[1. REGULAR MEETING CALL TO ORDER - 5:30 PM]

[00:00:07]

WELCOME TO OUR OCTOBER 28TH GENERAL BOARD MEETING.

I'M GOING TO ASK YOU TO PLEASE RISE, IF YOU'RE ABLE, AND JOIN US IN THE PLEDGE OF ALLEGIANCE.

BAMINI YOU'LL BE LEADING.

THANKS, BAMINI. NEXT IS TRACEY MALONE WITH THE LAND ACKNOWLEDGMENT, I ACKNOWLEDGE THAT THE GEOGRAPHICAL REGION OF CAMAS IS LOCATED ON THE ANCESTRAL AND TERRITORIAL LANDS OF THE CHINOOK AND COWLITZ PEOPLE, AND THAT THE CHINOOK ARE STILL FIGHTING TO BE A FEDERALLY RECOGNIZED TRIBE ON THEIR OWN LAND.

THANKS, TRACEY. ALL RIGHT.

WE HAVE LOTS OF CELEBRATIONS TONIGHT TO GET TO, SO WE'RE DOWN TO ITEM 2A ON OUR AGENDA.

[2. CULTURE]

WE HAVE A GRADUATION ALLIANCE GRADUATION THAT WE'RE GOING TO GET TO ALL WITNESS HERE.

SO I'D ASK ALL THOSE INVOLVED WITH THE THE GRADUATION CEREMONY FOR JAYDEN SHUEY TO COME ON UP TO THE FRONT HERE.

GREAT. EXCELLENT. THANK YOU.

DURING OUR CHILDHOOD, WE ARE OFTEN TOLD OR GIVEN ONE PATHWAY FOR WHAT SUCCESS LOOKS LIKE.

WHO WE SHOULD BE, HOW WE SHOULD LEARN, AND HOW WE SHOULD GROW.

BUT THE REALITY IS THAT THERE ARE MANY PATHWAYS TO SUCCESS.

EACH AS UNIQUE, EACH AS UNIQUE AS THE PERSON WALKING IT.

JAYDEN, WE ARE INCREDIBLY PROUD OF THE PATH YOU HAVE CARVED OUT FOR YOURSELF AND THE HARD WORK YOU'VE DEDICATED TO COMPLETING HIGH SCHOOL.

YOUR JOURNEY HAS BEEN A TESTAMENT TO RESILIENCE, DETERMINATION AND COURAGE.

YOU EMBRACE THE CHALLENGES THAT CAME YOUR WAY AND USED THEM AS STEPPING STONES RATHER THAN ROADBLOCKS.

TODAY, AS YOU GRADUATE, WE CELEBRATE NOT ONLY YOUR ACADEMIC ACCOMPLISHMENTS, BUT ALSO YOUR PERSEVERANCE, YOUR STRENGTH, AND YOUR COMMITMENT TO YOURSELF AND YOUR DREAMS. THIS ACHIEVEMENT ACHIEVEMENT IS A REFLECTION OF YOUR BELIEF IN WHO YOU ARE AND THE BRIGHT FUTURE YOU'RE BUILDING.

CONGRATULATIONS, JAYDEN! WE CAN'T WAIT TO SEE ALL THE INCREDIBLE PLACES YOU WILL GO.

THANK YOU [APPLAUSE].

THANK YOU. WE ARE HERE TO CELEBRATE THIS SIGNIFICANT MILESTONE WITH JAYDEN AND HIS FAMILY.

BEYOND THIS BEING A CEREMONY, IT'S ALSO A RECOGNITION OF THE WORK YOU PUT IN TO REACH THIS GOAL.

THOUGH I MAY NOT KNOW YOU PERSONALLY, YOUR HARD WORK AND DEDICATION IS EVIDENT ON THE ACHIEVEMENT WE HONOR TODAY.

EVERY PERSON HAS A UNIQUE PATH THROUGH SCHOOL AND ALONG THE WAY IT'S SHAPED BY EXPERIENCES, BOTH GOOD AND BAD.

TRANSITIONING TO HIGH SCHOOLS WAS TOUGH ENOUGH.

HOWEVER, JAYDEN HAD THE ADDITIONAL CHALLENGE OF STARTING HIGH SCHOOL RIGHT AS SCHOOL STARTED BACK UP AFTER COVID.

JAYDEN SPENT HIS FRESHMAN YEAR AT HAZEN HIGH SCHOOL AND THEN TRANSFERRED TO CAMAS FOR HIS 10TH GRADE SCHOOL YEAR.

AT THE BEGINNING OF HIS JUNIOR YEAR, JAYDEN DECIDED TO TAKE ON THE CHALLENGE OF WORKING WITH GRADUATION ALLIANCE TO EARN HIS DIPLOMA.

WHILE A TRADITIONAL HIGH SCHOOL EXPERIENCE ISN'T EASY TO CHOOSE TO COMPLETE, YOUR COURSEWORK MAINLY ONLINE IS ALSO NOT EASY.

IT TAKES A UNIQUE LEVEL OF DETERMINATION AND COMMITMENT, AS WELL AS THE SUPPORT OF A FAMILY TO MOVE THROUGH THE COURSES MOSTLY ON YOUR OWN.

I WAS NOT LUCKY ENOUGH TO GET TO KNOW JAYDEN OR WORK WITH HIM DIRECTLY, BUT I AM THANKFUL THAT WE WERE ABLE TO WE ARE ABLE TO PROVIDE HIM WITH A PROGRAM WITHIN OUR DISTRICT TO SUPPORT HIM.

IN SPEAKING WITH HIS DAD, JAYDEN IS READY AND EXCITED ABOUT TAKING ON THE NEXT STEPS INTO ADULTHOOD.

HE HAS ENROLLED AT CLARK COLLEGE, HE IS NOT SURE OF WHAT DIRECTION HE WILL TAKE, THOUGH HE LOVES MUSIC AND MAY FIND A PATH THAT INCLUDES THAT.

HOWEVER, HE KNOWS THAT THE COMPLETION OF HIGH SCHOOL DIPLOMA AND THE PURSUIT OF MORE EDUCATION WILL HELP HIM ON THIS JOURNEY.

CONGRATULATIONS, JAYDEN [APPLAUSE].

ON BEHALF OF THE CAMAS SCHOOL BOARD, I ACCEPT THAT JAYDEN SHUEY HAS FULFILLED ALL THE REQUIREMENTS NECESSARY FOR A DIPLOMA FROM THE CAMAS SCHOOL DISTRICT.

JAYDEN SHUEY, YOU HAVE FULFILLED ALL CAMAS SCHOOL DISTRICT GRADUATION REQUIREMENTS AND THE STATE OF WASHINGTON.

I WOULD LIKE TO PRESENT THIS WONDERFUL GRADUATE TO YOU ON BEHALF OF THE CAMAS SCHOOL DISTRICT, THE SCHOOL BOARD, AND THE COMMUNITY.

CONGRATULATIONS [APPLAUSE]. IT WAS A GREAT JOURNEY AHEAD.

I MEAN, I DON'T HAVE MUCH TO SAY OTHER THAN THE PERSEVERANCE, THE TRIALS AND TRIBULATIONS I MADE IT THROUGH.

I'M GLAD I MADE IT, AND I GRADUATED.

THIS IS THIS IS IT.

SO THANK YOU SO MUCH.

[00:05:04]

[APPLAUSE] NOW, SEE, THAT'S WHAT WE'RE ALL ABOUT, RIGHT THERE.

THAT'S A GOOD WAY TO GET THINGS STARTED.

ONE MORE HAND FOR JAYDEN [APPLAUSE].

CONGRATULATIONS. ALL RIGHT.

ITEM B ON OUR AGENDA, WE HAVE OUR MILL TOWN PRIDE AWARD FOR VALENE CARDON AND DR.

ANZALONE I'LL GO AHEAD AND TURN IT OVER TO YOU.

EXCELLENT. THANKS, COREY.

SO EVERY NOW AND AGAIN, WE HAVE INTERESTING THINGS HAPPEN IN THE DISTRICT AND ABOUT A WEEK OR SO AGO, I WAS CALLED I WAS ON MY WAY FROM LACAMAS LAKE ELEMENTARY, AND IT WAS EARLY IN THE MORNING, AND I WAS CALLED SAYING THAT ONE OF OUR DRIVERS, UNFORTUNATELY, WAS FEELING LIGHTHEADED AND HAD TO PULL OVER.

LUCKILY WAS CLOSE BY LACAMAS LODGE AND REALLY EVERYBODY STEPPED IN RIGHT AWAY AND HANDLED IT.

WE HAD THE STUDENTS FROM THE BUS PUT ON ANOTHER BUS.

AN AMBULANCE CAME, HELPED WITH THE DRIVER.

THANKFULLY, THE DRIVER IS DOING REALLY GREAT NOW, BUT ONE OF THE THINGS THAT STOOD OUT ABOUT THIS CASE WAS A YOUNG STUDENT WHO WAS ON THAT BUS, WHO DID EVERYTHING SHE COULD AT SUCH A YOUNG AGE TO KEEP THE OTHER STUDENTS ON THE BUS VERY CALM, COOL, AND COLLECTED, ALLOWING THE EMERGENCY PERSONNEL TO REALLY HANDLE EVERYTHING WELL.

SO, YOU KNOW, THOSE THINGS CAN GET VERY CHAOTIC.

AND WHEN YOU HAVE STUDENTS STEP UP LIKE THIS, YOU KNOW THAT THE FUTURE IS SUPER BRIGHT.

SO WE WANTED TO OFFER AN AWARD TO THIS YOUNG LADY.

HOPEFULLY SHE'S HERE TONIGHT.

YES. THE MILL TOWN PROUD.

COME ON UP. YEAH.

PLEASE. THIS THIS THIS AWARD REALLY YOU EMBODY WHAT THIS AWARD MEANS, AND WE REALLY THANK YOU FOR YOUR FOR YOUR WORK.

IS THE DRIVER HERE? AWESOME, AWESOME.

IT'S GOOD TO SEE YOU ON YOUR FEET.

I WAS WORRIED ABOUT YOU.

MIC] SO AS A SCHOOL BUS DRIVER, YOU TEACH OUR KIDS EVERY YEAR WHAT TO DO IN CASE OF AN EMERGENCY. YOU NEVER THINK IT'S GOING TO HAPPEN TO YOU.

BUT ON OCTOBER 17TH, IT HAPPENED TO ME AND I CALLED.

I CALLED DISPATCH AND I SAID, I AM FEELING LIGHTHEADED, I'M FEELING DIZZY.

AND THEY ASKED ME IF I NEEDED EMERGENCY SERVICES.

I SAID, YES, PLEASE SEND THEM.

I HAD THE PRESENCE OF MIND TO PULL OVER, SO THERE WAS ENOUGH ROOM FOR ALL OF THE EMERGENCY VEHICLES TO COME AND OTHER ADMINISTRATORS. AND WE WENT THROUGH OUR EMERGENCY PROCEDURES.

I HAD A VERY YOUNG STUDENT ON MY BUS, AND VERLENE WAS IN THE BACK, AND MY YOUNG STUDENT WAS IN THE FRONT.

SHE WAS GETTING VERY UPSET.

I ASKED VERLENE TO COME FORWARD.

SIT DOWN.

KEEP HER CALM.

I EXPLAINED TO THEM WHAT WAS GOING TO HAPPEN.

I EXPLAINED TO VERLENE WE'RE GOING TO GO THROUGH OUR EMERGENCY OUR EMERGENCY TRAINING.

THIS IS WHAT YOU DO WITH THE MICROPHONE BLAH BLAH BLAH, YOU KNOW, BUT YOU NEVER THINK THAT'S GOING TO HAPPEN TO YOU.

AND SHE SAID, NO PROBLEM, MRS. C, I GOT IT.

SO WHEN I WAS TALKING TO DISPATCH AT THIS POINT, I WAS NOT IN A GOOD SHAPE AND THEY WERE TRYING TO ASK ME THE NAMES OF THE STUDENTS ON MY BUS AT THAT TIME, AND I COULDN'T TELL THEM.

VERLENE STEPPED IN AND SHE WAS LIKE, IT'S SO AND SO IS HERE SO AND SO IS HERE.

AND I JUST REITERATED WHO WAS ON MY BUS AT THAT TIME.

SO AFTER THE EMERGENCY SERVICES PEOPLE GOT THERE, I SAID, OKAY, I'M GOING TO LEAVE THE BUS, BUT WE'RE GOING TO HAVE A FIREMAN SIT ON THE BUS WITH YOU, WHICH HER BROTHER WAS THRILLED BEYOND BELIEF.

BUT, YOU KNOW, TO HAVE A FIFTH GRADER COME AND DO THAT.

SHE DIDN'T FREAK OUT.

SHE JUST SAYS I HAVE IT.

THAT TELLS YOU WHAT OUR FUTURE LOOKS LIKE AT CAMAS [APPLAUSE].

[00:10:14]

WAS VERLENE. AND YOU NEVER KNOW WHEN THESE KIND OF SITUATIONS CAN PUT YOU ON A PATHWAY INTO A CERTAIN PLACE.

SO WE HOPE VERLENE GOES AND DOES GREAT THINGS FOR THE COMMUNITY.

WELL DONE. SO MUCH.

ALL RIGHT.

NEXT WE HAVE OUR WASA COMMUNITY AWARDS PRESENTATION.

SO I'LL ASK MARK KLEIN AND PAT HENNESSEY TO COME ON UP.

YEAH. SO ANOTHER AWARD THAT I WANTED TO PROVIDE.

MARK'S ACTUALLY ALREADY RECEIVED HIS, BUT PAT WAS ACTUALLY GETTING READY FOR HIS SUMMER TRIP TO EUROPE.

SO I WANTED TO MAKE SURE THESE TWO GENTLEMEN WERE RECOGNIZED.

THOSE OF YOU WHO REMEMBER IT WASN'T TOO LONG AGO WHEN WE HAD A LEVY CAMPAIGN.

A VERY, VERY IMPORTANT LEVY CAMPAIGN.

AND WITHOUT THESE TWO GENTLEMEN, ALONG WITH THE THE COLLABORATION OF OUR BARGAINING UNITS, OUR COMMUNITY, OUR PARENTS, OUR STUDENTS IT WAS REALLY MARK AND PAT WHO HELPED LEAD THE WAY AND AND REALLY GOT US INVOLVED WITH ORGANIZATIONS AND PARTNERS THAT I WOULDN'T HAVE KNOWN TO DO.

AND SO WITHOUT THE COMMUNITY SUPPORT, THESE THINGS DON'T PASS.

AND WITHOUT LEADERS LIKE SO JUST SO YOU KNOW, PAT AND MARK, WE COULDN'T HAVE GOT IT DONE.

AND I KNOW YOU KNOW THAT. BUT I WANTED THE COMMUNITY TO KNOW THAT.

SO MARK, YOU HAVE YOUR AWARD.

BUT WE WANTED TO MAKE SURE THAT PAT HAD HIS AS WELL.

THIS IS THE WASA CAMAS CITIZENS FOR QUALITY SCHOOLS COMMUNITY LEADERSHIP AWARD.

THANK YOU GENTLEMEN [APPLAUSE].

ALL RIGHT.

MOVING ON TO ITEM 2D ON THE AGENDA.

WE HAVE A SERIES OF STUDENT REPORTS HERE.

OUR NORMAL MICROPHONE IN THE CENTER OF THE ROOM IS NOT WORKING TONIGHT.

SO I WILL ASK THAT OUR THE FOLKS GIVING REPORTS COME UP TO THE PODIUM HERE, AND GAYLORD DOREEN WILL HELP YOU OUT THERE.

BUT IT LOOKS LIKE OUR FIRST STUDENT REPORT IS COMING FROM THE STUDENTS AT LIBERTY MIDDLE SCHOOL.

SO IF YOU'RE FROM LIBERTY, COME ON UP HERE AND TELL US WHAT'S GOING ON.

MAKE SURE TO LET US KNOW WHO YOU ARE, TOO.

YEAH.

I WAS JUST GOING TO SAY I LOVE THE IDEA OF TEACHER ENTRANCE MUSIC ON THE FIRST DAY, AND I'M WONDERING IF YOU GAVE ANYBODY LIKE DARTH VADER'S THEME OR SOMETHING, BUT YOU DON'T HAVE TO TELL ME IF YOU DID. IT'S OKAY IF YOU DID.

OH, OKAY. OH THEY DID I LOVE IT, I LOVE IT OKAY.

ALL RIGHT. OUR NEXT STUDENT REPORT IS FROM OUR REPS FROM CAMAS HIGH SCHOOL.

AND I'M LOGAN ROBINSON, THE ASB RALLY COMMISSIONER OF DISCOVERY HIGH SCHOOL.

SO TONIGHT WE WOULD LIKE TO ANSWER THE QUESTION YOU GUYS ARE PROBABLY WONDERING WHAT HAS HAPPENED AT DISCOVERY HIGH SCHOOL THIS MONTH.

IT WAS LOTS OF FUN FOR ANYONE WHO WENT.

THANK YOU [APPLAUSE].

ANY QUESTIONS OR COMMENTS FROM THE BOARD? NICE JOB DOING YOUR RESEARCH ON MCBRIDE'S BIRTHDAY DOWN THERE.

YEAH. YOU WERE AT MY HOUSE AND YOU CUT PUMPKINS, SO YEAH, IT CAME OUT THERE.

GOOD JOB THOUGH. ALL RIGHT.

THANK YOU GUYS VERY MUCH.

ALL RIGHT.

WE DO HAVE ANOTHER ANOTHER STUDENT REPORT HERE, THIS TIME FROM OUR STUDENT ADVISORY COMMITTEE.

SO I'LL ASK THEM TO COME UP AND INTRODUCE THEMSELVES.

LET US KNOW WHAT SAC IS UP TO.

THANK YOU. HI, MY NAME IS JAY DISTANT AND I'M A SOPHOMORE AT CAMAS HIGH SCHOOL, AND I AM ALSO THE CO-CHAIR FOR OUR STUDENT ADVISORY COMMITTEE. KIRA IS OUR OTHER MIDDLE SCHOOL CO-CHAIR, SADLY, SHE COULDN'T BE HERE TODAY BECAUSE SHE'S SICK.

STUDENT ADVISORY COMMITTEE HAD 40 MEMBERS APPLY TO PARTICIPATE THIS YEAR.

WE'VE HAD 32 AND 33 MEMBERS ATTEND OUR FIRST TWO MEETINGS WHERE WE STARTED THE YEAR WITH TEAM BUILDING ACTIVITIES, PROVIDING OPPORTUNITIES FOR US TO GET TO KNOW EACH OTHER.

WE HAVE HAD STUDENTS FROM 7TH THROUGH 12TH GRADE WITH THE LARGEST NUMBER OF 16 8TH GRADE STUDENTS.

NEARLY ALL OF OUR SECONDARY SCHOOLS ARE REPRESENTED AND WE'RE STILL WORKING WITH TWO SCHOOLS FOR MEMBERS.

WE HAVE 11 STUDENTS FROM ODYSSEY MIDDLE SCHOOL, UP FROM TWO MEMBERS LAST YEAR.

THIS MONTH WE START TO WORK ON OUR WINDOWS AND MIRRORS PROJECTS, TEACHING OUR NEW 24 STUDENTS THE KINDNESS LESSON AND COORDINATING A SCHEDULE WITH OUR ELEMENTARY SCHOOLS.

WE ALSO STARTED WORKING ON DEVELOPING A THEME THAT WE'RE GOING TO FOLLOW THROUGHOUT THE YEAR.

WE'RE TRYING TO FOCUS ON UNITING OUR COMMUNITY WITHIN ALL THE SCHOOLS.

THAT'S IT. THANK YOU [APPLAUSE].

ALL RIGHT. NO, I THINK I THINK WE'RE GOOD.

JUST KEEP US IN THE LOOP ON HOW THE BOARD CAN SUPPORT.

THANK YOU SO MUCH.

ALL RIGHT 2H, WE HAVE THE ROBOTICS TEAM MEAN MACHINE COMING ON UP TO TELL US ABOUT WHAT'S GOING ON.

I'M NOT A HIGH SCHOOL STUDENT, BUT SOMETIMES I FEEL LIKE ONE BECAUSE I'M ALWAYS LEARNING SOMETHING FROM ALL THE STUDENTS I WORK WITH.

BUT I JUST WANT TO INTRODUCE THE ROBOTICS TEAM, AND YOU SEE A LARGE PORTION OF THEM BACK HERE, AND YOU GUYS GAVE A BUNCH OF RECOGNITION OUT TO OTHER PEOPLE EARLIER TODAY, BUT THEY'RE HERE TO GIVE RECOGNITION BACK TO YOU FOR HAVING SUPPORTED THE TEAM AND AND TELL YOU A LITTLE BIT ABOUT WHAT WE'VE BEEN DOING.

BUT JUST LASTLY, THIS IS A LITTLE BIT OF A WATERSHED YEAR.

WE'RE GOING INTO OUR 17TH SEASON THAT CAMAS HAS HAD THE ROBOTICS TEAM.

SO THIS WILL BE THE LAST YEAR THAT ANY OF THE STUDENTS WOULD HAVE BEEN BORN THAT ARE ON THE TEAM.

SO THAT DEFINITELY MAKES ME FEEL NOT LIKE A HIGH SCHOOL STUDENT ANYMORE.

[00:30:01]

ALL RIGHT. LET'S SEE THE APPROPRIATE MIC LEVEL.

THAT SEEMS GOOD. I'M GOING TO START OFF BY SAYING I HATE MICROPHONES.

I WOULD MUCH RATHER SHOUT AT ALL OF YOU THAN TALK INTO A MICROPHONE.

I'M MYA ERRICO.

I AM CO-CAPTAIN OF OUR ROBOTICS TEAM.

I'M JOINED BY COLTON SHAW, OUR CAPTAIN, TARYN CAVILL, WHO IS OUR PRESIDENT, AND JUSTIN KILK, WHO IS OUR VICE PRESIDENT.

I'M ALSO JOINED BY ALL OF OUR ROBOTICS TEAM [APPLAUSE].

WE'LL GET OUT OF YOUR HAIR SOON, I PROMISE.

I'D LIKE TO START OFF BY THANKING YOU GUYS FOR OUR WONDERFUL RESOURCE OF OUR BOTH OUR MACHINE SHOP, WHICH IS DOWN THE ROAD JUST ABOUT THAT WAYS, AND OUR WONDERFUL GYM TURNED STEM NASIUM.

THESE ARE AMAZING RESOURCES THAT A LOT OF ROBOTICS TEAMS DO NOT HAVE ACCESS TO.

WE ARE ABLE TO BUILD A FULL SIZED PRACTICE FIELD FOR OUR SEASONS, PROGRAM ON THEM, TEST THEM, AND SEE THINGS IN A PERSPECTIVE THAT WE WOULDN'T BE ABLE TO SEE FROM A GAME MANUAL OR A MODEL ONLINE.

WE ALSO INVITE A LOT OF OTHER TEAMS TO COME AND USE OUR RESOURCES AND COLLABORATE WITH US, AND TO BE ABLE TO USE THIS WONDERFUL RESOURCE THAT WE HAVE THE CHANCE TO USE FOR THEM, TOO.

SPEAKING OF HOW WONDERFUL THIS RESOURCE IS, IT MANAGED TO GET US THE AUTONOMOUS AWARD, WHICH IS A HIGHLY COVETED AWARD BASED AROUND PROGRAMING, WHICH IS VERY RARE TO GET.

AND ALONG WITH HELPING OUT OTHER TEAMS, WE ALSO HAVE THE OPPORTUNITY TO HELP OUT THE COMMUNITY.

WE HAVE STARTED A MOSQUITO TEAM PROJECT WHERE WE ARE HELPING THE STATE DEVELOP MOSQUITO TRAPS AND FURTHER THEIR TECHNOLOGY, USING THE AMAZING RESOURCES AND THE LIVELY STUDENT BODY WE HAVE FOR THEIR USE.

WE'RE HOPING THAT WE HAVE A GREAT SEASON, WHICH IS COMING UP IN JANUARY, AND WE WOULD LIKE TO PRESENT YOU WITH A WONDERFUL THANK YOU AWARD FOR LETTING US USE THOSE FACILITIES.

WE WOULD ALSO LIKE TO FORMALLY INVITE ALL OF YOU AFTER YOUR MEETING IS SAID AND DONE, TO COME DOWN TO OUR STEM NASIUM AND SEE HOW THE ROBOTS WORK, SEE HOW THEY RUN AND ASK QUESTIONS.

THAT'S ABOUT IT [APPLAUSE]. THAT'S FANTASTIC.

I'LL I'LL COME I'LL COME UP THERE AND ACCEPT THAT ON BEHALF OF THE BOARD IN A SECOND, BECAUSE THAT'S ONE OF MY FAVORITE THINGS WE GET EVERY YEAR.

BUT ARE THERE ANY QUESTIONS OR COMMENTS FROM THE BOARD ABOUT THIS? I AM CURIOUS, JUST SELFISHLY, AS SOMEBODY WHO WORKS IN ANOTHER DISTRICT SINCE THIS IS A CONSORTIUM, YOUR TEAM IS OPEN TO OTHER TO OTHER DISTRICTS.

HOW HOW WHAT'S OUR REPRESENTATION LIKE HERE FROM CAN I JUST SEE HOW MANY ARE FROM DISCOVERY HIGH SCHOOL? HOW ABOUT YOU GUYS? NICE. ALL RIGHT.

HOW ABOUT CAMAS HIGH SCHOOL? HOW ABOUT HAYES? CCA [APPLAUSE]? IS THERE ANY? IS THERE ANYBODY FROM OUT OF DISTRICT? MAYBE THEY DIDN'T COME TO THE MEETING. IS THERE ANYBODY FROM OUT OTHER ANOTHER SCHOOL DISTRICT? USED TO BE. USED TO BE.

ALL RIGHT. WE HAVE ONE BACK THERE.

OH. I'M SORRY. ODYSSEY MIDDLE SCHOOL.

I'M SORRY ABOUT THAT. YES.

I'M SORRY, I FORGOT [APPLAUSE]. YES.

ARE THERE OTHER MIDDLE SCHOOLS REPRESENTED? NO. OKAY, WELL, THAT WAS JUST.

I JUST WANTED TO SEE THAT. SO THANK YOU VERY MUCH FOR THAT.

IS THERE ANYTHING ELSE FROM THE BOARD? I LOVE THIS I'LL BE OVER LATER TONIGHT TO THE STEM NASIUM IS WHAT I WAS TALKING ABOUT.

OKAY. I'M COMING UP THERE TO TO GET THAT FROM YOU.

SO THANK YOU. IT'S PRETTY COOL.

IT'S MADE OF CARBON FIBER.

YEAH, YEAH.

SO RIGHT HERE WE HAVE OUR TROPHY.

THESE WERE DESIGNED AND MADE BY OUR STUDENTS IN SHOP.

AND WE ALSO HAVE OUR POSTER ALSO DESIGNED AND PRINTED BY OUR STUDENTS.

MIC] THANK

[00:35:06]

YOU. ALL RIGHT.

THANK YOU VERY MUCH.

OKAY. LAST ITEM IN OUR IN HEADING TO HERE IS BOARD COMMUNICATION.

SO JUST WANT TO GIVE EVERYBODY A CHANCE TO UPDATE US ON WHAT YOU'VE BEEN UP TO OR ANY OTHER UPDATES YOU WANT TO GIVE TO THE BOARD.

OH, SORRY. IF I COULD JUST GIVE YOU A QUICK REMINDER THAT THE STATE BOARD OF EDUCATION, WE HAVE A RUNOFF ELECTION IN OUR DISTRICT.

SO YOU ALL SHOULD HAVE GOTTEN A BALLOT TODAY FROM WSSDA.

SO MAKE SURE YOU CAN DO THAT VOTE. IT'S DUE BY NOVEMBER 11TH.

ANYTHING ELSE ANYBODY WANTS TO SHARE? WELL, EVERYBODY BUT YOU COREY WAS AT THE SNACK SHACK AT CAMAS AT DOC HARRIS ON FRIDAY NIGHT.

HE HAD HIS OWN FOOTBALL GAME TO BE AT.

THANKS FOR THAT CLARIFICATION.

WITH THE BOYS SOCCER TEAM AND IT WAS SO MUCH FUN.

WE HAD A GREAT TIME.

THAT THING, THAT SNACK SHACK IS RUN LIKE A WELL-OILED MACHINE.

IT IS VERY CLEAR WHAT TO DO.

IT WAS GREAT. IT WAS SO MUCH FUN.

AND I CAN'T WAIT TO DO IT AGAIN.

AND ALSO LAST WEEK WE HAD OUR FIRST OF THE YEAR BUDGET COMMITTEE, THE SUPERINTENDENT'S BUDGET COMMITTEE MEETING, WHICH WENT REALLY WELL.

I THINK IT WAS SUPER WELL ATTENDED.

AND LOOKING FORWARD TO THEIR INPUT AND, AND BRIGHT MINDS WEIGHING IN THIS YEAR.

YEAH, IT WAS A GREAT BUDGET COMMITTEE MEETING.

IT FELT LIKE A GOOD KIND OF FRESH START.

THERE WAS SOME NEW FORMATS TO EVERYTHING, GETTING INSTANT FEEDBACK FROM PEOPLE ALONG THE WAY.

IT WAS IT WAS GOOD STUFF.

YEAH. YEAH. THAT'S IT.

ANYTHING ELSE FROM ANYONE ELSE? YEAH. I'LL ADD ONE A COUPLE OF THINGS BECAUSE THE STUDENTS MENTIONED IT.

I KNOW THERE IS A BIG PERFORMANCE COMING UP FOR CHS, SO IT'S OUR ONE CHANCE TO MENTION IT.

I THINK THAT'S THE WEEK OF THE 15TH 16TH OF NOVEMBER AND 22ND, 23RD.

BUT I DID WANT TO DO TWO OTHER THINGS.

THERE'S THE TEACHER TALENT SHOW.

WE WERE ALL INVITED TO THIS COMING SATURDAY.

SO SUPPORTING THE MUSIC BOOSTERS, IT'S THEIR FIRST, FIRST TIME, ALTHOUGH THEY'VE DONE THINGS LIKE THIS BEFORE.

BUT THAT'S A BIG THING COMING UP.

AND THIS COMING FRIDAY AS WELL, THERE'LL BE THREE OF US.

JOHN CONNIE SAID SHE'S COMING NOW AND MYSELF WILL BE AT FIRST FRIDAY AT BOOKISH DOWNTOWN.

WEATHER LOOKS LIKE IT'S RAINY, SO I'M GLAD WE'RE INSIDE FOR THAT ONE.

BUT JOHN WILL BE READING STORIES TO THE YOUTH THAT COME IN.

YOU'VE BEEN ENTIRELY PROMISED TO THAT TO READ BOOKS.

SO YEAH.

AWESOME. THANK YOU.

MATTHEW, I'M GLAD THAT YOU MENTIONED THAT THE TEACHER TALENT SHOWCASE FROM THE MUSIC BOOSTERS, THEY'VE BEEN DOING A LOT OF GREAT STUFF.

I KNOW I ATTENDED THE LIBERTY MIDDLE SCHOOL CONCERT LAST WEEK, AND PART OF THAT WAS THE GROUP, WHICH IS ONLY ABOUT A YEAR OLD, GETTING TO AWARD THEIR THEIR FIRST GRANTS TO TEACHERS AND LIKE THE LIBERTY MIDDLE SCHOOL BAND, GOT A GRANT FOR I THINK IT WAS $5,500.

I'VE SEEN SOME OTHERS, ABOUT OVER A THOUSAND GOING TO ODYSSEY AND DISCOVERY BAND PROGRAM.

I KNOW CAMAS HIGH SCHOOL BAND GOT LIKE A $4,000 GRANT, SO THEY RAISED THEY WERE GIVING OUT OVER $36,000 IN GRANTS TO TEACHERS THIS YEAR.

SO AND IT'S THEIR FIRST YEAR.

IT'S JUST FANTASTIC STUFF.

SO PLEASE KEEP SUPPORTING THIS GREAT GROUP, THIS SATURDAY WITH THE TEACHER TALENT SHOWCASE, BECAUSE I KNOW WE'VE GOT SOME TALENTED TEACHERS.

I EVEN SAW SOME NON BAND NON-MUSIC TEACHERS ON THAT ON THAT ROSTER, SO IT'LL BE FUN TO SEE SOME OF THOSE.

SO MATTHEW AND I ALSO GOT A CHANCE BACK ON THE WHAT WAS IT, OCTOBER 11TH OR WHATEVER THAT FRIDAY WAS, WE GOT TO GO TO THE STAFF IN-SERVICE DAY AND GOT TO GOT TO ATTEND QUITE A BIT OF THAT.

AND SO THE BREAKOUT SESSIONS AND THAT THAT WE GOT TO WITNESS.

I KNOW WE GOT TO POP INTO A FEW OF THEM.

I DON'T KNOW IF YOU HAD ANY THOUGHTS ON THAT.

I DID NOT. I HAD TO LEAVE.

I DIDN'T POP IN. I LOST YOU WHEN YOU SAID COREY WAS IN HIS ZONE.

I WANTED TO DIVE INTO A CLASSROOM.

HE'S LIKE, I'M GOING TO CHECK THIS ONE OUT.

AND IT WAS LIKE GOING INTO A CANDY STORE.

[INAUDIBLE] SO NO, IT WAS IT WAS GREAT TO SEE THE EDUCATORS THAT DAY HAVE AN OPPORTUNITY TO JUST CONNECT.

AND I WISH I HAD BEEN THERE FOR THE DAY BECAUSE THE PHOTOS LOOKED FANTASTIC.

AND I HAD TALKED TO KATIE ABOUT IT JUST AFTERWARDS EVEN.

IT WAS JUST REALLY SPECIAL AS A NON EDUCATOR, TO SEE THAT MORNING AND TO BE ABLE TO COME, AND I APPRECIATE THAT WE COULD BE THERE AT THE START.

WELL, AS AN EDUCATOR, I APPRECIATED THAT THERE WASN'T LIKE A ONE SIZE FITS ALL APPROACH TO THE PROFESSIONAL DEVELOPMENT.

PEOPLE COULD CHOOSE WHERE THEY WANTED TO GO AND GET THE GET WHAT THEY WANT, AND THEN IN THE AFTERNOON GET CHANCES WITH THEIR DEPARTMENTS.

WE KNOW THAT'S IMPORTANT. SO I GOT TO SELFISHLY SIT IN WITH THE BAND DIRECTORS FOR A LITTLE BIT.

SO IT WAS FUN WITH THAT.

CONNIE MENTIONED THE BUDGET COMMITTEE.

I KNOW JOHN'S GOING TO TALK ABOUT OUR LEGISLATIVE ADVOCACY COMMITTEE AS WELL.

BUT WE HAD OUR FIRST MEETING OF THOSE LAST WEEK.

GOT TO KIND OF TALK ABOUT WHAT THE MISSION AND VISION OF THE GROUP IS AND REALLY GET TO WORK BECAUSE WE ARE GOING TO HAVE OUR LEGISLATIVE RECEPTION WITH WHOEVER OUR NEWLY ELECTED REPRESENTATIVES ARE.

[00:40:01]

WE'RE SHOOTING FOR NOVEMBER 18TH.

SO I DID JUST WANT TO POINT OUT ONE OF THE REQUESTS FROM THAT GROUP WAS THAT WE FIRM UP OUR LEGISLATIVE PRIORITIES WELL IN ADVANCE SO THAT THEY CAN START TO PREPARE THAT EVENT.

SO WHICH IS WHY WE'RE CALLING I'M CALLING A SPECIAL MEETING THIS WEDNESDAY AT 5:30, WHICH IS JUST GOING TO BE ABOUT DISCUSSING OUR LEGISLATIVE PRIORITIES. SO I'M GOING TO BRING WHAT WE HAVE FROM LAST YEAR.

I THINK WE'VE GOT SOME OTHER SOME OF THE OTHER ALPHABET SOUP ORGANIZATIONS THAT HAVE THEIR LEGISLATIVE PRIORITIES AS WELL.

AND WE'LL JUST KIND OF WE'LL FIRM THOSE UP A LITTLE BIT, JUST A DISCUSSION ON THOSE.

ALSO, I KNOW ALMOST I THINK ALL OF US HAVE BEEN TO AT LEAST ONE OF THE PTO PRESENTATIONS THAT DR.

ANZALONE HAS BEEN DOING GOING AROUND AND SPEAKING ABOUT STATE OF THE SCHOOLS AT THE DIFFERENT THINGS.

I KNOW I'VE BEEN TO BALLARD, PRUNE HILL, SKYRIDGE, LACAMAS, LIBERTY.

THOSE HAVE BEEN REALLY VALUABLE.

I HOPE PEOPLE ARE CHECKING OUT THE THE TOWN HALLS THAT ARE ON.

JOHN DID THE VIRTUAL TOWN HALL WITH A LOT OF CABINET.

THANK YOU FOR BEING ON THAT.

HIS STATE OF THE SCHOOLS IS ALSO THERE.

SO REALLY JUST TRYING TO GET GET THAT WORD OUT ON THAT.

SO PLEASE JUST KEEP GOING TO OUR WEBSITE FOR THAT.

WE DO HAVE SITE VISITS TOMORROW.

WE'RE STARTING AT CASCADIA OVER IN EVERGREEN, AND THEN WE'RE MOVING OVER TO SKYRIDGE FOR THAT.

AND AND THEN I ALSO JUST WANTED TO MENTION ONE OF THE OTHER THINGS THAT WE'VE BEEN TALKING ABOUT WITH KIND OF IMPROVING OUR COMMUNICATION AND GETTING OUT IN FRONT OF MORE PEOPLE, IS WE HAVE SOME STAFF LISTENING POSTS THAT YOU MIGHT HAVE SEEN POP UP ON YOUR CALENDAR TO SEE AVAILABILITY.

WE DO NEED TO START NAILING THOSE DOWN, AND WE CAN'T HAVE MORE THAN TWO BOARD MEMBERS PRESENT AT EACH.

BUT BASICALLY WE'RE TRYING TO HIT EACH EACH SCHOOL DURING THEIR ROUGHLY THEIR LUNCH TIME TO JUST BE AVAILABLE TO TALK WITH STAFF MEMBERS.

SO I THINK WE PROBABLY NEED TO KIND OF FIRM UP A LITTLE BIT BETTER HOW WE'RE GOING TO ATTEND ALL OF THESE.

BUT SINCE THEY'RE DURING THE DAY, I KNOW THAT'S DIFFICULT FOR A LOT OF US.

I KNOW FOR ME IT'S DIFFICULT, BUT IF THERE'S SOME THAT I CAN, I CAN SNEAK OUT OF WORK FOR A LITTLE WHILE AND GO TO THEM.

WE'LL FIGURE THAT OUT. SO JUST BE ON THE LOOKOUT FOR KIND OF A SIGN UP FOR THAT TO TO DIVVY THOSE OUT.

AND THEN JUST JUST LASTLY FROM US JUST REMEMBER REMEMBER NEXT NEXT TUESDAY IS ELECTION DAY.

SO JUST REMINDING EVERYBODY TO VOTE AND AND INFORM YOURSELF, ESPECIALLY ON THE LOCAL ELECTIONS.

OUR STATEWIDE OFFICES ARE EVERY BIT AS IMPORTANT AS THE STUFF THAT'S GETTING A LOT OF AIRPLAY ON THE NATIONAL AIRWAVES.

SO VOTE, VOTE, VOTE.

ALL RIGHT. ANYTHING ELSE FOR BOARD COMMUNICATIONS? ALL RIGHT. NEXT ITEM 3A EXCELLENCE IN ACADEMIC, SOCIAL AND LIFELONG LEARNING.

[3. LEARNING]

WE HAVE THE ACCREDITATION FOR DISCOVERY HIGH SCHOOL.

AND DR.

ANZALONE. I'LL TURN IT OVER TO YOU. YEAH.

THANK YOU, COREY, AND THANKS FOR THOSE ANNOUNCEMENTS.

THOSE ARE CRITICAL EVENTS THAT ARE COMING UP.

SO WE ARE VERY EXCITED TO HAVE FORMER CAMAS SUPERINTENDENT MIKE NERLAND IN THE HOUSE.

I SEE HIM BACK THERE WHO IS GOING TO PRESENT DISCOVERY WITH THEIR OFFICIAL ACCREDITATION.

SO, MR. NERLAND, WOULD YOU WANT TO COME UP? GO AHEAD AND STEP UP HERE FOR THE FOLKS AT HOME.

THEY CAN HEAR YOU.

WELL, AS I WAS SAYING, I ALSO HAVE VICKI HERDINA HERE.

SHE'S OUR DIRECTOR OF K-12 WORKFORCE AND HIGHER ED PARTNERSHIPS, AND SHE FACILITATED THE ACCREDITATION PROCESS FOR DISCOVERY HIGH SCHOOL. BUT BEFORE WE GET TO THAT, I JUST GOT TO SAY, YOU KNOW, HAVING BEEN IN THIS DISTRICT 20 YEARS, SOME THINGS NEVER CHANGE.

I MEAN, STUDENTS DOING AMAZING THINGS.

ELISA WISE HARASSING ME ANYTIME I SEE HER.

COREY MCENRY YOU LOOK EXACTLY THE SAME AS WHEN YOU WERE A SENIOR IN HIGH SCHOOL.

MARK KLEIN STILL HAS NO HAIR.

BUT ONE THING THAT HAS CHANGED.

PAT, WELCOME TO THE GRAY HAIR CLUB.

VERY NICE. YES.

WELL IT IS. IT'S ALWAYS GREAT TO BE HERE.

GREAT MEMORIES FOR ME.

AND ESPECIALLY WHEN WE'RE HONORING EXCELLENCE.

AND THAT'S WHAT WE'RE DOING HERE TONIGHT.

WE ARE HERE TO HONOR DISCOVERY HIGH SCHOOL DR.

DAN AND HIS TEAM FOR THE ACCOMPLISHMENTS FOR WHAT THEY'RE DOING FOR KIDS EACH AND EVERY DAY.

AND BEFORE WE DO THE PLAQUE PRESENTATION, VICKI, WHO FACILITATED THE ACCREDITATION PROCESS, I'D LIKE HER JUST TO TALK A LITTLE BIT ABOUT WHAT THAT IS LIKE.

WHAT DOES A SCHOOL LIKE DISCOVERY GO THROUGH WHEN THEY'RE DOING ACCREDITATION? SO VICKI, THANK YOU.

AND THANK YOU FOR DONATING YOUR FORMER SUPERINTENDENT TO ESD 112.

WE'RE VERY HAPPY TO HAVE MIKE ON OUR TEAM.

[00:45:02]

AS MIKE SAID, I GET TO BE THE COACH FOR ALL OF THE PRINCIPALS THAT ARE GOING THROUGH ACCREDITATION IN SOUTHWEST WASHINGTON.

AND LAST YEAR WE HAD SIX HIGH SCHOOLS GOING THROUGH ACCREDITATION AND ANOTHER EIGHT GOING THROUGH THEIR RENEWAL.

HOWEVER, DISCOVERY WAS UP FOR THEIR VERY FIRST EVER ACCREDITATION, AND IT TOOK A WHILE TO GET THERE BECAUSE THERE HAPPENED TO BE A COUPLE OF YEARS WHERE THERE WAS A PANDEMIC AND WHATNOT. AND VERY FROM THE VERY OUTSET OF THE YEAR, WHEN I FIRST MADE CONTACT WITH DR.

DAN, I KNEW THIS WAS GOING TO BE SUPER SMOOTH, THAT HE HAD IT UNDER CONTROL.

HE IS NO STRANGER TO ACCREDITATION.

ACCREDITATION IS A VOLUNTARY PROCESS IN WASHINGTON, BUT IT'S REALLY HELPFUL, OBVIOUSLY, FOR STUDENTS AND STAFF IN THE COMMUNITY TO KNOW THAT THE SCHOOL REALLY DOES AN INTERNAL IMPROVEMENT PROCESS.

IT WAS VERY EASY TO WORK WITH DAN BECAUSE HE'S VERY ORGANIZED, VERY DATA DRIVEN, RESEARCH BASED AND COMMUNITY ENGAGED, WHICH ARE THREE OF THE CRITICAL COMPONENTS OF AN ACCREDITATION PROCESS.

BUT THE FOURTH IS REALLY THAT STUDENT VOICE IS EMBEDDED IN THE MISSION, VISION AND PRACTICES OF THE SCHOOL.

AND ONE OF MY FAVORITE THINGS ABOUT BEING AN ACCREDITATION COACH IS GETTING TO SPEND THE WHOLE DAY ON SITE WITH STUDENTS, WITH FACULTY, WITH CLASSIFIED STAFF, AND THEN TO TALK WITH PARENTS IN THE COMMUNITY.

AND LARGELY WE HEARD OVER AND OVER AND OVER AGAIN HOW WELL THE STUDENT VOICE IS HEARD AND PERMEATES EVERYTHING THAT HAPPENS AT DISCOVERY.

SO IT WAS REALLY A JOYFUL DAY.

AND THEN I JUST WANT TO SAY THANK YOU TO YOU BECAUSE YOUR BACKGROUND IN VIRTUAL INSTRUCTION AND VIRTUAL LEADERSHIP ACTUALLY TRICKLED DOWN TO SEVERAL OF THE OTHER PRINCIPALS THAT WERE ON OUR ACCREDITATION COHORT, MAKING MY JOB EASIER LAST YEAR.

SO ALL AROUND, APPRECIATE ALL EVERYTHING YOU DID TO SUPPORT THAT PROCESS AND FOR EVERYTHING YOU'RE DOING AT DISCOVERY.

THANK YOU. YEAH.

WOULD YOU LIKE TO SAY ANYTHING, DR.

DAN? IT'S FINE.

WELL THANK YOU.

LIKE YOU SAID, I'M DEFINITELY NOT A STRANGER TO ACCREDITATION.

BUT, YOU KNOW, LAST YEAR WAS MY FIRST YEAR BEING A PRINCIPAL OF THREE SCHOOLS AT THE SAME TIME, THAT WAS A BIG CHALLENGE.

SO THIS WAS DEFINITELY SOMETHING THAT WAS A LOT OF HARD WORK.

INVOLVED STUDENTS, STAFF, EVERYBODY.

AND SO I'M JUST REALLY GRATEFUL WE GOT TO THIS MILESTONE AND GRATEFUL FOR THE SUPPORT OF THE ESD AND JUST KEPT US GOING THROUGHOUT THE WHOLE YEAR.

AND JUST A SHOUT OUT ALSO TO JOHN FOR ALL OF HIS SUPPORT AND TO DEREK, WHO SUPPORTS ME AS MY DIRECT BOSS GETS ME THROUGH ALL THE THINGS AND ALL THE CHALLENGES THAT COME UP AND THEY'RE THERE WHENEVER I NEED THEM.

SO I JUST APPRECIATE THE SUPPORT OF THE THE SCHOOL DISTRICT, THE SCHOOL BOARD.

AND I REALLY LOVE BEING AT DISCOVERY.

IT'S BEEN A GAME CHANGER FOR ME BEING IN PERSON, BEING AROUND KIDS EVERY DAY.

IT'S JUST THE BEST PART OF MY DAY IS BEING IN THE COMMONS WITH THE KIDS, AND I JUST APPRECIATE THE OPPORTUNITY TO BE THE PRINCIPAL THERE.

SO IT WAS A GREAT PROCESS TO GO THROUGH.

ALL RIGHT [APPLAUSE]. ALL RIGHT.

BEFORE WE ACTUALLY PRESENT THE PLAQUE, I WOULD JUST LIKE TO READ WHAT IT SAYS.

THE WASHINGTON ASSOCIATION OF EDUCATIONAL SERVICE DISTRICTS, IN PARTNERSHIP WITH THE ASSOCIATION OF EDUCATIONAL SERVICE AGENCIES, HEREBY CERTIFIES THAT DISCOVERY HIGH SCHOOL HAS DEMONSTRATED AN EXCEPTIONAL, ONGOING COMMITMENT TO DATA DRIVEN, STUDENT ACHIEVEMENT FOCUSED, RESEARCH BASED AND COLLABORATIVELY DEVELOPED SCHOOL IMPROVEMENT PLANNING AND STRATEGIES, THEREBY EARNING FULL ACCREDITATION STATUS 2024 TO 2030.

CONGRATULATIONS [APPLAUSE].

MIC] HEY, MR. NERLAND. WHAT WOULD YOU BY CHANCE SAY THAT DISCOVERY HIGH SCHOOL KNOCKS YOUR SOCKS OFF? OH, DISCOVERY.

YOU KNOCK OUR SOCKS OFF.

OKAY.

ALL RIGHT. YES, I KNOW IT'S BEEN A GREAT IT'S BEEN A GREAT REUNION TONIGHT.

OKAY. THAT MOVES US DOWN TO SECTION 4 SYSTEMS AND PATHWAYS.

[4. SYSTEMS/PATHWAYS]

WE HAVE A COUPLE OF REPORTS TONIGHT.

WE'LL START WITH DR.

ANZALONE SUPERINTENDENT REPORT.

THANK YOU, COREY, AND THANK YOU TO ALL OF OUR AMAZING PRESENTERS AND OUR AWARD WINNERS TONIGHT.

REALLY CELEBRATORY.

IT'S A GREAT, GREAT WAY TO RUN A SCHOOL BOARD.

I APPRECIATE THAT SCHOOL BOARD MEETING.

SO WITH MY REPORT TONIGHT, A FEW ADDITIONAL CELEBRATIONS, A FEW PEOPLE WHO COULDN'T BE HERE TONIGHT AND JUST SOME RECOGNITIONS I WANTED TO PROVIDE THE BOARD.

[00:50:09]

[INAUDIBLE] SO, AS YOU KNOW, EVERY MONTH WE HAVE THE SOPHOMORE OF THE MONTH PRESENTED BY ROTARY.

AND SO WE'RE VERY FORTUNATE TO TYPICALLY GET TO MEET THESE STUDENTS THIS MONTH.

SIMONE WAS NOT ABLE TO BE WITH US.

SHE'S A CCA STUDENT, A SOPHOMORE THERE AND WAS UNABLE TO BE THERE, SO I WANTED TO MAKE SURE THAT SHE WAS RECOGNIZED AS SOPHOMORE OF THE MONTH THROUGH ROTARY.

AND SO CONGRATS, DR.

DAN, IT'S YOUR NIGHT.

WELL DONE. AND PLEASE GIVE OUR BEST TO SIMONE AND WE'RE REALLY PROUD OF HER.

ALSO, I WANTED TO MAKE SURE THAT WE RECOGNIZED A COUPLE OF ADDITIONAL STAFF MEMBERS FOR THEIR EXCELLENCE.

SO ON THE LEFT, THAT IS COLETTE STRICKLER, AND SHE RECEIVED THE DAVID HANAWALT AWARD FOR EXCELLENCE FOR HER OUTSTANDING WORK AS A JOB COACH. SHE IS ONE OF OUR PARTNERS WITH TRILLIUM.

AND WHAT COLETTE DOES IS SHE SUPPORTS DIVERSE WORKFORCE SUCCESS AND INSPIRES OTHERS ALONG THE WAY.

SO SHE GUIDES THESE THESE EMPLOYEES THROUGHOUT THE DAY AND AS THEY PROGRESS AND THEY LEARN MORE, SHE'S A LITTLE BIT MORE HANDS OFF.

AND SO SHE WORKS WITH ONE OF OUR FORMER STUDENTS EVERY SINGLE DAY.

AND SO WE WANTED TO MAKE SURE THAT SHE WAS RECOGNIZED BY THE BOARD BY THE PUBLIC.

SO YEAH, I JUST HAVE TO SELFISHLY JUMP INTO BECAUSE COLETTE WAS ONE OF MY STUDENTS AT AT HOCKINSON HIGH SCHOOL, AND SO SHE'S ALSO A GREAT CLARINET PLAYER.

JUST PUTTING THAT OUT THERE.

GOOD TO KNOW.

GOOD TO KNOW.

AND THEN ON THE RIGHT, THIS WAS A PICTURE FROM THE 2024 LEARN HERE CELEBRATION, RECEPTION.

AND IN THE PICTURE YOU SEE CSD'S OWN JENN SCOTT AND BROOKE HANSON, ALONG WITH KEVIN PASZKOWSKI.

YOU MAY KNOW KEVIN, HE WAS A CO-CHAIR FOR CAC, VERY, VERY INVOLVED PARENT THROUGHOUT OUR DISTRICT.

ANYWAYS, THESE AMAZING PEOPLE WERE HONORED FOR THEIR IMPACT ON STUDENTS AND SCHOOLS.

I ALSO APPRECIATE LISA AND CLAIRE AND MATTHEW FOR BEING THERE TO SUPPORT THEM IN THIS AWARD MAINLY AROUND LITERACY AND THEIR WORK THEY'RE DOING WITH LETTERS AND MANY OTHER THINGS ACROSS THE DISTRICT.

SO AGAIN, LISA, THANK YOU FOR FOR BEING THERE, AS WELL AS CLAIRE MURRAY, OUR ASSISTANT PRINCIPAL AT WOODBURN.

AND, MATTHEW, I DON'T KNOW IF YOU WANTED TO ADD ANYTHING, MATT.

THAT WAS THE FIRST TIME ATTENDING IT.

IT WAS A VERY SPECIAL EVENT THAT IDENTITY CLARK COUNTY PUT ON.

I WAS IT WAS JUST KIND OF BLOWN AWAY WITH HOW IT WAS DONE.

I DIDN'T KNOW WHAT IT WAS, BUT SOME GREAT STORIES THERE AND THE, YOU KNOW, OUR MEMBERS HERE AS WELL AS KEVIN, WHO WAS, YOU KNOW, RECOGNIZED IT WAS JUST REALLY GOOD TO SEE HOW EDUCATION IS SO IMPORTANT TO THE BUSINESS COMMUNITY.

AND THAT CAME ACROSS VERY STRONGLY.

VERY MUCH SO. I THINK THAT KIND OF ALIGNS WITH THE MARK AND PAT'S MESSAGE WHEN WE WERE RUNNING THE LEVY, HOW IMPORTANT AND ALL OF THAT ALIGNS TOGETHER.

SO THANKS, MATT.

NEXT SLIDE GOES INTO SOME SPECIAL EVENTS AND SOME SAFETY THAT WE'VE BEEN CHAMPIONING AROUND THE DISTRICT.

I THINK IT WAS COREY AND MAYBE ANOTHER BOARD MEMBER WHO MENTIONED EARLIER THE SUCCESSFUL IN-SERVICE WE HAD ON OCTOBER 11TH, THIS WAS REALLY ORGANIZED BY SO MANY GREAT STAFF MEMBERS, SOME OF WHOM ARE HERE TONIGHT.

BUT WHAT I REALLY WANTED TO POINT OUT ABOUT THIS WAS THIS IS THIS IS A FOCUS ON SEL SOCIAL EMOTIONAL LEARNING.

AND THERE WERE 24 SESSIONS THAT WERE LED BY OUR OWN STAFF, INCLUDING SOME ESD 112 FACILITATORS.

AND THIS IS JUST A LIST OF OUR STAFF MEMBERS WHO WERE PARTICIPATING.

THERE'S SO MUCH TALENT WITHIN OUR DISTRICT THAT WHY GO ANYWHERE ELSE.

AND I HOPE THAT COREY AND MATTHEW, THANK YOU BOTH FOR BEING THERE, BUT I HOPE YOU ARE AS IMPRESSED AS I WAS WITH WHAT THE OUTCOMES HERE.

SO WONDERFUL DAY IN OUR DISTRICT.

WE HAD OVER 100 TEACHERS THERE, INCLUDING NEW STAFF, AND THERE WAS TOPICS FROM SEL TO INSTRUCTION AND ALIGNMENT.

SPECIAL SHOUT OUT TO MARK GARDNER, A TEACHER AT HAYES WHO LED A TRAINING ON [INAUDIBLE] GROWTH GOALS AND MARZANO FRAMEWORK.

SO I HOPE YOU ENJOYED IT.

I KNOW GREAT FEEDBACK FROM THAT EVENT, SO I JUST WANTED TO CELEBRATE THAT.

ALL RIGHT. ASSESSMENT CALENDAR.

JUST JUST VERY QUICKLY I LOVE THAT LITTLE ICON.

JUST IF YOU HAVEN'T BEEN PUMPED UP ENOUGH TONIGHT.

THERE SHE IS.

SO OUR [INAUDIBLE] WOULD YOU MIND JUST POPPING UP THAT ASSESSMENT CALENDAR FOR ME REAL QUICK? SO, AS YOU KNOW, YOU HAVE ACCESS TO THIS ASSESSMENT CALENDAR.

IF YOU DON'T, PLEASE LET ME KNOW.

YOU SHOULD. WE'RE KNEE DEEP NOW.

WE'RE GETTING INTO. AS WE GET INTO THE REALLY THE DEPTHS OF THE YEAR, WE'RE STARTING TO GET INTO OUR ASSESSMENT CALENDAR.

SO AS YOU CAN SEE THERE IN THE BOX, WE HAVE COMPLETED LITERACY SCREENINGS SO FAR.

WE STILL ARE IN THE WA KIDS OR THE KINDERGARTEN ASSESSMENT WINDOW.

AND THEN A LITTLE LOWER GAIL, YOU CAN SEE THAT THERE ARE WE ARE ALSO IN THE [INAUDIBLE] RETAKES FOR 11TH AND 12TH GRADERS, BUT ALSO THE I-READY FALL

[00:55:02]

DIAGNOSTICS, WHICH CLOSED ON OCTOBER 4TH.

THANK YOU GAIL. SO WHAT THE REASON I BRING THAT TO YOUR ATTENTION IS WE'RE RIGHT IN THE IN THE MIDST OF COLLECTING A LOT OF THAT DATA, WORKING WITH OUR PRINCIPALS TO FOLLOW UP AND MAKE SURE THAT WE ACTUALLY ARE TAKING ACTION WITH SOME OF THAT DATA.

AND SO AGAIN, THE SCREENING THAT I MENTIONED, THIS IS A SYSTEMATIC PROCESS FOR IDENTIFYING STUDENTS WHO MAY BE AT RISK FOR POOR LEARNING OUTCOMES, INCLUDING ACADEMIC, BEHAVIORAL, SOCIAL, EMOTIONAL, SCHOOL COMPLETION AND COLLEGE CAREER READINESS OUTCOMES.

KEEP IN MIND THIS IS JUST ONE SNAPSHOT, ONE DATA POINT.

BUT AGAIN, THIS IS BEING COMPLETED.

AND WE'LL HAVE A FURTHER REPORT FOR YOU SOON.

AND FOR OUR FALL SCREENING ON THESE ASSESSMENTS, WE, AS YOU KNOW, USE DIBELS, I-READY AND PANORAMA ALL LOOKING AT DIFFERENT CROSS POINTS FOR OUR STUDENTS.

DIBELS AGAIN IS ADMINISTERED ADMINISTERED TO ALL K-5 STUDENTS AT THE BEGINNING, MIDDLE AND END OF THE YEAR.

AND ASSESS READING WHERE I-READY IS ADMINISTERED ADMINISTERED TO ALL MIDDLE SCHOOL STUDENTS AT BEGINNING, MIDDLE AND END.

AND THIS ASSESSES READING AND MATH AND ALSO INCLUDES SOME DIAGNOSTIC INFORMATION ON SPECIFIC STRENGTHS AND AREAS FOR GROWTH, AND THEN PANORAMA, WHICH IS ADMINISTERED TO OUR 3RD TO 12TH GRADERS AND ASSESSES SEL.

SO I LOOK FORWARD TO GETTING IN MORE DEPTH WITH THIS.

I KNOW LISA IS EXCITED TO PRESENT AS WELL, SO WE'RE LOOKING AT MOST LIKELY THE NOVEMBER BOARD MEETING.

I KNOW OUR WORKSHOP IS ALREADY PRETTY PACKED WITH CONTINUOUS GROWTH AND BUDGET INFORMATION, AND SO AT THE END OF THE NOVEMBER, YOU'LL GET A NICE IN-DEPTH DATA REPORT AND REALLY MOVING OUR STRATEGIC PLAN FORWARD.

SO I JUST WANTED TO GIVE YOU THAT PREVIEW TO THE PREVIEW.

SO QUESTIONS ON THAT.

ALL RIGHT. AND I KNOW WE'VE WE'VE GONE THROUGH THIS SEVERAL TIMES AS PART OF OUR PRESENT AND OUR STAFF PRESENTATIONS AND OUR OUR PARENT PRESENTATIONS.

BUT I WANTED TO POINT OUT AN EVENT THAT HAPPENED RECENTLY WHERE THIS WENT INTO TO ACTION.

ABOUT A WEEK OR SO AGO, THERE WAS SOME POLICE ACTIVITY IN THE AREA, REALLY NOT CONNECTED TO THE SCHOOLS AT ALL.

AND IT WAS INCREDIBLE BECAUSE IN THE PAST IT WOULD HAVE BEEN ONE OF THOSE MANY LOCKDOWNS.

AND THAT REALLY, I THINK, CAN ALERT PEOPLE BUT ALSO SCARE PEOPLE SOMETIMES.

WHAT OUR OFFICERS, OUR SROS DID WAS THEY LED US TO A SECURE.

SO WE ACTUALLY USED THE TRAINING WENT INTO SECURE.

I THINK IT KEPT THE EMOTIONS AND ANXIETY DOWN.

PEOPLE KNEW EXACTLY THAT THIS WAS AN OUTSIDE EXTERIOR EVENT.

TEACHING WENT ON AS NORMAL.

ALL THE BUSINESS WENT ON AS NORMAL HERE AT ZACK, WE WERE ALERTED.

IT EVEN SAID SECURE IN THE IN THE VOICE PART OF OUR OUR CLOCKS AND OUR ANNOUNCEMENTS AND BUSINESS WENT ON AS USUAL.

I THINK IT WAS MAYBE, WHAT, TEN MINUTES AT MOST BEFORE THE POLICE SAID WE'RE WE'RE GOOD TO GO.

SO JUST WANTED TO TO BRING THAT TO YOUR ATTENTION THAT THE TRAINING, THE VERBIAGE, THE LANGUAGE IS OUT THERE.

THE TRAINING IS WORKING AND EVEN OUR SROS WERE LIKE, LET'S DO IT, LET'S PUT IT INTO ACTION.

SO I THOUGHT YOU'D LIKE TO HEAR THAT.

AS MATTHEW, I THINK CONNIE MENTIONED, WE HAD A GREAT TIME ON FRIDAY NIGHT.

NOT ONLY WAS THE GAME THE OUTCOME OF THAT GAME.

I CAN'T SAY THE WORLD SERIES WAS THE SAME OUTCOME, SADLY.

BUT WE HAD A GREAT TIME AT CONCESSIONS WITH THE BOYS SOCCER TEAM.

ALICIA SCHNEIDER, MAN, SHE RUNS A TIGHT SHIP OVER THERE.

BUT ONE OF THE THINGS THAT STOOD OUT TO ME, AND I'M SURE YOU AS WELL, IS THE KINDNESS AND THE RESPECT AND THE COLLEGIALITY OF THE STUDENTS, NOT JUST THE ONES WORKING, BUT ALL OF THE CUSTOMERS.

THEY THEY REPRESENT THEMSELVES AND THEIR FAMILIES SO WELL.

PLEASE AND THANK YOU.

THERE IS NO PUSHING AND SHOVING.

IT WAS JUST IT MADE OUR JOBS EASIER.

CONNIE, MATTHEW, BAMINI, TRACEY, WOULD YOU AGREE? JUST A PLEASURE.

ABSOLUTE PLEASURE. MATTHEW.

I THOUGHT IT WAS AMAZING.

YOU KNOW, WHEN YOU'RE ON THE OTHER SIDE BUYING, YOU'RE LIKE, YOU KNOW, MAKE YOUR ORDER QUICKER, RIGHT? GET YOUR CASH OUT. BUT ALL THE STUDENTS COMING UP TO BUY WERE JUST SO FRIENDLY.

THERE WAS A LITTLE, YOU KNOW, FLIRTING GOING ON WITH SOME OF THE STUDENTS.

YEAH. CONNIE NOTED SHE'S LIKE, LOOK AT THAT.

BUT IT WAS JUST YOU JUST SEE THE STUDENTS, HOW RESPECTFUL THEY WERE IN THAT SITUATION TO EACH OTHER, AND SOME OF THEM JUST HAVING SO MUCH FUN AND SOME OF THEM EATING WAY TOO MUCH JUNK FOOD BAMINI. SO, YEAH.

BAMINI I'M SURE WAS NOT THRILLED ABOUT THE DIETARY LACK OF RESTRICTIONS, BUT YEAH.

GREAT. GREAT TIME, GREAT NIGHT.

THANK YOU FOR JOINING JOINING ME.

AND AND WE HAD A GREAT TIME.

COREY NEXT TIME.

AND I ALSO WANT TO PIGGYBACK OFF WHAT MATTHEW SAID.

SO I FEEL THAT THESE FIRST FRIDAYS HAVE BEEN GOING REALLY, REALLY WELL.

I KNOW IT'S JUST GOING TO BE A COUPLE OF US ON FRIDAY NIGHT OVER AT BOOKISH.

SO THANK YOU TO THE OWNER THERE AND MATTHEW FOR REACHING OUT TO THEM JUST IN CASE WE NEED COVER.

IT'S A GOOD MOVE. AND SO AGAIN, FOR THE PUBLIC, WE'RE OUT THERE.

[01:00:01]

PLEASE STOP BY IF YOU'RE DOWN THERE WITH YOUR FAMILIES, YOUR FRIENDS, STOP BY, SAY HELLO.

WE CAN ANSWER ANY QUESTIONS THAT WE CAN AND WE'RE JUST HAPPY TO BE THERE.

SO MATTHEW, THANK YOU FOR BRINGING THAT UP.

OKAY. GETTING INTO A LITTLE MORE BUSINESS HERE.

I WANTED TO START OFF AS NORMAL WITH ENROLLMENT.

I KNOW I'VE HAD THIS SLIDE IN THE MOST RECENT PRESENTATION, SO SOME OF YOU MAY HAVE SEEN THIS ALREADY.

SO I APOLOGIZE FOR ANY REPETITION, BUT I JUST WANTED TO BE ON THE RECORD OF WHERE WE ARE AS OF OCTOBER 15TH.

DAYS GO BY SO FAST, I FEEL LIKE THIS IS ALREADY OLD INFORMATION.

SO IF YOU LOOK THIS THIS SLIDE ACTUALLY REFLECTS WHERE WE'RE AT FROM JUNE OF 2024.

SO ONCE SCHOOL GOT OUT, TWO MONTHS IN, WELL, ACTUALLY A LITTLE BIT MORE THAN TWO MONTHS WHERE WE ARE NOW.

I THINK THE, THE GRADE LEVEL TO REALLY HONE IN ON IS ELEMENTARY HERE.

THAT'S PROBABLY THE MOST WORRISOME FOR OUR DISTRICT RIGHT NOW AT THE HIGH SCHOOL LEVEL WE'RE RIGHT WHERE WE SHOULD BE.

WE DO HAVE AN ENROLLMENT BUBBLE HAPPENING THERE AND AT MIDDLE SCHOOL.

SO YOU SEE THOSE NUMBERS ARE STILL RATHER ROBUST.

NOT CONCERNING.

WHERE THE CONCERN REALLY LIES IS THE ELEMENTARY NUMBERS.

YOU SEE EVERY SINGLE ONE OF OUR ELEMENTARIES, EXCEPT FOR LACAMAS LAKE, WHO IS TWO ABOVE ON THE POSITIVE SIDE, OUR OUR NEGATIVE, MEANING THAT WE'RE WE'RE LOSING WE'RE CONTINUING TO LOSE STUDENTS AT ENROLLMENT TIME.

NOT NOT ONE OF THE ELEMENTARIES IS REALLY STANDING OUT TO ME AS AN ANOMALY.

IT'S REALLY KIND OF CONSISTENTLY IN THE WRONG DIRECTION.

WE KNOW FROM OUR DEMOGRAPHY STUDY THAT WE WILL HOPEFULLY GET OUT OF THIS IN THE NEXT 3 TO 5 YEARS, BUT I DO PREDICT THAT THE NEXT FEW ARE.

WE'RE GOING TO SEE THIS, AND I'LL GET INTO A MINUTE AS TO SOME OF THE REASONS WHY.

COREY. WELL, I WAS JUST GOING TO SAY, IS IT IS IT THAT WE'RE LOSING STUDENTS OR THAT WE JUST AREN'T SEEING THE YOUNGER FAMILIES SHOWING UP? YEAH, IT'S A LITTLE COMBINATION OF BOTH, BUT I THINK MORE TO THE LATTER.

SO IF YOU IF YOU LOOK DEEPER IN AND I CAN ALWAYS PROVIDE YOU GRADE BY GRADE NUMBERS NEXT MONTH IF YOU'D LIKE, BUT REALLY AT THE KINDERGARTEN LEVEL AND THE SECOND GRADE LEVEL, WHICH WHICH IS A LITTLE BIT OF AN ANOMALY, WE'RE WE'RE NOT SEEING THE STUDENTS ENROLL.

AND WHERE THAT'S EVIDENT IS IF YOU LOOK FAR TO THE RIGHT ON OUR PRESCHOOL NUMBERS, THOSE NUMBERS ARE STAGNANT.

AND IF YOU ASK KATIE MAFFUCCI OR MARY, THEY'LL TELL YOU FOR THE FIRST TIME IN YEARS, WE HAVE NOT SEEN WAITING LISTS.

WE HAVE NOT SEEN GROWTH AT OUR PRESCHOOL LEVEL.

AND AGAIN, I'LL GET INTO SOME OF THE REASONS WHY, PRIMARILY BIRTH RATES BEING DOWN AND ALSO INFLATION AND HOUSING COSTS ARE CAUSING THAT. THE STUDENTS THAT THAT WE'RE LOSING IS REALLY NOT THAT MUCH DIFFERENT THAN IN THE PAST.

I THINK THE BIGGEST CHANGE IS INFLATION AND PEOPLE HAVING TO BE MORE TRANSIENT WHEN A JOB OPENS UP, OR WHEN THEY HAVE THE ABILITY TO MOVE SOMEWHERE WHERE THEY CAN ACTUALLY AFFORD THE RENT, IT'S THAT'S WHERE WE'RE SEEING THE STUDENTS LEAVING US.

AND I WILL SAY OUR PRINCIPALS ARE DOING A GREAT JOB OF EXIT INTERVIEWING STUDENTS WHO DO WITHDRAW.

I THINK TO YOUR POINT, COREY, THE BIGGER CONCERN IS THE LACK OF STUDENTS BEING ABLE TO COME IN, NOT ONES COMING OUT.

A LOT OF PEOPLE ASK ME ABOUT BOUNDARY EXCEPTIONS.

WE ARE ACCEPTING THOSE FAST AND FURIOUSLY.

WE REALLY DON'T TURN THOSE DOWN UNLESS THERE'S A STUDENT WITH A SIGNIFICANT SERVICE NEEDED ON THEIR IEP THAT WE DON'T HAVE THE RESOURCES FOR, OR IF WE'VE REACHED CAP CLASS CAP SIZES.

OTHER THAN THAT, OUR PRINCIPALS ARE ACCEPTING BOUNDARY EXCEPTIONS AS MUCH AS THEY CAN.

SO QUESTIONS ON THAT PARTICULAR SLIDE.

ONE QUESTION. SO I KNOW COMING ON LOOKING AT THE PAST DATA, THE DEMOGRAPHERS GAVE US FEEDBACK WHERE THAT SHOULD BE THAT WENT INTO OUR BUSINESS PLAN WERE LOWER THAN WHAT THAT PLAN CALLED FOR BECAUSE THINGS CHANGE AND INFLATION AND OTHERS.

HOW ARE THE OTHER DISTRICTS IN SOUTHWEST WASHINGTON FARING IN THESE NUMBERS? HAVE YOU? YEAH.

SO SIMILARLY, WHAT WE'RE SEEING IS THAT THE MORE URBAN DISTRICTS THAT HAVE A MORE BUILDING GOING ON, THE HOUSING MARKET ISN'T AS TIGHT.

WE'RE NOT SEEING AS MUCH, BUT DISTRICTS SIMILAR TO US WHERE THEY DON'T HAVE EXPANSIVE, EXPANSIVE HOUSING MARKETS, THEY'RE IN A SIMILAR BOAT WHERE LIKE BATTLEGROUND AND RIDGEFIELD, BECAUSE THERE'S EXPANSIVE GROWTH THERE AND HOUSES ARE MORE AFFORDABLE.

WE'RE SEEING MORE GROWTH THERE.

AND SO SOME PEOPLE ARE COMPARING IT TO CAMAS OF TEN YEARS AGO, WHERE THERE WAS THAT OPPORTUNITY TO GROW.

RIGHT NOW WE'RE A BIT LANDLOCKED.

SO WE'RE HAVING TROUBLE.

WE'RE NEEDING TO BUILD MORE UP THAN OUT.

SO DOES THAT HELP? MATT.

YEAH, ABSOLUTELY.

OKAY. SO I TRY TO PROVIDE THE BOARD INFORMATION ON WHAT'S GOING ON TO YOUR POINT, MATTHEW, OUT THERE.

AND THESE ARE FOUR VERY, VERY RECENT ARTICLES.

ONE WAS ONE IS FROM KIRO7 NEWS.

THE ARTICLE IS HOW WASHINGTON SCHOOLS ARE DEALING WITH INSUFFICIENT FUNDING.

THERE'S ONE FROM FOX 13 AND THEN ONE FROM MY NORTHWEST NEWS AND PENINSULA DAILY NEWS.

I THINK THE MORAL OF THE STORY IS, AGAIN, WE'RE DEALING WITH THIS ACROSS THE STATE, REALLY NATIONALLY, BUT PRIMARILY IN WASHINGTON STATE.

[01:05:07]

AND THE ARTICLES ARE JUST COMING OUT ALMOST DAILY AROUND SCHOOL BUDGETING, SCHOOL FUNDING AND DISTRICTS THAT ARE REALLY STRUGGLING.

SO I REALLY THINK IT'S IMPORTANT FOR US TO KNOW THAT WE'RE NOT ALONE HERE.

WE UNFORTUNATELY, IT'S NOT A GROUP THAT WE WANT TO BE IN, BUT IT'S A STATEWIDE ISSUE.

AND THAT'S WHY, TO YOUR EARLIER POINT, COREY, THE LEGISLATIVE WORK IS PROBABLY MORE IMPORTANT THAN EVER.

AND I'M SO GLAD WE HAVE THIS COMMITTEE THAT THAT IS DOING THAT WORK.

SO LOOKING AT THE DIFFERENT VARIABLES, THE DECREASING ENROLLMENT IS VARIABLE.

NUMBER ONE THIS GRAPH SHOWS YOU.

OH I'M SORRY. TRYING TO RUN TWO TWO THINGS AT ONCE HERE.

THIS GRAPH PRIMARILY SHOWS THAT GAP A LITTLE BIT LIKE MATTHEW'S TALKING ABOUT.

SO THE ORANGE LINE TO YOUR POINT IS THE PROJECTION.

THAT'S WHERE OUR DEMOGRAPHER SAID THIS IS LIKELY WHERE WE'RE GOING TO BE.

SO WE BUDGET TO THE ORANGE LINE.

WE DON'T REALLY KNOW UNTIL OCTOBER OF WHERE WE REALLY LAND.

AND SO WHAT WHAT WE WOULD LIKE TO BE IS WE LIKE TO HAVE THAT BLUE AND THAT ORANGE REALLY, REALLY TIGHT TOGETHER.

AND HONESTLY, 70 STUDENTS ON THE GRAND SCHEME OF THINGS ISN'T THAT FAR OFF.

BUT WHEN YOU START MULTIPLYING THAT TO THE AMOUNT OF PER PUPIL FUNDING, THAT'S WHEN WE START TO TO TO SEE SOME CONCERN.

SO OUR PROJECTION WAS 6926.

WE CAME IN AT 6855.

SO THAT'S 71 STUDENTS LESS THAN PROJECTION.

AND SO DOING THE QUICK MATH AT ABOUT $18,000 PER STUDENT THAT STARTS TO HIT HIT PRETTY HARD.

I KNOW JASON AND HIS TEAM ARE GOING TO BE LOOKING AT THAT PROJECTION NUMBER AND LOOKING TO BRING IT DOWN A BIT AND WORKING WITH OUR DEMOGRAPHERS TO DO THAT.

SO THIS, THIS PROJECTION, YOU WILL PROBABLY SEE CHANGE AND HOPEFULLY WE'LL START TO STILL SEE THAT THAT CURVE UP. BUT EVEN HERE YOU CAN SEE THAT DOESN'T START TO HAPPEN UNTIL THE 27-28 SCHOOL YEAR.

VARIABLE NUMBER TWO IS BIRTH RATES.

AND THIS IS THIS IS AN ISSUE WE'RE SEEING ACROSS THE COUNTRY.

WE HAVE BEEN FOR YEARS BUT PRIMARILY IN WASHINGTON STATE.

YOU CAN SEE THAT IN 2022, WASHINGTON STATE HAD OVER 83,000 LIVE BIRTHS.

AND IN 2022, I'M SORRY, THERE'S A 22 PERCENT DECREASE IN 2022, DOWN TO 82,194. SO THAT'S A SIGNIFICANT BIRTH RATE DECLINE.

THIS IS DOWN FROM THE RECORD HIGH OF OVER 90,000 LIVE BIRTHS JUST IN 2016.

SO A LOT OF THIS DID START PRE COVID BUT ALSO CONTINUED THROUGH COVID.

WASHINGTON'S BIRTH RATE HAS DROPPED FROM 13 ALMOST 14 BIRTHS PER 1000 PEOPLE DOWN TO JUST OVER 10.

IT'S ANOTHER DECLINE OF OVER 22% IN 15 YEARS, SO THAT IS NOT HELPING US.

IT'S SOMETHING THAT'S VERY DIFFICULT FOR US TO CONTROL, OF COURSE.

BUT AGAIN, THAT'S THAT'S A VARIABLE THAT WE NEED TO TAKE INTO CONSIDERATION.

THE THIRD AND I'VE TALKED ABOUT THIS AND I'VE ACTUALLY SHARED THIS SLIDE BEFORE.

THIS IS OUR INFLATION VARIABLE.

AND AS YOU CAN SEE COSTS ARE UP ACROSS THE BOARD.

SO I DON'T WANT TO MAKE THIS JUST ABOUT SALARIES.

WE WE KNOW SALARIES HAVE GONE UP.

THIS IS ABOUT COST IN GENERAL.

WE'RE FEELING IT IN THE BUSINESS COMMUNITY.

WE'RE FEELING IT AT HOME AND WE'RE FEELING IT IN THE SCHOOL DISTRICTS ACROSS WASHINGTON.

I THINK THE ONE THAT STANDS OUT TO ME, THE TWO ARE THE 60% INSURANCE COST INCREASE AND THE 39% IN FUEL COSTS.

AND THOSE ARE VARIABLES THAT GO INTO RUNNING A DISTRICT THAT SOMETIMES PEOPLE FORGET BECAUSE IT'S NOT NECESSARILY HITTING YOU RIGHT IN THE FACE IN THE CLASSROOM.

AND THEN OF COURSE, THE HOUSING MARKET.

THIS VARIABLE IS EXTREMELY CONCERNING RIGHT NOW.

CAMAS HAS 328 HOMES FOR SALE, RANGING FROM $170,000.

I DON'T KNOW WHERE WE CAN FIND THAT THAT MIGHT BE LAND TO $4.5 MILLION, WITH THE MEDIAN LIST PRICE AT $950,000.

SO YOU CAN IF YOU CAN THINK BACK TO WHAT YOUR QUESTION WAS COREY IMAGINE A YOUNG FAMILY WITH A FOUR YEAR OLD, A FIVE YEAR OLD TRYING TO GET INTO CAMAS AND RUNNING INTO A HOUSE THAT IS A MEDIAN PRICED AT $950,000.

THAT'S PRICING PEOPLE OUT OF COMING TO THIS AMAZING PLACE.

NOW THE SALE PRICES ARE A LITTLE LOWER, BUT NOT THAT MUCH.

$810,000 IS THE MEDIAN SALE PRICE AT $329 A SQUARE FOOT.

SO IF YOU COMBINE THOSE FOUR VARIABLES, IT'S A KIND OF A PERFECT STORM FOR WHERE WE'RE FACING SOME BUDGET CHALLENGES.

AND NOT THAT WE HAVEN'T PREDICTED SOME OF THIS.

I THINK HOUSING AND INFLATION WAS THE HARDER ONE FOR US TO TO PREPARE FOR.

THOUGHTS ON ANY OF THIS? NO. I JUST THINK THAT SOME OF THIS WAS PRESENTED AT THE THE BUDGET COMMITTEE MEETING LAST WEEK, AND IT WAS REALLY IT WAS REALLY GOOD INFORMATION.

[01:10:07]

YEAH, I DEFINITELY WANTED TO GET IT ON THE RECORD COREY TONIGHT.

SO YOU'VE ASKED WHAT THE PLAN IS, AND I WANT TO MAKE SURE THAT YOU KNOW THAT THE PLAN IS IN PROGRESS.

JASON WILL HIS REPORT WILL FOCUS A LOT MORE ON THE FUND BALANCE AND WHERE WE NEED TO GET THAT, THAT POINT AND WHY.

SO I'M LOOKING FORWARD TO THAT CONVERSATION.

AND THEN OF COURSE, THE THE CHALLENGE IS TRYING TO GET OUR EXPENSES EQUAL TO OR LESS THAN OUR REVENUES.

AND THAT'S GOING TO ENTAIL A 10 TO 12% BUDGET CUT.

WE WILL BEGIN COMPILING THOSE OPTIONS FOLLOWING THE COMMUNITY SURVEY RESULTS AND THEME THAT AS WELL AS CONSIDERATIONS FROM THE BUDGET COMMITTEE.

SO RIGHT NOW OUR PLAN IS TO CLOSE THE COMMUNITY SURVEY ON NOVEMBER 6TH, AND THAT'S WHEN WE'LL THEME IT.

WE'LL GET IT OUT TO OUR BUDGET COMMITTEE, OUR PRINCIPAL GROUP, OUR CABINET AND OTHERS.

AND HERE'S KIND OF WHERE WE ARE IN THE PLAN.

YOU CAN SEE THE CHECK MARKS REPRESENT WHAT HAS BEEN COMPLETED ALREADY BUT MOST OF THESE ITEMS ARE ONGOING.

YOU SEE THE COMMUNITY PRESENTATIONS, THE PTO AND PTA FINISHING UP STAFF FALL PRESENTATIONS THIS WEEK AND NEXT WEEK.

BUT THOSE HAVE BEEN GOING WELL.

WE DID THE STATE OF SCHOOLS VIDEO, AND TO COREY'S POINT, WE HAD THE VIRTUAL TOWN HALL TONIGHT.

WE'LL HAVE THAT REALLY KIND OF IN MORE IN DEPTH ENGAGEMENT WITH YOU REGARDING THE FUND BALANCE.

AND THEN WE'LL CONTINUE ONGOING EMPLOYEE GROUP DIALOG WITH THOSE LUNCH SESSIONS THAT YOU TALKED ABOUT, AS WELL AS THE THE NEXT BUDGET COMMITTEE MEETING IN NOVEMBER.

PHASE TWO AS I SAID BEFORE, I'LL KIND OF WHIP THROUGH THIS.

WE'LL GET TO THIS MORE LATER, PROBABLY RIGHT AFTER THE HOLIDAYS.

IS OUR PLAN TO BRING TO YOU SOME RECOMMENDATIONS AND SOME OPTIONS TO LOOK AT HOW WE CAN GET TO THAT 10 TO 12% WITH KEEPING AS MANY OF OUR VALUED STAFF AS AS POSSIBLE.

WE ALSO KNOW THAT THERE MAY BE SOME ADJUSTMENTS MADE FOLLOWING THE LEGISLATIVE SESSION AND OF COURSE, CBAS THAT ARE COMING UP IN THE SPRING.

COLLECTIVE BARGAINING.

AND THEN THE LAST PHASE, PHASE THREE, WILL BE IN THE SPRING THROUGH THE SUMMER, AS WE, YOU KNOW, NOTICE ANY STAFF THAT NEEDS TO BE NOTICED WE MAKE SURE THAT WE MEET OUR CONTRACTUAL DEADLINES.

AND YOU CAN SEE THOSE LISTED RIGHT THERE.

THOUGHTS ON ANY OF THAT? SO FOR THE PUBLIC AND FOR ALL OF US, WE CAN CONTINUE TO ADVOCATE.

I THINK THAT'S OUR BEST FORM OF OF REALLY COMING TOGETHER AS A COMMUNITY.

I THINK THERE'S THE ENERGY AROUND BEING DIVISIVE AROUND THIS IS IS IS KIND OF A WASTE OF ENERGY.

I THINK OUR ENERGY REALLY NEEDS TO GO TOWARDS WHERE THE STATE IS MAKING THESE DECISIONS AND MAKING SURE THAT DISTRICTS LIKE OURS AREN'T PUT IN THESE POSITIONS FOR MUCH LONGER. SO I ENCOURAGE EVERYONE TO FOLLOW ELECTION ACTIVITY ON NOVEMBER 5TH.

IT'S NOT JUST A A BIG NATIONAL DAY, BUT IT'S A BIG DAY FOR US LOCALLY.

LET LET OUR LEGISLATORS KNOW YOUR STORY, THE STORY OF YOUR STUDENTS, BUT ALSO THANKING OUR LEGISLATORS FOR THE FUNDING THEY'VE PROVIDED AND SOME OF THE GREAT ACCOMPLISHMENTS WE'VE HAD. AND THAT'S WHAT THAT NOVEMBER 18TH LEGISLATIVE RECEPTION IS GOING TO BE ABOUT IS NOT JUST, YOU KNOW, THE NEEDS, BUT ALSO THE THANKS, BECAUSE THE LEGISLATORS NEED TO KNOW THAT WE UNDERSTAND THEY HAVE A TOUGH JOB, BUT WE BELIEVE WE SHOULD BE, AS THE CONSTITUTION SAYS IN OUR STATE, THE PARAMOUNT DUTY OF THE STATE.

IF YOU'D LIKE TO SEE THE BUDGET SURVEY, WE PUT THAT OUT ON DIFFERENT FORMATS SOCIAL MEDIA WEBSITE AND PARENTSQUARE.

YES. AND WELL, I DIDN'T PUT A COPY OF IT UP, BUT THERE'S A THERE'S A LINK IN THE SLIDES AND THAT'S ON BOARD DOCS.

AND THE LAST THING I WANTED TO MENTION, BECAUSE I KNOW I'VE TALKED ABOUT LEDBETTER MANY TIMES AND WE'RE EXCITED ABOUT THAT, IS JUST FOR THE PUBLIC'S EDIFICATION THAT CAPITAL FUNDS SIMPLY CANNOT BE USED TO TO FIX OUR BUDGET WOES.

LEGALLY, WE CANNOT JUST SELL PROPERTY TO DO THAT.

WE CAN BORROW OFF THAT PROPERTY, WHICH ISN'T NECESSARILY THE BEST WAY FORWARD.

WE'VE SEEN OTHER DISTRICTS DO THAT.

BUT WHAT WE DON'T WANT TO DO IS THINK IS LET THE PUBLIC THINK THAT WE CAN JUST SELL OFF PROPERTY AND PUT THAT RIGHT INTO OUR GENERAL FUND.

THAT IS NOT LEGAL IN THIS STATE.

OKAY. JUST WANT TO SHARE A COUPLE SLIDES ON LEGISLATIVE, BECAUSE I KNOW WE'RE GOING TO HIT THIS NEXT WEEK, BUT VERY QUICKLY.

SO, YOU KNOW, SO WE CAN START PREPARING FOR THE 12TH.

GOOD QUESTION.

OH IS IT THIS WEEK WE'RE MEETING.

YEAH, WE'RE MEETING THIS WEEK WEDNESDAY FOR LEGISLATIVE STUFF.

THIS WEEK THE 30TH. YES.

I'M SORRY. SO WASA AS YOU KNOW, PUT OUT THEIR LEGISLATIVE PLATFORM AND THE UNDERLYING GOAL IS TO PRIORITIZE K-12 FUNDING, WHICH I

[01:15:03]

HOPE THAT WOULD BE THE CASE.

I WANTED TO JUST SHOW THIS SLIDE REALLY QUICKLY TO GET THIS KIND OF IN YOUR THOUGHTS.

THIS IS SOMETHING THAT DEREK SHARED AT THE LEGISLATIVE COMMITTEE.

AND I THOUGHT THIS THIS REALLY RESONATED WITH ME.

IF YOU LOOK AT 2019 STATE BUDGET, YOU CAN SEE THAT K-12 WAS ALMOST 53% OF THE STATE'S BUDGET.

TO ME, THAT IS ALIGNED TO THE PARAMOUNT DUTY.

BUT NOW YOU LOOK AT THE 2024 STATE BUDGET, AND K-12 IS DOWN TO 43%.

SO IT HAS DROPPED MANY, MANY POSITIONS IN THE LEGISLATIVE PRIORITIES.

AND THAT'S ONE OF THE FOCUSES OF OUR LEGISLATIVE COMMITTEE IS TO MAKE SURE, THAT PIECE OF THE PIE INCREASES BACK TO WHERE IT WAS.

AND SO I JUST THOUGHT THAT WAS INTERESTING TO SHOW.

I ALSO THINK IT'S IMPORTANT TO POINT OUT THAT WHAT THAT SHOWS AS WELL IS THAT WHILE THE STATE BUDGET HAS GROWN, THE REVENUES FOR THE STATE HAVE GROWN OVER THE YEARS.

THE PERCENTAGE, THE PORTION OF THAT REVENUE THAT'S GOING TO PUBLIC EDUCATION HAS FALLEN.

CORRECT. THIS THIS SLIDE JUST TELLS US WHERE OUR LEVY AND FUND BALANCE IS BEING UTILIZED OR GOING.

AND IF YOU LOOK AT THIS JUST BRIEFLY, I WOULD PROBABLY VENTURE TO GUESS THAT NOT MANY OF THIS WAS SUPPOSED TO BE ALLOCATED FROM THE LEVY OR THE END FUND BALANCE.

THIS SHOULD BE BASIC EDUCATION, MAYBE WITH THE EXCEPTION OF EXTRACURRICULAR ACTIVITIES.

BUT I THOUGHT THIS WAS VERY TELLING THAT OVER ALMOST $26 MILLION OF OUR BUDGET IS GOING TO BASIC ED, THAT REALLY SHOULD BE FUNDED DIRECTLY BY THE STATE.

SO THESE ARE THE THREE MAIN BUCKETS THAT WASA AND MANY OF THE OTHER, AS YOU SAID, COREY ALPHABET SOUP ORGANIZATIONS ARE FOCUSING ON.

I'M HOPEFUL THAT OUR BOARD WILL TAKE A STRONG LOOK AT THESE THREE AND MAYBE SOME ADDITIONAL.

BUT THESE ARE THE THREE THAT WE'RE TRYING TO REALLY WRAP OUR ARMS AROUND TOGETHER.

OUR BARGAINING GROUPS, ALL OF US AND MANY OF OUR OTHER DISTRICTS, SPECIAL EDUCATION, MSOC AND TRANSPORTATION.

AND SO THE NEXT SLIDE IS REALLY KIND OF GO INTO THOSE A LITTLE BIT.

BUT I THINK WE CAN HOLD OFF ON THAT UNTIL WE MEET AGAIN ON, ON THE ON WEDNESDAY.

AND SO I'LL FLIP THROUGH THOSE PRETTY QUICKLY.

THOSE JUST REALLY EXPLAIN WHAT THOSE BUCKETS ARE AND WHY THEY'RE IMPORTANT.

SO AGAIN, OUR FIRST MEETING, AS YOU GUYS MENTIONED FOR LAC WAS ON THE 21ST.

WE LOOKED AT BYLAWS, WE ARE LOOKING AT CHAIR AND CO-CHAIR PRIORITIES AND TALKING ABOUT THE RECEPTION.

AND WE'LL MEET. ACTUALLY, I THINK, GAIL, WE'RE HAVING A SPECIAL MEETING.

WE'RE TRYING TO ORGANIZE A SPECIAL MEETING BEFORE THE 18TH FOR LAC.

OKAY. SO THAT WAY WE CAN ACTUALLY HAVE THE BYLAWS AND THE CHAIR, CO CHAIR AND SOME OTHER DETAILS SET BEFORE THE 18TH, BECAUSE 18TH IS REALLY GOING TO BE AROUND THAT THAT RECEPTION FOR OUR LEGISLATORS.

NOW KEEP IN MIND THAT'S TENTATIVE BECAUSE ONCE ONCE THAT ELECTION HAPPENS THEIR CALENDARS FILL UP.

SO WE'RE HOPING TO GET BE FIRST ON THEIR LIST.

AND THEN THE COMMITTEE AGAIN IS A CROSS SECTION OF PARENT STAFF, BOARD MEMBERS AND OUR BARGAINING LEADERS.

AND WANTED TO JUST GIVE A QUICK UPDATE ON WHERE WE ARE WITH OUR OUR STRATEGIC PLAN REMINDER OF OUR THREE MAIN GOALS HIGH QUALITY INSTRUCTION, CULTURE, SAFETY AND BELONGING, AND OUR RESPONSIVE PATHWAYS.

AND THERE ARE, OF COURSE, OUR PROFILE OF OUR GRADUATE.

I WANT TO JUST GIVE YOU AN UPDATE THAT OUR WORK GROUPS ARE CONTINUING TO TO WORK.

THEY'RE CONTINUING TO MEET.

GREAT, GREAT WORK IS COMING OUT OF THOSE COMMITTEES.

AGAIN, IF THE PUBLIC WANTS TO SEE THOSE UPDATES, YOU CAN GO TO ABOUT CSD ON OUR WEBSITE, CLICK ON OUR STRATEGIC PLAN, GO TO THE STRATEGIC PLAN OR THE COMMUNITY CORNER WHICH IS UPDATED FREQUENTLY FROM THOSE.

THIS IS THE LATEST UPDATE FROM OUR STRATEGIC PLAN WORKGROUP, OUR ONE AROUND STANDARDS BASED LEARNING.

AND I JUST WANTED TO SHARE THAT THE WORK GROUPS ARE MAKING PROGRESS FOCUSING ON STANDARDS BASED GRADE REPORTING OPTIONS, WHICH I KNOW HAS BEEN KIND OF A HOT BUTTON ISSUE, INCLUDING LETTER GRADES AND NUMERIC SCALE, SO THE WORK IS HAPPENING.

AS OF RIGHT NOW THE TEAM CLARIFIED THAT THE CURRENT GRADING PRACTICES WILL REMAIN UNCHANGED.

THE WORK IS REALLY AROUND REFINING INSTRUCTIONAL STRATEGIES AND ASSESSMENTS FOR FUTURE REPORTING METHODS.

STAY TUNED FOR UPDATES IN THE COMMUNITY CORNER.

AND THERE'S MY LITTLE GUY WITH THE THUMBS UP WHO ALWAYS REMINDS ME OF WHY WE'RE DOING ALL THIS.

SO QUESTIONS? COMMENTS? NO.

LOTS OF GOOD STUFF. THANK YOU FOR KEEPING REITERATING THOSE SAME POINTS TOO.

THANK YOU. MY PLEASURE. THANK YOU.

ALL RIGHT. NEXT WE HAVE OUR MONTHLY BUDGET REPORT AND JASON MCEATHROM.

[01:20:10]

ALL RIGHT. GOOD EVENING.

THANK YOU, GAIL, FOR GETTING THAT QUEUED UP.

SO THIS EVENING I WANT TO KIND OF NEED TO CATCH UP ON LAST YEAR.

WE JUST CLOSED YEAR END THIS PAST WEEK.

AND SO I WANT TO LET YOU KNOW KIND OF WHERE WE ENDED UP THERE, BECAUSE IT DOES FLOW INTO THIS CURRENT FISCAL YEAR.

ALSO DO A QUICK RUNDOWN FOR SEPTEMBER.

WHAT OUR UPDATED, YOU KNOW, FORECAST IS, YOU KNOW, TWO MONTHS INTO THE YEAR SO.

AND THEN THERE WAS A DESIRE TO KIND OF TALK ABOUT FUND BALANCE.

RIGHT? BECAUSE WITH A COUPLE OF THESE EVENTS NOW WE'RE SEEING OUR FUND BALANCE, YOU KNOW, COME DOWN TO A PRETTY CRITICALLY LOW LEVEL.

AND THERE WAS SOME DISCUSSION ABOUT OUR POLICY AND, HEY, LET'S TALK ABOUT OUR POLICY.

HOW DOES THAT FOLD INTO OUR BUDGET PROCESS? SO THAT'S MY PLAN FOR THIS EVENING SO.

SO AUGUST OR 23-24, FISCAL YEAR END.

THIS WAS A, YOU KNOW, OBVIOUSLY A UNIQUE YEAR.

YOU KNOW, WHEN YOU LOOK BACK TO WE, WE, WE SET THE BUDGET EARLY IN THE YEAR, SETTLED CONTRACTS.

WE HAD A LOT OF SAFETY NET ACTIVITY.

HIGHEST IT'S EVER BEEN OR BASICALLY THAT SPECIAL ED ACTIVITY.

RIGHT. HIGHEST IT'S EVER BEEN.

SO ALL OF THAT REALLY KIND OF PUSHED THE NEEDLE UP.

WE HAD TO DO A BUDGET EXTENSION IN JULY.

WE HELD OUT AS LONG AS WE COULD.

AND, AND SO THAT REALLY JUST INCREASED OUR DEFICIT AT THE END OF THE DAY, WE HAD BUDGETED $2.6.

WE ENDED THE YEAR AT $4 MILLION, A LITTLE OVER $4 MILLION DEFICIT.

SO IT'S A LITTLE BIT HIGHER THAN WHAT WE ANTICIPATED IN GOING INTO THIS YEAR, NOT MUCH, WE'RE PRETTY CLOSE TO THE LAST PROJECTION WE GAVE.

SO WHEN YOU KIND OF LOOK BACK AND YOU GO, OKAY, WE INCREASED YOU KNOW, WE DID A BUDGET EXTENSION.

I WANT TO SAY IF I PUT IT UP THERE.

YEAH, $2.7 MILLION.

AND AND WE BASICALLY EXHAUSTED ALMOST 99% OF THE BUDGET, SO WE'RE PRETTY CLOSE.

REALLY, IF WE HADN'T PUT IN ABOUT A 1% EXTRA IF YOU RECALL, WHEN WE DID THE BUDGET EXTENSION JUST FOR, YOU KNOW, UNFORESEEN, WE WOULD HAVE BEEN WITHIN 0.4, WHICH HONESTLY IS A LITTLE TOO CLOSE FOR FOR COMFORT THERE.

SO WE CAME IN RIGHT ABOUT WHERE WE WANTED TO, OR AT LEAST FORECASTED ANYWAYS.

LOOKING BACK ON THE YEAR CAPITAL PROJECTS AGAIN THAT'S AUGUST IS A PRETTY ACTIVE MONTH FOR CAPITAL PROJECTS BECAUSE WE'RE WRAPPING UP OUR SUMMER PROJECTS THAT WE HAD COMMITTED TO WITH OUR CAPITAL LEVY.

SO WE DID OUR CARDON TURF FIELD REPLACEMENT, CHS ROOF REPLACEMENT AND ALL THOSE KIND OF TEND TO HIT RIGHT AT THE END OF THE YEAR.

SO GLAD TO HAVE THOSE, THOSE PROJECTS DONE.

I KNOW THE FIELD IS GREATLY APPRECIATED BY BY OUR SPORTS TEAMS. AND WITH THIS RAIN LATELY, I'M SURE CHS IS GLAD THAT IT'S THAT THEY'RE NOT NOT GETTING WET.

TRANSPORTATION VEHICLE, UNFORTUNATELY, WE DIDN'T GET ANY OF THE BUSSES WE ORDERED LAST YEAR.

SO RUMOR HAS IT THAT THEY'RE PRETTY CLOSE.

WE SHOULD BE GETTING THEM VERY SOON.

SO SO BASICALLY WHAT THAT MEANS IS, AND WE BUDGETED FOR THIS ALREADY THAT WE JUST CARRY THAT OVER INTO THIS FISCAL YEAR. SO WE'VE GOT BUDGET CAPACITY.

LEAD TIME IS A LITTLE BIT SHORTER.

YOU KNOW, IT'S GETTING BETTER, BUT IT'S STILL NOT WHAT IT USED TO BE, IF YOU WILL.

SO AND THEN THERE'S NO REAL ACTIVITY IN DEBT SERVICE AND FAIRLY MINIMAL ASB IN AUGUST.

SO ENDING THE YEAR SO KIND OF GIVE YOU A SENSE RIGHT HERE, THIS $4 MILLION DEFICIT, THAT'S WHAT WE'RE REALLY TALKING ABOUT.

SO IF YOU RECALL, WE WERE KIND OF HOPING TO START THE YEAR CLOSER TO A 10% FUND BALANCE, AND THAT'S KIND OF BLED DOWN.

SO THAT THEN FALLS INTO THE 24-25 FISCAL YEAR.

I'M NOT GOING TO GO OVER THESE SLIDES.

YOU'VE SEEN THEM. I'M GOING TO HOP TO SEPTEMBER.

SO SEPTEMBER PRETTY NORMAL AGAIN IN THE GENERAL FUND, IF YOU WILL.

IT IS ONE OF THOSE MONTHS WHERE WE'RE UPSIDE DOWN.

WE DON'T START THE YEAR WITH WE TEND TO START WITH HIGHER EXPENDITURES THAN REVENUES.

THAT'S JUST THE CASH FLOW, RIGHT? BUT WE HIT THAT OCTOBER COUNT, AND THAT'S KEY.

[01:25:03]

AND THAT'S THAT 1% DROP THAT JOHN TALKED ABOUT.

AND SO BECAUSE OF THAT ENROLLMENT LOSS, THAT REALLY AFFECTS OUR OVERALL REVENUES THAT WE CAN EXPECT FOR THIS YEAR, RIGHT.

MEANWHILE, WE'VE ALREADY KIND OF SET OUR STAFFING MODEL.

AND SO WE'RE NOT REALLY GOING TO BE ABLE TO ADJUST THAT.

SO WE'RE KIND OF COMMITTED FOR THE MOST PART ON THE EXPENDITURE SIDE, WITH OUR STAFFING LEVELS SERVING FEWER KIDS.

SO THAT'S WHERE YOU GET THIS A LITTLE BIT MISALIGNMENT THERE.

AND I'LL TALK A LITTLE BIT MORE ABOUT WHAT THAT MEANS.

THE REST OF THE FUNDS PRETTY NORMAL ACTIVITY.

I WILL SAY, AND THIS IS IMPORTANT.

WE WERE IN THE PROCESS, IF YOU RECALL, OF CONVERTING OVER TO CUMULATIVE.

OUR DEPARTMENTS HAVE, YOU KNOW, BEEN WORKING ON ENTERING EMPLOYEE CONTRACTS.

SO IN THE MONTH OF SEPTEMBER, IF YOU LOOK LIKE ON OUR STANDARD BUDGET STATUS REPORT, THE ENCUMBRANCE, THE ENCUMBRANCES AREN'T THERE.

AND SO WE'RE EXPECTING THAT THOSE WILL WILL BE ACCURATE THIS MONTH.

AND WHAT'S KEY IS BASICALLY AN ENCUMBRANCE IS, IF YOU WILL, IS LIKE IT'S A FORECAST OF WHAT WE ANTICIPATE SPENDING FOR THE REMAINDER OF THE YEAR.

SO ALTHOUGH IT'S EARLY IN THE YEAR.

WE TRY NOT TO REPRESENT, YOU KNOW, WE TRY TO USE INCUMBRANCES TO REPRESENT HOW MUCH BUDGET CAPACITY IS LEFT.

SO STAY TUNED.

NEXT MONTH IT'LL BE BETTER.

SO THIS IS KIND OF THE PROJECT.

THIS IS THE UPDATED PROJECTION.

AND THIS IS KIND OF GIVES RISE FOR SOME, YOU KNOW, HOPEFULLY A FAIRLY HIGH LEVEL OF CONCERN I GUESS.

THIS DEFICIT GOES FROM $7.2, WHICH WE HAD IN THE BUDGET, UP TO EIGHT DROPS THAT FUND BALANCE OF $3.4 MILLION OR 2.6%, AND THAT'S TOTAL FUND BALANCE.

OKAY. SO THAT'S PRETTY CRITICALLY LOW LEVEL.

WHEN YOU LOOK ON THE REVENUE SIDE, KIND OF WHAT'S PUSHING THAT DOWN AGAIN, I MENTIONED ABOUT STARTING WITH A LITTLE BIT LOWER FUND BALANCE AND WHAT WE HAD ANTICIPATED.

BUT IT'S ALSO THE STATE APPORTIONMENT REVENUE HAS BEEN PULLED DOWN WITH THE LOWER ENROLLMENT.

RIGHT. SO ENROLLMENT DRIVES THE MAJORITY OF OUR FUNDING OF STATE APPORTIONMENT AND SO 1% ROUGHLY REPRESENTS ABOUT $800,000. EXPENDITURES.

WE REALLY IT'S TOO EARLY IN THE YEAR TO KIND OF PROJECT ANYTHING DIFFERENT THAN WHAT WE BUDGETED.

AND WE DON'T REALLY KNOW OF ANY SORT OF CONDITIONS THAT ARE PRESENT THAT WOULD EITHER PUSH THAT UP OR DOWN.

SO WE'LL KNOW A LITTLE BIT MORE AS WE GET INTO A COUPLE OF PAYROLL CYCLES INTO THE YEAR.

SO KIND OF ALL THAT WRAPPED UP, I WANT TO TALK ABOUT FUND BALANCE AND WHY THIS IS IMPORTANT.

I'M GOING TO TALK. WE TALKED ABOUT THE THE ENROLLMENT PIECE ALREADY.

BUT THIS IS KIND OF THIS DEPLETED FUND BALANCE.

SO THIS WAS AT THE THIS WILL BE AT THE END OF THIS YEAR.

SO AUGUST 2025 WE'RE LOOKING AT YOU KNOW HONESTLY LESS THAN 3% FUND BALANCE.

THAT'S A PRETTY CRITICALLY LOW LEVEL.

AND THIS IS WHY WE'RE KIND OF NOT ONLY ARE WE DOING CUTS FOR NEXT YEAR, BUT THAT'S WHY WE INITIATED CUTS FOR THIS YEAR RIGHT AT THE BEGINNING OF THE YEAR.

AND IT'S WHY WE'RE CONTINUING TO LOOK AT OPPORTUNITIES TO CURTAIL COSTS THIS EVEN THIS GIVEN YEAR.

SO THAT WORK WE'LL BE IN THIS MODE UNTIL WE CAN GET TO A SUSTAINABLE LEVEL.

AND WE TALK ABOUT WHAT IS A SUSTAINABLE LEVEL.

WELL, ONE OF THE THINGS THAT WE HAVE TO TURN THE CORNER ON IS BASICALLY HAVING A STRUCTURAL DEFICIT WHERE EXPENDITURES EXCEED REVENUES.

AND THIS WAS TOTAL REVENUES.

I SHARED THIS NEXT SLIDE WITH OUR BUDGET COMMITTEE.

IT'S THE SAME SLIDE, BUT YOU TAKE OUT COVID MONEY OF $12.2 MILLION, SO THAT THEN YOU'RE REALLY STARTING TO LOOK AT TRUE OPERATIONS.

THAT'S FIVE CONSECUTIVE YEARS OF STRUCTURAL DEFICITS WITHIN OUR OPERATIONS.

THAT'S WHAT WE NEED TO CHANGE.

OKAY. AND AS OVER TIME AS YOU KNOW, IF IT'S LEFT UNADDRESSED, IT TENDS TO GROW, OKAY, SO THE GAP GETS BIGGER.

AND THESE LINES START TO DIVERGE FROM ONE ANOTHER.

ORANGE BEING EXPENDITURES, BLUE BEING REVENUES.

SO IN A SENSE YOU MIGHT HAVE REVENUE GAINS, BUT YOU CAN'T TURN AROUND AND SPEND THAT ADDITIONAL MONEY.

YOU HAVE TO DO WHAT YOU'RE BEST TO CURTAIL YOUR EXPENDITURES, ALLOW YOUR REVENUES TO CATCH UP TO THAT TREND, TO THE EXPENDITURE LINE.

SO, YOU KNOW, KIND OF SOLVING THIS, IF YOU WILL.

WHAT'S THE PLAN? IT'S REALLY RESTORING FUND BALANCE TO A SUSTAINABLE LEVEL.

[01:30:02]

WE'RE ANTICIPATING REDUCTIONS OF 10 TO 12%.

AND THAT'S TO BRING THIS ORANGE LINE DOWN BECAUSE WE DON'T WE'RE NOT SEEING ENROLLMENT THAT'S GOING TO PUSH THIS BLUE LINE UP.

WE MIGHT SEE SOME LEGISLATIVE HELP.

EARLY INDICATIONS ARE NOT, YOU KNOW, NOT NOT TO A GREAT LEVEL.

SO THIS IS KIND OF THIS IS JUST NORMAL, YOU HAVE TO ADJUST TO THE RESOURCES THAT YOU HAVE AVAILABLE.

WE STRUNG OUR FUND BALANCE OUT REALLY, AS LONG AS WE COULD, TRYING TO PROVIDE THAT RUNWAY FOR THINGS TO MATURE, EITHER ON THE REVENUE SIDE OR FOR ENROLLMENT TO KIND OF CATCH UP TO KIND OF OUR CURRENT STAFFING LEVEL, THOSE TYPES OF THINGS, NEITHER ONE OF THOSE THINGS REALLY HAS HAS COME TRUE. SO THERE'S BEEN SOME MOVEMENT ON THE LEGISLATIVE SIDE EACH YEAR THERE TENDS TO BE A LITTLE BIT, BUT IT'S BEEN FAIRLY SMALL INCREMENTS.

AND TO BE HONEST, I THINK IT'S BEEN MITIGATED FOR US BECAUSE WE'VE LOST REGIONALIZATION.

SO WE MIGHT SEE A AGAIN, YOU KNOW, IN A PARTICULAR AREA.

BUT THEN FOR CAMAS SCHOOL DISTRICT AND UNIQUE TO CAMAS SCHOOL DISTRICT IS, YOU KNOW, DECLINE IN REGIONALIZATION.

SO THAT'S KIND OF PUT US AT A DISADVANTAGE IN THE MOST RECENT YEARS.

SO I WON'T TALK ABOUT THE REDUCTION PHASE, AS JOHN DID A GREAT JOB OF TALKING ABOUT THAT.

BUT LET'S TALK ABOUT OUR FUND BALANCE POLICY.

SO EVERY YEAR WE REFER BACK TO THIS POLICY.

AND THIS IS A MINIMUM FUND BALANCE POLICY FOR US.

AND IT'S ANNUALLY SUPERINTENDENT OR DESIGNEE WILL PRESENT A GENERAL FUND BUDGET THAT INCLUDES AN ACCEPTABLE AND ADEQUATE MINIMUM FUND BALANCE. SO IT HASN'T STATED A PERCENTAGE OR A DOLLAR AMOUNT OF WHAT THAT MIGHT REPRESENT.

BASICALLY, IT'S BEEN INCUMBENT UPON THE SUPERINTENDENT MYSELF TO PRESENT A BUDGET TO, TO YOU FOLKS THAT YOU KNOW IS GOING TO PROVIDE A SUSTAINABLE PATH.

EXCUSE ME. SORRY.

DRY THROAT HERE.

SO WHEN WE DO LIKE A FOUR YEAR BUDGET, YOU'LL SEE YOU KNOW, ENDING FUND BALANCE IS POSITIVE.

OKAY. AND WHEN WE PUBLISH A FOUR YEAR FUND, A FOUR YEAR BUDGET, WE'RE ALWAYS TALKING ABOUT A GLIDE PATH THAT'S SUSTAINABLE.

OKAY. THIS PAST YEAR WE TALKED ABOUT THIS GAP KIND OF HIGHLIGHTED LIKE HERE'S THIS GLIDE PATH BUT WE GOT A PROBLEM WE HAVE A GAP HERE. WHAT ARE WE GOING TO DO WITH THIS GAP? IN THIS CURRENT YEAR WE'RE USING FUND BALANCE TO FILL THAT GAP.

NEXT YEAR WE'RE KIND OF FUND BALANCES OFF THE TABLE, SO WE HAVE ABOUT A 10% GAP.

SO SOMETIMES I GET THE QUESTION OF HEY, WE HAVE TO DO BUDGET CUTS, BUT YOU KNOW, WHERE WHERE HAVE WE TALKED ABOUT THE, YOU KNOW, THE DISTRICT FUND BALANCE GOING TO NEGATIVE, WELL PER POLICY IT CAN'T, RIGHT.

WE HAVE TO PRESENT A BUDGET THAT BALANCE, YOU KNOW, THAT THAT PRESENTS A MINIMUM FUND BALANCE IS SUSTAINABLE.

AND IT HASN'T BEEN AN ISSUE.

RIGHT. IF YOU GO BACK FOR A NUMBER OF YEARS, I MEAN, GOING BACK TO THIS.

YOU KNOW, WE'VE BEEN WELL WITHIN AN ACCEPTABLE RANGE 15 TO 10% SPIKED UP THERE TO 17 DURING THE COVID YEAR.

SO WE'VE BEEN IN AN ACCEPTABLE RANGE.

WE HAVEN'T EVEN REALLY HAD TO WORRY TOO MUCH ABOUT THIS POLICY, NOW WE DO.

AND SO A LOT OF DISTRICTS HAVE STARTED TO PUT A PERCENTAGE IN THERE AND WHICH WHICH IS FINE, YOU KNOW, WE'RE HAPPY TO DO THAT.

WE HAD GONE THROUGH THIS, WE'D GONE THROUGH AN EXERCISE WITH THE BUDGET COMMITTEE IN 2022 AND ACTUALLY BRIEFED THE BOARD ON THE RESULTS OF THAT.

AND AND ONE OF THE KEY THINGS THAT WE REALLY HONE IN ON OF WHY YOU NEED FUND BALANCE IS TO COVER YOUR CASH FLOW NEEDS THROUGHOUT THE YEAR.

WE'VE TALKED ABOUT THIS, BUT IT'S ALWAYS GOOD TO REMINDER YOUR HOUSEHOLD INCOME IS MORE THAN LIKELY FAIRLY CLOSE TO 1/12 PER MONTH.

YOU'RE GETTING A FAIRLY STEADY AMOUNT THROUGHOUT THE COURSE OF THE YEAR.

THAT'S NOT THE CASE WITH THE SCHOOL DISTRICT.

WE ARE DEPENDENT UPON PROPERTY TAXES SO THESE ARE THESE SPIKES IN IN OCTOBER AND APRIL, THEN YOU'LL SEE THIS LAST SPIKE HERE.

WHAT'S CAUSING THIS SPIKE AT THE END OF THE YEAR IS STATE APPORTIONMENT.

WE GET 22.5% OF OUR STATE APPORTIONMENT DOLLARS IN THE LAST TWO MONTHS OF THE YEAR, JULY AND AUGUST, AFTER THE SCHOOL YEAR IS OVER.

[01:35:05]

SO WE HAVE TO FLOAT THAT CASH OVER THE COURSE OF THE OF THE SCHOOL YEAR.

SO IF YOU LOOK AT THIS, THIS IS WHERE OUR CASH FLOW IS RIGHT NOW.

9 OUT OF THE 12 MONTHS WE ARE OUR EXPENDITURES EXCEED OUR REVENUES.

SO THAT'S WHY YOU NEED CASH, YOU KNOW, FUND BALANCE OR RESERVES OR WHAT HAVE YOU, WHATEVER YOU WANT TO CALL IT.

SO WE ANALYZE THIS, LIKE I SAID, IN 2022 BUDGET COMMITTEE, WE DID A BUDGET COMMITTEE EXERCISE.

WE WERE IN HERE AND WE HAD LIKE DIFFERENT VOTING AND WHAT HAVE YOU LIKE.

AND AND IT REALLY KIND OF BOILED DOWN TO ESTABLISHING WHAT IS THAT CASH FLOW THAT, YOU KNOW, MINIMUM WHAT DO WE NEED JUST TO MANAGE THE CASH FLOW THAT I MENTIONED ON THE PREVIOUS SLIDE? AND THEN WHAT WHAT'S A REASONABLE AMOUNT TO PUT ON TOP OF THAT? BASICALLY MEANING WHAT'S A REASONABLE LEVEL OF ACCURACY TO EXPECT.

IT'S ALSO KIND OF ANOTHER ASPECT TO IT AS WELL.

NOT ALL FUND BALANCE IS AVAILABLE.

OKAY. SO YOU'LL HEAR TERMS OF LIKE UNASSIGNED OR RESERVED, THAT TYPE OF THING.

SO I'LL TALK A LITTLE BIT ABOUT THAT IN A MOMENT.

BUT THIS WAS THE COMMITTEE'S CONSIDERATION.

SO WE WENT THROUGH AN ANALYSIS.

WE DID A GROUP EXERCISE.

THIS IS WHERE WE AT TARGET FUND BALANCE SHOULD BE 10% ON AVERAGE WITH A MINIMUM THRESHOLD OF 8% OKAY. SO KNOWING THAT THIS WAS, YOU KNOW, OF INTEREST AND WE LOOKED AT DIFFERENT POLICIES THAT OTHER DISTRICTS HAVE, WE TOOK A LOOK AT ONE. HERE'S THIS IS A FAIRLY LARGE DISTRICT MUCH LARGER THAN US BUT HIGHER FREE AND REDUCED LUNCH PERCENTAGE, WHICH IS IMPORTANT HERE.

I'LL EXPLAIN WHY.

THIS IS PROBABLY ONE OF THE BETTER POLICIES, I GUESS THAT I WOULD SAY MEANING THAT IT SETS AN OVERALL TARGET FOR THEM 5 TO 8% FOR US, IT'S REALLY 8 TO 10%, WHICH ALIGNS WITH THE BUDGET COMMITTEE MODEL.

AND THEN IT GOES ON TO SAY FURTHER SAYS THE SHALL INCLUDE A BUDGETED UNASSIGNED FUND BALANCE AMOUNT OF 5%.

SO WHEN YOU'RE TALKING ABOUT UNASSIGNED, THAT IS FUND BALANCE THAT'S AVAILABLE FOR USE.

SO THINGS THAT IT'S LIKE THIS PAST YEAR OR IN THIS PAST BUDGET, WE HAVE ABOUT $1.3 MILLION THAT WE CAN'T USE.

IT'S TIED UP IN GRANTS, DEBT PAYMENT, PREPAID ITEMS. THERE'S JUST A IT'S A POOL, IT'S A MYRIAD OF THINGS, BUT IT'S NOT REALLY AVAILABLE TO COVER OPERATIONS.

SO THAT'S WHY YOU'LL SEE SOME DISTRICTS WILL SAY UNASSIGNED AMOUNT IS LOWER THAN THE OVERALL FUND BALANCE.

IS LOWER THAN THE OVERALL FUND BALANCE PERCENTAGE, BECAUSE THERE'S ONLY A CERTAIN AMOUNT OF THAT FUND BALANCE THAT YOU CAN REALLY USE TO COVER EXPENDITURES OR CASH FLOW. RIGHT.

SO IN THIS DISTRICT ALSO IS FACING, YOU KNOW, DEFICITS AND BUDGET REDUCTIONS AND WHAT HAVE YOU.

YOU KNOW, THEY'RE THEY'RE KIND OF SETTING A FAIRLY LONG WINDOW OF FIVE YEARS TO BASICALLY ACHIEVE THESE TARGETS.

MY GUESS IS THEY HAVE FIVE YEARS BECAUSE THEY HAVE A LARGER DISTRICT, YOU'RE MUCH MORE DIVERSE.

YOU HAVE A MUCH MORE DIVERSE REVENUE PORTFOLIO.

IT'S ALSO IMPORTANT TO NOTE WHY WHEN YOU HAVE A HIGHER FREE AND REDUCED LUNCH POPULATION, YOUR FEDERAL REVENUES INCREASE, IT'S A LARGER PERCENTAGE OF YOUR BUDGET, FOR US, IT'S BETWEEN 2 AND 3%.

AND THE IMPORTANCE OF THAT IS THAT YOU TEND TO GET FEDERAL FUNDING IN FAIRLY CONSISTENT EQUAL CHUNKS THROUGHOUT THE YEAR, BUT IN A REIMBURSEMENT FOR THE MONTH, THAT'S WHAT YOU GET. AND SO THEY HAVE A LITTLE BIT OF A BACKSTOP, SOME OF THESE OTHER DISTRICTS TO THE SAME PROPERTY TAX VOLATILITY AND THE SAME STATE APPORTIONMENT VOLATILITY THAT WE'RE THAT WE EXPERIENCE, THEY JUST HAVE A LITTLE BIT BROADER PORTFOLIO OF REVENUES. SO I'M GOING TO PAUSE THERE.

SO YOU'RE GOING TO SAY OKAY WELL WE'VE GOT THIS IN RED IN THE BOTTOM.

WHEN DOES THE BOARD WANT WANT THE DISTRICT TO ACHIEVE A MINIMUM FUND BALANCE, AND MAYBE PREVIOUS TO THAT IS WHAT DO YOU WANT THAT MINIMUM FUND BALANCE TO BE IF YOU'RE GOING TO PUT IT IN POLICY, IT'S YOUR POLICY.

[01:40:02]

YOU SET THE PERCENTAGE.

IT'S MY JOB TO PROVIDE FROM A STAFF PERSPECTIVE, WHAT I BELIEVE THESE NUMBERS SHOULD BE BASED UPON ANALYTICS AND WHAT HAVE YOU.

SO HOPEFULLY THAT MAKES SENSE WHAT I'VE SAID SO FAR.

SO ANY QUESTIONS.

SO I THINK I DO HAVE SOME QUESTIONS.

BUT I THINK WHAT, JUST SO THAT THE BOARD KNOWS WHAT WHAT OUR KIND OF TIMELINE IS HERE ON THIS AND CORRECT ME IF I'M WRONG, JASON, BUT WE'RE GOING TO DO SOME OF THIS WORK AT A AT THE NOVEMBER WORKSHOP, RIGHT? AM I CORRECT ON THAT, JOHN.

OKAY. AND THEN BECAUSE IF, IF WE DO DECIDE WE WANT TO GO DOWN THE ROUTE OF AMENDING POLICY, SINCE IT HAS TO GO FIRST AND SECOND READING, THAT WOULD BE FIRST READING AND IN THE NOVEMBER MEETING, ADOPTION AT THE DECEMBER MEETING.

AND THAT WOULD, THAT WOULD SET THE STAFF UP CORRECTLY FOR FOR PREPARING ANY SORT OF SCENARIOS THAT THEY NEED TO MAKE.

DID I CAPTURE THAT CORRECTLY FOR TIMELINE AND STUFF? YEAH. I MEAN, IT'S ENTIRELY UP TO YOU.

YOU KNOW, WE YOU KNOW, AS A BOARD, YOU SET POLICY.

I'M JUST MERELY BRINGING IT UP THAT IF YOU WANTED TO HERE'S, YOU KNOW, SOME SUGGESTED LANGUAGE.

I DON'T KNOW HOW MUCH I WOULD SAY I DON'T I WOULDN'T DEDICATE A TREMENDOUS AMOUNT OF TIME OF THE WORKSHOP TO JUST FUND BALANCE.

THERE'S ONLY SO MUCH TO REALLY TALK ABOUT BEYOND WHAT, YOU KNOW, WHAT I PRESENTED THIS EVENING.

BUT TYPICALLY WHEN WE'RE TYPICALLY WHEN WE'RE GOING THROUGH A POLICY, A POLICY REVIEW PROCESS, WE'LL BRING IT TO A WORKSHOP TO DISCUSS IT A LITTLE BIT MORE, BECAUSE THE THE CONVERSATION CAN BE A LITTLE MORE FREE FLOWING.

AND THEN JUST, I JUST WANT TO KIND OF LAY THAT OUT SO THAT IT'S NOT THAT WE ABSOLUTELY HAVE TO DECIDE ON SOMETHING, YOU KNOW, TONIGHT OR SOMETHING LIKE THAT, BECAUSE WE'RE OBVIOUSLY NOT VOTING ON ANYTHING HERE.

JASON, I DID HAVE A QUESTION FOR YOU.

SINCE WE'VE BEEN TALKING ABOUT THIS.

I'VE BEEN I'VE BEEN DOING MY OWN RESEARCH, AND I KNOW THAT'S A DANGEROUS TERM TO USE NOW, BUT I'VE BEEN I'VE BEEN DOING SOME AND I WAS I WAS ACTUALLY SURPRISED THAT WE ARE ONE OF ONLY TWO SCHOOL DISTRICTS THAT I CAN FIND IN CLARK COUNTY THAT DOESN'T HAVE A NUMBER IN POLICY.

EVERYBODY ELSE HAS EITHER A SPECIFIC PERCENTAGE OR AT LEAST LIKE A RANGE AND, I KNOW THAT I'VE SEEN SOME OTHERS AROUND THE STATE OF SOME EXAMPLE POLICY.

MY QUESTION IS, IT SEEMS LIKE, WITH THE EXCEPTION OF, OF ONE OTHER DISTRICT THAT I SAW THAT HAS 8 TO 10% IN THEIR RANGE.

MOST OF THE OTHER RANGES ARE COMING ANYWHERE FROM 4 TO 7%.

CAN YOU KIND OF EXPLAIN, LIKE WHY I KNOW YOU EXPLAINED HERE, I GUESS WHAT I'M TRYING TO JUST GET OUT THERE IS, IS WE OFTEN HEAR FROM FROM COMMUNITY AND PEOPLE THAT PAY ATTENTION TO THIS, THAT THERE'S THIS RECOMMENDED NUMBER.

AND I'M SEEING I'M SEEING A LOT OF VARIANTS FROM A LOT OF A LOT OF OTHER DISTRICTS.

I KNOW I CAN'T PUT YOU IN THE SHOES OF OF BEING THE THE BUDGET PERSON FOR A NEIGHBORING SCHOOL DISTRICT.

BUT WHY, WHY IS WHY WOULD THEY BE ABLE TO GET AWAY WITH A LOWER NUMBER? DOES THAT MAKE SENSE? SO WHAT WHEN YOU READ THE FINE PRINT OF THOSE POLICIES, OFTEN THEY'RE TALKING ABOUT THE UNASSIGNED AMOUNT.

GOT IT. AND THAT'S WHY IN HERE WE'VE SAID 5%, WHICH IS WELL WITHIN THAT BAND THAT YOU MET THAT YOU DISCUSSED.

OKAY. THAT MAKES SENSE.

WHEN I INITIALLY DRAFTED THIS, TO BE HONEST, I HAD 5.5%.

I WAS LIKE, YEAH, WE'RE DOING POLICY I'LL ROUND DOWN JUST LET'S DO EVEN NUMBERS.

BUT I MEAN, IT'S IT'S PRETTY, I WOULDN'T I THINK 5% IS ACTUALLY PRETTY AGGRESSIVE FOR A MINIMUM FUND BALANCE LIKE IT'S NOT CONSERVATIVE.

IT'D BE VERY CHALLENGING TO GET THROUGH THE ENTIRE YEAR AND NOT RUN OUT OF MONEY IN MARCH OR JUNE, IT WOULD BE REALLY CLOSE. AND SO THAT'S THAT'S JUST THE NATURE OF OUR CASH FLOW.

NOW, SOME OF THESE OTHER DISTRICTS YOU KNOW, THEIR CASH FLOW MIGHT BE A LITTLE BIT, YOU KNOW, LIKE I MENTIONED, THEY MIGHT HAVE A GREATER FEDERAL FUNDING PORTION OF THEIR BUDGET THAT PROVIDES SOME MORE STABILITY AND LESSENS THAT VOLATILITY IN CASH FLOW.

THAT'S THAT'S A BIG THING.

THE OTHER THING IS JUST THE SIZE OF A DISTRICT.

WHEN YOU'RE JUST BIGGER YOU HAVE ECONOMIES OF SCALE YOU HAVE A LARGER, BROADER PORTFOLIO OF REVENUES.

YOU JUST HAVE, YOU KNOW, MORE LEVERS TO KIND OF PLAY WITH, IF YOU WILL.

BUT, I MEAN, I FEEL LIKE, HONESTLY, WHEN YOU START LOOKING AT OTHER POLICIES, EVEN OUTSIDE THIS AREA YOU KNOW, LIKE SIZED DISTRICTS, 8 TO 10% IS PRETTY COMMON.

I THINK THE UNASSIGNED AMOUNT OF 5% THAT MIGHT CHANGE FROM ONE DISTRICT TO ANOTHER.

[01:45:01]

OKAY. BUT YEAH, I THINK WHAT YOU WERE HONING IN ON IS JUST ONCE YOU LOOK AT THOSE POLICIES AND YOU START TO READ THOSE WORDS, LOOK FOR THIS TERM UNASSIGNED. GOT IT? BECAUSE IT HAS A PRETTY SPECIFIC MEANING.

I'D ALSO SAY, TOO, FOR BOARD MEMBERS, IF YOU'RE INTERESTED IN LOOKING AT SOME OF THESE, JUST ESPECIALLY, YOU KNOW, FOR EXAMPLE, POLICIES AND WHAT OTHER DISTRICTS DO, ONE OF THE NICE THINGS ABOUT FOLLOWING THE SAME WSSDA CODING LANGUAGE IS THAT EVERYBODY'S POLICY, 6022 IS THE MINIMUM FUND BALANCE.

AND SO YOU CAN SEARCH FOR THAT IN YOUR BOARD DOCS.

NOT EVERYBODY USES BOARD DOCS.

SO I, YOU KNOW, JUST DID STRAIGHT UP GOOGLE SEARCHES FOR SOME OF THE SCHOOL DISTRICTS AROUND HERE AND WAS ABLE TO FIND, LIKE I SAID, ALL EXCEPT FOR ONE HAD THAT HAD A NUMBER IN POLICY. SO IF THAT HELPS YOU WITH THE.

OKAY. ANY OTHER QUESTIONS? IS THIS SOMETHING THAT YOU WANTED TO GET INTO LIKE INDIVIDUAL BOARD MEMBER THOUGHTS ON TONIGHT OR OR WAIT UNTIL THE WORKSHOP OR LIKE HOW I GUESS HOW WE HOW CAN WE BEST PREPARE YOU TO BE READY FOR A CONVERSATION AT OUR NOVEMBER WORKSHOP? I MEAN, I'M OPEN TO ANY SORT OF FEEDBACK, REALLY.

I MEAN, ULTIMATELY, WE'RE I THINK THERE'S BEEN AN INTEREST IN REVISITING THE POLICY AND SO WANTED TO KIND OF PROVIDE WHAT THAT WHAT THAT LOGICAL OR WHAT I FEEL IS THE BEST PRACTICE PATHWAY FORWARD.

AND THAT'S REALLY THE PURPOSE OF TONIGHT TO WHAT DEGREE YOU, YOU KNOW, YOU WANT INFORMATION.

WE CAN TALK, YOU KNOW, IN THE MEANTIME.

AND I'M HAPPY TO KIND OF, YOU KNOW, SCOPE THAT WORKSHOP AROUND THAT.

I THINK, YOU KNOW, WE FULLY INTEND HONESTLY, WE'RE GOING TO HAVE A LOT OF FEEDBACK, STAKEHOLDER FEEDBACK IN FOR THAT NOVEMBER WORKSHOP.

SO WE'RE GOING TO HAVE A COUPLE, AT LEAST A COUPLE OF TOPICS AROUND BUDGETS TO TO DISCUSS.

SO IF THE BOARD IS SAYS, HEY, WE'RE FINE WITH THE CURRENT POLICY, I'M FINE WITH THAT TOO.

IF YOU WANT TO AMEND YOUR POLICY AGAIN, IT'S YOUR POLICY.

IT'S NOT IT'S NOT MINE.

IT'S NOT JOHN'S IT'S IT IS A BOARD POLICY.

SO BUT I FEEL LIKE WE KIND OF NEED TO MAKE A DECISION HERE AND THEN DECIDE AGAIN, TIMING WISE, WHEN DO WE WANT TO GET BACK TO WHERE WE NEED TO BE? BECAUSE THAT ALSO HAS AN EFFECT ON WHAT WE DO TODAY AND IN THE IMMEDIATE FUTURE.

SO ONE SUGGESTION I MIGHT HAVE IS WE'LL HAVE BRIEFINGS THE WEEK BEFORE THE WORKSHOP.

SO THAT WOULD GIVE YOU AN OPPORTUNITY TO INDIVIDUALLY OR TWO BY ONE, LET ME KNOW YOUR THOUGHTS AND THEN WE CAN BUILD THAT FIRST READING FOR FOR THE FIRST FOR THE NOVEMBER MEETING.

IF THAT IF THAT'S GOING TO WORK.

I MEAN, HONESTLY, IT'D BE HARD TO MAKE A DECISION TONIGHT.

WE DON'T HAVE AN ACTION ITEM ON THIS.

SO MY ADVICE WOULD BE WE WE DISCUSS IT, YOU THINK ABOUT IT, SLEEP ON IT.

AND THEN BRIEFINGS ARE WHEN DO THOSE START GAIL FOR THE WORKSHOP THE IT WOULD BE NEXT WEEK, RIGHT? OKAY. DOES THAT NEXT WEEK, DOES THAT HELP.

YEAH I THINK THE ONLY THING THAT I WOULD JUST WANT TO MAKE SURE THAT I JUST TO GET A GENERAL DIRECTION FROM THE BOARD, AGAIN, NOT VOTING ON ANYTHING BUT JUST A GENERAL DIRECTION IS IS PUTTING A SPECIFIC NUMBER INTO POLICY, SOMETHING THAT THIS BOARD IS, IS INTERESTED IN MOVING FORWARD WITH? SO JUST, YOU KNOW, IF YOU DON'T MIND SAYING IF YOU DON'T MIND GIVING ME YOUR THOUGHTS ON THAT, THAT'D BE GREAT.

I'M INTERESTED IN MOVING FORWARD WITH THE POLICY.

I THINK IF WE DON'T HAVE IT IN POLICY IT'S GOING TO BE DIFFICULT TO ENACT AND TO GET US BACK IT'S GOING TO BE A TOUGH ROAD BUILDING THAT FUND BALANCE BACK UP AGAIN. AND WE'RE I THINK WE NEED A GOAL OF, YOU KNOW, TO WHAT LEVEL AND BY WHEN.

AND I THINK IT'S WE HAVE TO DO THAT IN ORDER TO ACHIEVE IT.

AND I WOULD AGREE WITH THAT CONNIE, AND I KNOW WE'VE PUT A LOT OF WORK IN AS THE BUDGET COMMITTEE AND EVERYONE ELSE AS TO WHAT THAT FUND BALANCE SHOULD, PERCENTAGE SHOULD BE.

SO I THINK WE SPENT SO MUCH TIME ON THAT THAT WE SHOULD PUT IT INTO POLICY.

RIGHT? BECAUSE WE SPENT A LOT OF TIME.

YOU HAD SLIDES BACK FROM SEVERAL YEARS AGO WHEN WE TALKED ABOUT IT.

RIGHT. AND WHAT I APPRECIATED ABOUT THIS THAT YOU CAME UP WITH WAS THE, THE 5% THE UNASSIGNED PART.

RIGHT. BECAUSE I THINK THAT'S ALSO CONFUSING TO PEOPLE.

RIGHT. YOU HAVE 10% IN YOUR FUND BALANCE.

WELL, WE CAN'T WE IT'S NOT ALL MONEY THAT WE CAN SPEND RIGHT THIS MINUTE.

I JUST WANT TO MAKE SURE THAT THAT 5% UNASSIGNED AMOUNT IS WHAT YOU'RE TELLING ME WE COULD PAY OUR BILLS THROUGH THE YEAR.

BECAUSE AT 3%, THERE COULD BE WE COULD STRUGGLE PAYING BILLS, AND I WANT TO KNOW, LIKE 5% TRACEY WE CAN PAY OUR BILLS EVERY BECAUSE THAT 3%.

AND IF WE'RE SAYING OUR, OUR FUND BALANCE RIGHT NOW IS DOWN TO 3%, THAT'S NOT THAT'S UNASSIGNED AND ASSIGNED.

[01:50:01]

RIGHT. SO THAT'S THAT MAKES THAT NUMBER EVEN SLIGHTLY MORE ALARMING.

RIGHT. YEAH.

I MEAN, IF YOU LOOKED AT, YOU KNOW, RIGHT NOW WHERE WE'RE, YOU KNOW, PROJECTED TO BE WE WOULD HAVE LIKE 1.7% UNASSIGNED FUND BALANCE ASSIGNED AT THE END OF THE YEAR.

SO I'M LOOKING AT THAT. SO THAT'S, THAT'S, THAT'S THAT'S CRITICALLY LOW.

RIGHT. YEAH I FEEL VERY COMFORTABLE 5% WE CAN GET THROUGH.

THAT CASH FLOW PERCENTAGE REALLY DOESN'T CHANGE.

THE NUMBERS MAY CHANGE, BUT THAT'S WHY DISTRICTS USE A PERCENTAGE.

SO AS YOUR BUDGET GOES UP OR DOWN, GENERALLY THE PERCENT THAT YOU NEED IN ANY GIVEN YEAR JUST FLUCTUATES.

JUST, YOU KNOW, THE PERCENTAGE STAYS THE SAME, BUT THE DOLLARS MAY FLUCTUATE UP OR DOWN.

SO ANYWAYS NOT TO BELABOR THE POINT, BUT YEAH, I MEAN, THAT TRULY IS WHAT I'M REPRESENTING THIS EVENING IS 5%, WE SHOULD BE ABLE TO WE'D SNEAK RIGHT BY, IT'S JUST SO CLOSE.

I MEAN, THAT'S LIKE BUDGETING FOR ZERO, RIGHT? WELL, WE EVEN WE EVEN SAW TONIGHT THAT WITH A WE HAVE A 1% VARIANCE IN OUR ENROLLMENT.

RIGHT. SO UNDER NORMAL CIRCUMSTANCES WE'RE GOING TO HAVE TO RELY ON WE HAVE TO RELY ON FUND BALANCE FOR THAT.

YEAH. YEAH YEAH I MEAN AGAIN TYPICALLY SCHOOL DISTRICTS IN NORMAL OPERATIONS ARE FAIRLY PREDICTABLE, RIGHT? I THINK IN MOST BUSINESSES WOULD BE REALLY HAPPY WITH A 99% ACCURACY IN WHAT THEIR CUSTOMER BASE IS, RIGHT? THAT'S PRETTY GOOD.

FOR US, WE ACTUALLY EXPECT A HIGHER BAR, LIKE WE HOPE TO BE RIGHT ON OR WITHIN A HALF PERCENT, YOU KNOW IT'S JUST LARGER, YOU KNOW, THAT DECLINE IN ENROLLMENTS A LITTLE BIT LARGER, SO WE'RE GONNA HAVE TO REEVALUATE THAT.

BUT I THINK WE HOLD OURSELVES TO A PRETTY HIGH STANDARD WHEN YOU START THINKING ABOUT IT.

AND IT'S BECAUSE WE ARE GENERALLY A PREDICTABLE INDUSTRY.

SO WE'RE JUST EXPERIENCING SOME VOLATILITY RIGHT NOW.

MATTHEW BAMINI, I WANT TO MAKE SURE YOU GUYS WERE ABLE TO SPEAK YOUR THOUGHTS AS WELL.

I WAS JUST GOING TO, YOU KNOW, REITERATE THE FUND BALANCE IS NOT ONLY FOR CASH FLOW, WHICH YOU'VE SHOWN VERY WELL OVER THE TIME THAT I'VE BEEN HERE AND BEFORE WHEN I'VE ATTENDED MEETINGS, BUT IS REALLY ABOUT MANAGING CURRENT AND FUTURE RISK.

WHICH RISK IS UNKNOWN, YOU CAN MAYBE PROJECT IT.

YOU'VE ALREADY SHOWN EVEN AT THE END OF THIS YEAR, WE HAD UNKNOWN RISK WE HAD TO COME BACK AND ADJUST THAT BUDGET.

SO IT WOULD BE WONDERFUL IF YOU'RE AT 99%, BUT THEN WE STILL HAVE TO MANAGE THAT 1%.

WE CAN'T HAVE IT GO DOWN TO ZERO, RIGHT? I MEAN, IT'S JUST IT'S CLEAR.

I THINK IT WOULD BE HELPFUL MAYBE FOR THE WORKSHOP AGAIN, TO HAVE, YOU KNOW, A SPREADSHEET THAT TALKS ABOUT DISTRICTS OR SAME SIZE THAT ARE IN OUR SAME POSITION, MAYBE, YOU KNOW, AGAIN, GETTING RID OF THE KIND OF THE FEDERAL FREE LUNCH AND OTHER THINGS SO WE CAN, YOU KNOW, WE CAN COMPARE SAME SIZE DISTRICTS WHAT THEIR POLICIES ARE.

I KNOW WHEN I WENT OUT TO LOOK AT SOME, IT IT RANGES FROM 5% TO 12.5%.

RIGHT. I THINK THAT WOULD BE HELPFUL.

I KNOW IN MY PAST WORK OF WORKING WITH KIND OF THAT TYPE OF ASSESSMENT, LOOKING AT SIMILAR SIZE, IT ALWAYS HELPS IF WE COULD JUST AT LEAST KNOW WHERE WE'RE AT.

BUT I KNOW EVEN GOVERNMENTS HAVE TO HAVE A PERCENTAGE IN THEIR PORTFOLIO OF HOW MUCH YOU'RE GOING TO SAVE AS GENERAL FUND.

AND WE SHOULD ALL HOPE TO STRIVE IN OUR OWN SAVINGS TOO, HAVE SEVERAL MONTHS AVAILABLE FOR THOSE CURRENT AND FUTURE RISKS, RIGHT? OTHERWISE, WE RUN OURSELVES INTO A DEFICIT ON CREDIT AND WE'RE NOT IN THE BOAT LIKE GOVERNMENT CAN, WE CAN'T RAISE TAXES TO SOLVE OUR PROBLEMS. YEAH. I FEEL THE SAME FOR ME, HAVING A NUMBER WOULD GIVE GUIDANCE AND SOME STRUCTURE TO WHERE WE NEED TO BE OR WHERE WE'RE COMFORTABLE. LIKE RIGHT NOW, FOR SOME LOOKING AT 3% THEY MIGHT BE COMFORTABLE AT AND SOMEBODY ELSE MIGHT BE MORE COMFORTABLE AT 7 SO HAVING A NUMBER JUST KEEPS US FOCUSED.

OKAY. SO IT SOUNDS LIKE WE'RE WE'RE WE'RE INTERESTED IN PURSUING THIS FURTHER THEN.

SO WE'LL BRING THIS TO THE NOVEMBER WORKSHOP THEN.

ALL RIGHT. OKAY.

THAT'S ALL I HAVE. THAT'S ALL YOU HAVE.

OKAY. THANK YOU JASON.
