SO SHE SUPPORTS OUR GROUP, BUT SHE DOES A LOT MORE THAN THAT.
AND AT OUR LAST MEETING, I WAS TOTALLY SWAMPED WITH STUFF.
WE HAD A ROUGH PLAN OF WHAT WAS GOING TO HAPPEN DURING THE MEETING WITH STUDENT INPUT AND OUR INPUT, AND SHAUNA HAD TO JUST KIND OF TAKE THE REINS AND RUN THE MEETING FOR US.
AND AT THE BEGINNING, HER QUESTION WAS IF YOU WERE A BASEBALL OR A SOFTBALL PLAYER, WHAT WOULD YOUR WALK UP SONG BE? SO ALL THE STUDENTS HAD TO ANSWER THAT QUESTION, AND THAT WAS SHAUNA'S SONG WAS I LOVE ROCK AND ROLL.
SO THAT'S WHY SHE HAD TO WALK UP TO THAT SONG.
BUT THAT ALSO LENDS ITSELF TO TO KNOWING HOW MUCH CARE SHAUNA PUTS INTO EVERYTHING.
SHE DIDN'T HAVE TO TAKE THAT ON.
ADDITIONALLY, WITH OUR STUDENT ADVISORY COUNCIL, SHAUNA HAS RECEIVED HER CDL LICENSE SO SHE CAN USE A DISTRICT VAN TO DRIVE KIDS AROUND FOR OUR SPECIAL PROJECTS.
SHE'S WE CALL HER MISS FRIZZLE.
YEAH, IT'S LIKE A LOTS OF THINGS WENT INTO THAT FOR HER TO MAKE THAT HAPPEN FOR OUR STUDENTS.
ADDITIONALLY, THIS YEAR, I'VE HEARD SO MUCH FROM HER ABOUT OUR HIGHLY CAPABLE PROGRAM, WHICH SHE SUPPORTS, BUT SHE'S ALSO LOOKING FOR WAYS TO IMPROVE OUR SYSTEMS, TO COLLECT DATA, TO GET FAMILY INPUT TO MEET DEADLINES.
AND SO WE HAVE A GENERAL CERTIFICATE, AND WE HAVE THE FCS TRAININGS, AND THOSE ARE CERTIFICATES THAT ARE PARAEDUCATORS CAN EARN THEIR HOURS TOWARDS THROUGH THE ESD.
THERE'S LOTS OF GROUPS THAT WILL PUT THESE COURSES TOGETHER.
AND SO IT BRIDGES THIS GAP BETWEEN US AS DISTRICT LEADERS AND OUR PARAEDUCATORS WHO WORK MOST CLOSELY WITH OUR STUDENTS, USUALLY AND HAS REALLY GROWN OUR COMMUNITY.
THEY'RE MY FAVORITE COURSES TO TEACH.
OUR PARAEDUCATORS ARE REALLY EXCITED ABOUT THOSE OPPORTUNITIES, AND SHAUNA IS THE ONE THAT HAS COORDINATED THAT AND ORGANIZED AND ASSIGNED ALL OF US AND SET IT ALL UP FOR OUR DISTRICT. AND SO, I MEAN, I CAN'T SAY ENOUGH ABOUT ALL THE LEADERSHIP THAT SHAUNA PUTS IN TO GO ABOVE AND BEYOND FOR OUR DISTRICT AND FOR OUR

SHE HAS CHANGED THE WAY THAT IT'S SHELVED SO THAT KIDS WILL ENGAGE.
AND MANY OF YOU GOT TO SEE THAT IN YOUR VISIT AT OUR SCHOOL LAST WEEK.

THE BOOK BOWL COMPETITION SHE CONJURED AT DOROTHY FOX.
IT STARTED WITH 53 STUDENTS WHO COULDN'T WAIT TO READ CHAPTER BOOKS, AND IN ONLY THREE YEARS.
SHE'S NOW HELPED TO GROW THAT TO OVER SIX SCHOOLS.
OVER 280 KIDS WERE PART OF THAT THIS YEAR WITH BUY IN FROM PARENTS AND ALL THE ELEMENTARIES.
AND MANY OF YOU PARTICIPATED IN THAT AS WELL.
A TEACHER WRITES THAT SHE'S A LONG STANDING LEADER AND OUR TEACHING AND LEARNING COMMUNITY.
SO, YOU KNOW, IT'S HARD TO TO SUMMARIZE ALL THAT, BUT SHE WORKS TIRELESSLY, TIRELESSLY, AND SHE HAS ONE MISSION, AND THAT'S TO HELP INCREASE THE LOVE OF BOOKS IN KIDS, TO HELP THEM PREPARE FOR THEIR LIVES.
AND SO SHE'S DEFINITELY LEAVING HER PROFESSION BETTER THAN SHE FOUND IT AS SHE CONTINUES THIS JUST FIERCE EFFORT AT THE STATE LEVEL, AT THE DISTRICT LEVEL, AT THE SCHOOL LEVEL, AT THE CLASSROOM LEVEL, DOWN TO INDIVIDUAL KID, WHERE THE MAGIC REALLY SHOWS.

AND THEN LASTLY, WE JUST APPROVED SOME BRAND NEW CLUBS, OUR FIRST BEING THE SONGWRITING CLUB, WHERE INSPIRED STUDENTS CAN EXPRESS THEIR CREATIVITY BY PURSUING THE ART OF SONGWRITING. GYMNASTICS WON DISTRICTS AND MADE IT TO STATE AND HAD PLACERS.
TWO BOWLERS PLACED AT THE STATE TOURNAMENT AND OUR UNIFIED BASKETBALL TEAM HAD A GREAT SEASON.

REGARDING MUSIC MAKING DESIGNATING MARCH AS MUSIC IN OUR SCHOOLS MONTH.
SO WHEREAS FOR MORE THAN 30 YEARS, MARCH HAS BEEN OFFICIALLY DESIGNATED BY THE NATIONAL ASSOCIATION FOR MUSIC EDUCATION AS MUSIC IN OUR SCHOOLS MONTH, ENCOURAGING COMMUNITIES ACROSS THE NATION TO FOCUS ON MUSIC EDUCATION.
AND WHEREAS THE PURPOSE OF THIS CELEBRATION IS TO RAISE AWARENESS OF THE LASTING, POSITIVE IMPACT OF MUSIC EDUCATION ON THE ACADEMIC, PERSONAL AND PROFESSIONAL GROWTH OF OUR STUDENTS. AND WHEREAS, MUSIC EDUCATION SHAPES THE WAY OUR STUDENTS UNDERSTAND THEMSELVES AND THE WORLD AROUND THEM, ALLOWING FOR A DEEP ENGAGEMENT WITH LEARNING.

SO AGAIN, THAT WAS A MAINTENANCE ISSUE.

AND SOMETIMES PEOPLE DON'T REALIZE THAT THIS IS NOT JUST RUNNING AN EDUCATIONAL INSTITUTION, BUT THIS IS $120 MILLION BUSINESS IN SOME WAYS, AND IT COSTS MONEY TO RUN.
SO IF YOU LOOK OVER TIME FROM THE LAST SEVERAL YEARS JUST 4 TO 5 YEARS AGO, IT COST OUR DISTRICT ABOUT $372,000 TO, TO PAY FOR LIABILITY INSURANCE.
TAKE A LOOK AT THIS YEAR, $711,000 FOR THE SAME INSURANCE AND REALLY NOT THAT MANY MORE STAFF MEMBERS TO INSURE.
ALL OF OUR SURROUNDING DISTRICTS ARE SEEING IT.
AND AGAIN, I HOPE THAT THIS IS BEING TAKEN INTO ACCOUNT.
I KNOW WE'RE ADVOCATING FOR IT.

BUT IF YOU LOOK AT IT FROM A COMMERCIAL STANDPOINT, TAKE A LOOK AT WHAT IT COSTS TO PAY UTILITIES.
AND I KNOW I'M LOOKING AT RANDY RIGHT NOW.
UTILITY COSTS ARE JUST ASTRONOMICAL.
IMAGINE IF YOU HAD THAT KIND OF INCREASE IN A HOME, WHICH WE DO.
IT'S A 38% INCREASE IN OUR UTILITIES ALONE.
FUEL COSTS AT 92% INCREASE FROM JUST UNDER A QUARTER OF $1 MILLION TO TO PAY FOR FUEL IS NOW COSTING ALMOST A HALF $1 MILLION TO PAY FOR FUEL.
YOU SEE, OVER THOSE FIVE YEARS COSTS OF OVER DOUBLED 124% INCREASE IN OUR FOOD COSTS.
AND I SAY ALL THIS NOT JUST TO TO TO LET YOU KNOW, BECAUSE I KNOW I'M PREACHING TO THE CHOIR HERE, BUT OUR LEGISLATORS NEED TO UNDERSTAND THAT, THAT AS THESE COSTS GO UP AND EVERY OTHER COST GOES UP WE NEED TO WE NEED TO MAKE SURE THAT EDUCATION IS A TOP PRIORITY IN OUR STATE.
IT'S IT'S ALL OF THOSE BEHIND THE SCENES THINGS THAT WE HAVE TO DO TO RUN OUR, OUR DISTRICT.
SO JUST A REALLY INFORMATIONAL FOR ALL OF YOU.

THE COMMITTEE CUT OFF FOR THE HOUSE WAS THE 21ST.
THE COMMITTEE THE FISCAL CUT OFF FOR THE HOUSE WAS ON THE 26TH.
AND THEN THE SENATE CUT OFF WILL BE MARCH 1ST, WHICH I BELIEVE IS FRIDAY.
IS THAT CORRECT? AND THEN THE END OF THE SESSION WILL BE MARCH 7TH.
JUST A COUPLE REAL HIGH LEVEL SUMMARIES HERE.
IF YOU LOOK AT OUR SENATE, THEY'RE FOCUSING ON VERY SIMILAR ITEMS AS THE HOUSE.
SO THESE ARE THE THINGS THAT ARE REALLY MAKING IT THROUGH THE SESSION.
OUR PROTOTYPICAL STAFFING FOR OUR PARAEDUCATORS.
I KNOW WE'VE BEEN TALKING ABOUT THAT A LOT.
AND, AND HOW ARE WE GOING TO NOT JUST ATTRACT PARAEDUCATORS, BUT RETAIN THE GREAT ONES THAT WE HAVE? AND THEN OUR SPECIAL ED CAP MOVING FROM THE SENATE SIDE, A VERY, VERY SMALL INCREASE FROM 15% TO 15.6%.
BUT OUR HOUSE, THEY'RE LOOKING AT A LITTLE A LITTLE BIT FROM A DIFFERENT APPROACH.
THEY'RE LOOKING TO MAYBE INCREASE OUR SPECIAL ED CAP ABOUT 2.25%.
YOU SEE THAT ON THE VERY BOTTOM.
THE HOUSE IS ALSO LOOKING AT MSOC.
AND FOR THOSE OF YOU WHO DON'T PAY AS CLOSE ATTENTION TO THAT, THAT'S KIND OF WHAT I'M TALKING ABOUT, THAT PER PUPIL FUNDING THAT WE RECEIVE AND FINALLY STARTING TO LOOK AT OUR STATE PROVIDING MORE PER STUDENT.
AND I'LL GET INTO THAT IN JUST A SECOND.
AND AGAIN, THE HOUSE IS ALSO LOOKING AT TRANSPORTATION.
SOME BILLS THAT ARE STILL ALIVE.
I'LL KIND OF GO THROUGH THIS QUICKLY BECAUSE I KNOW IT'S ALREADY BEEN BEEN A LONG MEETING, BUT OUR CLASSIFIED STAFF ALLOCATIONS BILL, THAT'S SB 5882 AND THE HOUSE 1960.

IF YOU THINK ABOUT US, AT 7,200 OR SO STUDENTS, YOU MULTIPLY THAT BY $48.
UNFORTUNATELY, IT'S BEEN AMENDED DOWN AND IT'S LOOKING AT MORE LIKE $23 A STUDENT.
AGAIN, YOU HAVE TO HAVE A GIVE AND A TAKE.
BUT AT $23 A STUDENT, I'M NOT GOING TO COMPLAIN.
IT'LL BE, YOU KNOW, A LITTLE BIT OF EXTRA MONEY FOR CAMAS.
THIS WOULD ALSO LOWER AN INCREASE FOR OUR UTILITIES AND INSURANCE.
I MENTIONED PUPIL TRANSPORTATION.
THERE'S ACTUALLY SEVERAL BILLS ON PUPIL TRANSPORTATION.
THIS IS A SENATE BILL HERE THAT REALLY LOOKS AT THE TRANSPORTATION FORMULA BASED ON RIDER COUNTS AND MILES DRIVEN, WON'T GET INTO TOO MUCH DETAILS HERE, BUT ONE OF THE THINGS I LIKE ABOUT THIS BILL IS THAT IT PROVIDES ADDITIONAL FUNDING FOR OUR STUDENTS WHO ARE HOUSELESS UNDER MCKINNEY-VENTO AND PROVIDING ADDITIONAL FUNDING FOR THOSE STUDENTS TO BE TRANSPORTED TO AND FROM SCHOOL.
THIS THIS WOULD BE A $20 MILLION COST TO THE SENATE BUDGET.
ANOTHER PUPIL TRANSPORTATION BILL COMING OUT OF THE HOUSE.
THIS HAS SOME UNIQUE CHARACTERISTICS TO IT, SIMILAR TO THE SENATE BILL I DO I DO PREDICT THAT SOMETHING FOR TRANSPORTATION IS GOING TO COME OUT OF THIS SESSION.
AND THEN THERE'S ONE ADDITIONAL ONE.
THIS ONE REALLY TALKS MORE ABOUT OUR ZERO EMISSION E-BUSES.
THE ONE THING ABOUT THIS, AND I'LL TELL YOU, ADVOCACY WORKS BECAUSE OUR SUPERINTENDENTS HAVE SIGNED ON TO PUSH AGAINST HAVING KIND OF A DROP DEAD TIMELINE FOR HAVING E-BUSES PURCHASED.
AND THEY BACKED OFF THAT THANKFULLY, BECAUSE WE WOULD NOT HAVE BEEN PREPARED TO PURCHASE PROBABLY NOT EVEN ONE E-BUS AT THIS RATE THAT WHERE WE'RE AT RIGHT NOW, LET ALONE MULTIPLE. SO THE SENATE HAS BACKED OFF THAT TIMELINE A LITTLE BIT.
BUT I KNOW IN THE FUTURE THERE'S GOING TO BE PROBABLY SOME MANDATES, HOPEFULLY NOT UNFUNDED, THAT WILL GET US INTO THAT E-BUS MARKET, BUT WE'RE NOT CURRENTLY THERE RIGHT NOW.
THOSE BUSSES ARE REALLY, REALLY EXTRAORDINARILY EXPENSIVE.
WE HEAR A LOT ABOUT SPECIAL EDUCATION THAT CONTINUES TO BE A PRIORITY HERE IN CAMAS AS WELL.
AGAIN, THERE'S A WIDE VARIETY OF WHERE THAT CAP COULD GO, BUT THE ONE THAT'S LOOKING LIKE IT HAS THE MOST LEGS IS 15 TO 17.25% INCREASE ON OUR SPECIAL ED FUNDING CAP.
THIS WENT TO THE EXECUTIVE SESSION ON FEBRUARY 21ST.
IT'S ABOUT A $26.5 MILLION FUNDING SOURCE FROM THE HOUSE.
AND AGAIN, THE SENATE IS NOT AS IN FAVOR OF A 2.25% JUMP.
SO WE'LL SEE WHERE THAT ONE LANDS.
I JUST WANT TO KIND OF GIVE YOU ANOTHER HISTORICAL PERSPECTIVE.
NOT THAT I AM A WASHINGTON HISTORIAN BY ANY MEANS, BUT I'M LEARNING THAT BACK IN 1517, THE, THE, THE EDUCATION WAS 48% OF THE STATE BUDGET.
AND WE WERE GOING IN A VERY, VERY GOOD TRAJECTORY.
BY 2018, WE WERE AT 51% OF THE BUDGET OF THE STATE WAS EDUCATION.
IN 2019, 2021, WHICH IS OVER THE PANDEMIC, WE WENT TO 52% AND THEN STAYED RIGHT AROUND THERE.
SEEING THAT EDUCATION IS IS SET TO BE THE PARAMOUNT DUTY.
WE DROPPED DOWN TO 48%, 43% AND NOW LOW 43% TO DATE.
SO WE NEED TO SEE THAT CHANGE.
WE KNOW THERE'S GOING TO BE A CHANGE IN GOVERNOR.
WE KNOW THAT THERE'S GOING TO BE CHANGE IN LEGISLATORS, OF COURSE.
BUT I DO THINK THAT THIS IS A GRASSROOTS EFFORT.

NOW THAT WE'RE GOING TO COMPARE WITH THE SPRING.
SO I WOULD BE INTERESTED IN WHEN THE SPRING DATA COMES IN TO REALLY SEE IF THAT SENSE OF BELONGING AT THE MIDDLE SCHOOL LEVEL WAS IMPACTED IN, IN, IN ANY WAY, WHETHER THAT'S POSITIVE OR NEGATIVE, I DON'T KNOW.

WE TAKE OUR WASHINGTON SCHOOL IMPROVEMENT FRAMEWORK DATA WE JUST LOOKED AT WITH ALL OF OUR PRINCIPALS AND OUR LEADERSHIP LAB AND JUST AS MANY SOURCES AS WE CAN, OUR ANECDOTAL, OUR ATTENDANCE, GRADUATION RATES, ALL OF THOSE THINGS TO START, DETERMINE WHERE WHERE DO WE START, WHICH POPULATIONS DO WE IMPACT.
AND YOU JUST NOTICED THE ONES THAT ARE STANDING OUT AS NEEDING THE MOST ATTENTION RIGHT NOW.
AND, AND THAT IT'S A SIGNIFICANT NEED RIGHT NOW AS WELL.
RIGHT. BUT IT DOES TAKE, YOU KNOW, SYSTEM LEVEL WORK, RESTRUCTURING, WORKING OUR ON OUR BELIEFS.
RIGHT. HOW WE WHAT WE THINK ABOUT WHAT SCHOOL SHOULD LOOK LIKE AND WHO BELONGS WHERE.
FOR EXAMPLE BEFORE WE CAN START MAKING THOSE OTHER CHANGES AS WELL.
SO BUT THESE ARE, THIS IS JUST A SMATTERING OF THINGS THAT THIS DATA HELPS TO INFORM ALSO.
WE HAVE OUR NEXT DISTRICT EQUITY TEAM MEETING ON WEDNESDAY MORNING, AND THAT'S WHERE I BRING IN EVERY SCHOOL HAS REPRESENTATIVES IDEALLY, AND ADMINISTRATORS, SO THEY CAN REALLY OWN THIS EQUITY WORK IN THEIR SCHOOL AND TEACHER OR STAFF LEADERS OR REPRESENTATIVES FROM THEIR TEAM.
AND THIS YEAR IN THE FALL, I IN OUR REGIONAL LEADERSHIP GROUPS, OUR EQUITY LEADERS IN SOUTHWEST WASHINGTON SCHOOL DISTRICTS I GOT A TEMPLATE OF AN EQUITY ACTION PLAN THAT I THEN MODIFIED FOR OUR OWN USE THAT HELPED MATCH MORE OF WHAT OUR MTSS ACTION PLANS LOOK LIKE.
AND CONNECTED IT TO OUR SCHOOL BOARD POLICY AS WELL, OUR EQUITY POLICY.
AND THOSE GOAL AREAS COULD HAVE BEEN THINGS THAT THEY WERE SUCCEEDING AT.
AND SO THEY WANTED TO SET A GOAL AROUND THAT.
I DIDN'T HAVE EXPECTATIONS ABOUT WHAT THEY SET GOALS AROUND.
SO ON WEDNESDAY, THEY'LL ALL ARRIVE WITH THEIR EQUITY ACTION PLANS, WHICH INCLUDES TWO GOAL AREAS AND ACTION STEPS THAT GO THROUGH THAT AND WE'LL HAVE TIME TO WORKSHOP THEM.
THIS IS A SAMPLE OF WHAT THE THE PLAN LOOKS LIKE.
SO THERE'S A GOAL AREA ON THE LEFT.
AND THEN THERE'S CONNECTION TO EQUITY THE EQUITY POLICY GOALS.
AND JUST CHECK BOXES LIKE WHICH OF THESE DOES THIS SERVE.
AND THEN MEASURABLE EXPECTED STUDENT OUTCOMES.

SO EVEN IF IT'S SOMETHING AROUND ACCESS TO CURRICULUM OR SOMETHING FOR TEACHERS, LIKE HOW IT MIGHT BE TEACHER CENTRIC ON PAPER, HOW WILL IT IMPACT KIDS OR WHY, WHY IS THIS IMPORTANT FOR OUR STUDENTS? AND THEN THERE'S TASKS AND ACTION STEPS AND TIMELINES AND ALL OF THAT.
THIS IS SOMETIMES WHEN TEAMS MEET IN SCHOOLS, THEY MEET ONCE A MONTH FOR 30 MINUTES.

AND THE QUESTION THAT WE ASKED WAS WHAT DO YOU WANT YOUR CULTURE? WHAT IS SOMETHING THAT YOU WANT YOUR CULTURE TO FEEL LIKE OR BE LIKE IN YOUR SCHOOL IN TWO YEARS? SO IT'S LIKE LOOKING FORWARD.
SO WHAT DO WE NEED TO PINPOINT? AND I WAS AT FOWLER THIS MORNING AND THEY WERE WORKING ON THEIR TWO GOAL AREAS AND THEY WERE HUGE.
AND BY THE END OF THE MEETING, WE LIKE PRETTY MUCH REFINED THEM AND HAD SOME ACTION ITEMS. AND SO ON WEDNESDAY, WHEN THEY ARRIVE, ALONG WITH OTHER SCHOOLS, WE'LL HAVE AN OPPORTUNITY TO LOOK AT THESE AND TO SHARE.

SO I PUT AS MANY MEETINGS ON THE CALENDAR AS I COULD FOR THEM, AND WE'LL MOVE FORWARD AND I'LL LET YOU KNOW WHEN I HAVE AN ACTUAL DATE AND TOPIC AND THAT KIND OF THING.
