ELEMENTARY, JUST UNDER 3,000 STUDENTS, AGAIN FOR A TOTAL OF PLUS SEVEN.

NOTHING REALLY AS A HUGE STANDOUT OVER THAT MONTH.

REMEMBER THAT INCLUDES WINTER BREAK, SO NOT A LOT OF CHANGE THERE.

YOU SEE CHS ACTUALLY GAINED FOUR AND THEN OUR OTHER SCHOOL STAYED RATHER CONSISTENT.

MIDDLE SCHOOL, VERY SIMILAR NUMBERS THERE.

WE ADDED TWO TO OUR CCA PROGRAM.

DR. HOLD, THANK YOU VERY MUCH FOR THE CONTINUED GROWTH THERE.

ALSO GREW AT LIBERTY BY ONE, AND YOU CAN SEE LOST ONE AT ODYSSEY AND ONE AT SKY.

AS FAR AS ELEMENTARY GOES, THE ONLY REAL ANOMALY THAT I SAW IS WOODBURN.

IN TALKING TO MR. PARMAN, IT REALLY HAS TO DO WITH SOME APARTMENT VACANCIES THAT FAMILIES MOVED ON.

IT'S NOT ATYPICAL, HE SAID, OF WOODBURN, IT'S PROBABLY OUR MOST TRANSIENT AREA IN CAMAS SCHOOL DISTRICT.

THEN THERE WAS FOUR FAMILIES WHO ACTUALLY, THERE WERE JOB CHANGES FOR THE FAMILY AND THEY MOVED TO OREGON.

I WANTED TO LOOK INTO THAT JUST BECAUSE -10 IS A BIG DEAL.

BUT OVERALL, THE REST OF OUR SCHOOLS LOOK PRETTY CONSISTENT AND LOOK FORWARD TO SEEING HOW THEY GROW THROUGH FEBRUARY. QUESTIONS ON THAT? I'M SORRY. I DID WANT TO ADD PER OUR LAST WORKSHOP THAT ERIKA WAS MENTIONING, PRINCIPAL HOLMES AND ALSO DAN MENTIONED THIS AS WELL.

DR. DAN MENTIONED THAT OUR CHOICE SCHOOLS TEND TO HAVE VERY DIVERSE DEMOGRAPHICS.

YOU CAN SEE IN JUST THE FOUR ADDITIONAL STUDENTS THAT HAYES HAD, THIS IS ACTUALLY FROM NOVEMBER TO DECEMBER, BECAUSE AS YOU SAW, THEY DIDN'T GROW FROM DECEMBER TO JANUARY.

YOU CAN SEE THAT OUR ADDITIONAL STUDENTS IN HAYES FIT INTO SEVERAL DIFFERENT CATEGORIES.

YOU SEE THE STUDENT FROM CHS FELL INTO FREE AND REDUCED LUNCH.

THE STUDENT FROM ESD WAS IN TWO DIFFERENT CATEGORIES, MEANING A BOUNDARY EXCEPTION, AS WELL AS FRL.

THEN WE HAD OUR 10TH GRADER WHO IS A GIFTED STUDENT, AND OUR CHS TRANSFER IS ALSO FREE AND REDUCED.

I JUST WANTED TO KEEP YOU UP TO DATE.

THE BOARD ASKED FOR THAT AND I JUST CONTINUED TO SHOW THE DIVERSITY THAT WE HAVE, NOT ONLY AT HAYES, BUT ALSO AT OUR PBL CAMPUS AS WELL.

I KNOW YOU MENTIONED A LITTLE BIT ABOUT OUR LEGISLATIVE WORK, CONNIE, AND WE'RE REALLY EXCITED ABOUT THE 29TH.

JUST QUICK UPDATE ON JANUARY 16TH, RIGHT BEFORE THE SNOW AND THE ICE HIT, WE WERE ABLE TO MEET WITH OUR LEGISLATIVE GROUP.

WE'RE HEARING FROM OUR ESD LIAISON THAT PARA EDUCATORS CONTINUES TO BE A REALLY HOT TICKET ITEM IN A LEGISLATIVE SESSION.

INTERESTINGLY ENOUGH, SORRY ABOUT THE DOUBLE PUNCTUATION THERE, THAT'S BUGGING ME.

THAT WAS MY FAULT. PARAEDUCATORS, THERE'S REALLY THREE APPROACHES THAT THE STATE'S LOOKING AT RIGHT NOW.

ONE WOULD BE TO LOOK AT THE PROTOTYPICAL MODEL HONESTLY, WITH A SHORT SESSION, I DON'T KNOW HOW MUCH WORK IS GOING TO GO INTO THAT.

IT'S PROBABLY MORE OF A PRECURSOR TO THE 2025 SESSION.

THE SEVEN DOLLAR AN HOUR REQUIREMENT, WHICH IS COMING FROM STATE SUPERINTENDENT REYKDAL, THAT WOULD BE OBVIOUSLY VERY, VERY LUCRATIVE FOR OUR PARAEDUCATORS, WE JUST DON'T KNOW EXACTLY WHERE THE PRICE TAG WOULD FALL PER HOUR INCREASE.

YES. WHATEVER THAT HOUR IS PLUS SEVEN SO IT'S GENEROUS.

WHAT THE HAPPY MEDIUM COULD BE IS THE $3 AN HOUR REQUIREMENT THAT WOULD COME WITH THE BILL THAT MONICA STONIER IS PUSHING THROUGH.

[00:45:01]

THAT'S PROBABLY THE MOST LIKELY, NOT SAYING THAT WE'D BE AGAINST THE $7 AN HOUR, BUT I THINK WHEN YOU HAVE TO GET SOMETHING THROUGH BOTH THE DEMS AND THE R'S, THERE'S PROBABLY GOING TO BE SOMETHING MORE OF A COMPROMISE.

THAT WOULD BE MY GUT INSTINCT ON THAT, AND THAT'S WHAT WE'RE HEARING FROM OUR LIAISON AS WELL.

A LOT OF DISTRICTS, NOT NECESSARILY CAMAS AS MUCH AS SOME OF OUR NEIGHBORING DISTRICTS ARE LOOKING AT OUR MSOC OR OUR GENERAL FUND, AND THERE'S A CONVERSATION BEING GENERATED AROUND OUR NEIGHBORING DISTRICTS AROUND THE INCREASED INSURANCE RATES, UTILITY COSTS, CURRICULUM COSTS, AND OTHER OPERATING COSTS.

THERE'S SOME PUSH THERE.

RIGHT NOW THERE ARE SOME BILLS THAT WOULD ALIGN TO THAT, WE'RE JUST NOT SURE HOW MUCH LEGS THEY HAVE RIGHT NOW.

THEN LASTLY, SPECIAL EDUCATION, YOU'RE HEARING THAT PRETTY STRONGLY THAT THERE'S POTENTIALLY A CAP MOVED TO 15% FROM LAST YEAR AND THERE'S A CONSIDERATION OF 17.25%.

AGAIN, WE'RE REALLY STRONGLY LOOKING AT ADDITIONAL FUNDING FOR SPECIAL EDUCATION.

AGAIN, FOR THOSE OF YOU WHO DON'T FOLLOW THIS AS CLOSELY, IT'S A SHORT SESSION, SO THERE'S NOT USUALLY A TON OF FUNDING THAT COMES DOWN THE PIKE.

BUT EVERYTHING WE DO IN 2024 IS HOPEFULLY GOING TO BE PLANTING THE SEED FOR 2025.

JUST A QUICK UPDATE ON A COUPLE HIGH LEVEL EDUCATION BILLS.

IN ADDITION, AND THIS IS COMPLETELY ALIGNED TO CAMAS'S PRIORITIES, THERE'S STILL A LOT OF DISCUSSION AROUND BEHAVIOR AND MENTAL HEALTH INVESTMENTS, SO WE'RE REALLY EXCITED ABOUT THAT.

THEN OSPI OR OUR STATE IS ADVOCATING FOR A BILL TO LIFT THE LEVY LID FOR REGIONALIZED DISTRICTS, WHICH, AGAIN, IS ONE OF OUR TOP THREE PRIORITIES.

REGIONALIZATION IS GETTING SOME TRACTION, WHICH IS EXCELLENT.

LET'S NOT BE AFRAID TO TALK TO OUR LEGISLATORS ABOUT THAT WHEN WE GET UP THERE ON THE 29TH.

AS CONNIE SAID, WE'LL BE DRIVING UP TO OLYMPIA ON MONDAY THE 29TH, LEAVING AROUND 6:30 IN THE MORNING, AND WE HAVE A LONG DAY AHEAD OF US.

BUT THANKS TO GAIL, WE'VE BEEN ABLE TO REALLY FILL OUR CALENDAR THAT DAY WITH QUITE A FEW MEETINGS WITH EDUCATION COMMITTEE MEMBERS AS WELL AS OUR LEGISLATORS, AND I WILL CONTINUE TO CORRESPOND WITH THE LEGISLATORS AND OUR GOVERNOR THROUGHOUT THE SESSION. GO AHEAD.

>> YEAH, SURE MIC ON?

>> NO, IT'S OKAY. THAT BILL ADVOCATING FOR A LEVY LIFT, I DON'T KNOW IF YOU HAVE ANY DETAILS ON THAT, IS THAT IT WOULD ALLOW DISTRICTS TO TAX HIGHER LEVY RATE?

>> JASON, DO YOU HAPPEN TO KNOW ANY MORE DETAILS FROM OUR LEGISLATIVE MEETING, OR GAIL? I THINK THAT'S A DIFFERENT BILL.

THEY'RE LOOKING AT THAT, DAN, FOR THE POSSIBLE BONDS TO MOVE DOWN TO 55% BUT JASON'S LOOKING IT UP.

CAN WE GET RIGHT BACK TO YOU?

>> GET BACK TO YOU.

>> MOVING ON. AS ERIKA MENTIONED, THANK YOU FOR RECOGNIZING OUR LEVY COMMITTEE.

YOU SEE IN THE PICTURE THERE, THIS WAS FROM ROTARY.

YOU SEE MARK KLEIN AND PAT HENNESSY WITH THOSE GREAT GRINS.

MARY TEMPLETON AND SOME STAFF FROM WASHOUGAL WERE THERE AS WELL.

MARY STARTED OFF AND REALLY SHARED SOME CELEBRATIONS AROUND WASHOUGAL.

I WILL TELL YOU, KUDOS TO WASHOUGAL, THEY ARE REALLY KNOCKING OUT OF THE PARK, ESPECIALLY WITH, AS YOU KNOW, THEIR VERY PUBLIC FINANCIAL ISSUES.

TEST SCORES ARE UP, GRADUATION RATES, UP, I JUST COULDN'T BE MORE PROUD OF WASHOUGAL.

BUT JUST THE SAME, CAMAS'S TEST SCORES AND GRADUATION RATES CONTINUE TO RISE AS WELL EVEN WITH ALL THE ADVERSITY THAT WE FACED.

JUST A LITTLE UPDATE.

FEBRUARY 13, AS YOU KNOW, IS THE ELECTION DATE AND WE'RE HOPING THAT PEOPLE GET THEIR BALLOTS IN WELL BEFORE THAT.

THEY'LL PROBABLY DROP THIS WEEKEND AROUND THE 26TH OR 27TH.

WE HAVE 11 OF OUR 13 PROGRAMS, WE'VE ACTUALLY PRESENTED TO YOU.

CAMAS, WE WERE POSTPONED A LITTLE BIT BUT THANK YOU, DAN, FOR RESCHEDULING.

LACAMAS LAKE IS BRIGHT AND EARLY, COMING UP SOON.

THOSE SEVEN,10 STAFF MEETINGS ARE TOUGH BUT WE'RE THERE, AND MARK AND PAT AND RACHEL BEST AND DOREEN AND THE REST OF THE CREW ARE JUST AMAZING.

WE'VE HIT MULTIPLE PTOS ALREADY, WE STILL HAVE A LOT TO GO.

WE HAD THIS MEETING AT ROTARY, ROTARY WAS OUTSTANDING.

THEY WERE VERY ENGAGED AND REALLY CAME UP TO US AT THE END OF THE MEETING AND WERE THANKFUL FOR OUR WORK SO THINK OF WE'LL HAVE A LOT OF SUPPORT WITH THAT GROUP.

THE CHAMBER IS COMING UP THIS WEEK.

WE ALSO SPOKE AT 100 MEN WHO CARE, I WAS WITH PAT AND MARK AT THAT EVENT.

I DON'T KNOW HOW THESE GUYS ARE KEEPING UP BUT THEY'RE JUST AMAZING AND WE'VE REALLY FORMED A NICE LITTLE THREE-LEGGED STOOL THAT'S ROAMING AROUND THE TOWN.

OUR SOCIAL MEDIA CAMPAIGN KICKED OFF AND SO THANK YOU.

I SEE MARCI AND THE CROWD.

THANK YOU, CEA, AND ALL OF OUR OTHER BARGAINING GROUPS FOR STEPPING UP AND REALLY HELPING GETTING THE WORD OUT, ESPECIALLY VIA SOCIAL MEDIA.

[00:50:01]

THEN OUR COMMITTEE, OUR YES CAMPAIGN HAS ALSO HAD SOME SOCIAL MEDIA WORK GOING OUT AS WELL.

WE'RE ALSO WORKING ON SOME JOINT MESSAGING THAT GOT DELAYED A LITTLE BIT WITH THE ICE BUT WE'RE GETTING THAT DONE AS WELL.

AGAIN, I MENTIONED OUR PARTNERSHIP WITH THE UNION HAS BEEN REALLY CRITICAL IN THIS WORK.

I MENTIONED THE BALLOTS WILL HIT HOMES THIS WEEK BUT THOSE BALLOTS ARE DUE ON THE 13TH, AND WE HAVE A REALLY BEAUTIFUL MAILER THAT'S GOING TO BE AT THE HOMES RIGHT AROUND SIMULTANEOUSLY THAT THOSE BALLOTS HIT SO QUICK LEVEE UPDATE FOR YOU.

I HOPE I DIDN'T CROSS ANY BOUNDARIES THERE, DOREEN.

SHE'S WATCHING ME LIKE A HAWK OVER THERE. WE'RE DOING THE BEST WE CAN.

JUST REALLY QUICK, I KNOW WE HAD A REPORT TONIGHT BUT I WANTED TO, AGAIN, JUST REITERATE THE WORK THAT THE SAC KIDS ARE DOING.

YOU SEE ON THE LEFT, MASON, JUST AT EYE LEVEL WITH THE KIDS OVER AT BALLER AND THEN YOU SEE THAT'S JUSTIN WITH HIS BACK TO US WORKING WITH THE KIDS AS WELL.

I COULDN'T BE MORE IMPRESSED BY THESE STUDENTS WHO THEY GET UP, THEY GET OUT TO THOSE ELEMENTARY SCHOOLS, THEY PROBABLY LOOK LIKE GIANTS WHEN THEY WALK IN THE ROOM.

THE ELEMENTARY STUDENTS ARE JUST SO HAPPY TO SEE THEM AND THEY'RE REALLY GETTING A LOT OUT OF THEM.

JUST AS IMPORTANTLY, THOUGH, THE STORIES THAT THE STUDENTS FROM THE ADVISORY COMMITTEE ARE SHARING AS FAR AS THE LABELS THAT WERE PUT ON THEM GROWING UP AND HOW THEY OVERCAME SOME OF THOSE ARE JUST UNBELIEVABLY VULNERABLE AND BEAUTIFUL STORIES.

A COUPLE OF THEM REALLY STOOD OUT TO ME AND I'LL REMEMBER FOR A LONG TIME.

I'M JUST ALONG FOR THE RIDE AND I GO TO AS MANY OF THOSE AS I CAN.

THIS WAS A GREAT SHOT SENT TO ME FROM LAURA, OUR TRANSPORTATION DIRECTOR.

THOSE ARE ALL OF OUR BUS DRIVERS CRUISING UP TO LIVINGSTON MOUNTAIN.

THIS WAS BEFORE THE ICE HIT BUT YOU SAY THE SNOW UP THERE.

THE GOAL OF THIS WAS JUST TO GIVE THEM AN IDEA OF WHAT HAPPENS UP AT LIVINGSTON MOUNTAIN AND WHAT THOSE SNOW ROUTES LOOK LIKE AND THEN, BOOM, THEY HAD A MAINTENANCE ISSUE ON THE BUS.

WHAT HAPPENED? OUR MAINTENANCE CREW, THEY DROVE UP AND YOU CAN SEE THEM OUT THERE BRAVING THE ELEMENTS AND FIXING THE BUS.

THE BUS DRIVERS GOT A HANDS-ON EXPERIENCE AND I THINK SOME OF THEM WANTED TO GIVE UP THEIR LIVINGSTON ROUTES AFTER THAT.

BUT REALLY, JUST GREAT TEAMWORK AND WHAT STARTED OFF AS A GREAT FIELD TRIP, IT ACTUALLY ENDED UP PRETTY GOOD AS WELL.

JUST TO ANNOUNCE, THE GREAT BOOK BOWL READ-GIONALS COMPETITION, THAT'S NOT A TYPO.

THAT IS WEDNESDAY THE 24TH.

YOURS TRULY WILL BE THE ALEX TRABEK OVER AT DISCOVERY HIGH SCHOOL FROM 5:00-7:30 IF YOU GUYS WANT TO POP BY.

THE TOP TWO TEAMS FROM EACH OF THE SIX BRICK AND MORTAR SCHOOLS WILL BATTLE EACH OTHER TO SEE WHO WILL TAKE HOME THE CHAMPIONSHIP.

DR. DAN, I HOPE TO GET THE CCA KIDS IN THERE NEXT YEAR, MAYBE.

THE EVENT WILL FEATURE GUEST AUTHORS, A POP-UP BOOKSHOP, AND MORE.

COME SUPPORT OUR READERS AND CELEBRATE LITERACY AT THIS EXCITING EVENT.

A FINAL ROUND IS SCHEDULED AT 06:30 AND WILL BE FOLLOWED BY CELEBRATION WITH, AND I PUT IT IN BOLD, COOKIES.

COREY, I HOPE TO SEE YOU THERE. WE HOPE YOU CAN.

I ALSO WANTED TO GIVE A SHOUT OUT.

THIS IS REALLY THE INSPIRATION OF JASON AND HIS TEAM AND THEN, OF COURSE, THE BOARD MAKING A WISE DECISION TO INVEST IN COMMUNITY SOLAR.

BECAUSE WE INVESTED IN COMMUNITY SOLAR, WE ARE INVITED TO THIS EVENT.

RIGHT IN THE MIDDLE OF THAT PICTURE IS GOVERNOR INSLEE.

AS YOU KNOW, I KIND OF BENT HIS EAR A LITTLE BIT ON FUNDING AS HE WAS WALKING OUT AND WE HAD A GOOD CONVERSATION.

THANKS TO DAVE RIP AND THE PORT FOR THEIR PARTNERSHIP.

I THINK WE'RE GOING TO SEE GREAT ROI ON THIS IN THE NEAR FUTURE BUT THIS WAS A BIG DEAL, ESPECIALLY FOR THE PARTNERSHIP BETWEEN CD AND THE PORT.

AS COREY MENTIONED, WHAT AN AMAZING COMMUNITY OUTREACH YESTERDAY.

THIS WAS A PICTURE OUT IN FRONT OF HAYES.

YOU CAN SEE PARENTS AND STUDENTS OUT THERE.

THERE WAS A LOT MORE THAN JUST CAPTURED IN THAT PICTURE, BUT GETTING THAT ICE OFF THE SIDEWALK, IT WAS AMAZING.

MY POOR SON CAME UP FROM LAS VEGAS TO VISIT, AND THERE HE IS WITH HIS SALT. THROWING THAT AROUND.

HE PROBABLY HAD NO IDEA WHAT WAS GOING ON COMING FROM THE DESERT, BUT HE LEARNED PRETTY QUICKLY.

THESE ARE SOME PICTURES FROM CAMAS HIGH SCHOOL AND LIBERTY'S ON THE TOP LEFT.

AND THEN YOU CAN SEE OUR AD OF THE YEAR THERE, DEREK JACQUEZ, KELLY, OUR PRINCIPAL, AND THEN SOME OF OUR MAINTENANCE CREW.

AGAIN, LIKE COREY SAID, WE COULDN'T HAVE GOTTEN IT DONE WITHOUT ALL HANDS ON DECK, SCRAPING THAT ICE AND GETTING THAT SNOW OUT OF THE WAY IN THE PATHWAYS.

I'D LIKE TO ALSO SHARE A LITTLE BIT OF LEVY INFORMATION WITH YOU SINCE WE REALLY HAVEN'T HAD A TRUE PRESENTATION.

IF YOU'LL INDULGE ME FOR JUST A MINUTE, I DID A TRUNCATED VERSION JUST SO YOU'RE AWARE ALSO, AND ANYBODY WATCHING IS AWARE.

WHAT WE'RE GOING TO SEE ON THOSE BALLOTS,

[00:55:03]

I MENTIONED COMING FRIDAY OR SATURDAY TO CAMAS HOMEOWNERS IS TWO PROPOSITIONS, PROPOSITION 6 AND 7.

PROPOSITION 6 IS WHAT YOU ALL REMEMBERED PROBABLY AS THE MAINTENANCE LEVY IS OUR EXPIRING EP&O LEVY, AND THEN PROPOSITION 7 IS OUR CAPITAL LEVY FOR TECH HEALTH AND SAFETY.

AGAIN, THOSE BALLOTS ARE DUE BY FEBRUARY 13, SO I'M EXCITED TO GET TOGETHER AND SEE HOW THAT TURNS OUT.

I'M FEELING CAUTIOUSLY OPTIMISTIC AND WE'RE WORKING HARD TO GET THIS DONE.

AS YOU KNOW, THE LEVY MAKES UP ABOUT 15% OF OUR OVERALL $120 MILLION BUDGET, SO WHAT MAY LOOK LIKE A SMALL PIECE OF THE PIE, AS YOU KNOW, IS NOT AT ALL.

LEVY FAILURES WILL SIGNIFICANTLY REDUCE STAFF PROGRAMS AND SERVICES FOR STUDENTS.

THERE'S A PRETTY QUICK LIST OF SOME AREAS THAT EP&O SPECIFICALLY FUNDS, AND YOU CAN SEE THIS IS A VERY IMPORTANT LIST.

SPECIAL EDUCATION, OUR ATHLETICS AND EXTRACURRICULARS, MUSIC AND ARTS, ADVANCED COURSES, WE ADD TO TEACHER PAY AND TRAINING, COUNSELORS, SOCIAL WORKERS, OUR SCHOOL NURSES, SRO PARTNERSHIP WITH THE CITY, TRANSPORTATION COSTS, NOT NECESSARILY DRIVERS, AND THEN OUR SCHOOL TEACHER LIBRARIANS.

THIS IS A LITTLE BIT MORE OF A BREAKDOWN AND YOU PROBABLY KNOW THIS INFORMATION PRETTY WELL.

I JUST WANTED TO SHARE IT MORE FOR THE PUBLIC.

THIS IS AROUND ABOUT $20 MILLION OR SO IS WHAT OUR EP&O LEVY COMES TO.

ABOUT 24% OF THAT LEVY GOES DIRECTLY TO TEACHER SALARIES, SPECIAL EDUCATION, 12% OF OUR LEVY.

THEN YOU CAN SEE DOWN THE LIST, A COUPLE TO POINT OUT IS OUR BUILDING ADMINISTRATORS, SUCH AS OUR PRINCIPALS AND OUR AP'S, OUR DEANS, THERE'S SOME LEVY FUNDS THAT GO TO THOSE CONTRACTS.

I THINK VERY IMPORTANT TO MENTION IS OUR SUBSTITUTES, OUR SUBSTITUTES ARE NOT STATE FUNDED AND ARE FUNDED BY THE LEVY, SO 5% OF OUR LEVY GOES DIRECTLY TO COVER JUST ABOUT UNDER $1 MILLION OF OUR SUBSTITUTE.

FOOD SERVICE, MISCELLANEOUS, AND THEN I MENTIONED TRANSPORTATION LIKE MAINTENANCE, GPS.

BASICALLY, EVERYTHING GOES AROUND ALONG WITH RUNNING A BUS SYSTEM OTHER THAN THE BUSES THEMSELVES BECAUSE THAT WOULD, AS, YOU KNOW, WOULD PRETTY MUCH BREAK THE BANK.

THOSE BUSES, ESPECIALLY THE E-BUSES, ARE RUNNING CLOSE TO $800,000 A PIECE NOW.

AS YOU KNOW, WE BATTED THIS AROUND FOR QUITE A BIT.

WHAT I'M REALLY PROUD OF IS THE AMOUNT OF STAKEHOLDER INPUT WE HAD IN ORDER TO SETTLE ON A RATE.

THANK YOU FOR COMING TO THE CONCLUSION THAT YOU DID AND STICKING TO THAT FLAT RATE OF 182 FOR $1,000 OF ASSESSED VALUE.

THAT WON'T CHANGE, THOSE COLLECTIONS WOULD START TO HIT OUR BUDGET IN THE SPRING OF 2025.

THEN FOR THE TECH AND CAPITAL LEVY, IT'S $0.39 FOR EVERY 1,000 OF ASSESSED VALUE.

AGAIN, THAT'S WHAT IT'S BEEN AND THAT'S WHAT WE ARE ASKING OUR TAXPAYERS TO CONTINUE DOING.

SOME OF THE ITEMS THAT HIT OUR TECH AND CAPITAL LEVY, OUR COMPUTER SOFTWARE AND HARDWARE, SUCH AS THE LAPTOPS THAT WE USE, OUR CHROMEBOOKS FOR OUR KIDS, THE TECHNOLOGY INFRASTRUCTURE THAT HELPS THOSE RUN, AND THEN THE LICENSES AND AGREEMENTS THAT WE HAVE TO HAVE IN ORDER TO RUN THAT SOFTWARE.

THEN OF COURSE, THE BEHIND THE SCENES THINGS THAT REALLY KEEP OUR BUILDINGS, THE NUTS AND BOLTS THAT KEEP THEM RUNNING.

ROOF REPLACEMENTS, LIKE WE JUST HAD AT PRUNE HILL, CAMAS HIGH SCHOOL, THE BOILER THAT JUST WENT IN AT SKYRIDGE.

AS I'VE SAID MANY TIMES, I'VE BEEN SO IMPRESSED WITH THE SAFETY AND SECURITY THAT THIS BOARD AND PRIOR SUPERINTENDENTS HAVE LED, AND THEN WE'VE JUST ADDED TO THAT WITH OUR GUN DETECTION SOFTWARE AND CRISISGO AND OTHER THINGS THAT WE'RE DOING.

THANK YOU TO THE LEVY, WE'RE ABLE TO DO THOSE THINGS.

THIS WOULD BE A BREAKDOWN OF APPROXIMATELY WHAT THE TAX COLLECTION WOULD BE STARTING IN 2025 AT THE DOLLAR 82 RATE.

NOW, KEEP IN MIND WE'RE PREDICTING THAT ASSESSED VALUES WILL CONTINUE TO RISE JUST A LITTLE BIT OVER THE NEXT FOUR YEARS.

THE COLLECTION WOULD BE BETWEEN $19.1 AND $21 MILLION AND THAT IS THE DOLLAR AMOUNT THAT WE'RE GOING FOR.

KEEP IN MIND THAT RATE, AS YOU KNOW, COULD FLUCTUATE DEPENDING ON HOW ASSESSED VALUES GO, BUT THE DOLLAR AMOUNT IS WHAT WE'RE REALLY AIMING TO COLLECT.

THEN WITH THE TECH CAPITAL LEVY AT $0.39 FOR 1,000, IT WOULD BE BETWEEN $4.1 AND ABOUT $4.5 MILLION OVER THAT FOUR YEAR TIMEFRAME.

AGAIN, EXTREMELY CRITICAL WHERE THAT MONEY GOES TO AND WHAT WE DO TO COLLECT IT.

QUESTIONS, COMMENTS? I KNOW I CAN'T SAY EVERYTHING AS FAR AS HOW TO VOTE, BUT I WILL TELL YOU THAT MARK AND PAT, SPECIFICALLY, HAVE DONE AN INCREDIBLE JOB OF SPREADING THAT WORD AND REALLY GATHERING THE VOTERS AND REALLY EXCITED ABOUT HOW THIS TURNS OUT.

IF ANYTHING, WE'VE MADE A GREAT CONNECTION WITH SOME PEOPLE WHO ARE SOMETIMES VERY DIFFICULT TO CONNECT WITH AS FAR AS PEOPLE WHO DON'T HAVE KIDS IN THE DISTRICT ANYMORE, SO MARK AND PAT HAVE BEEN A REALLY STRONG ARM FOR THAT.

[01:00:03]

THERE'S A REALLY TOUGH DEMOGRAPHIC TO HIT SOMETIME, SO THEY'VE DONE A NICE JOB.

WITH THAT SAID, THANK YOU ALL AND THANKS FOR THE TIME.

HEY, JOHN. SORRY. I DON'T MEAN TO PUT YOU ON THE SPOT HERE. I HAD ONE QUESTION.

IF YOU MIGHT BE ABLE TO UPDATE JUST THROUGH SOME OF THE BAD WEATHER WE HAD.

I KNOW WE HAD SOME LOSSES AT SOME OF THE BUILDINGS, JUST AN UPDATE ON THAT.

YEAH. SURE. OUR BIGGEST LOSS WAS AT SKYRIDGE.

WHAT HAPPENED WAS THERE WAS A FROZEN SPRINKLER PIPE THAT ACTUALLY IS IN THE ROTUNDA AT THE UPSTAIRS AS YOU WALK INTO SKYRIDGE, AND WE CAUGHT THAT WITHIN 20 MINUTES.

IT PROBABLY COULD HAVE BEEN A LOT WORSE, BUT AN ALARM ACTUALLY SOUNDED AND WE WERE ABLE, OUR TEAM, I SHOULDN'T SAY ME, OUR TEAM WAS ABLE TO GET THERE ALMOST WITHIN 20 MINUTES.

I SAW THE VIDEO OF IT.

IT WAS JUST HARD TO WATCH THAT WATER JUST FLOW.

IT'S ABOUT 3,200 GALLONS OF WATER THAT RUSHED OUT OF THAT SYSTEM.

THERE WAS REALLY NOT MUCH WE COULD HAVE DONE.

INSULATION WAS A LITTLE BIT LIGHT AROUND THOSE PIPES, BUT HONESTLY, THERE REALLY WASN'T MUCH THAT WE COULD HAVE DONE TO PREVENT THAT.

IT'S JUST SOMETHING THAT HAPPENED AND IT BURST, AND WE DIDN'T KNOW THAT THAT COULD HAVE HAPPENED.

I'M SURE THAT COULD HAVE HAPPENED AT ANY BUILDING, IT JUST HAPPENED TO BE SKYRIDGE.

AS THAT WATER LEAKED THROUGH, IT SEEPED UNDER THE DOORWAYS OF A LOT OF THE CLASSROOMS. THEN UNFORTUNATELY, BECAUSE IT SAT AND POOLED UP, IT DROPPED DOWN INTO SEVERAL OF THE CLASSROOMS, THE LIBRARY, SOMEHOW, SOME WAY, THE BOOKS WERE SALVAGED.

THEY WEREN'T SOAKED, BUT UNFORTUNATELY, SOME TEACHERS LOST SOME STUDENT PROJECTS.

THERE WASN'T A LOT OF TECHNOLOGY RUINED, BUT A LOT OF CEILING TILES, A LOT OF CARPET, AND UNFORTUNATELY, THAT BILL, ALTHOUGH WE'RE COVERED WITH INSURANCE, IS PRETTY HEFTY, ABOUT $250,000 OF DAMAGE AS OF NOW.

THAT COULD INCREASE, BUT WE ARE COVERED IN PART OF THOSE INSURANCE COSTS WE MENTIONED.

WE ALSO HAD SOME LEAKING OVER AT PRUNE HILL.

WE HAD A HEAT LOOP.

IT'S A BACKUP LOOP.

DON'T ASK ME EXACTLY WHAT THAT DOES, BUT IT'S INSIDE THE WALLS IN THE GYM THERE AT PRUNE HILL.

THAT FROZE AND BROKE AS WELL.

WE HAD SOME IMMEDIATE LEAKING IN THE GYM AND THE CAFETERIA.

WE HAD CUSTODIANS GET OUT THERE ALMOST IMMEDIATELY.

WE ACTUALLY HAD A NEIGHBOR REPORT THAT AND THEN GOT TO ONE OF OUR CABINET MEMBERS AND WE GOT OVER THERE PRETTY QUICKLY.

THOSE WERE THE TWO MAIN ONES, COREY, THERE WAS A LITTLE BIT OF LEAKING AT THE UL BUILDING THAT JASON AND HIS TEAM WERE ABLE TO GET TO, A LITTLE BIT AT CAMAS HIGH SCHOOL.

I DON'T KNOW IF ANY SCHOOL WAS TOTALLY UNSCATHED BECAUSE THAT WAS A HECK OF A LOT OF WATER AND ICE, BUT THOSE WERE THE TWO MAIN ONES.

I WILL TELL YOU, KUDOS TO THE TEAM.

THERE WAS NOT A HESITATION.

I THANKED SHERMAN THIS MORNING AT CABINET BECAUSE I CAN'T EVEN TELL YOU THE AMOUNT OF HOURS THAT PEOPLE PUT IN OFF THE CLOCK, AND IT WAS ALMOST ALL VOLUNTARY.

I WILL SAY THAT, ALSO, WE REACHED OUT ALMOST IMMEDIATELY TO PAUL DAVIS' COMPANY WHO WERE ABSOLUTELY INCREDIBLE.

THEY HAD A TEAM OUT THERE ALMOST IMMEDIATELY, THEY EXTRACTED THE WATER FROM THE CARPETS AT SKYRIDGE.

THE PRINCIPALS HAVE BEEN INCREDIBLE FROM CLINT TO JULIE.

I CAN GO ON AND ON. THEY'VE BEEN AT THEIR BUILDINGS AND VERY CONSCIENTIOUS OF WHAT'S GOING ON.

THEY WORKED SO HARD THAT EVEN IF WE WERE TO OPEN SCHOOL LAST WEEK, LIKE TUESDAY, PROBABLY WEDNESDAY, SKYRIDGE WOULD HAVE PROBABLY BEEN WORKABLE.

IT WOULDN'T HAVE BEEN PERFECT, BUT IT WAS REALLY THANKS TO OUR TEAM INTERNALLY, AS WELL AS THE TEAM FROM PAUL DAVIS.

UNFORTUNATELY, WE DO HAVE A COUPLE TEACHERS AT SKYRIDGE WHO ARE GOING TO BE DISPLACED FOR A LITTLE BIT, SO CONTRACTUALLY, WE'RE GOING TO HELP THOSE TEACHERS RELOCATE AND THEN HOPEFULLY GET THEM BACK INTO THEIR ROOMS WITHIN A MONTH.

THAT'S THE HOPE. DOES THAT HELP?

>> [BACKGROUND].

>> NO. THE HEAT WAS NEVER TURNED OFF, DESPITE SOME RUMORS THAT WERE OUT THERE, THAT WAS NEVER THE CASE.

IT WAS TRULY JUST THE INSULATION THAT COULD HAVE BEEN POTENTIALLY WHEN THE BUILDING WAS BUILT, A LITTLE BIT MORE FILLED.

BUT ULTIMATELY, THERE ARE FROZEN PIPES THAT WILL BE REPLACED.

UNFORTUNATELY, WE SAW IT HAPPENING ALL AROUND OUR REGION, ALMOST EVERY SCHOOL DISTRICT HAD IT.

LET THE RECORD BE SAID THAT WE WOULD NOT HAVE TURNED OFF THAT HEAT BECAUSE WE WERE EXPECTING KIDS TO BE BACK ON TUESDAY.

HAD WE KNOWN THE ICE, MAYBE THINGS WOULD HAVE BEEN DIFFERENT.

BUT NO, THAT WAS NOT THE CASE.

>> THANK YOU. OUR NEXT REPORT IS OUR MONTHLY BUDGET REPORT AND JASON MCKETHERN.

>> THANKS FOR YOUR PATIENCE AS WE SHUFFLE AROUND HERE A LITTLE BIT THIS EVENING.

BEFORE I JUMP INTO MY BUDGET STATUS REPORT, I DO WANT TO ADDRESS THAT IN A COUPLE OF

[01:05:01]

QUESTIONS ON SOME OF THE LEGISLATION GETTING KICKED AROUND AROUND LEVY.

THERE ARE COMPLIMENTARY BILLS, THERE'S A SENATE BILL AND A HOUSE BILL REGARDING LEVY LID AND BASICALLY WHAT THEY'RE LOOKING AT IS INCREASING THE MAX PER STUDENT BY REGIONALIZATION.

WHAT THAT MEANS, DO YOU RECALL WHEN WE WERE LOOKING AT DIFFERENT LEVY SCENARIOS, WE CALCULATED THE MAXIMUM LEVY THAT WE COULD COLLECT AS $2.18 PER THOUSAND.

THAT WAS A PER STUDENT CALCULATION BECAUSE THE WAY THAT THE STATUTE IS WRITTEN, IT'S EITHER THE MAX IS EITHER 250, SO LESSER OF 250 OR YOUR PER STUDENT MAX.

BASICALLY LEVY LID, THIS LEGISLATION WOULD INCREASE THAT $2.18 BY OUR REGIONALIZATION FACTOR OF 6%.

POTENTIALLY COULD HAVE AN EFFECT ON US.

TO BE HONEST, WE'RE LOOKING AT 11 DISTRICTS ACROSS THE ENTIRE STATE BEING IMPACTED BY THIS LEGISLATION.

I JUST DON'T THINK THAT THERE WOULD BE ENOUGH OF AN IMPACT FOR IT TO GET THROUGH THE SESSION EXACTLY, YES.

IN THIS CURRENT ENVIRONMENT AND LOOKING AT PAST ELECTION RESULTS, NOT MANY DISTRICTS ARE LOOKING TO PUSH THE ENVELOPE BY ANY MEANS.

THERE IS SOME LEGISLATION ALSO AROUND THAT.

YOU MAY HEAR SOME STUFF AROUND INCREASING THE LA MAX.

NOW IF YOU RECALL, LA WAS LIKE A LEVY EQUALIZATION, IF YOU WILL.

PROBLEM IS WE GET $0 THESE DAYS, SO THEY CAN INCREASE THE MAX HOW THEY WANT.

IT DOESN'T INCREASE OUR ELIGIBILITY.

I DON'T SEE THAT ONE IS REALLY AFFECT US OR IMPACTING US EITHER.

DOES THAT HELP ANSWER YOUR QUESTION THERE? GREAT.

I'VE GOT SOME RESOURCES THAT I CAN SEND YOU.

YOU BET. DIG IT UP A LITTLE BIT THERE.

DO SOME QUICK RESEARCH.

BUT ANYWAY, I WOULD ECHO WHAT JOHN MENTIONED, WHICH IS SPECIAL LED AND THE PARAEDUCATORS SEEM TO HAVE SOME STEAM.

THOSE ARE THINGS THAT WE'RE GOING TO BE KEEPING A CLOSE EYE ON.

THERE'S A FEW OTHER THINGS THAT ARE NOT FINANCIALLY ORIENTED.

DISTRICTS ARE KEEPING AN EYE ON AROUND, I WANT TO SAY STUDENT RESTRAINT AND STUFF AND SOME OF THE RULES AROUND THAT THAT'S IMPACTFUL TO OUR OPERATIONS JUST NOT ON THE FINANCIAL SIDE.

THERE'S OTHER THINGS TO PAY ATTENTION TO AS WELL.

THIS IS A BIT OF A CATCH UP BECAUSE IF YOU RECALL, IN DECEMBER WE HAD THAT EARLY MEETING AND SO THERE ISN'T TIME TO GIVE YOU REALLY AN UPDATE ON NOVEMBER AND DECEMBER.

REALLY, THIS REPORT REFLECTS THE MOST CURRENT INFORMATION WE HAVE, WHICH INCLUDES DECEMBER AS AN APPENDIX TO THE REPORT.

I DO HAVE NOVEMBER AND DECEMBER BUDGET STATUS REPORTS.

THERE REALLY WASN'T MUCH TO REPORT IN THE MONTH OF NOVEMBER OTHER THAN, IF YOU RECALL, THERE WAS A BIT OF A DELAY IN THE PROPERTY TAX COLLECTIONS BEING POSTED DUE TO SOME CYBER ATTACK AT CLARK COUNTY.

THAT'S REALLY ABOUT THE ONLY THING THAT STOOD OUT IN NOVEMBER IS THAT PROPERTY TAX COLLECTIONS WERE UNUSUALLY HIGH.

NORMALLY, THAT'S PRETTY WELL WRAPPED UP IN OCTOBER WHEN THEY'RE DUE AT THE END OF OCTOBER.

ASIDE FROM THAT, THAT ALL GOT SORTED OUT.

ULTIMATELY, OUR COLLECTION RATES OF OUR LEVY WERE RIGHT WHERE THEY SHOULD BE AND TRADITIONALLY.

LOOKING AT DECEMBER, HERE YOU CAN SEE IN THE GENERAL FUND.

THIS WAS A KEY MONTH.

WE WANTED TO GET TO DECEMBER, TO REALLY SEE HOW OUR BUDGET WAS SHAKING OUT.

WE HAD A PRETTY GOOD IDEA GIVEN OUR ENROLLMENT BEING PRETTY CLOSE, BUT STILL JUST A LITTLE BIT BELOW

[01:10:02]

FORECAST THAT THAT WAS GOING TO IMPACT REVENUES A LITTLE BIT.

BUT WE REALLY WANTED TO GAUGE HOW OUR EXPENDITURES WERE TRENDING BASED UPON THE NEW CONTRACTS THAT WE ENTERED INTO, AND I'M VERY HAPPY TO REPORT THAT THEY'RE REALLY COMING IN VERY CLOSE TO BUDGET.

THERE'S A LOT MORE DETAIL BEHIND THAT AND I'LL GO INTO THAT.

BUT I'M JUST OVERALL PRETTY HAPPY TO REPORT, I DO WISH IT WAS A LITTLE BIT BETTER PICTURE THOUGH, BECAUSE IT DIDN'T CHANGE THE DEFICIT, OBVIOUSLY, BUT AT LEAST FROM A BUDGETING PERSPECTIVE, IT BECAME VERY CLOSE.

ONE THING I WILL NOTE, IN THE MONTH OF DECEMBER, NORMAL ACTIVITY FOR THE DEBT SERVICE FUND INCLUDES MAKING OUR DEBT PAYMENTS OF ABOUT 8.9 MILLION IN THAT MONTH.

IT'S NORMAL ACTIVITY, BUT YOU'LL SEE THAT IN THERE PROBABLY OUR SINGLE MOST IMPORTANT PAYMENT THAT WE MAKE TWICE A YEAR.

ON THE EXPENDITURE SIDE, WE STILL HAVE VACANCIES OUT THERE.

WE STILL HAVEN'T BEEN ABLE TO FILL ALL OF OUR POSITIONS.

WE ARE SEEING SOME OF THE CLASSIFIED SALARY COSTS COMING IN A LITTLE BIT LOWER.

BUT THAT ALSO IS GETTING OVERSHADOWED BY BECAUSE THEN WE HAVE SUB COSTS AND OR CONTRACT COST, SO AN EXTRA WORK.

WE CONTINUE TO WORK AT THAT, BUT IT CONTINUES TO BE A PROBLEM NOT JUST FOR US BUT FOR ALL DISTRICTS REALLY.

LOOK AT THE PROJECTION.

THIS IS WHAT I WAS TALKING ABOUT, BEING JUST REALLY CLOSE.

THIS TABLE AT THE BOTTOM, IF YOU LOOK AT BUDGET HERE VERSUS PROJECTED, ALL THAT'S WITHIN 100,000 GIVE OR TAKE, VERY CLOSE.

THERE'S NO REAL NEED TO MOVE OUR PROJECTION, AT LEAST AT THIS TIME.

THIS IS ENROLLMENT.

THIS GIVES YOU A LITTLE BIT MORE DETAIL.

JOHN ALREADY TALKED ABOUT THIS IN MORE DETAIL SO I'M GOING TO POP OVER THAT.

ON THE REVENUE SIDE, THIS IS A BREAKDOWN BY OUR MAJOR REVENUE CATEGORIES OF LOCAL, STATE, AND FEDERAL DOLLARS AND ALL OF THOSE REVENUE LINE ITEMS ARE VERY CLOSE.

YOU CAN SEE THE STATE GENERAL PURPOSE BEING SLIGHTLY UNDER.

THAT'S GOING TO BE AS A RESULT OF OUR BASIC ENROLLMENT OF COURSE.

THE STATES SPECIAL.

SP IS BASICALLY SPECIAL REVENUE OR DESIGNATED REVENUE.

WE HAVE SPECIAL ENROLLMENT IS SLIGHTLY UP, SO THAT'S BUMPING THAT UP A LITTLE BIT.

THERE WE GO. EXPENDITURES, REALLY NO MAJOR VARIANCE TO REPORT, COMING IN VERY CLOSE.

THEN THE REST ARE SUMMARY REPORTS.

BUT OVERALL, I WILL SAY THAT WHEN WE START LOOKING AT WHERE WE'RE AT BUDGET TO ACTUAL AND PROJECTION, THAT'S GOOD NEWS THAT WE'RE COMING IN PRETTY CLOSE TO OUR BUDGET.

WE'LL CONTINUE TO MONITOR IT AND SEE HOW IT GOES.

KEEP IN MIND JANUARY IS THE FIRST MONTH THAT THE STATES TRUES UP THEIR APPORTIONMENT DOLLARS.

WE'LL ADJUST FOR THAT.

THAT SHOULD BE COMING OUT LATER THIS WEEK OR EARLY NEXT WEEK.

YOU'LL SEE THAT NEXT MONTH. YES.

SUPPLY CHAIN MANAGEMENT FUNDS, IT'S A FUNDING SOURCE, COVID RELIEF MONIES THAT ARE COMING IN TO HELP OUR FOOD SERVICE OPERATIONS.

THAT INDUSTRY HAS BEEN PRETTY HEAVILY IMPACTED BY SUPPLY CHAIN ISSUES.

IT'S A FORM OF COVID RELIEF MONIES.

I THINK THIS IS OUR LAST YEAR OF GETTING SOME OF THAT.

ANY OTHER QUESTIONS? GOOD QUESTION. THANK YOU.

>> THAT'S OKAY. THANK YOU. ALSO IMPORTANT NOTE, THERE IS A CAKE OVER HERE THAT'S PRETTY FABULOUS FOR YOU ALL.

MAKE SURE TO GET THAT.

NICOLE MADE THAT AND SHE MADE A CAKE LAST YEAR.

BETTER THAN ANYTHING WE COULD ALL DO. THAT'S AMAZING.

THERE'S FRUIT AND EXTRA DRINKS OVER THERE, SO DON'T FORGET TO PARTAKE.

[01:15:01]

THANK YOU FOR YOUR SUPPORT OF CHOICE SCHOOLS AND ALLOWING US TO COME VISIT LAST MONTH.

THE REASON I'M BACK IS THERE'S A STATE LAW THAT SAYS AS AN ALTERNATIVE LEARNING EXPERIENCE SCHOOL, I HAVE TO GIVE AN ANNUAL REPORT.

LAST BOARD REPORT DIDN'T COVER ALL THE REQUIRED ELEMENTS.

THIS ONE SPECIFICALLY ON CCA, JUST MAKING SURE THAT WE GET TO COVER ALL THE UPDATES AND INFORMATION THAT YOU NEED SO YOU CAN UNDERSTAND AND SUPPORT WHAT'S GOING ON AT CCA.

WE'RE STILL GOING WITH THE THEME OF MORE THAN COMPUTERS.

THAT'S JUST SOMETHING I'M REALLY PASSIONATE ABOUT.

WE HAVE SURVEY DATA NOW THAT I'LL SHARE WITH YOU THIS EVENING THAT THE FIELD TRIPS REALLY DO MATTER TO THE STUDENTS.

IT DOES GET US OUTSIDE, GETS US OFF OUR COMPUTERS.

WE WENT TO ALMS AND WE COMBINED, AND WE WENT TO DISCOVERY HIGH SCHOOL.

WE HAD ALGEBRA 2 AND ANATOMY AND PHYSIOLOGY STUDENTS.

THEN OUR K-12 ONLINE STUDENTS ALL GOING TO ALMS IN TWO BUSES.

IT WAS A SUPER FUN DAY.

WE'VE GONE TO THE PUMPKIN PATCH AND WE DID ART DAY AS WELL.

WE'RE STILL DOING MONTHLY FIELD TRIPS.

IT'S BEEN VERY BUSY RUNNING CCA AND DISCOVERY AND ODYSSEY.

SOME CHANGES.

WE DID HAVE SOME STAFFING CHANGES FROM LAST YEAR THAT IMPACTED CCA, JUST A FEWER TEACHERS THROUGH THE BUDGET CUTS AND WE REDID OUR ELEMENTARY PROGRAM.

THAT'S BEEN A BIG CHANGE FOR US.

WITH THAT, WE HAVE ONE ELEMENTARY TEACHER WITH 28 STUDENTS, K-5, THAT'S KATIE BARRY JONES, AND A HUGE SHOUT OUT TO HER.

WE'VE WORKED TOGETHER A LOT, AND I HAVE A LOT OF CHECK INS, A LOT OF PHONE CALLS, A LOT OF JUST SUPPORT BECAUSE IT IS A LOT TO HAVE 28 KIDS.

SHE'S SO DEDICATED TO HER CRAFT.

I REMIND HER THAT MY PROGRAM IN OREGON, WE DIDN'T HAVE LIVE CLASSES, BUT SHE SAID LIVE CLASSES ARE SO IMPORTANT, I WANT TO KEEP THEM.

SHE DOES LIVE CLASSES AND ALL THE ALE REQUIREMENTS.

IT'S A LOT, BUT IF YOU'RE TALKING TO FAMILIES OR IN THE COMMUNITY, THE ELEMENTARY PROGRAM IS MORE OF A HOME SCHOOL HYBRID PROGRAM NOW, WHERE THEY GET ABOUT THREE OR FOUR HOURS OF LIVE ZOOM, AND THEN THE REST IS INDEPENDENT WORK BECAUSE KATIE CAN ONLY HAVE SO MANY LIVE CLASSES.

IT'S A LOT. THAT'S A BIG CHANGE.

THEN I WORKED WITH THE STAFF AT DISCOVERY LAST YEAR.

WE'VE BEEN IN A DIFFERENT PLACE EVERY YEAR.

WE STARTED HERE AT ZACH, THEN WE WENT TO ODYSSEY.

THEN WHEN I BECAME PRINCIPAL OF DISCOVERY, IT DIDN'T MAKE SENSE FOR CCA TO BE OVER AT ODYSSEY, SO WE MOVED OVER TO DISCOVERY.

WE ALSO HAVE OUR LEARNING LAB OVER THERE.

I CAN'T REMEMBER IF I SHOWED YOU THAT ON THE TOUR, AND THEN WE'RE STILL DOING OUR IN PERSON EVENTS.

THAT'S LOTS OF CHANGES FOR CCA THIS YEAR.

ANOTHER CHANGE, THERE'S A BOARD POLICY ABOUT ALTERNATIVE EDUCATION.

IT'S 2255, AND WE DID GET OFFICIALLY AUDITED.

IF YOU RECALL LAST YEAR WE DID A PRACTICE AUDIT WITH OSPI, AND WE ARE WRAPPING UP OUR OFFICIAL AUDIT AND I THINK THAT THEY'RE GOING TO REQUIRE THAT THE POLICY NAME CAMAS CONNECT ACADEMY.

AT SOME POINT, THAT WILL PROBABLY COME ACROSS AS A POLICY REVIEW BECAUSE WE HAVE THE ALE POLICY, BUT WE DON'T HAVE CAMAS CONNECT ACADEMY NAMED, AND SO THAT'S SOMETHING I SUSPECT THAT WILL COME ON DOWN THE ROAD.

WE ARE COMPLETING THE AUDIT, WHICH IS A THOROUGH LOOK AT ALL OF OUR PRACTICES.

I HAD A MEETING WITH THE AUDITOR AND THERE'S SOME THINGS THAT WE'LL HAVE TO UPDATE AND CHANGE.

BUT OVERALL, THEY WERE PRETTY PLEASED WITH WHAT THEY SAW LAST YEAR AND THIS YEAR.

THAT'S GOOD, AND THAT'S WHAT I SPENT THE SNOW DAYS DOING.

[LAUGHTER] THAT WAS FUN.

JUST AN ENROLLMENT UPDATE, I HAVE A LONG HISTORY IN ONLINE SCHOOLS AND YOU DO SEE A LOT OF ENROLLMENT FLUCTUATION.

THERE'S A LOT OF STORIES THAT GO WITH EACH ONE OF THE STUDENTS THAT ARE ENROLLED IN CCA.

THERE'S A LOT OF REASONS, BUT JUST SOME OF THE TRENDS, I MENTIONED LAST MONTH THAT WE HAVE A FEW MORE STUDENTS AT DISCOVERY THAT ARE DOING ONE OR TWO CLASSES AT CCA.

WHAT YOU SEE THIS YEAR IS OUR FTE IS ACTUALLY A LITTLE HIGHER THAN OUR HEAD COUNT BECAUSE WE'RE PICKING UP THESE PART TIME STUDENTS IN FTE BUT NOT IN HEAD COUNT.

THAT'S AN IMPORTANT NOTE.

WE HAVE ABOUT FIVE RUNNING START STUDENTS, 10 CASCADIA TECH, AND THEN I COUNTED, WE HAVE ABOUT 30 PART TIME DHS STUDENTS.

THE TOTAL STUDENTS WE'RE SERVING IS 239, AND WE HAVE A HEAD COUNT OF 188 AND FTE OF 192.

[01:20:04]

THAT'S HOW WE GET TO ALL THOSE NUMBERS, IS BY HAVING THOSE SPECIAL POPULATIONS.

I THINK OUR RUNNING START STUDENTS ARE A LITTLE BIT LOWER.

CASCADIA TECH IS ABOUT THE SAME.

THEN IF YOU LOOK AT OUR GROWTH THROUGHOUT THE YEAR, WE'RE HAVING A HIGHER AND HIGHER STARTING POINT EACH YEAR.

THEN ONE OF THE THINGS THAT HAPPENED THIS YEAR WAS WE FILLED UP A LITTLE BIT QUICKER BECAUSE THROUGH NEGOTIATIONS, WE REDUCED THE ADVISORY CASE LOAD.

RIGHT NOW, CCA IS ACTUALLY FULL AND WE HAVE A WAITING LIST OF 25.

THE CABINET DID APPROVE AN ADDITIONAL 1.0 FTE FOR CCA.

I HAD THE INTERVIEW SCHEDULED FOR FRIDAY, AND THEN WE HAD AN EARLY RELEASE, AND THEN I HAD THEM SCHEDULED FOR WEDNESDAY, AND WE DIDN'T HAVE SCHOOL.

NOW I HAVE THEM SCHEDULED AGAIN FOR THIS WEDNESDAY AND HOPEFULLY I CAN GET THAT POSITIONS SETTLED UP.

ANY QUESTIONS ON ENROLLMENT? THERE'S DEFINITELY BEEN LOTS OF UP AND DOWN START LOWER, FINISH HIGHER.

SEVERAL TIMES A YEAR, I PULL ALL THE DATA FROM CCA AND I LOOK AT THE SECTIONS AND WHO'S TEACHING WHAT.

RIGHT NOW, WE'RE AN OVERLOAD IN MATH AND SCIENCE, BUT WE'RE DOING FINE IN THE HUMANITIES.

I SPECIFICALLY AM RECRUITING MATH AND SCIENCE.

IT IS HARD TO FIND SOMEBODY THAT'S LICENSED IN BOTH, SO IT'LL LIKELY END UP BEING TWO HALF TIME TEACHERS, ONE THAT'S HALF MATH AND THEN ONE THAT'S HALF SCIENCE.

WHICH I THINK IS GOOD BECAUSE THEN THEY HAVE THE POTENTIAL TO GROW OR MAYBE PARTNER WITH HAYES IF THEY NEED SOME EXTRA FTE, SOMETHING LIKE THAT.

THEN WITH STAFFING, JUST WHAT I MENTIONED IS WHEN I ADD A 0.5 TEACHER, THAT TEACHER TAKES ON ADVISORY AND GRADING.

THAT'S IMPORTANT BECAUSE WHEN WE FIRST BUILT CCA, WE HAD SOME 0.2 TEACHERS THAT WERE DOING A PAID PREP FOR THEIR FULL TIME AT CAMAS HIGH SCHOOL AND THEN THEY GRADE FOR US.

BUT WHAT'S IMPORTANT FOR CCA IS GETTING THE ADVISORY DONE.

THE ADVISORY IS WHERE WE DO THE ONE ON ONE MEETINGS WITH STUDENTS, WHERE WE TRACK ATTENDANCE AND THERE'S A LOT THAT GOES INTO THAT.

THAT'S AN ESSENTIAL ROLE.

I'M TRYING TO KEEP WHEN I ADD STAFF TO BE MORE COMMITTED TO CCA.

THAT WAY THEY CAN ATTEND OUR STAFF MEETINGS AND BE ENGAGED IN WHAT WE'RE DOING.

THAT'S WHY WITH THIS PARTICULAR POSITION, I HAD SOME PEOPLE APPLY AND SAY, HEY, I COULD SELL MY PREP, BUT THAT'S NOT QUITE ENOUGH.

I REALLY NEED 0.5 AND A 0.5.

I MENTIONED THAT WE DO 28 STUDENTS FOR ADVISORY.

THEN THE GRADING WILL MATCH THE CBA, WHICH IS USUALLY ABOUT 160 STUDENTS THAT YOU'RE GRADING, AND THEN 28 THAT YOU'RE MEETING WITH ONE ON ONE.

FULL TIME STAFF, WE HAVE SIX, PART TIME STAFF IS 13.

OUR ELEMENTARY FTE IS ONLY 1.4 FOR THOSE 28 KIDS, SO WE HAVE ONE CLASSROOM TEACHER, THREE SPECIALIST, AND THEN A READING SPECIALIST.

SECONDARY IS JUST ABOUT SEVEN FULL TIME TEACHERS, 13 OVERALL.

THE TOTAL FTE PER STUDENT IS 21.7.

I KNOW THAT THAT SEEMS A LITTLE BIT LOWER, BUT IT'S BECAUSE I'VE GOT FOUR OR FIVE TEACHERS THAT ARE JUST 0.2 TEACHING CULINARY ARTS OR SENIOR PROJECT WHICH ARE ESSENTIAL POSITIONS TO HAVE.

BUT MOVING FORWARD, THAT'S WHY I'M TRYING TO ADD WHEN I ADD A TEACHER AND MAKE SURE THAT THEY'RE DOING ADVISORY AND GRADING.

THAT'S ALSO SOMETHING THE STAFF HAS ASKED FOR BECAUSE THOSE TEACHERS ATTEND CAMAS HIGH SCHOOL MEETINGS, AND THEN THEY DON'T ATTEND OUR MEETINGS, AND SO IT'S HARD TO MAKE THEM FEEL LIKE THEY'RE PART OF OUR COMMUNITY.

JUST A QUICK BUDGET UPDATE.

WITH MY BACKGROUND, I'M ALWAYS TRYING TO ANALYZE WHAT'S GOING ON WITH THE SCHOOL AND CREATING MODELS.

I TRY TO MAKE SENSE OF WHAT WE'RE BRINGING IN, WHAT WE'RE SPENDING, COMING UP WITH ESTIMATES.

THE NICE THING ABOUT CCA, JUST FROM A BOARD PERSPECTIVE, IS THAT WE DON'T HAVE TRANSPORTATION COSTS AND WE USE ONE OFFICE IN ONE CLASSROOM AT DISCOVERY.

IT'S A SMALL PHYSICAL FOOTPRINT FOR THE NUMBER OF STUDENTS THAT WE SERVE, AND SO IF OUR STAFF TO STUDENT RATIO IS A LITTLE BIT LOWER, CCA IS ONE OF THE MORE AFFORDABLE CHOICE PROGRAMS TO RUN JUST BECAUSE WE DON'T HAVE THE COST WITH BUILDING AND TRANSPORTATION.

WE DO SPEND A LITTLE BIT MORE ON CURRICULUM BECAUSE

[01:25:01]

THE COST ACCESS THE ONLINE CURRICULUM COSTS A LITTLE MORE, SO THERE'S A BIT OF A BALANCE OUT THERE.

THE OTHER WAY IS THROUGH LAST YEAR AND THE CUTBACKS, CURRENTLY WE HAVE JUST PART-TIME COUNSELING, THEN OF COURSE, PART-TIME ADMINISTRATIVE, AND SO THAT DOES SAVE FOR JUST HOW CCA IS OPERATING.

I'M GOING TO TRY TO SPEED UP. WE WENT OVER THE POPTOA I THINK THIS FALL.

WE HAVE SIMILAR GOALS, I TRIED TO ALIGN GOALS WITH ODYSSEY AND DISCOVERY JUST BECAUSE IT'S A LOT TO MANAGE, BUT WE'RE DEFINITELY KEEPING FOCUSED ON BUILDING A COMMUNITY AND ACADEMIC GROWTH, COURSE COMPLETION, AND SO THERE'S A LOT OF WORK THAT GOES INTO THAT.

ONE OF THE THINGS THAT I'VE ALWAYS LOOKED AT OVER THE YEARS WITH MY SCHOOLS IS THIS FACTOR I CALL THE SATISFACTION WITH THE SCHOOL.

WHEN I SEND OUT A SURVEY, I LOOK AT IT'S ONE THROUGH FIVE AND I REALLY ONLY COUNT GREAT OR OUTSTANDING AS THEM BEING SATISFIED.

I THINK IF YOU'RE HAVING AN AVERAGE EXPERIENCE AT CCA, I NEED TO WORK WITH THAT FAMILY AND MAKE IT A BETTER EXPERIENCE.

NOW THAT WE'VE BEEN DOING CCA FOR A COUPLE OF YEARS, LAST YEAR THE BUILDING LEADERSHIP TEAM HELPED ME DESIGN THE SURVEY.

WE DECIDED THAT WE WOULD SPLIT IT UP INTO K5, 6, 8, 9, 12, SO WE CAN SEE HOW THE THREE DIFFERENT LEVELS WERE DOING.

OVERALL, STUDENTS SEEM TO BE VERY PLEASED WITH CCA AND HOW IT'S GOING.

THE AVERAGE WAS 85% AND THEN ELEMENTARY WAS ACTUALLY THE HIGHEST AT 93%.

THOSE ELEMENTARY STUDENTS REALLY ENJOYED HAVING THE FIELD TRIPS AND THE LIVE CLASSES.

THE SECONDARY REALLY APPRECIATED THE STAFF SUPPORT AND THEN THE ONE ON ONE MEETINGS.

THEN BOTH ELEMENTARY AND SECONDARY REPORTED THAT THE CURRICULUM WAS WORKING PRETTY WELL FOR THEM.

THAT IS IT.

ANY QUESTIONS ABOUT CCA? THANKS FOR HAVING ME AGAIN. WELL, I THINK YOU HAD TO HAVE ME, BUT ANYWAYS.

[LAUGHTER]

>> THAT BRINGS US TO THE END OF OUR REPORT, SO MOVE DOWN TO ITEM 12, POLICY REVIEW.

[12. POLICY REVIEW - FIRST READING]

OUR FIRST READING, OUR FIRST BOARD MEETING READING, WE WENT OVER THESE AT OUR WORKSHOP AS WELL A COUPLE OF WEEKS AGO.

JUST CHECKING TO SEE IF THERE'S ANY OTHER QUESTIONS OR FOLLOW UPS ON THESE.

OTHERWISE, I'D ENTERTAIN A MOTION IN A SECOND TO APPROVE FIRST READING.

>> I MOVED TO APPROVE THE POLICIES FOR FIRST READING AS PRESENTED.

>> I SECOND.

>> THANKS. IT WAS MOVED BY CONNIE, SECONDED BY BOMANI.

ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR? MOTION CARRIES.

OUR LAST ITEM HERE UNDER QUALITY FACILITIES AND RESOURCES,

[13. QUALITY FACILITIES AND RESOURCES]

WE HAVE A STUDENT PLACEMENT APPROVAL TO VIEWPOINT CENTER.

GOT THE DOCUMENTS HERE IN FRONT OF YOU.

ARE THERE ANY QUESTIONS OR CONCERNS ABOUT THIS? OTHERWISE, AGAIN, A MOTION TO SECOND.

>> INITIAL TERM START DATE AND INITIAL TERM END DATE IS INITIAL MEETING THERE MORE TO COME, DO YOU KNOW?

>>THANK YOU. ANY OTHER QUESTIONS OR CONCERNS? MOTION TO SECOND?

>> SECOND. IT WAS MOVED BY ERIKA AND IT WAS SECONDED BY BOMANI.

ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR? MOTION CARRIES. THAT BRINGS US TO THE END OF OUR MEETING.

WE DID START OUT OUR MEETING WITH AN EXECUTIVE SESSION THAT WE DID NOT QUITE FINISH UP.

INSTEAD OF ADJOURNING, I'M GOING TO RECESS OUR MEETING SO WE CAN RETURN TO EXACT SESSION.

WE'LL SAY FOR ANOTHER 30 MINUTES, SO I'LL BE OUT AT 7:30 TO ADJOURN.

NO ACTION WILL BE TAKEN.

UNTIL THEN, WE ARE IN RECESS.
