IT'S BEEN, IT'S SUMMER. SO WE, I WILL SAY ALL OF US UP HERE ON THIS DAIS, WE'RE HELPING OUT WITH THE CAMAS DAYS PARADE ON SATURDAY, WHICH WAS A LOT OF FUN GETTING THAT ORGANIZED AND EVERYBODY IN THE RIGHT LINE, IN THE RIGHT ORDER. LOTS OF GREAT REPRESENTATION FROM THE SCHOOL DISTRICT AS WELL.

MR. MANCINI, OUR RETIRING HIGH SCHOOL BAND DIRECTOR, WAS THE GRAND MARSHAL.

WE HAD THE CHEERLEADERS AND THE BAND AND ROBOTICS AND DECA AND THE DANCE TEAM.

THERE WAS QUITE A BIT OF REPRESENTATION AT THAT GRAND PARADE.

SO THANKS TO EVERYBODY WHO HELPED OUT. I ALSO WANT TO THANK THE MEMBERS OF THE CAMAS HIGH SCHOOL ASB AND THE STUDENT, SAC VOLUNTEERS WHO HELPED US OUT WITH CARRYING BANNERS.

WE HAD MORE THAN ENOUGH, WHICH WAS GREAT. SO THAT WAS AWESOME.

OTHER THAN THAT. NOT A WHOLE LOT TO REPORT. MATTHEW AND JOHN AND I HAVE MET A COUPLE OF TIMES.

WORKING ON THE FORMATION OF OUR ARTS ADVISORY COMMITTEE, AND STILL KIND OF WORKING ON KIND OF FLESHING THAT OUT A LITTLE BIT MORE, EXACTLY WHAT WE WANT TO DO. I THINK WE'LL BRING IT TO OUR PLANNING SESSION IN AUGUST. BUT OTHER THAN THAT, I DON'T THINK I REALLY HAVE ANYTHING ELSE TO REPORT. YOU TOOK MY FIRST TWO.

ALTHOUGH YESTERDAY, THE WEEKEND WAS. IT WAS A GREAT DAY ON SATURDAY, AND EVEN ON FRIDAY IT WAS GREAT.

I GOT TO HELP WITH THE ROBOTICS STUDENTS GET SET UP IN THE MORNING.

AND I'LL JUST CONCUR WITH COREY ON THE ARTS ADVISORY.

I THINK WE'RE MAKING GOOD HEADWAY. AND REALLY, IT'S BEEN A, WE'VE GONE OVER A LOT OF TOPICS WITH IT.

SO I THINK IT'LL BE INTERESTING FOR OUR DISCUSSION AT THE PLANNING MEETING. A COUPLE THINGS, I DON'T KNOW. PROBABLY ONE THING I DID IS I, IN THE SPRING WHEN WE WERE DISCUSSING SOME THINGS WITH ATHLETICS, AND STEPHEN BARANOWSKI GAVE ME ACCESS TO THE TRAINING PROGRAM THAT COACHES HAVE TO GO THROUGH, LIKE ALL THE REQUIRED TRAINING. I DID START TAKING SOME OF THE MANDATORY TRAINING THAT ALL OUR, ALL THE STAFF HAVE TO TAKE THE VECTOR TRAINING. I WAS JUST CURIOUS AS TO IF IT'S ANY BETTER THAN THE MANDATORY TRAINING I HAVE TO TAKE AT WORK.

BUT I FOUND IT VERY INTERESTING SO FAR. SO I'M GOING THROUGH SOME OF THAT.

I WANT TO THANK AMY FOR GETTING ME ACCESS TO IT, BECAUSE I NEEDED SOMETHING TO FILL IN IN THE EVENINGS BETWEEN OTHER SHOWS THAT I WATCHED.

HOW ARE YOU DOING WITH YOUR BLOODBORNE PATHOGENS? I HAVEN'T GOTTEN TO THAT. OKAY, BUT I AM LIKE 45% THROUGH.

BUT AGAIN, WE'RE STAYING HOPEFUL. I HEARD EARLIER TODAY THAT THAT THE PRUNE HILL AREA IS STARTING TO SHOW SOME GROWTH.

THERE'S SOME DEVELOPMENT THERE. ALTHOUGH EXPENSIVE WE'RE SEEING SOME MOVEMENT THERE, SO WE MAY SEE A LITTLE BIT OF A BOOST IN THAT AREA OF TOWN.

NOT TO MENTION THE LACK OF MISS LAKE ELEMENTARY AREA.

SO KEEPING OUR EYE ON THINGS. BUT I'LL HAVE A BETTER IDEA OF ENROLLMENT AS WE GET INTO THIS THE START OF THE SCHOOL YEAR.

JUST REALLY KIND OF WRAPPING UP WHERE WE AT WITH BUDGET REDUCTIONS.

I KNOW YOU'VE SEEN THIS SLIDE BEFORE, BUT I ALWAYS LIKE TO GET ON THE RECORD.

THE REASON WHY THE REDUCTIONS OCCURRED AND THAT WERE STILL NOT OUT OF THE WOODS YET.

EXPENSES, OF COURSE, EXCEEDING REVENUES. AND WE'RE DOING OUR BEST TO ASSURE THAT UP.

I REALLY HOPE TO PRESENT A BALANCED BUDGET TO YOU NEXT MONTH.

WE'RE STILL FINE TUNING A COUPLE OF THINGS, AND WE'RE WAITING FOR SOME CONTRACTS TO SETTLE.

AGAIN, WE'RE PROJECTING SOME DECLINING ENROLLMENT TO CONTINUE FOR THE NEXT COUPLE OF YEARS.

OF COURSE, INFLATION AND LABOR MARKET PRESSURES ARE STILL OUT THERE.

WE ALL FEEL THAT NO MATTER WHAT SECTOR YOU'RE IN, PRIVATE SECTOR PUBLIC, EVERYONE IS FEELING THE PINCH OF THAT, INCLUDING OUR FAMILIES. UTILIZATION OF OUR RESERVE FUND, OF COURSE, IT'S GONE DOWN TREMENDOUSLY, BUT WE'RE WORKING TO BUILD THAT BACK UP AND I'LL SHOW YOU IN ANOTHER, IN A MINUTE WITH THE BUDGET REPORT FACING THAT SHORTFALL AND THEN WE STILL HAVE SOME OPEN CONTRACTS. AND SO THERE'S A SALARY OPENER. KEEP IN MIND IT'S NOT A FULL CONTRACT NEGOTIATION.

BUT WE'LL BE GETTING TO THAT VERY SOON AS THE PRINCIPALS START TO COME BACK.

AND WE ALSO HAVE TA'D WITH CAOP OUR BUILDING SECRETARY'S GROUP.

SO REALLY EXCITED ABOUT THAT WORK. KUDOS TO OUR HR TEAM AND AND EVERYBODY WHO'S BEEN INVOLVED.

OUR NEGOTIATION TEAM WORKED HOURS AND HOURS AND HOURS OVER THE SUMMER TO TO GET THAT DONE.

AND AS WELL AS, OF COURSE, THE NEGOTIATION TEAMS ON THE LABOR SIDE.

WE'RE PROJECTING 6758. SO WOULD BE ANOTHER DROP FROM LAST YEAR.

AGAIN, WE'RE STAYING OPTIMISTIC TO SEE IF WE GET SOME GROWTH.

BUT THIS WOULD BE ABOUT A 2% DECLINE FROM WHERE WE'RE CURRENTLY AT.

WE'RE REALLY LOOKING AT THIS BECOMING OUR NEW NORM, AT LEAST FOR A WHILE.

AND SO WE'RE SETTLING IN, AND HOPEFULLY OUR STAFFING WILL ALIGN MORE TO WHAT OUR ENROLLMENT LOOKS LIKE.

QUESTIONS ON THAT. ALL RIGHT. A COUPLE OTHER, YOU KNOW, CONCERNING NUMBERS AND I'VE ADDED A LITTLE BIT TO THIS FOR THIS MONTH, YOU SEE THAT THIS IS REALLY A NATIONAL RHETORIC, BUT ALSO A CONVERSATION THAT'S HAPPENING THROUGHOUT WASHINGTON STATE WHERE PUBLIC SCHOOL ENROLLMENT IS DOWN. ACTUALLY RECENTLY SAT DOWN WITH KELLY MOYER AROUND A HOMESCHOOL CONVERSATION.

SHE REALLY WANTED TO DIG INTO A LITTLE BIT OF OUR NUMBERS.

AND AND IF WE'RE FEELING THAT SAME PINCH THAT THE REST OF THE STATE AND EVEN THE REST OF THE NATION IS SEEING, AND WE ARE ONE OF THE NUMBERS THAT I ADDED IS ON THAT THIRD LINE, WITH HOMESCHOOL ENROLLMENT BEING UP 42% ACROSS THE STATE SPECIFICALLY FOR CAMAS, WE HAD 352 WITHDRAWALS LAST SCHOOL THIS PAST SCHOOL YEAR, BUT ONLY 24 OF THOSE STUDENTS AND THOSE FAMILIES WENT TO EITHER HOMESCHOOL OR PRIVATE. I COULDN'T EXACTLY DECIPHER BETWEEN THE TWO BECAUSE SOME SAY HOMESCHOOL AND THEY GO PRIVATE, OR SOME SAY PRIVATE AND THEY CHANGE THEIR MIND.

BUT THOSE 24 TOLD US THERE WAS ONE OR THE OTHER, WHICH IS ABOUT 7%.

SO IT'S STILL A HIGH NUMBER, HIGHER NUMBER THAN WE'D LIKE TO SEE, BUT IT'S NOT ASTRONOMICAL FOR CAMAS.

AND MANY OF THOSE STUDENTS, WHAT WE SEE THAT GO TO THE PRIVATE SCHOOLS ACTUALLY COME BACK ONCE THEY SEE THAT IT'S, THE GRASS ISN'T ALWAYS GREENER NECESSARILY. THERE'S SOME GREAT THINGS THAT OUR PRIVATE SCHOOLS OFFER, BUT THERE ARE SOME THINGS THAT ARE PUBLIC SCHOOLS OFFER THAT THE PRIVATE SCHOOL SIMPLY CAN'T. SO I'M KEEPING AN EYE ON THOSE ON THOSE NUMBERS.

AND WE'RE GOING TO CONTINUE TO DO THOSE EXIT INTERVIEWS WITH OUR FAMILIES AND IMPRESS UPON THE PRINCIPALS TO CONTINUE TO HAVE THOSE RELATIONSHIPS, EVEN IF THE FAMILIES DECIDE TO LEAVE. HEY, YOU KNOW, CAN YOU TELL US A LITTLE BIT ABOUT WHERE YOU'RE GOING AND WHY AND HOW WE CAN BETTER OUR SYSTEM SO THAT MAYBE THAT'S NOT AN OPTION IN THE FUTURE? COREY, DID YOU, OKAY. A COUPLE OTHER NUMBERS.

YOU SEE, WITH THE HOUSING MARKET, WHICH CONTINUES TO KIND OF BE AN OBSTACLE FOR US, THAT MEDIAN HOME PRICE WENT UP AGAIN IN JUNE FROM MAY, ABOUT ALMOST 11%. SO FAMILIES ARE HAVING TO PAY UPWARDS TO $864,000 FOR JUST A SIMPLE RESIDENTIAL HOME.

AND AS OF LAST MONTH, IT WAS AT 852, SO AGAIN, FAMILIES, REALLY, REALLY, YOUNG FAMILIES SPECIFICALLY CONTINUING TO STRUGGLE BUYING HERE IN CAMAS. AND I EVEN SAW AN ARTICLE IN THE COLUMBIAN TODAY AROUND VANCOUVER.

AND THEIR RENTAL PRICES ARE ASTRONOMICAL FOR A STUDIO APARTMENT CLOSE TO $2,000 A MONTH.

SO IT'S NOT EVEN LIKE THE MORE URBAN CITIES ARE HAVING ANY REPRIEVE.

YES, IT'S PROBABLY LESS EXPENSIVE THAN CAMAS, BUT THEY'RE STRUGGLING AS WELL, AND HOMES THAT ARE CURRENTLY ON THE MARKET FOR 28 DAYS, WHICH IS SEVEN, WHICH COMPARED TO SEVEN DAYS LAST YEAR.

SO HOMES ARE SITTING A LITTLE BIT LONGER. AND OF COURSE, BETWEEN THE PRICES AND THE INTEREST RATES.

SO TALKING TO A LOT OF FAMILIES AT CAMAS DAYS, SO MANY OF THOSE FAMILIES WANT TO LIVE IN KANSAS AND JUST SIMPLY CAN'T RIGHT NOW.

AND SO IT'S JUST SO GREAT WHEN WE DO GET TO SEE THOSE YOUNG FAMILIES COME IN.

BUT WE'RE JUST NOT SEEING THAT IN DROVES, LIKE, MANY YEARS AGO OR NOT EVEN RECENTLY.

SO QUESTIONS ON ON THOSE NUMBERS. I KNOW I ALWAYS SOUND LIKE A REAL ESTATE AGENT WHEN I TALK ABOUT THIS, BUT IT'S SUCH A CONNECTION TO WHAT WE DO IN OUR GROWTH.

RIGHT. SO AND I DID WANT TO JUST MENTION RENTAL NUMBERS BECAUSE SOME SAY, WELL, MAYBE, MAYBE THE RENTERS ARE HAVING SOME REPRIEVE AND THEY'RE REALLY NOT.

IF YOU LOOK ESPECIALLY DOWN TOWARDS THE BOTTOM, THE THREE-BEDROOM RENTALS ARE 2400 A MONTH, HOUSES FOR RENT AND CAMAS ARE AVERAGING CLOSE TO 3000 A MONTH.

SO EVEN THE RENTS ARE HIGH, MAINLY BECAUSE PEOPLE HAVE TO PAY THEIR MORTGAGES AND SO THEIR RENTS HAVE TO BE HIGH.

SO JUST AGAIN, NUMBERS TO KEEP AN EYE ON AND WE'LL SEE IF THOSE START COMING DOWN.

MAKING OUR INTENTIONAL DECISIONS. SO A LOT OF DECISIONS HAVE BEEN MADE, BUT WE STILL HAVE A LOT OF DECISIONS THAT THAT WILL BE MADE AROUND OUR BUDGET AND TRYING TO ENSURE STABILITY NOW AND INTO THE FUTURE.

A LOT OF THESE NUMBERS YOU'VE SEEN ALREADY, I THINK NUMBER FOUR IS VERY IMPORTANT THAT COST CONTAINMENT ISN'T GOING TO END JUST BECAUSE WE'RE STARTING TO HIT OUR NUMBERS, WE HAVE TO CONTINUE THAT BECAUSE WE'RE NOT FORESEEING A GREAT INFLUX FROM THE STATE ANYTIME SOON.

AND OUR ENROLLMENT DOESN'T SEEM TO BE GOING THE RIGHT DIRECTION.

AND SO WE'RE JUST ALL GOING TO HAVE TO CONTINUE PINCHING.

WE ARE, AS A TEAM, A CABINET TEAM, WE'RE VERY, VERY CAREFUL ABOUT WHAT WE'RE POSTING AND WHEN.

AND SO COST CONTAINMENT WILL CONTINUE TO BE A PRIORITY FOR US.

AND THANKS TO THE CUTS, OF COURSE, THE STATE SUPPORT AND DELAYING SOME SPENDING.

WE'RE SEEING THE FRUITS OF OF THAT LABOR. KEY POINT NUMBER ONE IS PROGRESS, BUT WE'RE NOT OUT OF THE WOODS YET.

OUR CURRENT PROJECTED END FUND BALANCE IS AT $5.6 MILLION, OR 4.3% OF OUR TOTAL BUDGET.

THAT'S AN IMPROVEMENT OVER LAST MONTH AND REFLECTS THE POSITIVE IMPACT OF COST SAVING MEASURES.

THAT SAID, WE'RE STILL FINISHING THE YEAR $5.8 MILLION IN THE RED, SO WE HAVEN'T GOT OUT OF THAT FULL DEFICIT.

WHICH MEANS WE'VE LOST ABOUT HALF OF OUR END FUND BALANCE IN ONE YEAR.

SO WHILE WE'VE MADE PROGRESS, THERE'S STILL MORE WORK AHEAD.

WE'VE EXPECTED TO BE DOWN ABOUT 7.2 MILLION, BUT WE'RE NOW PROJECTING A $5.8 MILLION DEFICIT, WHICH IS $1.4 MILLION BETTER THAN ANTICIPATED.

WE DID RECEIVE THE $350,000 ONE-TIME ALLOCATION FROM THE STATE.

AND AS YOU KNOW, WE DELAYED THE $650,000 TRANSFER TO THE CAPITAL FUND, SO THE REST OF THE SAVINGS CAME FROM REDUCING ADMIN CONTRACTS LAST SUMMER AND TIGHTER CONTROL OF SCHOOL AND DEPARTMENT SPENDING.

AND THE SECOND KEY POINT IS THAT NEXT YEAR IS UNCERTAIN, AND I JUST NEED YOU TO KEEP THAT IN MIND.

WE'LL START THE NEW SCHOOL YEAR WITH A SLIGHTLY HIGHER END FUND BALANCE, WHICH HELPS.

HOWEVER, WE STILL HAVE SEVERAL LABOR CONTRACTS, AS I'VE STATED UNDER NEGOTIATION, AND OUR LONG-TERM BUDGET FORECASTS CURRENTLY ASSUME NO SALARY INCREASES. ONCE THOSE CONTRACTS ARE SET.

OH, BY THE WAY, PSC, AS YOU KNOW, IS ALREADY BUDGETED IN BECAUSE THEY'RE STILL UNDER CONTRACT.
